INTRO: The government of France has provided grant assistance of 500,000 euros (4.4 billion kip) through the Agence Française de Développement (AFD) to support the preparation of new projects and reinforce the capacity of those in charge of dealing with the projects in Laos.
STORY: The grant contract on technical cooperation for cooperation in study and capacity building was signed in Vientiane by Deputy Minister of Planning and Investment Dr Kikeo Chanthaboury and French Ambassador to Laos, Yves Carmona.

STORY: At a press conference held yesterday, Deputy Director of the French Institute, Laurent Montiller said the purpose of the performance was to show Lao audiences contemporary dance style, in order to promote cultural exchange. Laurent Montiller said he expected full seats at the National Circus and that both Lao and French people would enjoy the dance performance.

The artists have spent a year rehearsing their performance in preparation for their tour around Asia and Europe. Lao performers will also be invited to perform at the event to encourage cultural exchange between both countries. Lao NEWS on LNTV: Oct 12 1945 was a pivotal day in Lao history as country's liberation.13/10/2014
VO October 12, 1945, was a pivotal day in Lao history as it marked a turning point in the country's struggle for liberation
INTRO: October 12, 1945, was a pivotal day in Lao history as it marked a turning point in the country's struggle for liberation from foreign domination. This year we celebrate the 69th Independence Day.
STORY: The declaration of independence on October 12, 1945, was a landmark for Laos and marked the success of the Lao people in their fight against foreign aggressors to take back ownership of their country.
Independence Day was a great victory for Laos in that the world finally recognised the independence and territory of Laos, as well as the Lao people and government.
The occasion was the fruit of the revolutionary movement under the leadership of the Indochinese Communist Party, during which a large number of Lao people and their brethren from other Indochinese countries sacrificed their lives in the battle to restore independence.
The victory achieved on October 12 heralded the start of a bright new era in which Lao citizens and the whole country enjoyed independence, sovereignty, and their territorial rights. The victory, which came after a protracted period of fighting, reflected the strong desire of the Lao people for mastery over their nation, as well as for full independence and unity.
October 12, 1945, also put an end to interference by fascist groups, which had been expanding their power during World War II. Independence was also achieved through years of fighting by multi-ethnic Lao groups, who fought against the intervention and aggression of imperialism. Foreign powers sought to expand their domination in many countries, particularly in the Asia-Pacific region, where they ruled by force.
The events of October 12 proved significant to the combative strategies of the Lao people, as they succeeded in shaking off the administrative yoke of the French imperialists who had ruled Laos for many decades.
The struggle for independence laid the foundation for the Lao people to unite in their fight for liberation. People of all classes unite d in a way never seen before in Laos.
The fighting at this time involved direct confrontation between the Lao, the French imperialists and the Japanese fascists. This marked the beginning of a united fighting force that sought to put an end to disputes that centred on the class structure that existed in Laos at that time.
The Indochinese Communist Party was established in 1930 and Phak Khaen Lao ( Lao Party of Lao Territory) was born on Donxingxou Island in central Vientiane in 1934. This gave the Lao revolutionaries a new impetus and direction in their fight against the French aggressors and Japanese armed forces.
On May 9, 1945, the Soviet Union's Red Army gained victory over the German fascists, spurring the end of World War II. At the same time Japanese armed forces declared unconditional surrender. The changing international situation favoured those countries fighting for independence, such as Laos, Vietnam and Cambodia.
Using this opportunity, the Indochinese Communist Party led by President Ho Chi Minh organised uprisings and seized administrative power throughout Indochina. In August, the Vietnamese revolutionary movement declared success, and the Democratic Republic of Vietnam was established on September 2, 1945. Laos also seized the opportunity and its citizens rose up to overthrow the Japanese fascists and French colonialists on August 23, 1945. There was a public gathering in Vientiane at the sports stadium (now Chao Anouvong Stadium) to proclaim the country's independence to the world and establish the Issara government (Free Lao government).

