Franco Frattini is an Italian politician. A junior minister from 1994 to 1996 in the Berlusconi I and Dini cabinets, he later served as Foreign minister in the Berlusconi II and III cabinets . Frattini was nominated Vice President and European Commissioner for Justice, Freedom and Security in the first Barroso Commission , which he left to come back as Italian Foreign minister in the last Berlusconi IV Cabinet . He is currently President of the Italian Society for International Organization . Today Frattini today does not adhere to any political party. Studies and lawyers' career Frattini attended the "Giulio Cesare" Classical High School in Rome and graduated in law in 1979. From 1984 he was State Attorney and magistrate of the Regional Administrative Court (TAR) in Piedmont. In 1986 Frattini was named member of the Italian Council of State and legal adviser of the Treasury Ministry. Early career In 1990 and 1991 he worked as a legal adviser to the deputy chairman of the PSI, Claudio Martelli, in the Andreotti VI Cabinet. Junior minister in the Berlusconi I and Dini cabinets (1994-96) Frattini was nominated Secretary-General of Presidency of the Council of Ministers during the Berlusconi I Cabinet in 1994-1995. He was Minister Civil Service and Regional Affairs in the next technocratic Dini Cabinet (1995-1996). MP for Forza Italia (1996-2001) In 1996 Frattini is a candidate to the elections within the Pole for Freedoms, the electoral coalition of Forza Italia. He was elected in the northern constituency of Bolzano - Laives. From 1996 to 2001 he was chairman of the parliamentary committee for the supervision of intelligence (COPACO), elected by unanimous vote of the majority and the opposition. From November 1997 to August 2000 he was also City Councillor in Rome. MP, Junior and Foreign Minister in the Berlusconi cabinets (2001-2004) In 2001 Frattini was a candidate for the Chamber of Deputies in the constituency of Bolzano, supported by House of Freedom. From 2001 he took part in the Berlusconi II Cabinet as Minister of the Public Administration. From November 14, 2002 to November 18, 2004 Frattini served as Foreign Minister: the appointment of Frattini followed ten months of interim by Berlusconi himself, after the resignation of the forme FM Renato Ruggiero due to his contrasts with the foreign policies of the government. European Commissioner for Justice, Freedom and Security (2004-2008) On 4 November 2004, he was nominated to take up the Justice and security portfolio in the Commission, in place of the controversial Rocco Buttiglione, whose appointment as Italian representative in the Commission had been rejected by the European Parliament. Declarations and positions In February 2006 during the Danish cartoons row Frattini defended the media's freedom of speech, though did express disagreement with subject of the cartoons. November saw the commissioner's concern for child welfare extended to video games, calling for tougher controls; anything relating to stricter self-regulation to an outright ban In 2007 he called for a ban on the horror title Rule of Rose, and criticised the EU-endorsed PEGI system for granting the game a 16-years-or-over age rating. Reports on Gamespot showed he was seeking a Europe-wide ban on violent videogames. On 6 February 2007 -- Safer Internet Day 2007 -- Frattini recalled the need to protect children's rights, saying: "I am deeply concerned at this potential harm by the internet to children. This could involve people preying on them or children accessing racist, cruel or violent material." At the start of 2007, Frattini backed an Italian push for EU support of a worldwide ban on the death penalty. In April 2007 he has called for more powers to be given to Eurojust, with the power to initiate prosecutions with a European Public Prosecutor. Following the 2007 Glasgow International Airport attack he criticised the handling of Islam by member-states and called for a "European Islam". Interviewed by Reuters he declared his intention to promote online communications monitoring and censorship of "dangerous words" like "bomb, kill, genocide or terrorism". Resignation and other positions held In 2008 Frattini has resigned as Commissioner to take part in the Berlusconi IV as Foreign Minister. The role of European Commissioner for Italy was then assigned to Antonio Tajani, with responsibility for transports rather than for justice. All Italian ministers from ex-prime minister Silvio Berlusconi's center-right party have resigned en masse in protest to the government's order to freeze all decisions ahead of a confidence vote in the parliament next week. Berlusconi had earlier urged ministers from his People of Freedom (PDL) party to walk out in protest against Prime Minister Enrico Letta's decree. "The ultimatum sent by the prime minister and his Democratic Party to their government allies ... seems inadmissible and unacceptable," Berlusconi said in a statement on Saturday. Letta had planned to call a confidence vote in the parliament next week after he failed to secure backing for a vital 3-billion-euro (USD 4.06-billion) package of budget measures in a showdown with PDL on Friday. Italian President Giorgio Napolitano would now have to call a snap election or try to oversee the creation of