HIT RADIO sur CNN : Référendum sur la nouvelle constitution du Maroc
(CNN) -- Moroccans voted Friday to approve a referendum on constitutional reforms that would weaken the king's powers and boost those of the government.
The referendum was approved by 98.49% of voters, the country's interior minister said.
Despite a particularly warm day, more than 70% of the country's 13 million registered voters turned out to decide on the referendum, Interior Minister Taieb Cherkaoui said.
"I voted yes because I agree with the proposed changes," said Rachida Khalil of Casablanca. "There is still a lot of work to be done, like appointing of a completely new government, but I am very hopeful."
King Mohammed VI announced the referendum in a rare address to the nation last month, after a series of unprecedented protests swept the North African country.
Under the referendum, voters are empowered to select a prime minister, ending the longstanding practice in which the king has selected his own man for the job.
The prime minister has tended to take his lead from the sovereign on key matters of state.
Over recent months, thousands of young Moroccans have taken to the streets, inspired by the Arab Spring. The youth-based February 20 Movement wants jobs and an end to corruption its members say stems from royal cronies.
It had urged its supporters to boycott the referendum on the constitution, saying it fails to meet their demands.
The countries biggest political parties, including the Islamist Justice and Development Party (PJD), the Socialist Union of Popular Forces (USFP) and the conservative Istiqlal party, had asked their supporters to vote "yes" to the proposed changes.
"Although this project may seem to some non-revolutionary, it has the advantage to make the parties face their responsibilities. It forces them to make their own cultural revolution," said Industry Member Ahmed Reda Chami, a member of the Socialist Union of Popular Forces party.
The revamped draft constitution will make officials more accountable, the Parliament in Rabat more dynamic and will give the government greater powers, the 47-year-old king said when he announced the referendum on June 17.
The new prime minister would have new powers in decision-making and in day-to-day management -- relieving the king of a number of duties and aligning the style of management along the lines followed by some European Union countries.
In an example of power sharing, the draft constitution empowers the prime minister to dissolve the House of Representatives, and stresses that the king shall consult him before announcing the dissolution of Parliament.
"It specifies the conditions to be observed in each case in order to ensure the separation of powers as well as balance and cooperation between the branches," the king said.
"The idea is to establish democratic institutions where all active parties participate and bring in prosperity."
Under the reforms, Morocco will also have an independent judiciary and provide equal rights for women.
Analysts, however, question whether the proposed change will prove sufficient.
The reforms "appear to be genuine," wrote Joel Hirst, an international affairs fellow at the Council on Foreign Relations. But "the security apparatus, cabinet positions and religious appointments remain under the finger of the king."
"For a country that has been accused of human right abuses in the past, these reforms for some do not go far enough," he added.
"The king may well have succeeded in staying ahead of the protest that has led to the demise of the regimes in Tunisia and Egypt and plunged Libya, Syria, Yemen, and Bahrain into turmoil and violence," said Marina Ottaway, director of the Middle East program at the Carnegie Endowment for International Peace.
"Whether this is just a short-lived victory in the first skirmish of a long battle or a turning point on the road to transforming Morocco into the Arab world's first constitutional monarchy will depend not only on how the king acts in the coming months, but also on the capacity and willingness of Moroccan political organizations to build on the opportunities the constitution offers them," Ottaway wrote.
"It may also depend to some extent on the persistence of a protest movement that has so far not been able to mobilize the huge crowds seen in Tunisia and Egypt," she stressed.

BANGKOK – A sniper’s bullet struck a rogue army officer revered by anti-government demonstrators, plunging the Thai capital into a night of chaos Thursday which left at least one civilian dead and scores injured.
Maj. Gen. Khattiya Swasdipol, an incendiary figure known here as the "Red General,” was shot in the head just before sunset as the Thai army moved to seal off an expansive area occupied by “red shirt” protesters the past six weeks.
"You have decided to crush us, we are being surrounded,” said Sean Boonpracong of the National United Front of Democracy Against Dictatorship, which is orchestrating the effort to depose the government of Prime Minister Abhisit Vejjajiva. “We are ready to sacrifice and we are preparing our defenses ... we will fight you.”
Khattiya, who had been suspended from the army and even disobeyed directives from red-shirt leaders, was still in critical condition Friday morning. Tasked with red-shirt security, he had bragged of recruiting former soldiers and training his own “Ronin Warriors” to fight the government.
In the aftermath of the attempted assassination, enraged protesters threw rocks and petrol bombs throughout the night while exchanging sporadic gunfire and grenade attacks with soldiers positioned nearby.
Assaulted by rocks and fireworks from a taunting mob of red shirts, a group of soldiers crouching in the darkness of Bangkok’s large central park opened fire with M16 rifles just before 11 p.m., killing at least one civilian.
Despite the government’s pledge to cordon off the protest area, red shirts took control of a major road and stormed a bus carrying riot police. The police agreed to turn back and leave the area after a tense exchange.
Ambulances rushed eight red-shirt guards to the hospital after they were reportedly poisoned. Witnesses said they had been given free coffee from a van that quickly left the scene.
Thai authorities made no visible effort to block traffic from the conflict zone. A motorist caught in the crossfire of automatic weapons and M79 grenade launchers was hospitalized after stumbling from his car with a head wound.
Red shirts encamped near the Silom Road financial district exchanged rounds of sustained gunfire with garrisoned soldiers.
Although the red-shirts proclaim to be unarmed and nonviolent, a number of their black-clad security have been seen carrying and firing weapons.
