The United Nations has said that at least 450 civilians may have been killed by US drone strikes in Pakistan, Afghanistan and Yemen, a figure which the US has previously downplayed.

A UN report, obtained by Al Jazeera on Friday, stated that Pakistan\'s government had confirmed at least 400 civilian deaths as a result of US drone strikes, in stark contrast to what US officials had publicly acknowledged previously.

The report found that one of the major obstacles in obtaining accurate figures on civilian deaths was the lack of transparency by the countries involved, which has prompted a cauldron of legal issues that are yet to be addressed by UN-member states.

Nine Lebanese Shia pilgrims held hostage in Syria have been freed, Lebanon\'s interior minster has said.

The pilgrims have crossed over into southern Turkey, and will arrive back in Lebanon soon, according to Interior Minister Marwan Charbel.

The nine were part of a group of 11 who were seized while making their way back to Lebanon in May 2012 after a tour of holy sites in Iran.

Two of the group were subsequently released.

The pilgrims\' release had been reported by Lebanese officials three days after they were seized, but it then transpired that they had not left Syria.

One by one, Iranian Deputy Foreign Minister Abbas Araqchi, European Union foreign policy chief Catherine Ashton and other international delegates are gearing up for day two.

The group is in Geneva for talks at the United Nations headquarters on Iran\'s nuclear program.

The world leaders are pressing Iran for details of its proposal to resolve their decade-old nuclear dispute.

Iran released some of those details in the first day of talks, but both sides say much work remains to be done.

Western diplomats stress they want Tehran to back up its friendly language with concrete actions, such as curbing uranium enrichment.

Only then could Western nations consider reducing economic sanctions against Iran.

The United Nations has said that at least 450 civilians may have been killed by US drone strikes in Pakistan, Afghanistan and Yemen, a figure which the US has previously downplayed. A UN report, obtained by Al Jazeera on Friday, stated that Pakistan's government had confirmed at least 400 civilian deaths as a result of US drone strikes, in stark contrast to what US officials had publicly acknowledged previously. The report found that one of the major obstacles in obtaining accurate figures on civilian deaths was the lack of transparency by the countries involved, which has prompted a cauldron of legal issues that are yet to be addressed by UN-member states. "This report aims to present the facts as clearly and objectively as possible. I have had good co-operation from most of the states involved, and I very much hope that this continues during the second phase of the inquiry when I will be aiming to get answers to some of the most difficult questions and putting allegations about particular drone strikes to the states responsible, and asking them to provide their own version of the facts," Ben Emmerson, the Special Rapporteur on Human Rights and Counter-Terrorism and author of the report, told Al Jazeera. "This issue is clearly not going to go away, and I will continue asking the difficult questions for as long as it takes," he added. As there were, or appear to be, reported cases of civilian deaths, the report states that the US has a legal obligation to launch its own impartial investigation and provide a public explanation because of its duty to protect civilians in an armed conflict. The US, however, has not released any casualty figures so far from its CIA-led drone programme, especially in Pakistan and Yemen, but the spy agency has acknowledged that the figures were in "single digits", according to media reports. The report, which is to be presented to the UN General Assembly on October 25, recommends that the UN member-states implement strict compliance to international humanitarian law and identifies a number of legal questions on the on the usage of drones which currently has no international consensus. Transparency It also urged the US to be more transparent with its information on the drone campaign to ascertain the resultant civilian deaths. "The single greatest obstacle to an evaluation of the civilian impact of drone strikes is lack of transparency, which makes it extremely difficult to assess claims of precision targeting objectively," wrote Emmerson. The UN investigator, who heads the UN inquiry into the civilian impact of drone strikes launched earlier this year, considers the continued use of drones in the Federally Administered Tribal Areas amounts to be a violation of Pakistani sovereignty, "unless justified under the international law principle of self-defence", which enlists that a state can act upon armed groups, which may or may not have ties to another state, if it considers it a threat to its own national security. He said that the use of lethal force under the pretext of counter-terrorism operations by the US outside of areas of active hostilities, "gives rise to a number of issues on which there is either no clear international consensus, or United States policy appears to challenge established norms." White House spokesperson Laura Magnuson told NBC news that they were aware of the new UN report and cited Obama's speech in May in which he defended his administrations' use of drones and narrowed the scope of the targeted-killing campaign against al-Qaeda and its affiliates. The Washington Post newspaper, citing documents provided by whistleblower Edward Snowden, reported on Wednesday that the CIA-operated drone campaign relied heavily on NSA's ability to intercept communications, leading to strikes targeting al-Qaeda fighters abroad. In June 2011, John Brennan, Obama's top counter-terrorism adviser and current CIA chief, said that were no collateral deaths "because of the exceptional proficiency, precision or the capabilities we've been able to develop". Emmerson said that the involvement of the CIA in US operations in Pakistan and Yemen "created an almost insurmountable obstacle to transparency", reiterating an earlier UN call for increased transparency over armed drones. In August, US Secretary of State John Kerry told Pakistan state TV that drone strikes in the country could end soon as the threat of insurgency recedes. Pakistani government records estimate at least 2,200 deaths in drone strikes since 2004. The report also indicated that at least 50 civilians were also killed in strikes on Afghanistan and Yemen. The Special Rapporteur intends to submit a final report on his findings from the inquiry to the Human Rights Council in 2014.

