The university was founded in 1819 at Norwich by military educator and former superintendent of West Point, Captain Alden B. Partridge. Captain Partridge believed in the "American System of Education," a traditional liberal arts curriculum with instruction in civil engineering and military science. After leaving West Point because of congressional disapproval of his system, he returned to his native state of Vermont to create the American Literary, Scientific and Military Academy. Captain Partridge, in founding his academy, rebelled against the reforms of Sylvanus Thayer to prevent the rise of what he saw as the greatest threat to the security of the young republic: a professional officer class. He believed that a well-trained militia was an urgent necessity and developed the American system around that idea. His academy became the inspiration for a number of military colleges throughout the nation, including both the Virginia Military Institute and The Citadel, and later the land grant colleges created through the Morrill Act of 1862.[4]
Partridge's educational beliefs were considered radical at the time, and this led to his conflicting views with the federal government while he was the superintendent of West Point. Upon creation of his own school, he immediately incorporated classes of agriculture and modern languages in addition to the sciences, liberal arts, and various military subjects. Field exercises, for which Partridge borrowed cannon and muskets from the federal and state governments, supplemented classroom instruction and added an element of realism to the college’s program of well-rounded military education.
Partridge founded six other military institutions during his quest to reform the fledgling United States military. They were the Virginia Literary, Scientific and Military Academy at Portsmouth, Virginia (1839–1846), Pennsylvania Literary, Scientific, and Military Academy at Bristol, Pennsylvania (1842–1845), Pennsylvania Military Institute at Harrisburg, Pennsylvania (1845–1848), Wilmington Literary, Scientific and Military Academy at Wilmington, Delaware (1846–1848), the Scientific and Military Collegiate Institute at Reading, Pennsylvania (1850–1854), Gymnasium and Military Institute at Pembroke, New Hampshire (1850–1853) and the National Scientific and Military Academy at Brandywine Springs, Delaware (1853).[5]

In 1825 the academy moved to Middletown, Connecticut, to provide better naval training to the school's growing corps of cadets. In 1829, the state of Connecticut declined to grant Captain Partridge a charter and he moved the school back to Norwich (the Middletown campus became Wesleyan University in 1831). Beginning in 1826, the college offered the first program of courses in civil engineering in the US. In 1834 Vermont granted a charter and recognized the institution as Norwich University. During the 1856 academic year, the first chapter of the Theta Chi Fraternity was founded by cadets Frederick Norton Freeman and Arthur Chase. With the beginning of the Civil War in 1861, Norwich cadets served as instructors of the state militias throughout the Northeast and the entire class of 1862 enlisted upon its graduation. Norwich turned out hundreds of officers and soldiers who served with the federal armies in the American Civil War, including four recipients of the Medal of Honor. One graduate led a corps, seven more headed divisions, 21 commanded brigades, 38 led regiments, and various alumni served in 131 different regimental organizations. In addition, these men were eyewitnesses to some of the war's most dramatic events, including the bloodiest day of the conflict at Antietam, the attack up Marye's Heights at Fredericksburg, and the repulse of Pickett's Charge at Gettysburg. Seven hundred and fifty Norwich men served in the Civil War, of whom sixty fought for the Confederacy.[6] Because of the university's participation in the struggle, the number of students dwindled to seven in the class of 1864 alone.
The Confederate raid on St. Albans, Vermont precipitated fear that Newport, Vermont was an imminent target. The corps quickly boarded an express train for Newport, the same day, October 19, 1864, to the great relief of the inhabitants.
After a catastrophic fire in 1866 which devastated the entire campus, the town of Northfield welcomed the struggling school. The Civil War, the fire, and the uncertainty regarding the continuation of the University seriously lowered the attendance, and the school opened in the fall of 1866 with only 19 students. The 1870s and 1880s saw many financially turbulent times for the institution and the renaming of the school to Lewis College in 1880. In 1881 the student body was reduced to only a dozen men. Later, by 1884, the Vermont Legislature had the name of the school changed back to Norwich. In 1898 the university was designated as the Military

I feel much like Rita Villa, quite sad that people on both sides of the issue, that I know and respect, have reached such a tragic impasse.
The petitioners’ arguments are weak while many professed admiration verging on love of McCue.
I feel self importance, emotion and personality has dominated many on the boards thinking.
If, in fact, bad behavior on McCue’s part has been prevalent these past years, the board should
have censured him for those incidents. This could have led to a robust discussion of acceptable behavior and put McCue formally on warning. If in fact that was warranted.
An email was authored and sent by the Ben Neumann, SCNC President, to ALL board members PRECEEDING the board meeting. The email accused McCue of lying and misrepresenting the facts.
Clearly the intent of the email was to influence the board’s decision. Is that not condoned under the Brown Act? Is not the very purpose of the Act to disallow discussion of items on an agenda out of public view.
Since McCue is a candidate for reelection to remove a board member this close to the election smacks of retribution, character assassination or an attempt to influence the election.
Yes, i know, hard to reconcile with their professed admiration of him.
Frankly, SCNC needs a better procedure for what is the most extreme action a neighborhood council board might take – firing a board member, and overturning an election.
McCue if successful in the May election would be back in 5 weeks or so. What then, hmm? More fireworks or will Wednesday’s event prove to be a catharsis for both sides? Allowing the SCNC to get back to real business.
I certainly hope so. Yet McCue is certainly within his rights to challenge many aspects of SCNC Board’s procedures and decisions in this matter.

