Bribery, is an act of implying money or gift giving that alters the behavior of the recipient. Bribery constitutes a crime and is defined by Black's Law Dictionary as the offering, giving, receiving, or soliciting of any item of value to influence the actions of an official or other person in charge of a public or legal duty.

The bribe is the gift bestowed to influence the recipient's conduct. It may be any money, good, right in action, property, preferment, privilege, emolument, object of value, advantage, or merely a promise or undertaking to induce or influence the action, vote, or influence of a person in an official or public capacity.^[1]

In economics, the bribe has been described as rent. Bribery in bureaucracy has been viewed as a reason for higher cost of production of goods and services.

Forms of bribery[link]

Many types of bribes exist: tip, gift, sop, perk, skim, favor, discount, waived fee/ticket, free food, free ad, free trip, free tickets, sweetheart deal, kickback/payback, funding, inflated sale of an object or property, lucrative contract, donation, campaign contribution, fundraiser, sponsorship/backing, higher paying job, stock options, secret commission, or promotion (rise of position/rank).

One must be careful of differing social and cultural norms when examining bribery. Expectations of when a monetary transaction is appropriate can differ from place to place. Political campaign contributions in the form of cash, for example, are considered criminal acts of bribery in some countries, while in the United States, provided they adhere to election law, are legal. Tipping, for example, is considered bribery in some societies, while in others the two concepts may not be interchangeable.

In some Spanish-speaking countries, bribes are referred to as "mordida" (literally, "bite"); in Arab countries they are Baksheesh or Bakshish. However, Bakshish is more akin to tipping. French-speaking countries often use the expressions "dessous-de-table" ("under-the-table" commissions), "pot-de-vin" (literally, "wine-pot"), or "commission occulte" ("secret commission" or "kickback"). While the last two expressions contain inherently a negative connotation, the expression "dessous-de-table" can be often understood as a commonly accepted business practice (for instance, on the occasion of a real estate transaction before the notary, a partial payment made between the buyer and seller; needless to say, this is a good way to launder money). In German, the common term is Schmiergeld ("smoothing money").

The offence may be divided into two great classes: the one, where a person invested with power is induced by payment to use it unjustly; the other, where power is obtained by purchasing the suffrages of those who can impart it. Likewise, the briber might hold a powerful role and control the transaction; or in other cases, a bribe may be effectively extracted from the person paying it, although this is better known as extortion.

The forms that bribery take are numerous. For example, a motorist might bribe a police officer not to issue a ticket for speeding, a citizen seeking paperwork or utility line connections might bribe a functionary for faster service.

Bribery may also take the form of a secret commission, a profit made by an agent, in the course of his employment, without the knowledge of his principal. Euphemisms abound for this (commission, sweetener, kick-back etc.) Bribers and recipients of bribery are likewise numerous although bribers have one common denominator and that is the financial ability to bribe.

Bribery around the world is estimated at about $1 trillion (£494bn).^[2]

As indicated on the pages devoted to political corruption, efforts have been made in recent years by the international community to encourage countries to dissociate and incriminate as separate offences, active and passive bribery. From a legal point of view, active bribery can be defined for instance as the promising, offering or giving by any person, directly or indirectly, of any undue advantage [to any public official], for himself or herself or for anyone else, for him or her to act or refrain from acting in the exercise of his or her functions. (article 2 of the Criminal Law Convention on Corruption (ETS 173) of the Council of Europe). Passive bribery can be defined as the request or receipt [by any public official], directly or indirectly, of any undue advantage, for himself or herself or for anyone else, or the acceptance of an offer or a promise of such an advantage, to act or refrain from acting in the exercise of his or her functions (article 3 of the Criminal Law Convention on Corruption (ETS 173)).

The reason for this dissociation is to make the early steps (offering, promising, requesting an advantage) of a corrupt deal already an offence and, thus, to give a clear signal (from a criminal policy point of view) that bribery is not acceptable. Besides, such a dissociation makes the prosecution of bribery offences easier since it can be very difficult to prove that two parties (the bribe-giver and the bribe-taker) have formally agreed upon a corrupt deal. Besides, there is often no such formal deal but only a mutual understanding, for instance when it is common knowledge in a municipality that to obtain a building permit one has to pay a "fee" to the decision maker to obtain a favourable decision.

