South Korean activists said... they would refrain from flying anti-North Korean leaflets over the border at the start of the year.
But earlier this week, another group did it again.
This is just one of many groups in and outside of Korea dedicated to reminding the world that something more must be done about the dire situation in the North.
Regardless of their noble goal,... some fear their actions could do more harm than good.
And joining us in the studio today is Thor Halvorssen,... president of the Human Rights Foundation.

How effective are these anti-North Korea flyers?
Or do you consider the act itself as a meaningful gesture that could help bring about positive change across the border?
Do you think the South Korean government has the power to stop you or any other activists from flying these leaflets across the border?
Because from what we′ve been seeing,... the government seems to be concerned that these leaflets could stir up tension, but at the same time it seems pretty determined to not intervene?
How important is it for civic groups to let the world know what you′re doing with these leaflets?
We hear about when, where and how many flyers are being sent through the media. Is that helping the cause?

La norteamericana Human Rights Foundation no tiene licencia para operar en Bolivia
El Viceministro de Coordinación con los Movimientos Sociales, Sacha Llorenti, denunció el domingo, que la norteamericana Human Rights Foundation no tienen licencia de funcionamiento en Bolivia.
'Lo que dijo el presidente la república ayer fue muy claro y precisó si se detecta que esta fundación a tenido algo que ver en los hechos de terrorismo separatista, van a ser expulsados y sus miembros procesados, averiguadas las cosas resulta que esta organización no tiene registro en el país, no tiene permiso de funcionamiento en el país por las instancias llamadas por ley y segundo empezó a funcionar con el gobierno de Evo Morales en Bolivia', explicó.
LLorenti señaló que 'todos sus informes son panfletos ideologizados y que nada tienen que ver con la defensa de los derechos humanos, en ese sentido nosotros estamos esperando es que estas personas me refiero a Hugo Antonio Achá Melgar se presenten a la fiscalía y aclaren esta denuncia que no la a hecho el presidente, no la a hecho ni siquiera el fiscal, si no uno de los unionistas detenidos', refiriéndose a Juan Carlos Gueder Bruno, uno de los dos miembros de la Unión Juvenil Cruceñista vinculado a la presunta célula terrorista desarticulada en Santa Cruz el pasado 16 de abril.
'El nombre completo de esta fundación es Human Right Foundation es un nombre en ingles, fundación de los derechos humanos o para los derechos humanos sería la traducción, algunos medios han confundido a esta organización con otra Human Right Watch que es otra organización más conocida en el campo de los derechos humanos', aclaró.
'El 4 de mayo casi a un año exactamente en Santa Cruz se llevó adelante un referéndum ilegal sobre unos estatutos separatistas. Absolutamente nadie, ninguna organización seria participó en estos referendos como observadores, la única fue esta Human Right Foundation. El 4 de mayo del año pasado, hicieron informes que se pueden encontrar en su página web sobre esta convocatoria ilegal, incostitucional y separatista en Santa Cruz', recordó.
'No es casual que esté involucrada esta fundación, no es casual que hayan participado como observadores en ese referéndum separatista e inconstitucional, estas cosas están obviamente vinculadas'.
También se refirió a el personaje cubano Armando Valladares, de la fundación Human Right Foundation, 'Armando Vallares que es miembro del directorio, que le envió al presidente una carta a nombre de esta fundación hace algunos meses, fue un policía de la dictadura de Batista y después del triunfo de la revolución cubana, esta persona fue parte de grupos violentos contrarrevolucionarios y en 1960 fue condenado por la colocación de explosivos en cines y en otras instalaciones en cuba, producto de un proceso judicial fue condenado y pasó mas de 2 décadas en la cárcel', afirmó.
'En los Estados Unidos, el gobierno de Reagan promovió una serie de hechos financiados para lograr la libertad de este señor Valladares, inventaron la idea de un defensor de la libertad, además inválido, por que andaba en una silla de ruedas mientras estaba en la cárcel, lo que hizo el gobierno de Fidel fue colocar cámaras en su celda y en el baño, y descubrió que el no estaba inválido como decía la propaganda, si no que todas las noches hacia ejercicios en ahí, entonces el gobierno de Castro le dio la libertad pero con la condición de que antes de subir al avión se pare de su silla de ruedas y vaya subiendo las escaleras del avión que lo saque fuera de cuba, y es lo que sucedió, es decir, no solamente un terrorista que ha sido condenado, sentenciado sino además un mentiroso, ese tipo es uno de los directores más importantes y destacados de esta Human Right Foundation', continuó.