Lao cuisine is the cuisine of Laos, which is distinct from other Southeast Asian cuisines.
The staple food of the Lao is steamed sticky rice, which is eaten by hand. In fact, the Lao eat more sticky rice than any other people in the world.Sticky rice is considered the essence of what it means to be Lao. Often the Lao will refer to themselves as "luk khao niaow", which can be translated as "children or descendants of sticky rice". Galangal, lemongrass, and padaek (fermented fish sauce) are important ingredients.
The most famous Lao dish is larb (Lao: ລາບ; sometimes also spelled laap), a spicy mixture of marinated meat or fish that is sometimes raw (prepared like ceviche) with a variable combination of herbs, greens, and spices. Another Lao delectable invention is a spicy green papaya salad dish known as tam mak hoong (Lao: ຕໍາໝາກຫຸ່ງ) or more famously known to the West as som tam.
Lao cuisine has many regional variations, corresponding in part to the fresh foods local to each region. A French legacy is still evident in the capital city, Vientiane, where baguettes are sold on the street and French restaurants are common and popular, which were first introduced when Laos was a part of French Indochina.
The Lao originally came from a northern region that is now part of China. As they moved southward, they brought their traditions with them. Due to historical Lao migrations from Laos into neighboring regions, Lao cuisine has influenced the mainly Lao-populated region of Northeastern Thailand (Isan), and Lao foods were also introduced to Cambodia and Northern Thailand (Lanna) where the Lao have migrated. In his book, Culture and Customs of Laos, Arne Kislenko noted the following about Lao cuisine:
Any discussion about Lao cuisine cannot be limited to Laos. There are approximately six times more ethnic Lao in the Isan region of northeastern Thailand than in Laos itself, which makes it necessary to go beyond national boundaries in search of definitively Lao food. In fact, with the recent droves of migrants from Isan further south to Bangkok, the Thai capital has in many respects become the epicenter of Lao cuisine. Some estimate that more Lao are there than in any other city in the world, including Vientiane. There are also sizable expatriate communities in places like the United States and France that make for numerous culinary variations abroad.
Despite there being more ethnic Lao living in Thailand than in Laos and Lao cuisine playing a pivotal role in making Thai food an international phenomenon, very little to no mention of the word "Lao" is found. This phenomenon are most likely the direct consequences of forced Thaification (1942–present), an official attempts to promote national unity and "Thainess", where any mention of "Lao" and other non-Thai descriptors were removed and replaced with northeastern Thai or Isan.
Consequently, Thaification has led to social discrimination against northeasterners and the word "Lao" became a derogatory term. Being "Lao" was stigmatized as being uneducated and backward, thus causing many northeasterners to be ashamed to be known as being Lao. More recently, as Lao identity loses its stigma, there is now a real sense of resurgence and pride in Lao identity, particularly among the Isan youth.
In the West, even with a sizable expatriate communities, Lao cuisine is still virtually unknown even though much of what is served in Thai restaurants is likely to be Lao or Lao-owned. In fact, unbeknownst to most people when they eat their favourite som tam, larb, and sticky rice at their favourite Thai or northeastern Thai (Isan) restaurants they are actually eating the Thai versions of traditional Lao food. This accidental reinforcement of Thaification by the expatriate Lao communities and Lao restaurateurs is well observed by Malaphone Phommasa and Celestine Detvongsa in their article, Lao American Ethnic Economy:
Unlike ethnic specific stores, Lao-owned restaurants are doing better in reaching out to the general public. Although there are some restaurants that advertised as singularly "Laotian", many Lao restaurants are established under the guise of Thai restaurants and Thai/Lao restaurants to entice mainstream customers. Because most Americans are unfamiliar with Laotian food, Lao entrepreneurs have aimed to acquire more business by advertising themselves as Thai restaurants: the latter have successfully achieved popularity with the mainstream population. These restaurateurs would then incorporate Lao dishes onto the menu. Although, there are many similarities between Lao and northern Thai cuisine, certain foods will distinguish a true Thai restaurant from a Lao-owned restaurant would be the inclusion of "sticky rice" on the menu...

VO The government of France provides grant assistance of 500,000 euros (4.4 billion kip) to support rural aid projects
The agreement was also signed by the AFD's new Regional Director Philippe Steinmetz with the attendance of representatives from France and the line ministries concerned.
According to a joint statement from the French Embassy to Laos, the grant will be distributed to improve the five national projects and three regional projects supported by AFD that are currently in progress.
France confirms its keen interest to contribute to the preservation of Laos' heritage and its support for the excavation and enhancement of national treasures. French expertise will continue to be mobilised for the preservation of World Heritage sites.
France remains a leading partner and backer for Laos with stable annual bilateral aid of around 10 million euros (in grants), in addition to its contribution to European and multilateral funds, from which Laos also benefits. French bilateral aid could grow in the coming years if Laos qualifies for loans.