Government[link]

A grey area may exist when payments to smooth transactions are made. United States law is particularly strict in limiting the ability of businesses to pay for the awarding of contracts by foreign governments; however, the Foreign Corrupt Practices Act contains an exception for "grease payments"; very basically, this allows payments to officials in order to obtain the performance of ministerial acts which they are legally required to do, but may delay in the absence of such payment. In some countries, this practice is the norm, often resulting from a developing nation not having the tax structure to pay civil servants an adequate salary. Nevertheless, most economists regard bribery as a bad thing because it encourages rent seeking behaviour. A state where bribery has become a way of life is a kleptocracy.

Tax treatment of bribes[link]

The tax status of bribes is an issue for governments since the bribery of government officials impedes the democratic process and may interfere with good government. In some countries, such bribes are considered tax-deductible payments. However, in 1996, in an effort to discourage bribery, the OECD Council recommended that member countries cease to allow the tax-deductibility of bribes to foreign officials. This was followed by the signing of the Anti-Bribery Convention. Since that time, the majority of the OECD countries which are signatories of the convention have revised their tax policies according to this recommendation and some have extended the measures to bribes paid to any official, sending the message that bribery will no longer be tolerated in the operations of the government.^[3]

Medicine[link]

Pharmaceutical corporations may seek to reward through gifts doctors for heavy prescription of their drugs. The American Medical Association has published ethical guidelines for gifts from industry which include the tenet that physicians should not accept gifts if they are given in relation to the physician’s prescribing practices.[1] Doubtful cases include grants for traveling to medical conventions that double as tourist trips.

Dentists often receive samples of home dental care products such as toothpaste, which are of negligible value; somewhat ironically, dentists in a television commercial will often state that they get these samples but pay to use the sponsor's product.

In countries offering state-subsidized or nationally funded healthcare where medical professionals are underpaid, patients may use bribery to solicit the standard expected level of medical care. For example, in many formerly Communist countries from what used to be the Eastern Bloc it may be customary to offer expensive gifts to doctors and nurses for the delivery of service at any level of medical care in the non-private health sector.^[4][5]

Politics[link]

Politicians receive campaign contributions and other payoffs from powerful corporations, organizations or individuals in return for making choices in the interests of those parties, or in anticipation of favorable policy. This is called the money loop. Convictions for this form of bribery are more easy to obtain with hard evidence, frequently obtained using undercover agents, since evidence of a quid pro quo is more difficult to prove. Business[link]

Employees, managers, or salespeople of a business may offer money or gifts to a potential client in exchange for business.

For example, in 2006, German prosecutors conducted a wide-ranging investigation of Siemens AG to determine if Siemens employees paid bribes in exchange for business.

In some cases where the system of law is not well-implemented, bribes may be a way for companies to continue their businesses. In the case, for example, custom officials may harass a certain firm or production plant, officially stating they are checking for irregularities, halting production or stalling other normal activities of a firm. The disruption may cause losses to the firm that exceed the amount of money to pay off the official. Bribing the officials is a common way to deal with this issue in countries where there exists no firm system of reporting these semi-illegal activities. A third party, known as a White Glove, may be involved to act as a clean middleman.

Specialist consultancies have been set up to help multinational companies and SMEs with a commitment to anti-corruption to trade more ethically and benefit from compliance with the law.

Contracts based on or involving the payment or transfer of bribes ("corruption money", "secret commissions", "pots-de-vin", "kickbacks") are void.^[6]

In 2012, The Economist noted:

Bribery would be less of a problem if it wasn't also a solid investment. A new paper by Raghavendra Rau of Cambridge University and Yan Leung Cheung and Aris Stouraitis of the Hong Kong Baptist University examines 166 high-profile cases of bribery since 1971, covering payments made in 52 countries by firms listed on 20 different stockmarkets. Bribery offered an average return of 10-11 times the value of the bung paid out to win a contract, measured by the jump in stockmarket value when the contract was won. America's Department of Justice found similarly high returns in cases it has prosecuted.^[7]

Sport corruption[link]

Referees and scoring judges may be offered money, gifts, or other compensation to guarantee a specific outcome in an athletic or other sports competition. A well-known example of this manner of bribery in sport would be the 2002 Olympic Winter Games figure skating scandal, where the French judge in the pairs competition voted for the Russian skaters in order to secure an advantage for the French skaters in the ice dancing competition.

Additionally, bribes may be offered by cities in order to secure athletic franchises, or even competitions, as happened with the 2002 Winter Olympics. It is common practice for cities to "bid" against each other with stadiums, tax benefits, and licensing deals to secure or keep professional sports franchises.

