A council has approved an £86,000 bail-out plan to rescue an arts centre, 15 months after it had a £4.25m facelift. The Scala in Prestatyn has a deficit of £84,000 and minutes from a Denbighshire council meeting show it is expected to lose £86,000 this financial year. The Scala would need to apply for the money, and certain conditions apply. Rhiannon Hughes, chair of the Scala board, said the authority was "supporting the Scala as it works to secure its future and we welcome that". The council said it wanted five seats - three councillors and two officers - to sit on the Scala board, and it would then become a "local authority-influenced company". Mrs Hughes, a former council leader, said the five new board members had been accepted at a meeting on Monday. The original Scala first opened in 1913, but the cinema closed in 2000. On Friday 13th February 2009, it re-opened as an arts centre and said it was Wales' first all-digital cinema. However, it has failed to generate the visitor numbers it hoped for, with 6,000 fewer than its 50,000 target in the past year. A report to Denbighshire council reveals "it would take a number of years for the company to become viable". Chris Bond, general manager of Scala Cinema and Arts Centre, told BBC Wales the company had expected a first-year deficit of about £60,000, but this had increased to £84,000. Operating costs In addition, the company was also given an £80,000 loan from Denbighshire council in December, as well as a £50,000 grant last year. Reasons given for the reduced visitor numbers include the recession, an under-estimation of the venue's operating costs and bad weather. The council met in private earlier this month to discuss the matter and the minutes of that meeting are now available. They show the council's cabinet approved an "additional budget allocation of up to £86k" to support the company, subject to several conditions. However, the money will only be allocated if applied for by the Scala, as and when needed, and strict conditions apply. On November 15th, Council Member Jimmy Van Bramer, Assembly Member Michael DenDekker, representatives from the School Construction Authority (SCA) and Woodside on the Move, Joe Conley, Community Board 2 Chairman, Anna Efkarpides, Principal of PS 11, and community leaders broke ground to begin construction on PS 339, the first school to be built in Woodside in over 60 years. "Today marks a milestone in our efforts to address overcrowding in schools in Western Queens," said Council Member Van Bramer. "Since I have taken office we have worked with the School Construction Authority and the community to add over 2,000 new seats in Council District 26. The addition of PS 339 and the introduction of PS 11's annex will help ensure that the children of Woodside are given two state-the-art facilities where they will be provided a quality education for generations to come." PS 339, located at 39-07 57th Street in Woodside, will have the capacity to serve over 470 students from pre-kindergarten through 5th grade. The school is scheduled to open in September 2015. PS 339 is also one of five new schools which will be fully operational by 2016. Since taking office, Council Member Van Bramer has worked closely with SCA, members of Community Education Council 30 and 24, parents and local leaders to secure over 2,000 seats for the children of Western Queens. The state-of-the-art facility will be a fully air conditioned, accessible 5-story primary school which will consist of 22 standard classrooms, two special education classrooms, multiple resource rooms, a music classroom, art classroom and gymatorium. The school will also include a library, cafeteria, kitchen, general administrative office, guidance office, medical office and a community room. The addition of PS 339 will also help alleviate overcrowding at PS 11 in Woodside which is currently operating over capacity. In January of this year Council Member Van Bramer announced plans to build an annex for PS 11 which will also add approximately 350 seats to students from both Sunnyside and Woodside. The annex is scheduled to open by 2016. "The groundbreaking of PS 339 is welcome news for the families of the Woodside community," said Rep. Joe Crowley (D-Queens, the Bronx). "Our children need and deserve a learning environment where they can thrive and the addition of this new elementary school will help to ease the overcrowding that exists at many of the neighboring schools. Reducing class size and equipping our students with the proper resources are part of the necessary investments we must continue to make in order to ensure our future generations reach their full potential. I applaud the efforts of the city officials and all the members of our community who worked so hard to make this new school a reality." As our community continues to grow, we must fight to guarantee our kids receive the educational resources they need.