Ellen Philpotts-Page (born February 21, 1987), known professionally as Ellen Page, is a Canadian actress. Page received both Golden Globe and Academy Award nominations for Best Actress for her role as the title character in the film Juno. She won back-to-back Austin Film Critics Association Awards for Best Actress for her roles in Juno and Hard Candy.
She is also known for her starring roles in Inception, Super, Smart People, Whip It, and as Katherine "Kitty" Pryde in X-Men: The Last Stand. In addition, Page received attention in Canada for award-winning roles in Pit Pony and Marion Bridge, as well as television shows Trailer Park Boys and ReGenesis.
In 2008, Page was nominated for Time's 100 Most Influential People list and placed #86 on FHM's Sexiest Women in the World list, and moved up to #70 for 2010. In June 2008, Page was named on Entertainment Weekly's future A-List stars list.
Page was born and raised in Halifax, Nova Scotia, Canada, the daughter of Martha Philpotts, a teacher, and Dennis Page, a graphic designer. She attended the Halifax Grammar School until grade 10, spent some time at Queen Elizabeth High School, and graduated from the Shambhala School in 2005. El Viceministro de Coordinación con los Movimientos Sociales, Sacha Llorenti, denunció el domingo, que la norteamericana Human Rights Foundation no tienen licencia de funcionamiento en Bolivia.
'Lo que dijo el presidente la república ayer fue muy claro y precisó si se detecta que esta fundación a tenido algo que ver en los hechos de terrorismo separatista, van a ser expulsados y sus miembros procesados, averiguadas las cosas resulta que esta organización no tiene registro en el país, no tiene permiso de funcionamiento en el país por las instancias llamadas por ley y segundo empezó a funcionar con el gobierno de Evo Morales en Bolivia', explicó.
LLorenti señaló que 'todos sus informes son panfletos ideologizados y que nada tienen que ver con la defensa de los derechos humanos, en ese sentido nosotros estamos esperando es que estas personas me refiero a Hugo Antonio Achá Melgar se presenten a la fiscalía y aclaren esta denuncia que no la a hecho el presidente, no la a hecho ni siquiera el fiscal, si no uno de los unionistas detenidos', refiriéndose a Juan Carlos Gueder Bruno, uno de los dos miembros de la Unión Juvenil Cruceñista vinculado a la presunta célula terrorista desarticulada en Santa Cruz el pasado 16 de abril.
'El nombre completo de esta fundación es Human Right Foundation es un nombre en ingles, fundación de los derechos humanos o para los derechos humanos sería la traducción, algunos medios han confundido a esta organización con otra Human Right Watch que es otra organización más conocida en el campo de los derechos humanos', aclaró.
'El 4 de mayo casi a un año exactamente en Santa Cruz se llevó adelante un referéndum ilegal sobre unos estatutos separatistas. Absolutamente nadie, ninguna organización seria participó en estos referendos como observadores, la única fue esta Human Right Foundation. También se refirió a el personaje cubano Armando Valladares, de la fundación Human Right Foundation, 'Armando Vallares que es miembro del directorio, que le envió al presidente una carta a nombre de esta fundación hace algunos meses, fue un policía de la dictadura de Batista y después del triunfo de la revolución cubana, esta persona fue parte de grupos violentos contrarrevolucionarios y en 1960 fue condenado por la colocación de explosivos en cines y en otras instalaciones en cuba, producto de un proceso judicial fue condenado y pasó mas de 2 décadas en la cárcel', afirmó.
'En los Estados Unidos, el gobierno de Reagan promovió una serie de hechos financiados para lograr la libertad de este señor Valladares, inventaron la idea de un defensor de la libertad, además inválido, por que andaba en una silla de ruedas mientras estaba en la cárcel, lo que hizo el gobierno de Fidel fue colocar cámaras en su celda y en el baño, y descubrió que el no estaba inválido como decía la propaganda, si no que todas las noches hacia ejercicios en ahí, entonces el gobierno de Castro le dio la libertad pero con la condición de que antes de subir al avión se pare de su silla de ruedas y vaya subiendo las escaleras del avión que lo saque fuera de cuba, y es lo que sucedió, es decir, no solamente un terrorista que ha sido condenado, sentenciado sino además un mentiroso, ese tipo es uno de los directores más importantes y destacados de esta Human Right Foundation', continuó.