Athletes themselves can be paid to under-perform, generally so that a gambler or gambling syndicate can secure a winning bet. A classic example of this was the 1919 World Series, better known as the Black Sox Scandal.

Finally, in some sports, elements of the game may be tampered with – the classic example being from horse racing, where a groom or other person with access to the horses before the race may be bribed to over-feed an animal, or even administer a sedative or amphetamine (known as "horse doping" in order to make a horse faster or slower to respectively increase or reduce a their chances of winning). Another type of bribery done for financial gain through gambling is to bet against a clear favorite, and ensure that the favorite has an "off day", or attempt to "hop up" a long shot in an attempt to collect big winnings by betting on the heavy odds against it.

Bribery prevention[link]

International businesses are looking to implement strong local programs dedicated to the prevention of bribery. But programs of prevention need to be properly designed with international standards of best practice. To ensure respect for a program, whether it be on the part of employees or business partners, external verification is necessary. International best practices such as the Council for Further Combating Bribery of Foreign Public Officials in International Business Transactions, Annex 2; the ISO 26000 norm (section 6.6.3) or TI Business Principles for Countering Bribery^[8] are used in external verification^[9] processes to measure and ensure that a program of bribery prevention works and is consistent with international standards. Another reason for businesses to undergo external verification of their bribery prevention programs is that it means evidence can be provided to assert that all that was possible was done to prevent corruption. Companies are unable to guarantee corruption has never occurred; what they can do is provide evidence that they did their best to prevent it.

"The Man" is a slang phrase that may refer to the government or to some other authority in a position of power. In addition to this derogatory connotation, it may also serve as a term of respect and praise.

The phrase "the Man is keeping me down" is commonly used to describe oppression. The phrase "stick it to the Man" encourages resistance to authority, and essentially means "fight back" or "resist", either openly or via sabotage.^[1]

History[link]

The earliest recorded use^{[citation needed]} of the term "the Man" in the American sense dates back to a letter written by a young Alexander Hamilton in September 1772, when he was 15. In a letter to his father James Hamilton, published in the Royal Dutch-American Gazette, he described the response of the Dutch governor of St. Croix to a hurricane that raked that island on August 31, 1772. "Our General has issued several very salutary and humane regulations and both in his publick and private measures, has shewn himself the Man." ^{[2][dubious – discuss]} In the Southern U.S. states, the phrase came to be applied to any man or any group in a position of authority, or to authority in the abstract. From about the 1950s the phrase was also an underworld code word for police, the warden of a prison or other law enforcement or penal authorities.

It was also used as a term for a drug dealer in the 1950s and 1960s and can be seen in such media as Curtis Mayfield's "No Thing On Me", William Burroughs's novel Naked Lunch, and in the Velvet Underground song "I'm Waiting for the Man", in which Lou Reed sings about going to Uptown Manhattan, specifically Lexington Avenue and 125th Street, to buy heroin.

The use of this term was expanded to counterculture groups and their battles against authority, such as the Yippies, which, according to a May 19, 1969 article in U.S. News and World Report, had the "avowed aim ... to destroy 'The Man', their term for the present system of government". The term eventually found its way into humorous usage, such as in a December 1979 motorcycle ad from the magazine Easyriders which featured the tagline, "California residents: Add 6% sales tax for The Man."

In present day, the phrase has been popularized in commercials and cinema, featuring particularly prominently as a recurring motif in the 2003 film School of Rock.^[3][4][5][6]

Use as praise[link]

The term has also been used as an approbation or form of praise. This may refer to the recipient's status as the leader or authority within a particular context, or it might be assumed to be a shortened form of a phrase like "He is the man (who is in charge)." One example of this usage dates to 1879 when Otto von Bismarck commented, referring to Benjamin Disraeli's pre-eminent position at the Congress of Berlin, "The old Jew, he is the man."^{[7][dubious – discuss]}

In more modern usage, it can be a superlative compliment ("you da man!") indicating that the subject is currently standing out amongst his peers even though they have no special designation or rank, such as a basketball player who is performing better than the other players on the court. It can also be used as a genuine compliment with an implied, slightly exaggerated or sarcastic tone, usually indicating that the person has indeed impressed the speaker but by doing something relatively trivial.