a new coalition in the wake of the PDL's pullout from the coalition government. On Saturday, Napolitano pointed out that he did not want new polls in the country. "We need a parliament that discusses and works, not that breaks up every now and then," he said in the city of Naples. The Italian president added, "We do not need continuous election campaigns, we need continuity of the government's actions, decisions and its measures to resolve the problems of this country." Inconclusive results in February's election had forced the PD and PDL into a coalition. Opinion polls suggest that the two traditionally rival parties have roughly equal support among Italian voters. Napolitano and business leaders have warned that any new election would probably produce another stalemate in Italy as the eurozone's third-largest economy is still mired in recession. The 2 parties have also been at odds over an increase in value-added tax to reconstruct state finances. Amid rising tension, Berlusconi reportedly decided by himself to pull his party's lawmakers out of the cabinet. Berlusconi is also the controlling shareholder of Mediaset and owner of the Italian football club A.C. Milan. He is nicknamed Il Cavaliere for his Order of Merit for Labour. Berlusconi is the longest-serving post-war Prime Minister of Italy, and third longest-serving since the Unification of Italy, after Benito Mussolini and Giovanni Giolitti, holding three separate terms. Technically, he has been sworn in four times because after a cabinet reshuffle, as happened with Berlusconi in 2005, the new ministry is sworn in and subjected to a vote of confidence. He is the leader of the People of Freedom , a centre-right party he founded in 2009 as a successor to the Forza Italia party he previously led since 1993. From November 2009 to November 2011, he was the most senior leader of the G8 countries. In 2013, Forbes magazine ranked him as the 194th richest man in the world with a net worth of US$6.2 billion. Berlusconi rapidly rose to the forefront of Italian politics in 1994. He was elected to the Chamber of Deputies for the first time and appointed as Prime Minister following the 1994 parliamentary elections, when Forza Italia gained a relative majority a mere three months after having been launched. However, his cabinet collapsed after nine months, due to internal disagreements among the coalition parties. In the April 1996 snap parliamentary elections, Berlusconi was defeated by the centre-left candidate Romano Prodi. In the May 2001 parliamentary elections, he was again the centre-right candidate for Prime Minister and won against the centre-left candidate Francesco Rutelli. Berlusconi then formed his second and third cabinets, until 2006. Berlusconi was leader of the centre-right coalition in the April 2006 parliamentary elections, which he lost by a very narrow margin, his opponent again being Romano Prodi. He was re-elected in the parliamentary elections of April 2008 following the collapse of Prodi's government and sworn in for a third time as Prime Minister on 8 May 2008. After losing his majority in parliament amid growing fiscal problems related to the European debt crisis, Berlusconi resigned as Prime Minister on 16 November 2011. In February 2013 Berlusconi has led the People of Freedom and its right-wing allies in the campaign for the parliamentary elections. Although he initially planned to run for a fifth term as Prime Minister, as part of the agreement with the Lega Nord he would instead plan to lead the coalition without becoming Prime Minister. Berlusconi's Centre-right Coalition gained 29% of votes, ranking second, after the centre-left coalition Italy Common Good led by Pier Luigi Bersani. Now the PdL is supporting the government of Enrico Letta, together with the Democratic Party and the centrist Civic Choice, of the former Prime Minister Mario Monti. Ministers of Silvio Berlusconi's centre-right PSL party are to resign from the Italian government. It comes in response to Prime Minister Enrico Letta's request for a confidence vote next week, if fiscal measures were not agreed. It also makes good on a promise to resign after Berlusconi's Senate seat was threatened following a conviction for tax fraud. Letta's ultimatum came on Friday after the cabinet failed to agree on measures to bring the budget deficit in line with EU limits. It appears the centre-right pre-empted Letta's resignation citing the tax hike as the reason, which did not go down well with their centre-left PD coalition partners. "If you announce the resignation of your ministers, you announce that the government can't go on, and then you complain that the government doesn't respect the engagements of the program that you then derail with your behaviour... You've lost touch with reality. If you want the government to respect its engagements, you have to support the government," said PD leader Guglielmo Epifani. The announcement could lead to snap elections, or force Letta to look for friends elsewhere, though the opposition parties are unlikely allies. "If something must be done, for the good of the country, it should be to call new elections immediately instead of discussing a new Letta government or new alliances with these people," said Riccardo Nuti from the 5-Star Movement.