El Viceministro de Coordinación con los Movimientos Sociales, Sacha Llorenti, denunció el domingo, que la norteamericana Human Rights Foundation no tienen licencia de funcionamiento en Bolivia.
'Lo que dijo el presidente la república ayer fue muy claro y precisó si se detecta que esta fundación a tenido algo que ver en los hechos de terrorismo separatista, van a ser expulsados y sus miembros procesados, averiguadas las cosas resulta que esta organización no tiene registro en el país, no tiene permiso de funcionamiento en el país por las instancias llamadas por ley y segundo empezó a funcionar con el gobierno de Evo Morales en Bolivia', explicó.
LLorenti señaló que 'todos sus informes son panfletos ideologizados y que nada tienen que ver con la defensa de los derechos humanos, en ese sentido nosotros estamos esperando es que estas personas me refiero a Hugo Antonio Achá Melgar se presenten a la fiscalía y aclaren esta denuncia que no la a hecho el presidente, no la a hecho ni siquiera el fiscal, si no uno de los unionistas detenidos', refiriéndose a Juan Carlos Gueder Bruno, uno de los dos miembros de la Unión Juvenil Cruceñista vinculado a la presunta célula terrorista desarticulada en Santa Cruz el pasado 16 de abril.
'El nombre completo de esta fundación es Human Right Foundation es un nombre en ingles, fundación de los derechos humanos o para los derechos humanos sería la traducción, algunos medios han confundido a esta organización con otra Human Right Watch que es otra organización más conocida en el campo de los derechos humanos', aclaró.
'El 4 de mayo casi a un año exactamente en Santa Cruz se llevó adelante un referéndum ilegal sobre unos estatutos separatistas. Absolutamente nadie, ninguna organización seria participó en estos referendos como observadores, la única fue esta Human Right Foundation. La CIA utiliza a la organización no gubernamental Human Rights Foundation con el objetivo de influir en la política de algunos países de América Latina. Así lo ha revelado un artículo del investigador de origen canadiense Jean-Guy Allard, publicado en el periódico Granma de Cuba.
Según la publicación, la Inteligencia norteamericana preparaba campañas contra Bolivia, Ecuador y Venezuela, escondiéndose tras esa institución. Su autor destaca que la organización está vinculada con el intento de homicidio del presidente boliviano Evo Morales en el año 2009.
Además asegura que Human Rights Foundation usa medios de comunicación internacionales para difundir informaciones falsas.
La ONG, con sede en Nueva York, está dirigida por una persona detenida en Cuba por actos de carácter terrorista. La abogada y escritora Eva Golinger opina que el uso de dichas entidades es una táctica tradicional de Washington en la región latinoamericana.
"EE. UU. mantiene una agenda muy activa para intentar socavar los gobiernos de América Latina, particularmente los que pertenecen a la organización ALBA, la Alianza Bolivariana para los Pueblos de nuestra América", aseguró la abogada.
Golinger también enfatizó que el nombre de esta organización está siendo utilizado para engañar al público y que "la estrategia de utilizar fachadas, fundaciones, ONG, tanto como otras entidades es una estrategia ya vieja de las agencias de Inteligencia de EE. UU. y sin duda alguna en este caso Human Rights Foundation es una de esas organizaciones".
"Esta es una organización que no tiene nada que ver con la defensa de los derechos humanos. Join us for the premiere of WLP’s new documentary film on advancing human rights in the 21st century. In the film, leading experts and activists from across the globe examine how the communications revolution and international emphasis on “hard security” have impacted human rights in the past fifteen years. The film calls for a holistic understanding of universal human rights, examines the links between women’s human rights and political, social, economic and environmental rights, and stresses the importance of focusing on human rights in national and international policy discourse.
Following the film screening, experts and practitioners from around the world will discuss effective strategies for human rights advocacy under these new conditions. Panelists will explore the current state of human rights and the measures needed to strengthen the human rights movement as a foundation for human security and the development of peaceful and democratic societies.