John Andrew Boehner ( /ˈbeɪnər/ BAY-nər;^{[notes 1]} born November 17, 1949) is the 61st^[1] and current Speaker of the United States House of Representatives. A member of the Republican Party, he is the U.S. Representative from Ohio's 8th congressional district, serving since 1991. The district includes several rural and suburban areas near Cincinnati and Dayton, and a small portion of Dayton itself.

Boehner previously served as the House Minority Leader from 2007 until 2011, and House Majority Leader from 2006 until 2007. As Speaker of the House, Boehner is second in line to the presidency of the United States following the Vice President in accordance with the Presidential Succession Act.

Early life, education and career[link]

Boehner was born in Reading, Ohio, the son of Mary Anne (née Hall) and Earl Henry Boehner, the second of twelve children. His father was of German descent and his mother had German and Irish ancestry.^{[2][3][4][5][6]} He grew up in modest circumstances, having shared one bathroom with his eleven siblings in a two-bedroom house in Cincinnati. His parents slept on a pull-out couch.^[7] He started working at his family's bar at age 8, a business founded by their grandfather Andy Boehner in 1938.^[7] He has lived in Southwest Ohio his entire life. All but two of his siblings still live within a few miles of each other; two are unemployed and most of the others have blue-collar jobs.^[8]

Boehner attended Cincinnati's Moeller High School and was a linebacker on the school's football team, where he was coached by future Notre Dame coach Gerry Faust.^[9] Graduating from Moeller in 1968, when U.S. involvement in the Vietnam War was at its peak, Boehner enlisted in the United States Navy but was honorably discharged after eight weeks because of a bad back.^[10] He earned his B.A. in business administration from Xavier University in 1977, becoming the first person in his family to attend college, taking seven years as he held several jobs to pay for his education.^[7]

Shortly after his graduation in 1977, Boehner accepted a position with Nucite Sales, a small sales business in the packaging and plastics industry. He was steadily promoted and eventually became president of the firm, resigning in 1990 when he was elected to Congress.^[4]

Early political career[link]

From 1982 to 1984, Boehner served on the board of trustees of Union Township, Butler County, Ohio. He then served as an Ohio state representative from 1985 to 1990.^{[citation needed]}

U.S. House of Representatives[link]

In 1990, Boehner ran against incumbent congressman Buz Lukens, who was under fire for having a sexual relationship with a minor. He trounced Lukens in the primary, taking 49 percent of the vote. This was tantamount to election in the heavily Republican 8th District. He has been reelected 10 times with no substantial opposition, and even ran unopposed in 1994.

Gang of Seven[link]

During his freshman year, Boehner and fellow members of the Gang of Seven took on the House establishment, Republicans and Democrats alike, and successfully closed the House Bank (House banking scandal), uncovered "dine-and-dash" practices at the House Restaurant, and exposed drug sales and illegal cash-for-stamps deals at the House Post Office.^[11]

Boehner, along with Newt Gingrich and several other Republican lawmakers, was one of the engineers of the Contract with America in 1994 that helped catapult Republicans into the majority in Congress for the first time in four decades.

Legislative accomplishments[link]

From 1995 to 1999, Boehner served as House Republican Conference Chairman which is the party caucus for Republicans in the United States House of Representatives. In this post, he was the fourth-ranking House Republican, behind Gingrich, Majority Leader Dick Armey and Majority Whip Tom DeLay. There he championed the Freedom to Farm Act that, among other provisions, revises and simplifies direct payment programs for crops and eliminates milk price supports through direct government purchases.

Following the election of President George W. Bush, Boehner was elected as chairman of the House Education and the Workforce Committee from 2001 until 2006. There he authored several reforms including the Pension Protection Act and a successful school choice voucher program for low-income children in Washington, DC.^[12] He was also a major force in the passage of the No Child Left Behind Act of 2001, saying it was his “proudest achievement” in two decades of public service.^[13]

Leadership challenge[link]

In the summer of 1997 several House Republicans, who saw Speaker Newt Gingrich's public image as a liability, attempted to replace him as Speaker. The attempted "coup" began July 9 with a meeting between Republican conference chairman Boehner and Republican leadership chairman Bill Paxon of New York. According to their plan, House Majority Leader Dick Armey, House Majority Whip Tom DeLay, Boehner and Paxon were to present Gingrich with an ultimatum: resign, or be voted out. However, Armey balked at the proposal to make Paxon the new Speaker, and told his chief of staff to warn Gingrich about the coup.^[14]