Thursday’s violence followed a botched crackdown last month that killed 25 people and injured more than 800. Grenades fired from M79 grenade launchers killed a 26-year-old Thai woman in Bangkok’s financial district three weeks ago.
Thai authorities announced earlier Thursday their plan to disperse protesters – whose numbers fluctuate from about 5,000 to 10,000 – after red-shirt leaders abandoned a government-sponsored reconciliation plan they had earlier agreed to.
Under that agreement, Abhisit would have dissolved parliament and held new elections in six months.
But his “road map for peace” offered no provisions to politically rehabilitate the former prime minister whom the red shirts are fighting to return to power.
Thaksin Shinawatra, a telecom billionaire turned populist politician, is widely believed to be orchestrating and financing the red shirts.
His pledges in 2000 to address growing class disparities won support from the rural poor who now comprise the red-shirt rank and file. The military deposed his government four years ago, the 11th such coup since Thailand became a constitutional monarchy in 1932. Thaksin subsequently fled Thailand after being convicted of corruption.
A Thaksin-loyal government followed, but was toppled in 2008 after middle-class royalists, the so-called “Yellow Shirts,” crippled Bangkok by shutting down its airports.
The yellow-red conflict between the rural poor and urban elite underscores ever-growing class divisions the “Land of Smiles.” Bangkok has enjoyed decades of a booming success from which the rice-basket provinces complain they have not benefited.

The Significance of the Heiner Affair to the Rule of Law in Queensland
Kevin Lindeberg was educated at Maryborough Boys High School in Queensland, and holds an Associate Diploma in Industrial Relations from Brisbane College of Advanced Education (1988). He lives in Capalaba, a southside suburb of Brisbane. He is married and has three children, with his eldest son now studying law at Griffith University. Kevin is a former Queensland public sector trade union organiser who now works as a freelance political cartoonist/caricaturist/illustrator while he continues his quest for justice in the Heiner Affair.
He previously pursued a career as a musical comedy/opera baritone singer in Brisbane, Sydney and London. In Brisbane he performed with the Queensland Light Opera Company. In Sydney he played the leading roles in Oklahoma and The Sentimental Bloke, and, inter alia, performed with the London Philharmonia Chorus under Maestro Ricardo Muti in London's Southbank. He takes a great interest in criminal, administrative and constitutional law, recordkeeping, pioneer aviators, classical music and current affairs, and was, for a time in the early 70s, a public forum speaker on the Sydney Domain.
During his time in London, having previously unveiled a plaque on famous aviator Bert Hinkler's Southampton home in June 1974 -- by the request of pioneer aviation historian and friend Mr Ted Wixted of the Queensland Museum, with the aid of the University of Southampton and Queensland's Agent-General -- he later carried out a one-man campaign for several years to prevent its threatened demolition by the Southampton City Council to make way for a block of flats. His campaign forestalled its demolition. It allowed a specialist Bundaberg team, as part Australia's 1988 Bicentennial Celebrations, to later transport the house back to Bundaberg around 1981 (after dismantling it brick by brick, wooden plank by plank, and then rebuilding it), to be a unique Australian museum open by Premier Sir Joh Bjelke-Peterson in June 1984. Kevin attended having returned to Australia. With the aid of a $7million government-grant, the Hinkler Musuem was greatly extended and opened in December 2008. Kevin also attended this ceremony.
In 1974, he organised a ceremony in Italy to present medallions to the Italians who found and removed Hinkler's body from Mount Pratomagno near Florence in Tuscany in 1933. Kevin was greatly assisted by the Arezzo Aero Club President, Prince Amedeo di Savioa, Duke of Aosta, the present head of the Italian Royal Family. The medallions were presented by the Australian Ambassador to Italy, His Excellency, the Hon John Ryan.
In 1990, Kevin was a senior organiser with the Queensland public service trade union, the Queensland Professional Officers' Association (QPOA). Its members were professional and technical Queensland public servants and TAFE teachers. This job took him into the corridors of power of the Queensland Government. He challenged the Goss Queensland Government's shredding of the Heiner Inquiry documents in February/March 1990 and was dismissed in May 1990, one reason being his handling of 'the Coyne case'. He fought back. He took his public interest disclosure to the Criminal Justice Commission in 1990. This whistleblowing episode on the shredding has been categorised as one of Australia's five most important cases by Whistleblowers Australia. The Heiner Affair is now the subject of lectures in universities throughout Australia and globally, and was recommended by Queensland Education in 2009 to be studied as an OP/HSC topic by Years 11 and 12 students in all Queensland secondary schools. In May 2004 it also featured in the ABC's Australian Story "Three Little Words" (a.k.a. They've been shredded). In February 1999, it featured on Channel 9's Sunday, as "Queensland's Secret Shame."
It now features in at least four academic books published in Australia and the United States. It has been categorised by the international archives community in 2001 as one of the 20th century's 14 great shredding scandals in the world. It has been publicly categorised by the Australian Prudential Regulation Authority ("APRA") as a "high profile corruption scandal" standing alongside Enron/Arthur Anderson, HIH and McCabe. In late 2009, Kevin was commissioned by the Records Management Association of Australasia to write a major article on the Heiner Affair focussing on the extraordinary role of the Queensland State Archivist in the Affair and because of its relevance to modern 21st century records management in government and private enterprise. This article is due to be published around the end of February 2010, and shall be available via the internet.
The Heiner Affair, also known as "Shreddergate", already enjoys significant coverage on the internet.
