The government of the French Republic is a semi-presidential system determined by the French Constitution of the fifth Republic. The nation declares itself to be an "indivisible, secular, democratic, and social Republic". The constitution provides for a separation of powers and proclaims France's "attachment to the Rights of Man and the principles of national sovereignty as defined by the Declaration of 1789." The national government of France is divided into an executive, a legislative and a judicial branch. The President shares executive power with his or her appointee, the Prime Minister. The cabinet globally, including the Prime Minister, can be revoked by the National Assembly, the lower house of Parliament, through a "censure motion"; this ensures that the Prime Minister is always supported by a majority of the lower house (which, on most topics, has prominence over the upper house). Parliament comprises the National Assembly and the Senate. It passes statutes and votes on the budget; it controls the action of the executive through formal questioning on the floor of the houses of Parliament and by establishing commissions of enquiry. The constitutionality of the statutes is checked by the Constitutional Council, members of which are appointed by the President of the Republic, the President of the National Assembly, and the President of the Senate. Former Presidents of the Republic also are members of the Council. The independent judiciary is based on a civil law system which evolved from the Napoleonic codes. It is divided into the judicial branch (dealing with civil law and criminal law) and the administrative branch (dealing with appeals against executive decisions), each with their own independent supreme court of appeal: the Court of Cassation for the judicial courts and the Conseil d'Etat for the administrative courts. The French government includes various bodies that check abuses of power and independent agencies. France is a unitary state. However, the administrative subdivisions—the régions, départements and communes—have various legal functions, and the national government is prohibited from intruding into their normal operations. France was a founding member of the European Coal and Steel Community, later the European Union. As such, France has transferred part of its sovereignty to European institutions, as provided by its constitution. The French government therefore has to abide by European treaties, directives and regulations. Constitution A popular referendum approved the constitution of the French Fifth Republic in 1958, greatly strengthening the authority of the presidency and the executive with respect to Parliament. The constitution does not contain a bill of rights in itself, but its preamble mentions that France should follow the principles of the Declaration of the Rights of Man and of the Citizen, as well as those of the preamble to the constitution of the Fourth Republic. This has been judged to imply that the principles laid forth in those texts have constitutional value, and that legislation infringing on those principles should be found unconstitutional if a recourse is filed before the Constitutional Council. Also, recent modifications of the Constitution have added a reference in the preamble to an Environment charter that has full constitutional value, and a right for citizens to contest the constitutionality of a statute before the Constitutional Council. The foundational principles of the constitution include: the equality of all citizens before law, and the rejection of special class privileges such as those that existed prior to the French Revolution; presumption of innocence; freedom of speech; freedom of opinion including freedom of religion; the guarantee of property against arbitrary seizure; the accountability of government agents to the citizenry. Executive branch France has a semi-presidential system of government. This means that the presidential candidate is required to obtain a nationwide majority of non-blank votes at either the first or second round of balloting, which implies that the President is somewhat supported by at least half of the voting population. He was born in Angoulême, Charente. Starting his career as a jurist at the University of Bordeaux, Duverger became more and more involved in political science and in 1948 founded one of the first faculties for political science in Bordeaux, France. An emeritus professor of the Sorbonne and member of the FNSP, he has published many books and articles in newspapers, such as Corriere della Sera, la Repubblica, El País, and especially Le Monde. Duverger has studied the evolution of political systems and the institutions that operate in diverse countries, showing a preference for empirical methods of investigation rather than philosophical reasoning. He devised a theory which became known as Duverger's law, which identifies a correlation between a first-past-the-post election system and the formation of a two-party system. While analysing the political system of France, he coined the term semi-presidential system. From 1989 until 1994 he was a member of the Group of the Party of European Socialists in the European Parliament. Ukraine (Listeni/juːˈkreɪn/ yew-krayn; Ukrainian: Україна, transliterated: Ukrayina, [ukrɑˈjinɑ]) is a country in Eastern Europe. Ukraine borders the Russian Federation to the east and northeast, Belarus to the northwest, Poland, Slovakia and Hungary to the west, Romania and Moldova to the southwest, and the Black Sea and Sea of Azov to the south and southeast, respectively. It has an area of 603,628 km2 (233,062 sq mi), making it the largest country entirely within Europe. According to a popular and well established theory, the medieval state of Kievan Rus was established by the Varangians in the 9th century as the first historically recorded East Slavic state. It emerged as a powerful nation in the Middle Ages but disintegrated in the 12th century. By the middle of the 14th century, present Ukrainian territories were under the rule of three external powers: the Golden Horde, the Grand Duchy of Lithuania, and the Kingdom of Poland, during the 15th century these lands came under the rule Crown of the Kingdom of Poland, Polish Lithuanian Commonwealth (since 1569), and Crimean Khanate. After After the Partitions of Poland (1772--1795) and conquest of Crimean Khanate, Ukraine was divided between Russia and Austria, thus the largest part of Ukraine was integrated into the Russian Empire, with the rest under Austrian (known as Austro-Hungarian since 1849) control. A chaotic period of incessant warfare ensued, with internationally recognized establishment of independent Ukrainian People's Republic. Independent Ukraine emerged from its own civil war. Then Soviet aggression and the Ukrainian--Soviet War followed, which resulted in Soviet victory. Ukrainian People's Republic was occupied and a puppet state called Ukrainian Soviet Socialist Republic was created. On December 30, 1922 it became one of the founding republics of the Soviet Union. The Soviet government was hostile to Ukrainian language and Ukrainian culture; there were mass repressions of Ukrainian poets, historians and linguists. Then there was a genocide of Ukrainians: millions of people starved to death in 1932 and 1933 in the Holodomor. After the 1939 invasion of Poland by Nazi Germany and Soviet Union, the Ukrainian SSR's territory was enlarged westward. During World War II the Ukrainian Insurgent Army tried to reestablish Ukrainian independence and fought against both Nazi Germany and the Soviet Union. But in 1941 Ukraine was occupied by Nazi Germany, being liberated in 1944. In 1945, the Ukrainian SSR became one of the founding members of the United Nations. In 1954 it expanded to the south with the transfer of the Crimean Peninsula. Ukraine became independent again when the Soviet Union dissolved in 1991. This dissolution started a period of transition to a market economy, in which Ukraine suffered an eight-year recession. Since then, however, the economy has experienced a high increase in GDP growth. Ukraine was caught up in the worldwide economic crisis in 2008 and the economy plunged. GDP fell 20% from spring 2008 to spring 2009, then leveled off as analysts compared the magnitude of the downturn to the worst years of economic depression during the early 1990s. Throughout its history, Ukraine has been one of the powerhouses of world agriculture due to its fertile conditions. The country, as of 2011, was the world's third-largest grain exporter[15] and is one of ten most attractive agricultural land acquisition regions.[16] Ukraine is a unitary state composed of 24 oblasts (provinces), one autonomous republic (Crimea), and two cities with special status: Kiev, its capital and largest city, and Sevastopol, which houses the Russian Black Sea Fleet under a leasing agreement. Ukraine is a republic under a semi-presidential system with separate legislative, executive, and judicial branches. Since the dissolution of the Soviet Union, Ukraine continues to maintain the second-largest military in Europe, after that of Russia. The country is home to 46 million people, 77.8 percent of whom are ethnic Ukrainians, with sizable minorities of Russians (17%), Belarusians and Romanians. Ukrainian is the official language of Ukraine. Russian is also widely spoken.
