Migrant boat capsizes off Lampedusa, rescue under way - Sicily

A ship carrying about 250 people capsized Friday off the coast of Sicily, according to the Maltese military and the Italian news agency ANSA.
The ship is believed to have been carrying migrants.
The incident occurred in international waters about 60 nautical miles south of Lampedusa, Italy, according to a posting on the Armed Forces of Malta Facebook page.

More than 3,000 firefighters have been battling bushfires across New South Wales, as scorching weather conditions worsen.

Rescuers have been tackling flames on the ground and from the air, as aerial footage shows.

In total, 71 fires are burning across the state, 29 of which are uncontained.

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam said in a titah that the penal code will be implemented in phases and will prescribe stoning for adulterers, amputation for theft and flogging for drinking alcohol and for abortion.

Emergency warnings have been issued in two areas of western Sydney as bushfires threaten to engulf homes and properties. Fast moving fires near Castlereagh and Windsor are being fanned by strong, warm northerly winds and temperatures of around 30 degrees Celsius. Aerial television footage showed fire fighters dropping water from helicopters to control the flames which have already burned several outbuildings. The University of Western Sydney has sent its students home because of power outages caused by the fires. There have not been reports of any casualties. Report by Ashley Fudge.

Migrant boat capsizes off Lampedusa, rescue under way - Sicily A ship carrying about 250 people capsized Friday off the coast of Sicily, according to the Maltese military and the Italian news agency ANSA. The ship is believed to have been carrying migrants. The incident occurred in international waters about 60 nautical miles south of Lampedusa, Italy, according to a posting on the Armed Forces of Malta Facebook page. Malta's military Rescue Coordination Centre has assumed control of what it called a "major search and rescue incident," according to the Facebook posting. According to the Maltese military, the ship was being followed by military chase planes and "appeared unstable." "A few minutes later, the aircraft reported that the boat had capsized and that numerous persons were in the water. Initial assistance was provided by the aircraft, which dropped a life raft in close proximity of the persons in distress," according to the Facebook posting. The fate of those aboard the capsized ship was not immediately clear. It is the second such incident this month in the region. Earlier this week, a boat carrying more than 500 African migrants sank off the coast of Lampedusa, killing 309 people in what Lampedusa Mayor Giusi Nicolini called "the biggest sea tragedy in the Mediterranean Sea since World War II." That ship originated in Libya, caught fire off the Italian coast and sank. Survivors, many of them from Eritrea, told CNN they used bodies to keep themselves afloat until they were rescued. The incident sparked calls for efforts to reform migration policies in the region. A week ago Friday, the United Nations' human rights office urged the European Union to work to prevent another such incident. The agency called on authorities to work to reduce migrant trafficking and address economic and security issues that have driven thousands of African residents to make the risky voyage to Europe in search of a better life.

Hollande's office said in a statement that he had expressed "deep disapproval of these practices, which are unacceptable between friends and allies because they infringe on the privacy of French citizens". Hollande "asked that all explanations be provided, as well as all information that could be at the disposal of former NSA consultant Edward Snowden". The statement said the two leaders had agreed "to work together to determine the facts and the exact scope of surveillance activities" revealed by French newspaper Le Monde. The two stressed that surveillance operations should be put into a "bilateral framework" and agreed that US and French intelligence agencies would "work together to this effect", the statement said. The spying claims threatened to overshadow a visit to Paris by the US secretary of state, John Kerry, who is due to discuss the war in Syria with western allies and members of the opposition. Millions of calls Reports in Le Monde and the German Der Spiegel have revealed that the National Security Agency secretly recorded tens of millions of phone calls in France, and hacked into former Mexican President Felipe Calderon's email account. The spy agency taped 70.3 million phone calls in France over a 30-day period between December 10 and January 8 this year, Le Monde reported in its online version, citing documents from Snowden. According to Le Monde, the NSA automatically picked up communications from certain phone numbers in France and recorded text messages under a programme code-named "US-985D". In July, Paris prosecutors opened a preliminary inquiries into the NSA's programme, known as Prism, after Der Spiegel and Britain's The Guardian revealed wide-scale spying by the agency leaked by Snowden. "We were warned in June [about the programme] and we reacted strongly but obviously we need to go further," said the French foreign minister, Laurent Fabius. "We must quickly assure that these practices aren't repeated."
