Rail services across much of southern Britain have been cancelled for the morning rush hour as a storm continues to batter parts of England and Wales.

Western Power said 7,000 properties are without power in the South West area.

Both Severn crossings, the M4 and the M48, between South Wales and England have been closed, while 60 flights have been cancelled at Heathrow airport.

The Met Office said a gust of 92mph (148km/h) was recorded at Needles Old Battery, Isle of Wight, at 01:00 GMT.

Meanwhile the Environment Agency has issued 18 flood warnings - all in south west England - and 146 flood alerts across England and Wales.

Syrian Army Makes More Gains Near Capital
DAMASCUS, Syria October 24, 2013 (AP)

 Syrian troops killed at least 40 opposition fighters in an ambush Friday near Damascus, the government said, leaving their bloodied bodies strewn on rocks near a dried-out lake along with scattered rifles and ammunition.

President Bashar Assad\'s forces backed by Lebanese Hezbollah gunmen also seized control of a rebel ammunition supply route on a highway linking the capital to its eastern suburbs — part of a blistering government offensive to bolster its position amid an international push for peace talks.

Assad\'s forces have been gaining ground in rebel-held areas around the capital, the seat of his power, and have made progress against outgunned and fragmented fighters in several areas.

On Friday, the state-run news agency SANA said 40 rebels died in the ambush near Otaiba, adding that soldiers seized a large arms cache, including anti-tank rockets.

The area is part of a region known as Eastern Ghouta, which was the scene of a horrific chemical weapons attack in August believed to have killed hundreds.

The state-run Al-Ikhbariya television station broadcast footage showing more than a dozen bodies near the largely dried-out Otaiba lake, some wearing flak jackets strapped with ammunition. Automatic rifles and hand grenades lay nearby.

In the same week UN experts called for greater transparency on US drone strikes, it has been revealed that top Pakistani officials have been secretly endorsing the programme for a number of years. 

The news broke in US newspaper The Washington Post. It has allegedly been leaked confidential Central Intelligence Agency (CIA) documents confirming that Pakistan has received regular, classified information from the US regarding drone strikes and casualty counts. 

Pakistan has previously expressed concern over civilian casualties of the attacks [LINK to http://www.euronews.com/2013/10/23/us-defends-drone-strikes-amid-accusations-they-violate-international-law/]. The Pakistani prime minister, Nawaz Sharif, even raised the issue again [LINK to http://www.euronews.com/2013/10/24/end-drone-strikes-pakistan-s-prime-minister-tells-obama/] recently during a White House meeting with President Obama.

The UN has asked other countries to speak up about drone strikes, in a bid to determine when they are deemed acceptable.

German Chancellor Angela Merkel has called President Obama to demand an explanation after hearing that her mobile phone may have been tapped by US intelligence services.

The confrontation came after German magazine Der Spiegel reported that the NSA had been spying on the Chancellor for years, an allegation which the German intelligence services found plausible.

It came after confirmation from German security services that allegations in Der Spiegel magazine of NSA spying  were plausible.

Washington was quick to limit the damage.

Both Severn crossings, the M4 and the M48, between South Wales and England have been closed, while 60 flights have been cancelled at Heathrow airport. The Met Office said a gust of 92mph (148km/h) was recorded at Needles Old Battery, Isle of Wight, at 01:00 GMT. Meanwhile the Environment Agency has issued 18 flood warnings - all in south west England - and 146 flood alerts across England and Wales. Robin Gisby, network operations managing director for Network Rail, said commuters should expect considerable disruption on Monday morning. "This will impact up to Birmingham and up to Nottingham and the Midlands. President Bashar Assad's forces backed by Lebanese Hezbollah gunmen also seized control of a rebel ammunition supply route on a highway linking the capital to its eastern suburbs — part of a blistering government offensive to bolster its position amid an international push for peace talks. Assad's forces have been gaining ground in rebel-held areas around the capital, the seat of his power, and have made progress against outgunned and fragmented fighters in several areas. On Friday, the state-run news agency SANA said 40 rebels died in the ambush near Otaiba, adding that soldiers seized a large arms cache, including anti-tank rockets. The area is part of a region known as Eastern Ghouta, which was the scene of a horrific chemical weapons attack in August believed to have killed hundreds. The state-run Al-Ikhbariya television station broadcast footage showing more than a dozen bodies near the largely dried-out Otaiba lake, some wearing flak jackets strapped with ammunition. Automatic rifles and hand grenades lay nearby. "Eastern Ghouta is a graveyard of terrorists," read a scroll on the broadcast. An unidentified Syrian army officer in the area told Al-Ikhbariya that there were foreign fighters among the dead and that the ambush followed an intelligence tip. "It was a highly accurate operation," the officer said. "We will be moving from one victory to another." The Britain-based Syrian Observatory for Human Rights, an activist group that tracks Syria's crisis, said at least 24 fighters, some of them foreign, were killed in the ambush. The Observatory gave no further details and the differing death tolls could not be immediately reconciled. The offensive coincides with an international push for a peace conference to be held in Geneva. Both sides want to bolster their position on the ground ahead of the talks, expected next month. No final date has been set, however, and it is unclear whether the sides will reach an agreement on the agenda. The Supreme Military Council, which brings together a collection of loosely-knit rebel brigades under the emblem of the Free Syrian Army, said Friday it refused to sit down with Syrian officials involved in killing Syrians. Comments carried by the Syrian National Coalition, the group's political wing, also dismissed the proposed talks for lacking a way to reach concrete results. In other violence, a car bomb blew up near a mosque in in the village of Wadi Barada outside of Damascus shortly before Friday prayers ended. The Observatory said 40 people were either killed or wounded in the blast. SANA said the car blew up as it was being rigging with explosives. The agency said a number of people were killed. The ambush near Damascus came hours after Assad's forces captured the town of Hatitat al-Turkomen south of the city, securing a key highway that links the capital with the Damascus International Airport. The news broke in US newspaper The Washington Post. It has allegedly been leaked confidential Central Intelligence Agency (CIA) documents confirming that Pakistan has received regular, classified information from the US regarding drone strikes and casualty counts. However, the UN says this is hard to verify as the involvement of the CIA in counter-terrorism operations in the country has "created an almost insurmountable obstacle to transparency." Ben Emmerson, a UN Human Rights and Counterterrorism expert, expressed the need for greater transparency: "In the EU, which obviously represents a large number of states, the one particular recommendation in Christof's (Heyns) report that they expressly endorsed is the transparency recommendation," he said. "And there really is no good legal argument against it." The drone strikes have caused outrage in Pakistan, where many argue they cause indiscriminate deaths and injuries.
