What is this partnership about?" Response from Pierre Verluise, directeur of the geopolitical affairs website Diplowed.com: "The Eastern Partnership is derived in a way from the European Neighbourhood Policy, which dates from 2004. The date is significant. 2004 marks the enlargement of the EU by 10 countries including eight countries of Central and Eastern Europe. From 2009, the European Neighbourhood Policy developed a specific aspect concerning the eastern borders. The EU's Eastern policy relates to six countries that are all former Soviet socialist republics; Belarus, Ukraine, Moldova, but also in the Caucasus: Armenia, Azerbaijan and Georgia. The main issue is the eastern borders of the European Union, the areas between the EU and Russia. The idea is for every partner to play its own game. And what does the EU do in that respect? Well, the EU says: 'primarily, you will not access EU institutions. However, we're ready to support you, to help you, to fund you to adopt part of our 'acquis communautaire', or accumulated legislation, and to get closer to our standards.' In fact, the underlying calculations divide the EU because if a country like France has no plans to integrate these six countries into the EU, a country like Poland instead - or at least some of the components of the Polish political class - wouldn't mind seeing Ukraine, and why not one day Belarus, get closer to the EU. For Romania, it would be Moldova. Partner countries are also on different wavelengths. For instance, Armenia is historically very close to Russia for a very simple reason: Turkey is on the other side of the Armenian border. Under the outgoing president, Georgia was very close to the West in general, to NATO in particular and to the EU by default. Azerbaijan is a country with huge oil resources that obviously interest the EU. So the calculations are strategic and geopolitical. It's a question of power and obviously it's about rubbing shoulders with Russia which also has a culture of geopolitics, strategy and the balance of power." European Parliament President Martin Schulz called the teenage campaigner a "global icon" at the prize-giving ceremony held at the EU Parliament in Strasbourg. Accepting the prize, Yousufzai said she dedicated the "prestigious award to the unsung heroes of Pakistan and people all over the world who are fighting for basic human rights." It was initiated by Poland to provide a venue for discussions of trade, economic strategy, travel agreements and other matters between the EU and its eastern regional neighbours. This was taken to mean Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine. Today, however, Belarus is part of a Customs Union with Russia and Ukraine has suspended its involvement; Armenia has also said 'no thank you'; it is going with Russia. It was thought both sides could gain through a free-trade zone; the EU is a 500-million-consumer market, and the six countries total some 75 million people; Ukraine is the biggest of those by territorial size, population and resources. The EU earmarked 2.5 billion euros for the partnership from 2010-2013. That was aimed at democratic institution-building, environmental protection, industrial reform, energy security and the fight against hunger and poverty. In exchange for economic convergence aid, the EU requires respect for the rule of law and human rights, market economy principles, sustainable development and good governance. Implementation of the Eastern Partnership concentrates on stability, convergence with EU policies and contacts between people. In the first half of this year, the EU's trade surplus surpassed three billion euros with the six countries. About half of EU exports going to them flow to Ukraine. Germany, Italy and Poland are the biggest exporters to it. This is significant because in return for easier access to the EU, (but not membership), countries also have to fight corruption and organised crime, as well as people, drugs and weapons trafficking. Easier movement for eastern citizens across EU borders came in the form of easing visa rules with Ukraine in 2008, Moldova in 2010 and Georgia last year. Efforts and cooperation in countries outside the EU's borders help to reduce crime pressures within the now 28-member bloc. Closer ties with the region could also help the EU to improve the security of its energy supplies. European Commission President Barroso urges Germany to correct existing macro-economic imbalances in the euro area. Full Story: European Commission President Jose Manuel Barroso urged Germany on Tuesday to do more to address economic imbalances in the euro zone by opening up its services market and allowing wages to rise at a faster pace. In a speech in St. Paul's Church in Frankfurt, Barroso said Germany had "homework" to do to ensure stability in the currency bloc. Barroso's language was softer than that of the United States, which reprimanded Germany last week for relying too heavily on exports, an approach it says hampers economic stability. But his message was similar. He says Europe's single market in its current form allowed Germany to "play out its competitive advantages" in technology and industry. Germany has exported more than it imports since 1952, running a trade deficit only in the early years of economic devastation after World War Two. Its trade surplus is largest vis-a-vis France, the United States and Britain. Merkel's government has rejected the U.S. criticism, spelled out in a semi-annual report by the Obama administration to Congress, that it should do more to spur imports. German officials point out that Europe's largest economy has more than halved its current account surplus with the euro zone as a share of gross domestic product since 2007. Trade is expected to subtract from rather than support economic growth in 2013, and wages have been rising steadily in recent years, after a decade of stagnation, boosting domestic demand. Despite this progress, Germany's overall current account surplus still stood at 6.9 percent of gross domestic product last year—higher than the 6 percent threshold set by the European Commission.