A grievance committee headed by former Studio City Neighborhood Council member Jane Drucker released its findings regarding the removal of Michael McCue from the SCNC Board last April.
The point I and many others made in the weeks following the proceeding, including those who attended the removal hearing, was that there was no specificity in the removal petition. In other words SCNC acted spuriously.
The grievance committee concluded that the petition lacked specifics. The lack of detail made it impossible for McCue to prepare a defense going into the hearing.
In other words, he had to wing it. That’s not justice.
Ms. Drucker also warned the Board that removal actions affect stakeholders and must be weighed carefully. A neighborhood council “is not a private club” where members can be removed simply at the discretion of the board.
About twenty-five stakeholders attended the meeting, which was quiet and well-run - in sharp contrast to the removal hearing, which was poorly managed and raucous, including an inflammatory statement by a board member that punctuated the travesty that evening.
Although the grievance report contradicts the SCNC’s decision, nothing can undo the train wreck the board created.
But there is still time to make amends. The eight members who voted for removal (including one who was defeated in the last election) should do the right thing and issue a public apology to the stakeholders and Mr. McCue (who reclaimed his seat in the election).
As I stated before, no neighborhood council is prepared to deal with a removal, much less one lacking basis.
Of even greater concern was the role played by the City Attorney’s Office. SCNC should have been advised to step back and reconsider. Instead, it appears the council was given a green light - perhaps a dim green light, but it still amounted to tacit support.
The grievance committee deserves the thanks of the stakeholders for not only finding against the council’s deeply flawed process, but, more importantly, for recommending by-law changes to prevent a reoccurrence.
There was a little turnover on the SCNC as a result of the election. Perhaps more sensible views will prevail going forward. Let’s hope so.

Report on Federal Disaster Relief
Lincoln County Emergency Management has received word that Lincoln County was not approved for the Individual Assistance (individuals and businesses) Presidential Declaration for the January 2012 storm damage.
In early March, Lincoln County was provided a second opportunity to report additional individual and business damages to Oregon Emergency Management (OEM) (media release 03.02.12). At the conclusion of this new reporting period, March 7th and tour by OEM and FEMA Lincoln County was able to add several more properties to the final County report.
Oregon’s request for Public Assistance for government infrastructure damage and certain private non-profits for the 12 affected counties was approved on March 2 while the Individual Assistance request for the five affected counties continued to be under review and then was denied. Governor Kitzhaber appealed the decision.
On March 29th - The Oregon Office of Emergency Management (OEM) announced that the Governor’s final appeal to FEMA for financial assistance for private homes damaged during the January 17 – 21 severe winter storm had been denied.
Based on the results of joint federal, state and local preliminary damage assessments, it was determined that the impact to Oregon residences did not meet the criteria established by the Stafford Act to qualify for the Individual Assistance Program. FEMA’s decision opens the door for the state to explore other potential resources from which to draw recovery assistance.
The state is exploring other options to assist people who had damage from this event. This includes other federal agencies, voluntary agencies and the private sector.
FEMA is currently working closely with the state and its local governments to provide assistance for damaged public infrastructure which was approved for 12 counties along with hazard mitigation grant money for projects statewide as requested.

Starting this Saturday, WZGC-FM 92.9 Dave FM will sign off of 92.9 as it prepares to assume a sports format as 92.9 the Game. After a 3-day radiothon to benefit Children's Healthcare of Atlanta, they'll go into a 92 song marathon into the debut of sports radio 92.9 the Game. The logo is already color-coded to associate itself with Atlanta Falcons (and possibly University of Georgia) coverage. The station is expected to be an affiliate of CBS Sports Radio when it debuts with a 24/7 lineup this January 2nd. Dickey's Broadcasting's 680 the Fan is also expected to affiliate itself with CBS Sports Radio meaning Atlanta will have 2 affiliates of the same national network competing with each other. Despite this, they're setting themselves up possibly to regain Braves or Hawks rights sometime in the future. This will also be the first time in a long time that rock will not air on 92.9 dating back to before Z93 signed on with a Classic Rock format. Nice, knowin' ya Dave.
