VO Prime Minister Thongsing Thammavong asks Borikhamxay to maximise local potential INTRO: Prime Minister Thongsing Thammavong yesterday told provincial and district authorities to make full use of local potential to boost agricultural production in Borikhamxay province's Khamkeuth district. STORY: The Premiere gave the instruction as he concluded his tour to the central province to give guidance on socio-economic development and the implementation of the Party's newly-initiated 'Three Builds' directive on the devolution of power. He suggested the authorities identify potential crops to encourage local famers to cultivate for sale to improve their livelihoods. He asked the officials to pay attention on guiding local farmers to grow organic cash crops after learning there has been a high demand for the organically-grown vegetables in markets. The Prime Minister recommended that crops and animals that are resistant to cold weather should do well in the region, considering its cooler climate and considerable rainfall. The authorities suggested creating investment-friendly environments and approaching private investors to do agribusiness. In this regard, the premier said the government is ready to facilitate such an investment. To introduce an investment-friendly climate and draw investment into the sector, Prime Minster Thongsing instructed the provincial authority to work harder to secure markets for farm products grown by local farmers and investors. He told local authorities of the need to maintain law and order and social security in order to create a favourable environment, conducive to socio-economic development. On this occasion the provincial authority briefed the prime minister about socio-economic development that had taken place in the province. As of August 5 the province had collected more than 227 billion kip, representing almost 90 percent of its yearly plan, while the province's spending reached 241 billion kip. This year, the province harvested more than 130,000 tonnes of rice, which represented more than 502 kg per person per year on average. Almost all the villages in the province are accessed by roads, but only 268 villages, or about 84 percent, have road access throughout the whole year -- during both the dry and rainy seasons. So far 274 villages, representing 91.80 percent of the total, are supplied with electricity and up to 92 percent of the 45,158 families live above the poverty line.- published: 24 Aug 2013

VO Prime Minister Thongsing Thammavong advises the Naphok Agriculture Research Centre INTRO: Prime Minister Thongsing Thammavong has advised the Naphok Agriculture Research Centre to determine which areas of its research and development programme it should focus on to ensure farmers have sufficient seeds. The Premiere emphasiss said saying that, "he would like researchers to come up with answers to meet the needs of farmers in order to improve people's living conditions" STORY: Naphok Agriculture Research Centre was established in 1983. It is situated on an area of 185 hectares in Naphok village in Vientiane's Xaythany district. The centre's main responsibilities are to grow and store plant seeds such as rice, corn, pulses and root vegetables; research new seeds and develop them; produce and distribute seeds and provide technical training to provincial staff and students. Accompanied by Minister of A griculture and Forestry Vilayvanh Phomkhe and officials from local authorities, Premiere Thongsing inspected the centre's rice and corn seed farms and the seed production chain with related laboratories. He was informed about the various activities by the head of the centre Dr Chay Bounphanousay, deputy head Dr Chanthakhone Bualaphanh and technical experts. From 1995 to 2003, the centre has produced and stocked more than 14,000 different types of rice such as Thadokkham, Phonngam, Thasano, and Namtan. Prime Minister Thongsing praised the centre's achievements, especially in rice seed development. Some of the rice varieties have become popular among Lao farmers and consumers, especially Thadokkham. However, he reminded staff that seed development in Laos lags behind Thailand and Vietnam, and provincial farmers are known to be importing other crop seeds from these countries. Prime Minister Thongsing Thammavong also reminded them of the Resolution passed by the Ninth Party Congress on strengthening the gradual industrialisation of agriculture, saying that the country has the right potential. He said the centre should focus on popular crops, which minimise cost while providing better yields. The Premiere said, "We should define the main commercial products and persuade farmers to use seeds that suit their local climate and geographical conditions," He also commented on Laos' participation in the Asean Economic Community and how the country could take advantage of the Asean Free Trade Area, for which he said selection of the main products was urgent so that widespread production can be achieved. The centre employs 38 civil servants and 28 contract employees. Four of them have doctorate degrees while 16 have master's degrees and 28 have bachelor's degrees. He called on the centre's administration to focus on the development of expertise and to create a policy for researchers so they can function well under the high responsibility of their work. On the centre's requests for government assistance to improve their laboratories, raise the standard of their research plots, establish a national gene bank and other facilities, the Premiere promised to submit these issues to the cabinet for consideration. Prime Minister Thongsing Thammavong made the call to the centre's administration when paying a visit there on Tuesday the 13 of August to monitor its practical work.- published: 25 Aug 2013

VO The government's monthly meeting discussed a number of fundamental national issues INTRO: The government's monthly meeting held on August 1-2 discussed a number of fundamental national issues ranging from the outbreak of dengue fever to border checkpoint management and railway development. According to The government's spokesperson Madam Bounpheng Mounphosay, the government also approved a physical sport development strategy from 2013 until 2020 STORY: The government's spokesperson Madam Bounpheng Mounphosay held a press conference shortly after the meeting which ended on Friday the 2nd of August saying that, The meeting was chaired by Prime Minister Thongsing Thammavong and attended by cabinet members. According to her, the meeting agreed that the outbreak of dengue fever this year is more severe compared to previous years and has so far killed at least 75 people in Laos. The cabinet members also gave their input to a report regarding the plan to improve management and services at the Lao-Thai Friendship border checkpoint in Vientiane as the current services do not serve tourists well. There are several places to collect fees and complicated immigration procedures, creating difficulties for people and allowing the authorities to carry out their duties without transparency. Meanwhile, the government has decided to set up a taskforce committee to investigate further before discussing ways to address the problems. At the meeting, the government also approved a physical sport development strategy from 2013 until 2020, aiming to strengthen the physical and mental health of Lao people. The government also approved a report regarding visa usage presented by the Ministry of Foreign Affairs. In addition, the cabinet members talked about a national strategy related to railway development from this year until 2020, and then until 2050 after review. It will focus on effective investment and economic benefits by identifying which areas should be developed first. Concerning the draft law related to state employees, the government advised the relevant sectors to study and improve it based on government recommendations. Prime Minister Thongsing Thammavong urged relevant sectors to focus on the key issues for August, notably the health sector from the ministerial level to the village level and to work harder to tackle dengue fever. Prevention and control measures were cited as amongst the most important areas to focus on. In addition, the government tasked the Ministry of Agriculture and Forestry to work in cooperation with local authorities to address blue ear disease in Phonhong district, Vientiane province. Meanwhile, the Ministry of Industry and Commerce was assigned to inspect and manage the rising prices of products in markets to help people manage the higher cost of living in Laos. The Ministry of Natural Resources and Environment was asked to follow weather events more closely and issue timely warnings to villagers when any storm rolls in with the risk of damaging property and taking lives. The Ministry of public works and Transport is to work in cooperation w ith local authorities to inspect and repair roads affected by flash flooding and landslides to facilitate transportation of goods and people across the country. Prime Minister Thongsing Thammavong also urged other sectors to work harder in maintaining public security and order in society by addressing robbery and drug trafficking in the country.- published: 12 Aug 2013