Nine Lebanese Shia pilgrims held hostage in Syria have been freed, Lebanon's interior minster has said. The pilgrims have crossed over into southern Turkey, and will arrive back in Lebanon soon, according to Interior Minister Marwan Charbel. The nine were part of a group of 11 who were seized while making their way back to Lebanon in May 2012 after a tour of holy sites in Iran. Two of the group were subsequently released. The pilgrims' release had been reported by Lebanese officials three days after they were seized, but it then transpired that they had not left Syria. "The story is over," Mr Charbel told the Reuters news agency. "In the next 24 hours, they will be with us [in Lebanon]." The Qatari foreign minister told the al-Jazeera television network on Friday that the pilgrims' release had now come about due to Qatari mediation. The news was greeted with jubilation in southern Beirut, where relatives of some of those kidnapped live, according to local media reports. In August a group called Zuwwar al-Imam Rida said it was behind the kidnapping of two Turkish pilots in Beirut, saying they would be freed in exchange for the pilgrims. Mr Charbel said he now expected the two pilots, Murat Akpinar and co-pilot Murat Agca, to be released soon, according to Reuters. Turkish Foreign Minister Ahmet Davutoglu was also quoted as saying he expected a resolution to their case soon. "Very positive developments are under way in the case of the pilots; this matter has largely been settled," Mr Davutoglu said on Turkish television, according to AFP. Earlier this week the two appeared in a video broadcast on Lebanese television saying they were both well and wanted to go home.

Amnesty International has accused Egypt of unlawfully detaining and deporting hundreds of Syrian refugees, many of them women and children fleeing civil war at home. "Instead of offering vital help and support to refugees from Syria, the Egyptian authorities are arresting and deporting them, flouting human rights standards," Sherif Elsayed Ali, Amnesty's head of refugee and migrants' rights, said in a statement on Thursday. Ali said Egypt was failing "abysmally to meet its international obligations to protect even the most vulnerable refugees." Amnesty said hundreds of refugees who fled Syria, including scores of children, face either deportation or ongoing detention in poor conditions. It said the Egyptian navy had intercepted around 13 boats carrying refugees from Syria in their attempt to reach Europe. Quoting the UN refugee agency, UNHCR, it said 946 people had been arrested by Egypt while attempting the crossing, and that 724 remained in detention. Last week, Amnesty said 12 people drowned when a boat carrying refugees from Syria sank off the coast of Alexandria. On October 3, more than 300 people, including several Syrians, died when their vessel capsized trying to reach the Italian island of Lampedusa. Collective deportations Egyptian authorities say the country has taken in more than 100,000 Syrian refugees, with some trying to leave for Europe aboard overcrowded ships. In a statement, the foreign ministry said the content of Amnesty's report was "inaccurate and does not reflect the reality of [Syrians'] situation in the country... they are treated in a dignified way." "There is no policy of deportation of our Syrian brothers and the vast majority of them live in peace," the ministry said. Egypt has recently required Syrians and other nationals to acquire visas from Egyptian consulates abroad prior to arrival in the country. The media has often accused refugees of backing the Muslim Brotherhood and of being involved in the political violence that erupted in Egypt after the ouster of president Mohamed Morsi. Amnesty said that, in most cases, those arrested were being kept in detention under orders of the national security agency, even after the public prosecution orders their release. It cited the case of a nine-year-old boy from Aleppo arrested on a boat with a family friend and detained and denied access to his mother for four days. Amnesty said that, during a visit to a police station in Alexandria, it found 40 Syrian refugees unlawfully and indefinitely detained there. Among them were 10 children, the youngest being one-year-old twins. Several lawyers said they were prevented from representing refugees detained in police stations along Egypt's Mediterranean coast, the group said. Lawyers also told Amnesty that, in at least two instances, refugees were collectively deported to Damascus.