Russ Shafer-Landau (born 1963) is Professor of Philosophy at the University of North Carolina, Chapel Hill, where he is also Director of the Parr Center for Ethics. He taught philosophy from 2002 to 2015 at the University of Wisconsin, Madison, where he also served as Chair of the Department for part of that time, and from 1992 to 2002 at the University of Kansas. Shafer-Landau is a graduate of Brown University and completed his PhD work at the University of Arizona under the supervision of Joel Feinberg.[1] He is the founder and editor of Oxford Studies in Metaethics.[2]
He is a leading defender of a non-naturalistic moral realism, holding that moral statements are not reducible to natural terms. For example the 'good' cannot be described in terms of pleasures and pains nor the conclusion of any of the natural sciences (physics, biology). This view is set out in his major work Moral Realism: A Defence, which, as one reviewer expressed it, "defends an unorthodox combination of claims, including anti-Humeanism about reasons for action, mind-independent moral realism, moral non-naturalism, moral rationalism, and reliabilist moral epistemology. Shafer-Landau’s book will be useful to any student of philosophy who wants to gain a synoptic view of contemporary metaethics, and also to professionals with a stake in the many ongoing debates to which the book makes valuable contributions."[3]
Shafer-Landau is also the author of two other introductory books, Whatever Happened To Good And Evil? and The Fundamentals of Ethics.[4] Besides editing the annual Oxford Studies in Metaethics, he also has co-edited Reason and Responsibility: Readings in Some Basic Problems of Philosophy, an anthology covering many aspects of ethics with the late Joel Feinberg and two Blackwell anthologies, Foundations of Ethics (with Terence Cuneo), and Ethical Theory.

With the assistance of the Human Rights Foundation, North Korean defectors now in South Korea have been launching hydrogen-filled balloons across the 38th parallel — carrying both money and propaganda. In late 2014, a balloon launch sparked a brief exchange of gunfire between North and South Korean soldiers, and even more recently, Pyongyang has promised that hellfire will rain on South Korea if any copies of the controversial Hollywood comedy The Interview make it across the border.
VICE News traveled to Seoul to meet frontline soldiers in this information war — and to attend a clandestine launch of propaganda balloons into the Hermit Kingdom.

Professor Lynn Welchman's Inaugural Lecture at SOAS, University of London on 31 January 2013 entitled "Human Rights and the Middle East - A Thousand and One Stories Starting with Palestine"
Taken separately, "human rights" and the "Middle East" are rarely out of the headlines, concepts to conjour with, and with an exponentially growing scholarship to match. Taken together, "human rights and the Middle East" frequently figure as uneasy partners, a dissonant coupling, in light of the many challenges presented as defying their integration. In this lecture, Professor Welchman will draw out the threads of a few human rights stories in light of her own scholarship and experience in the Middle East, with a view to illustrating responses to these challenges by those who act -- imagine! -- despite admonishments that (politically, ideologically) this is not properly their struggle.
Lynn Welchman is Professor of Law with particular reference to the Middle East and North Africa in the SOAS School of Law, where she teaches Law and
Society in MENA, Human Rights and Islamic Law, and
the International Human Rights Clinic. Before and alongside her academic career, Professor Welchman has had both a professional and a volunteer NGO human rights engagement, mostly in the Middle East. She is a member of the founding editorial board of the Muslim World Journal of Human Rights, the Board of the Euro-Mediterranean Human Rights Foundation, and the Board of Trustees of INTERIGHTS.
