World Humanitarian Day is a day dedicated to recognize humanitarian personnel and those who have lost their lives working for humanitarian causes. It was designated by the United Nations General Assembly as part of a Swedish-sponsored GA Resolution A/63/L.49 on the Strengthening of the Coordination of Emergency Assistance of the United Nations, and set as 19 August. It marks the day on which the then Special Representative of the Secretary-General to Iraq, Sérgio Vieira de Mello and 21 of his colleagues were killed in the bombing of the UN Headquarters in Baghdad.
The designation of 19 August as World Humanitarian Day is the outcome of the relentless efforts of the Sérgio Vieira de Mello Foundation and his family working closely with the Ambassadors of France, Switzerland, Japan and Brazil in both Geneva and New York to table and steer the draft Resolution through the General Assembly. The Foundation conveyed its deep gratitude to the United Nations General Assembly and all Member States for the worthy gesture of recognition that has ensured that the tragic loss of Vieira de Mello and his 21 colleagues and all humanitarian personnel who have made the ultimate sacrifices in relieving the suffering of victims of humanitarian crises have not been in vain.
The Hague (/ðə ˈheɪɡ/; Dutch: Den Haag pronounced [dɛnˈɦaːx] or 's-Gravenhage pronounced [ˈsxraːvə(n)ˌɦaːɣə]) is the seat of government in the Netherlands, and the capital city of the province of South Holland. With a population of 515,880 inhabitants (as of 1 January 2015) and more than one million inhabitants including the suburbs, it is the third-largest city of the Netherlands, after Amsterdam and Rotterdam. The Rotterdam The Hague Metropolitan Area, with a population of approximately 2.7 million, is the 12th-largest in the European Union and the most populous in the country. Located in the west of the Netherlands, The Hague is in the centre of the Haaglanden conurbation and lies at the southwest corner of the larger Randstad conurbation.
The Hague is the seat of the Dutch government and parliament, the Supreme Court, and the Council of State, but the city is not the capital of the Netherlands which constitutionally is Amsterdam. King Willem-Alexander of the Netherlands plans to live at Huis ten Bosch and works at Noordeinde Palace in The Hague, together with Queen Máxima. Most foreign embassies in the Netherlands and 150 international organisations are located in the city, including the International Court of Justice and the International Criminal Court, which makes The Hague one of the major cities hosting the United Nations, along with New York, Geneva, Vienna, Rome and Addis Ababa.
The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is a United Nations (UN) body formed in December 1991 by General Assembly Resolution 46/182. The resolution was designed to strengthen the UN's response to complex emergencies and natural disasters. Earlier UN organizations with similar tasks were the Department of Humanitarian Affairs (DHA), and its predecessor, the Office of the United Nations Disaster Relief Coordinator (UNDRC). In 1998, due to reorganization, DHA merged into the OCHA and was designed to be the UN focal point on major disasters. It is a sitting observer of the United Nations Development Group.
After merging with the DHA, its mandate was expanded to encompass the coordination of humanitarian response, policy development and humanitarian advocacy. The agency's activities include organization and monitoring of humanitarian funding, as well as information exchange, coordination and rapid-response teams for emergency relief. Since 29 May 2015, OCHA is led by Stephen O'Brien as Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator (USG/ERC), appointed for a five-year term.

One year on survivors of Pakistan's catastrophic floods are still trying to rebuild their lives. The floods were the country’s worst on record. They killed around 2,000 people and affected 18 million – more than a tenth of the population. An estimated 14 million required humanitarian assistance.
