Yugoslav Army chief of staff General Nebojsa Pavkovic toured part of the Second Army group in Montenegro on Tuesday in what army officials called part of his regular activities.
The tour came amid growing calls for support for Montenegro because of fears that Yugoslavia is preparing to annex the pro-western Balkan republic.
Pavkovic toured air force and air defences units at Podgorica's Golubovci airport to check the combat readiness of the troops.
He also presented awards to the best combat aircraft crews.

After being called upon as reserves for the Yugoslav army's operations in Kosovo, a group of farm workers have returned to their daily lives in the Serbian village of Leskovac.
The Commander of the Yugoslav's Third Army, General Nebojsa Pavkovic visited the farm, called "Porecje", and spoke to the returned men and women.
Pavkovic showered the villagers with praise and called on them to return to work and rebuild their lives as soon as possible.

The leaders of the Yugoslav troops who served in Kosovo have been presenting some of their men with medals, praising them as heroes of the people.
At the same time Serb political and religious leaders from the region have urged Serbs to remain in the province, despite fears they will become targets of reprisals by Kosovar Albanians.
In recent days, Serbs in Kosovo have also voiced doubts about NATO's commitment to their safety.
But allied commanders say the role of NATO troops in the province is to assure the well-being of all its inhabitants, whatever their ethnic or religious background.

A top Yugoslavian military official has lashed out at the West for its military campaign against Yugoslavia.
The Yugoslav Army's Chief of Staff, General Nebojsa Pavkovic, was at a ceremony to mark the first anniversary of the end of last year's NATO bombing of Yugoslavia on Saturday.
NATO launched the airstrikes to stop Milosevic's crackdown on armed ethnic Albanian militants in Kosovo.
The ceremony to mark the first anniversary of the end of NATO's aggression against Yugoslavia was held in Aleksinac Square on Saturday, about 120 kilometres south of Belgrade.

The government claims that the pro-western Montenegran police force has been inflitrated by "foreign spies" assigned to seize top government officials.
General Col. Pavkovic said the army, loyal to Milosevic, was far more powerful than the Montenegran police, loyal to President Milo Djukanivic.
Pavkovic said the army would not harm or pose a threat to voters or anyone involved in organising the elections.

"Naturally we have undertaken measures, having in mind the massing of troops around our borders, massing of the war ships in Mediterranean and Adriatic seas, military exercises in our neighbouring countries, and all this in order to scare the army and our people to put pressure ahead of the elections. In regards to all this, we have taken measures and we will stop any surprises no matter whether they like it or not."

It has traditions, staff, equipment, possibility of manoeuvres both in the area and with firearms, unlike the police. They can say that there are thousands of them in the area but we know where they are and how they are deployed and what actions it can really take. "

Montenegro is led by a reformist, pro-Western leadership at odds with the central authorities in Belgrade, controlled by the powerful federal president Slobodan Milosevic.
Yugoslavia's federal army, which should be neutral in the possible dispute between the two camps, is seen as close to the Milosevic regime.
The tour came as the European Union tightened sanctions on Yugoslavia.
The new sanctions are seen as a warning to Milosevic not to meddle in Montenegro's affairs.
Meanwhile a top international envoy to the Balkans has warned that urgent economic and political reforms are needed for the region to avoid another war.
Bodo Hombach, special coordinator for the International Pact for Stability in Southeastern Europe, has warned of continued escalation of tensions between Milosevic and the republic of Montenegro.
He told a conference in Greece that Montenegro must be supported economically and socially to give its people an alternative to the sovereignty sought by Yugoslavia.
He said otherwise the crisis would become more acute and give Milosevic a reason to act aggressively.

After being called upon as reserves for the Yugoslav army's operations in Kosovo, a group of farm workers have returned to their daily lives in the Serbian village of Leskovac.
The Commander of the Yugoslav's Third Army, General Nebojsa Pavkovic visited the farm, called "Porecje", and spoke to the returned men and women.

The leaders of the Yugoslav troops who served in Kosovo have been presenting some of their men with medals, praising them as heroes of the people.
At the same time Serb political and religious leaders from the region have urged Serbs to remain in the province, despite fears they will become targets of reprisals by Kosovar Albanians.
In recent days, Serbs in Kosovo have also voiced doubts about NATO's commitment to their safety.
But allied commanders say the role of NATO troops in the province is to assure the well-being of all its inhabitants, whatever their ethnic or religious background.

STORYLINE:
One of former Yugoslav President Slobodan Milosevic's most trusted allies has made his first appearance at the UN tribunal in The Hague, Netherlands to face allegations of war crimes that took place in Kosovo.
Ex-army chief General Nebojsa Pavkovic was indicted by the court in 2003.
He surrendered to the tribunal on Monday.
He faces five counts of war crimes for alleged offences during the 1998-1999 Kosovo war and could face life imprisonment if convicted of any charge.
His indictment alleges that forces under his command systematically murdered hundreds of Kosovo Albanian civilians.
Kosovo Albanians welcomed Pavkovic's appearance before the UN court as proof that the crimes he stands accused of having masterminded will be finally addressed.
The United Nations recently said an investigation of a cave in Western Kosovo had uncovered 22 bodies of non-Albanians believed killed during the province's 1998-99 war between ethnic Albanian rebels and Serb forces.
Nine of the bodies were identified and seven of those were of Serb civilians from the central Kosovo region of Orahovac.
The UN-run Office on Missing Persons and Forensics began excavating the cave and its surrounding area in Klina, some 50 kilometres (30 miles) west of the province's capital Pristina, last week.
The UN said initial findings indicated the area "was used to secretly dispose of human remains, and could be related to the disappearances" of non-Albanians in Kosovo in 1998.
Some 3,000 persons remain missing as a result of war.
About 500 Serbs and 200 members of other non-Albanian communities in Kosovo are listed as missing and are suspected to have been kidnapped and killed by ethnic Albanian rebels during the war.
The province is now run by the United Nations and NATO-led peacekeepers, although it remains part of Serbia-Montenegro, the successor state to Yugoslavia.

