When Reddy walked into the Jayanagar RTO, the Regional Transport Officer, Jnanendra Kumar, had not yet reported for duty. The minister directed the officials to issue a notice to Kumar. The public present there complained to him that even other officials arrived late every day. One of the visitors, Chandra Reddy, alleged that the officials come late to office leading to long queues and delayed works. After observing officials walk into the office past 11 am, Reddy directed the Transport Commissioner, K R Srinivas, to ensure that the attendance register be marked before 10.15 am and those who reached late be marked absent for the day. The minister heard the grievances of the public at both the RTOs that largely rued about the officers' non-punctuality, and also complained about their rudeness. The public alleged that the staff was slow in responding to their doubts and queries. N Jawad, an applicant for a licence, said: "RTO Inspector B N Mahadev abused people and closed the learners' licence counter, well ahead of the scheduled time. This inconvenienced the public to a large extent." When Reddy inspected the dispatch section at the Jayanagar RTO, he found that the smart cards had not been sent to the applicants. He issued a notice to a second division clerk for the delay. Action sought He also directed the Transport Commissioner and senior officials to slap notices on latecomers and those who behaved rudely with the public. Later on, the minister speaking to Deccan Herald, said, "Complaints galore in offices like the RTO, Revenue departmetn and the BBMP that directly deal with the public. Such places require regular monitoring and inspections. Being punctual to work is important and when six officials in an office report late , we have no other option but to mark them absent. That is the objective of today's inspection," he added. Space constraint Reddy admitted that there was space constraint in the existing RTO buildings. Five new buildings were being constructed across the State, including the one at Jnanabharathi and the other at K R Puram, that was inaugurated recently. "Two are being constructed in Mysore and one each at Tiptur in Tumkur district and Koramangala and Indiranagar, in Bangalore. The RTO at the Electronics City is ready for inauguration," the minister said.