On July 11, Gingrich met with senior Republican leadership to assess the situation. He explained that under no circumstance would he step down. If he was voted out, there would be a new election for Speaker, which would allow for the possibility that Democrats—along with dissenting Republicans—would vote in Dick Gephardt as Speaker. On July 16, Paxon offered to resign his post, feeling that he had not handled the situation correctly. Paxon was the only unelected member of the leadership group, having been appointed to his position by Gingrich.^[15]

Congressional leadership[link]

In 1998, Boehner was ousted as the chairman of the House Republican Conference, after his party lost five congressional seats.^[16]

In an upset, Boehner was elected by his colleagues to serve as House Majority Leader on February 2, 2006. The election followed Tom DeLay's resignation from the post after being indicted on criminal charges.

Boehner campaigned as a reform candidate who wanted to reform the so-called "earmark" process and rein in government spending. He defeated Majority Whip Roy Blunt of Missouri and Representative John Shadegg of Arizona, even though he was considered an underdog candidate to Blunt. In the second round of voting by the House Republican Conference, Boehner defeated Blunt with 122 to 109 votes. Blunt kept his previous position as Majority Whip, the No. 3 leadership position in the House. (There was some confusion on the first ballot for Majority Leader as the first count showed one more vote cast than Republicans present,^[17] due to a misunderstanding as to whether the rules allowed Resident Commissioner Luis Fortuño of Puerto Rico to vote or not).^[18]

After the Republicans lost control of the House in the 2006 elections, the House Republican Conference chose Boehner as Minority Leader. While as Majority Leader he was second-in-command behind Speaker Dennis Hastert, as Minority Leader he was the leader of the House Republicans. As such, he was the Republican nominee for Speaker in 2006 and 2008, losing both times to Pelosi. While the Speaker is nominally elected by the full House, in practice he or she is almost always chosen by the majority party.

According to the 2008 Congress.org Power Ranking, Boehner was the 6th most powerful congressman (preceded by Speaker Pelosi, Majority Leader Hoyer, Ways and Means Committee Chairman Sander M. Levin, Dean of the House John Dingell, and Appropriations Committee Chairman Dave Obey, all Democrats) and the most powerful Republican.^[19] As Minority Leader, Boehner served as an ex officio member of the Permanent Select Committee on Intelligence.

Speaker of the House[link]

On November 17, 2010, Boehner was unanimously chosen by the House Republicans as their nominee for Speaker,^[20][21] all but assuring his formal election to the post when the new Congress convened with a Republican majority in January 2011. He is the first Speaker from Ohio since fellow Republicans Nicholas Longworth (1925 to 1931) and J. Warren Keifer (1881 to 1883). He is also the first Speaker who has served both as majority and minority floor leader for his party since Texas Democrat Sam Rayburn.

As Speaker, Boehner is still the leader of the House Republicans. However, by tradition, he normally does not take part in debate (though he has the right to do so) and almost never votes from the floor. He is also not a member of any House committees.

Controversies[link]

Connections to lobbyists[link]

In June 1995, Boehner distributed campaign contributions from tobacco industry lobbyists on the House floor as House members were weighing how to vote on tobacco subsidies.^[22] In a 1996 documentary by PBS called The People and the Power Game, Boehner said "They asked me to give out a half dozen checks quickly before we got to the end of the month and I complied. And I did it on the House floor, which I regret. I should not have done. It's not a violation of the House rules, but it's a practice that‘s gone on here for a long time that we're trying to stop and I know I'll never do it again."^[23] Boehner eventually led the effort to change House rules and prohibit campaign contributions from being distributed on the House floor.^[24]

A September 2010 New York Times story said Boehner was "Tightly Bound to Lobbyists" and "He maintains especially tight ties with a circle of lobbyists and former aides representing some of the nation’s biggest businesses, including Goldman Sachs, Google, Citigroup, R.J. Reynolds, MillerCoors and UPS.".^[25]

Smithsonian[link]

In November 2010, Boehner, along with Minority Whip Eric Cantor, called for the cancellation of an exhibit in the Smithsonian's National Portrait Gallery after he learned that it featured a video by David Wojnarowicz, A Fire in My Belly, that contained an image of a crucifix with ants crawling on it. Boehner spokesman Kevin Smith said, "Smithsonian officials should either acknowledge the mistake and correct it, or be prepared to face tough scrutiny beginning in January when the new majority in the House moves [in]."^[26]

