A video just posted online by Rolling Stone shows a hogtied prisoner being whipped by Afghan security forces, as what appears to be two unidentified American military officers look on. According to investigative reporter Matthieu Aikins, the Army's Criminal Investigation Command confirmed an ongoing investigation into the incident. Aikins says the video fits with a general pattern of recurring abuse of detainees in U.S. and Afghan custody. Transcript This is a rush transcript. Copy may not be in its final form. AMY GOODMAN: Let's go to another story from Afghanistan. Rolling Stone has just posted this video online, which shows a prisoner being whipped by Afghan security forces, as what appears to be two identified American military officers look on—unidentified American military officers look on. Let's go to a clip. This is—video is extremely violent and disturbing. [clip] AMY GOODMAN: For those who were just listening, we see what looks like Western soldiers at the back of this. Can you describe, Matt? This has just gone on Rolling Stone. MATTHIEU AIKINS: This appears to be—now, I just want to say, we don't know exactly who is in this video. It's not related to the particular team that was in Wardak province. But it appears to be a group of translators, and possibly Afghan army soldiers, holding down a man and whipping him as they interrogate him. They ask him if he has any weapons, and he pleads with them, saying he'll tell them anything, as two American soldiers look on. By their appearance and their facial hair, they appear to be probably U.S. Army Special Forces, Green Berets. So they could be military intelligence. They could be a few different things. The camouflage pattern on their pants didn't really show up in Afghanistan until 2010, '11, so the video is probably relatively recent. AMY GOODMAN: So where does this all go right now? I mean, so you have the A-Team, and you think they are sort of quarantined at Fort Bragg. The U.S. military says they're investigating this. The U.S. government says they're pulling out of Afghanistan. It's these Special Forces, at this point, that would stay, forces like this? MATTHIEU AIKINS: Yeah, I think what really is worrying is that as the conventional American forces leave, this dirty war is just going to be handed off to Special Forces and the CIA, and they're going to have carte blanche to, you know, stick around for scenes like that, to work with allies who are known abusers of human rights, to transfer detainees into prisons where we know people are being tortured, and just escape any form of oversight or congressional, you know, oversight, for example, because they fall under the rubric of covert or classified operations. JUAN GONZÁLEZ: And this whole issue of the Status of Forces Agreement, clearly, this has been a sticking point not only in Iraq; in Korea, South Korea, this has been an issue for many years, negotiating a Status of Forces Agreement. I want to go to October, when Secretary of State John Kerry met with Afghan President Hamid Karzai to discuss an agreement necessary to keep a U.S. legal basis for forces in Afghanistan after 2014 and also to allow it to lease bases in the country. One of the sticking points is a U.S. demand that its troops be guaranteed immunity from prosecution under Afghan law. This is Secretary Kerry.

US sources confirm raids in Somalia and Libya (Al-Jazeera) Military officials say US captured al-Qaeda figure in Libya, but failed to nab al-Shabab leader in Somalia raid. A US government source has confirmed that US military forces conducted an operation in Somalia targeting a member of the rebel group al-Shabab, but could provide no further details, Reuters news agency reported. A second foreign military operation also took place in Libya on Saturday and was aimed at seizing senior al-Qaeda figure Abu Anas al-Liby, said the source, speaking on condition of anonymity. Al-Liby is wanted by the United States for his alleged role in the 1998 US Embassy bombings in Kenya and Tanzania. A US military official told the AP news agency that Navy SEALs conducted the raid at an al-Shabab base in the Somalia coastal town of Barawe, but did not get their target. Although the Shebab leader was believed to have been killed during the assault, the SEALs had to withdraw before they could confirm the kill, a senior US official told The New York Times. "The Baraawe raid was planned a week and a half ago," a US security official told Times. "It was prompted by the Westgate attack," he added, referring to an attack by Shebab gunmen on a Nairobi shopping mall that left 67 people dead during a four-day siege. A senior Somali government official told the newspaper that "the attack was carried out by the American forces and the Somali government was pre-informed about the attack." Shebab spokesman Abdulaziz Abu Musab told AFP that commandos had stormed the beach by boat, but laid blamed on Britain and Turkey. "The bungled operation was carried out by white people, who came with two small boats from a larger ship out at sea... one Shebab guard was killed, but reinforcements soon came and the foreigners fled," he told AFP. "Where the foreigners had been, afterwards we saw lots of blood, so maybe we wounded some."

US special forces have carried out raids in Libya and Somalia targeting Islamic militants. The US captured a senior al-Qaida member in Tripoli and launched a dawn raid on the southern Somali hideout of one of the heads of al-Shabaab, the group behind the Kenyan mall attack, but its forces were forced to withdraw, the Pentagon said. US officials confirmed that forces operating in Libya had managed to capture Abu Anas al-Liby, accused of orchestrating the 1998 bombings of the United States embassies in Kenya and Tanzania. His apprehension ended a 15-year manhunt. In a simultaneous raid, a Navy Seal team attacked a compound in the southern Somalian coastal town of Baware, believed to be a staging post for foreign operations by the al-Shabaab militant group. They were forced to withdraw from the subsequent gun battle before they could confirm whether their unnamed target -- thought to be one of the group's senior figures -- had been killed. The US secretary of state, John Kerry, confirmed the capture of the al-Qaida militant, born Nazih al-Ragye, and said: "Those members of al-Qaida and other terrorist organisations literally can run but they can't hide." Speaking on Sunday in Indonesia, before an Asia-Pacific summit, he added: "We hope this makes clear that the United States of America will never stop in its effort to hold those accountable who conduct acts of terror. We will continue to try to bring people to justice in an appropriate way with hopes that ultimately these kinds of activities against everybody in the world will stop." Liby, a Libyan believed to be 49, was indicted in New York in 2000 for his alleged role in the bombings two years earlier, which killed 224 people. The FBI had a $5m (£3.12m) bounty on his head under the US state department's Rewards for Justice programme. "As the result of a US counter-terrorism operation, Abu Anas al-Liby is currently lawfully detained by the US military in a secure location outside of Libya," the Pentagon spokesman George Little said. According to the Associated Press, witnesses and Libyan militant sources said the raid in Tripoli came after morning prayers. "As I was opening my house door, I saw a group of cars coming quickly from the direction of the house where Ragye lives. I was shocked by this movement in the early morning," said one of his neighbours, who did not give his name. "They kidnapped him. We do not know who they are." The agency said two Islamist sources had confirmed the details and Liby's brother Nabih had said three vehicles full of armed men had approached Liby's home and surrounded him as he parked his car. He claimed the men smashed Liby's window, seized his gun and sped away with him. The US said it had informed the Libyan government and received its support in the operation. But the Libyan administration denied this, saying it had never helped US forces in the country. The Pentagon confirmed US military personnel had been involved in an operation against what it called "a known al-Shabaab terrorist" in Somalia. Local people in Barawe and Somali security officials said troops came ashore from the Indian Ocean to attack a house near the shore used by al-Shabaab fighters. The Associated Press quoted a US security source as saying the Somali raid was carried out by members of the same Navy Seal team that killed the al-Qaida founder Osama bin Laden. The senior US military official said the team had encountered fierce resistance and, after a 15- to 20-minute gun battle, the unit leader had decided to abort the mission and they swam away.
