At least three people have been killed in a suicide attack in Afghanistan, the day after US Secretary of State John Kerry arrived there for crucial talks.

A car blew up outside a police station in Jalalabad. Two Afghan policemen and a civilian died. Several people were injured.

Most foreign forces are due to withdraw from the war-shattered country by the end of next year but Washington wants to maintain a military presence.

Kerry and Afghan President Hamid Karzai have narrowed some of their differences in discussing a security deal.

The US secretary of state has left Afghanistan after failing to reach a full agreement over the withdrawal of US troops next year.

John Kerry said on Saturday in Kabul that despite agreeing with Afghan President Hamid Karzai on a set of core elements in a deal that would allow troops to remain on in Afghanistan, both sides were unable to iron out the crucial issue of immunity for US troops stationed in the country.

91 dead, 1000 injured in stampede in Ratangarh Mata temple in Madhya Pradesh Bhopal: 91 people, most of them women or children, were killed in a stampede at the Ratangarh Mata Temple in Datia district on Sunday morning. Chief Secretary Anthony J.C. De Sa said a rumour triggered the stampede. "There is a bridge 1.5 kilometres from the temple," he said. "A section of the railing broke, setting off a rumour that the bridge was collapsing. Around 25,000 people were on it at the time." The bridge across the river Sind is 400 metres long and 7 metres wide. "It was built less than four years ago and is in good condition," Mr. De Sa told The-Hindu. He did not confirm if the railing had broken, as was reported, after a collision earlier in the day involving a tractor trolley. By 6 p.m. all the bodies were sent to the district headquarters hospital for post mortem. Eighty injured persons were admitted to four hospitals in Datia and Gwalior. The dead included 42 women and 31 children. He said 60 police officers, led by Deputy Superintendent B.N. Basave, were handling security at the temple which draws huge crowds during Navaratri and Bhai Dooj. "We estimate the crowd during the incident at 50 to 60 thousand. In the course of the day, one lakh people visited the temple." Mr. Basave and other officers were injured in stone pelting by relatives of the victims who were angry about an alleged delay in rescue operations. A judicial enquiry has been ordered by Chief Minister Shivraj Chouhan. The government has declared a compensation of Rs. 1.5 lakhs each to the families of the deceased and Rs. 50,000 to those seriously injured, the Chief Secretary said. Dilip Arya, Deputy Inspector General of Police (Chambal Range), denied reports that caning by the police to control the crowd aggravated the situation. No lathi charge has taken place. Also, the deaths are due to stampede and not drowning, as the media has reported... We are trying to find out who started the rumour [about the bridge collapse]. But rescue is our first priority," he told this newspaper in the afternoon.

The US secretary of state has left Afghanistan after failing to reach a full agreement over the withdrawal of US troops next year. John Kerry said on Saturday in Kabul that despite agreeing with Afghan President Hamid Karzai on a set of core elements in a deal that would allow troops to remain on in Afghanistan, both sides were unable to iron out the crucial issue of immunity for US troops stationed in the country. "We need to say that if the issue of jurisdiction cannot be resolved, then unfortunately there cannot be a bilateral security agreement," Kerry said. Karzai said the talks had focused on protecting Afghan sovereignty and that major differences had been resolved, including a US request to run independent counterterrorism missions in the country. Such operations carried out by the US have long infuriated the Afghan president, who had been demanding Washington agree to share intelligence instead. Karzai said the US snatching of a senior Pakistani Taliban commander was an example of the kind of action that Afghanistan wanted to avoid. "This is an issue that we have raised in earnest with the United States in the past few days as we have all previous occasions of such arrests in which the Afghan laws were disregarded," Karzai said, referring to the capture of commander Latifullah Mehsud. "Therefore our discussion today in particular has been focused on making sure that through the bilateral security agreement such violations are not repeated." Misunderstanding claimed Kerry attributed the complaint to a misunderstanding. "We followed the normal procedures that the United States follows ... we did what we are supposed to do," he said. Karzai said the US proposal will be now put forward to the country's Loya Jirga, an assembly of elders, leaders and other influential people, to decide. The Afghan government rejected an initial US proposal on immunity at the start of the year and it has been a sticking point ever since. The failure to reach a deal could prompt the US to pull all its troops out after 2014, in an outcome known as the "zero option". The collapse of similar talks between the US and Iraq in 2011 - partly over the issue of immunity - led to the US completely ending its forces' mission there rather than maintaining a significant presence. US officials had said earlier that Kerry did not intend to close a deal on the Bilateral Security Agreement (BSA) during the visit, but the US is concerned that as Afghan election campaigning intensifies, it will be harder to broker a deal. Currently, there are 52,000 American troops in Afghanistan and the US wants to keep as many as 10,000 soldiers in the country.

BHOPAL: Over 89 pilgrims including children were killed and more than 100 injured in a stampede at Ratangarh temple in Datia district of Madhya Pradesh on Sunday morning. Chief minister Shivraj Singh Chouhan has ordered a judicial inquiry to probe the tragedy. Atleast 50 were killed in stampede, while others drowned after jumping off the bridge in panic. The Ratangarh "Mata" temple located about 55km from district headquarters and 405km north of the state capital. "Total of 68 bodies have been recovered so far, and the count is on. Some others have died on way to hospital, so the toll might three digits," said a senior intelligence officer. The tragedy was allegedly caused by rumour that the bridge on Sindh River, through which the pilgrims were heading towards temple, was collapsing after a tractor trolley rammed into it and fell into the river. There were more than 50,000 devotees around the spot. Eyewitness Manoj Sharma, 28, told TOI on phone that "police lathicharge during the panic run worsened the situation, forcing many to jump off the bridge." He is a resident of Bhander village in Datia district was along with his friends to visit the temple when the tragedy took place. Huge traffic jam on way to the temple as a result of the incident has hampered relief work. Irate mob started pelting stones at the police.