A profile in the Pittsburgh Tribune-Review said, "On both sides of the aisle, Boehner earns praise for candor and an ability to listen."^[27] The Plain Dealer says Boehner "has perfected the art of disagreeing without being disagreeable."^[28]

Boehner has been classified as a "hard-core conservative" by OnTheIssues.^[29] Although Boehner does have a conservative voting record, when he was running for House leadership, religious conservatives in the GOP expressed that they were not satisfied with his positions. According to the Washington Post: "From illegal immigration to sanctions on China to an overhaul of the pension system, Boehner, as chairman of the House Committee on Education and the Workforce, took ardently pro-business positions that were contrary to those of many in his party. Religious conservatives – examining his voting record – see him as a policymaker driven by small-government economic concerns, not theirs."^[30]

Boehner has received a "0" rating from the Human Rights Campaign in the last three congressional sessions, voting against the Don't Ask, Don't Tell Repeal Act of 2010, the Early Treatment for HIV Act, the Employment Non-Discrimination Act, and the Hate Crimes Prevention Act. Boehner voted for a Federal Marriage Amendment. In a letter to the Rights Campaign, Boehner stated, "I oppose any legislation that would provide special rights for homosexuals... Please be assured that I will continue to work to protect the idea of the traditional family as one of the fundamental tenets of western civilization."^[31][32]

On May 25, 2006, Boehner issued a statement defending his agenda and attacking his "Democrat friends" such as Minority Leader Nancy Pelosi. Boehner said regarding national security that voters "have a choice between a Republican Party that understands the stakes and is dedicated to victory, and a Democrat Party with a non-existent national security policy that sheepishly dismisses the challenges of a post-9/11 world and is all too willing to concede defeat on the battlefield in Iraq."

Boehner is a signer of Americans for Tax Reform’s Taxpayer Protection Pledge.^[33]

Boehner has called on the President to justify spending for military operations against terrorists.^[34]

Financial crisis[link]

On September 18, 2008, Congressman Boehner attended a closed meeting with congressional leaders, then-Treasury Secretary Henry Paulson and Federal Reserve Chairman Ben Bernanke, and was urged to craft legislation to help financially troubled banks. That same day (trade effective the next day), Congressman Boehner cashed out of an equity mutual fund.^[35]

On October 3, 2008 Boehner voted in favor of the Troubled Asset Relief Program (TARP),^[36] believing that the enumerated powers grant Congress the authority to "purchase assets and equity from financial institutions in order to strengthen its financial sector."

Boehner has been highly critical of several initiatives by the Democratic Congress and President Barack Obama, including the "cap and trade" plan that Boehner says would hurt job growth in his congressional district and elsewhere. He opposed the Patient Protection and Affordable Care Act and said that, if Republicans took control of the House of Representatives in the 2010 elections, they would do whatever it takes to stop the act. One option would be to defund the administrative aspect of the Act, not paying "one dime" to pay the salaries of the workers who would administer the plan.^[37] He also led an opposition to the 2009 stimulus and to Obama's first budget proposal, promoting instead an alternative economic recovery plan^[38] and a Republican budget (authored by Ranking Rep. Paul Ryan, R-WI).^[39] He has advocated for an across-the-board spending freeze, including entitlement programs. Boehner favors making changes in Social Security, such as by raising the retirement age to 70 for people who have at least 20 years until retirement, as well as tying cost-of-living increases to the consumer price index rather than wage inflation, and limiting payments to those who need them.^[37]

In 2011 Boehner called the No Taxpayer Funding for Abortion Act “one of our highest legislative priorities.”^[40][41]

In the November 2006 election, Boehner defeated the Democratic Party candidate, U.S. Air Force veteran Mort Meier, 64% to 36%.^[42]

2008[link]

In the November 2008 election, Boehner defeated Nicholas Von Stein, 68% to 32%.^[43]

2010[link]

Boehner was opposed by Democratic nominee Justin Coussoule, Constitution Party nominee Jim Condit, and Libertarian nominee David Harlow; but won the 2010 election.^[44]

As Republican House Leader, Boehner is a Democratic target for criticism of Republican views and political positions. In July 2010, President Barack Obama began singling out Boehner for criticism during his speeches.^[45] In one speech, Obama mentioned Boehner's name nine times^[46] and accused him of believing that police, firefighters, and teachers were jobs "not worth saving."^[47]

Boehner and his wife Debbie were married in 1973, and live in the Wetherington section of West Chester Township. They have two daughters, Lindsay and Tricia.^[50]
