The Prime Minister of Lithuania is the head of Lithuania's government, and is chosen by the Lithuanian parliament, the Seimas. The modern office of Prime Minister was established in 1990, although the official title was "Chairperson of the Council of Ministers" until 25 November 1992. The post was established during the turmoil surrounding the Soviet Union's collapse, and was organized by Sąjūdis, a multi-party coalition in favour of Lithuanian independence.
Historically, the title of Prime Minister was also used between 1918 and 1940. This was during the original Republic of Lithuania, which lasted from the collapse of the Russian Empire until the country's annexation by the Soviet Union.
A prime minister is the most senior minister of cabinet in the executive branch of government, often in a parliamentary or semi-presidential system. In many systems, the prime minister selects and may dismiss other members of the cabinet, and allocates posts to members within the government. In most systems, the prime minister is the presiding member and chairman of the cabinet. In a minority of systems, notably in semi-presidential systems of government, a prime minister is the official who is appointed to manage the civil service and execute the directives of the head of state.
In parliamentary systems fashioned after the Westminster system, the prime minister is the presiding and actual head of government and head of the executive branch. In such systems, the head of state or the head of state's official representative (i.e. the monarch, president, or governor-general) usually holds a largely ceremonial position, although often with reserve powers.
The prime minister is often, but not always, a member of parliament and is expected with other ministers to ensure the passage of bills through the legislature. In some monarchies the monarch may also exercise executive powers (known as the royal prerogative) that are constitutionally vested in the crown and may be exercised without the approval of parliament.

Lithuania (i/ˌlɪθjuːˈeɪniə/; Lithuanian: Lietuva [lʲɪɛtʊˈvɐ]), officially the Republic of Lithuania (Lithuanian: Lietuvos Respublika), is a country in Northern Europe. One of the three Baltic states, it is situated along the southeastern shore of the Baltic Sea, to the east of Sweden and Denmark. It is bordered by Latvia to the north, Belarus to the east and south, Poland to the south, and Kaliningrad Oblast (a Russian exclave) to the southwest. Lithuania has an estimated population of 2.9 million people as of 2015, and its capital and largest city is Vilnius. Lithuanians are a Baltic people. The official language, Lithuanian, along with Latvian, are the only two living languages in the Baltic branch of the Indo-European language family.
For centuries, the southeastern shores of the Baltic Sea were inhabited by various Baltic tribes. In the 1230s, the Lithuanian lands were united by Mindaugas, the King of Lithuania, and the first unified Lithuanian state, the Kingdom of Lithuania, was created on 6 July 1253. During the 14th century, the Grand Duchy of Lithuania was the largest country in Europe; present-day Lithuania, Belarus, Ukraine, and parts of Poland and Russia were the territories of the Grand Duchy. With the Lublin Union of 1569, Lithuania and Poland formed a voluntary two-state union, the Polish–Lithuanian Commonwealth. The Commonwealth lasted more than two centuries, until neighboring countries systematically dismantled it from 1772–95, with the Russian Empire annexing most of Lithuania's territory.
Andrius Kubilius (born 8 December 1956) in the Lithuanian SSR's, is a Lithuanian politician who was Prime Minister of Lithuania from 1999 to 2000 and again from 2008 to 2012. He is the leader of the conservative political party Homeland Union – Lithuanian Christian Democrats.
Kubilius was born in Vilnius. After graduation from the 22nd secondary school in Vilnius, Kubilius was accepted to Vilnius University and studied in the Faculty of Physics until 1979. He continued his academic career and postgraduate studies at Vilnius University from 1981 to 1984.
Kubilius became a member of the pro-independence Sąjūdis movement, who favoured separation from the Soviet Union. He later became the Executive Secretary of the Sąjūdis Council. Soon after the re-establishment of Lithuania's independence, Kubilius was elected to the Seimas (parliament). Since then Kubilius has been an active figure in Lithuanian politics. He became a member of the Homeland Union – Lithuanian Christian Democrats in 1993.
Secretary is a title often used in organizations to indicate a person having a certain amount of authority, power, or importance in the organization. The term is derived from the Latin word secernere, "to distinguish" or "to set apart", the passive participle (secretum) meaning "having been set apart", with the eventual connotation of something private or confidential, as with the English word secret. A secretarius was a person, therefore, overseeing business confidentially, usually for a powerful individual (a king, pope, etc.).
The official title of the leader of most Communist and Socialist political parties is the "General Secretary of the Central Committee" or "First Secretary of the Central Committee". When a Communist party is in power, the General Secretary is usually the country's de facto leader (though sometimes this leader also holds state-level positions to monopolize power, such as a presidency or premiership in order to constitute de jure leadership of the state), such as China and Cuba.

Lithunia must start decommissioning the Soviet made Ignalina power plant by December next year, according to the European Union's accession treaty. But Lithuania says Ignalina must be active for two more years to avoid dangerous power cuts - and it does not want to import more gas from Russia - a situation that has created a stand-off with the EU.

The mood in Europe is somber. History will judge if EU leaders have misdiagnosed the Eurozone crisis, focusing too much on tackling the increase in current government spending. The causes of the EU crisis stem from the divergence in competitiveness between the Eurozone's core of strong economies and its struggling "periphery".