A top Yugoslavian military official has lashed out at the West for its military campaign against Yugoslavia.
The Yugoslav Army's Chief of Staff, General Nebojsa Pavkovic, was at a ceremony to mark the first anniversary of the end of last year's NATO bombing of Yugoslavia on Saturday.
NATO launched the airstrikes to stop Milosevic's crackdown on armed ethnic Albanian militants in Kosovo.
The ceremony to mark the first anniversary of the end of NATO's aggression against Yugoslavia was held in Aleksinac Square on Saturday, about 120 kilometres south of Belgrade.
During the bombing campaign, Aleksinac was hit seven times, including an attack on an apartment complex on April 5 last year that killed 17 civilians.
The area has now been rebuilt and local people watched as the memorial took place.
NATO and Yugoslav generals signed an agreement June 9, 1999, calling for Serb-led forces to leave Kosovo and allow the return of hundreds of thousands of ethnic Albanians who fled or were driven into neighbouring countries.
The following day, NATO suspended its bombing campaign and officially terminated the operation on June 20 when the last of 40-thousand Yugoslav troops rolled out of Kosovo.
Also present at the ceremony on Saturday were the influential wife of Yugoslav President Slobodan Milosevic, Mirjana Markovic, as well as Serbia's deputy premier Nikola Sainovic.
The main speech came from General Nebojsa Pavkovic, Yugoslav Army's chief of staff.
He blasted the U-S and NATO for the bombing and praised the way President Milosevic handled the situation.

"Led by the states wisdom and the determination of the military commander, the President of Yugoslavia - President Milosevic our people and our army prevented the surrender of the country and contributed to the cessation of the military action. They prevented the aggressor from accomplishing most of it's goals."

He said Milosevic should be awarded the country's highest honour - the National Hero's Medal.

There were speeches from youngsters, as well as music and singing.

Yugoslav authorities have agreed to give NATO more time before launching counterattacks to drive ethnic Albanian rebels out, backing off from a threat to take matters into their own hands if the alliance failed to stop rebel infiltration before a 7 p.m. (1800 GMT) deadline on Monday.
NATO-led peacekeepers acknowledged on Monday that they had begun negotiations with the militants and the Serb police.

According to Pristina Corps Commander General Vladimir Lazarevic, it is the first time Yugoslavian soldiers have been rewarded for valour in the time of war.
At the Kosovo interim Executive Council in Pristina on Tuesday, members of the Serbian government and the Pristina Corps celebrated Statehood Day of Yugoslavia.
It is a day that celebrates the formation of the Federal Republic of Yugoslavia, now in its seventh year.
Among those attending the ceremony and medal presentations for acts of bravery by Yugoslavian soldiers, were high ranking Serbian officials, Zoran Andjelkovic and Nikola Sainovic.
Third army commander, General Nebojsa Pavkovic, reiterated Serbia's resolve that should anyone try to invade their country, they will pay a heavy price.

"There are many heroes like these in the Third army and Yugoslav army in general. We think that the biggest hero is our people. The army that has such people, who display such courage in these decisive times can not be defeated. At the same time, I am delivering a message that anyone who tries to come to our country, anyone who tries to take a piece of our sacred soil will pay a dear price. We, the soldiers of the Third army and our Yugoslav army in general will do our utmost to prevent and stop any incursion into our territory."

The close ties between Serbs and Montenegrins date back into history, with the two nations sharing the same religion, language and culture.
Pro-independence Montenegrins say the big-brother grip of Serbia has stifled them and they want to restore the independent state that existed between 1878-1918.
Serbia's pro-democracy president, Boris Tadic, said on Tuesday he recognised the results of the Montenegrin independence vote - as did Vuk Draskovic, Serbia-Montenegro's Foreign Minister.

Montenegro's referendum commission on Tuesday released complete results of Sunday's independence referendum, confirming the republic's decision to secede from Serbia after 88 years of living as a joint state, and form a separate nation.

Yugoslav president, Vojislav Kostunica, arrived in Bujanovac late on Monday , promising diplomacy would prevail over military force in southern Serbia.
He was welcomed by hundreds of people at the town's main square.
Yugoslav authorities have agreed to give NATO more time before launching counterattacks to drive ethnic Albanian rebels out, backing off from a threat to take matters into their own hands if the alliance failed to stop rebel infiltration before a 7 p.m. (1800 GMT) deadline on Monday.
NATO-led peacekeepers acknowledged on Monday that they had begun negotiations with the militants and the Serb police.
NATO also pressed ahead with military measures aimed at preventing ethnic Albanians in Kosovo from crossing into a buffer zone on the edge of the province to help their ethnic kin.
The majority of those living in the five-kilometer (three mile) wide region are ethnic Albanians.
The crisis erupted last week when ethnic Albanian militants attacked Serb positions in an area between Kosovo and the rest of Serbia, the main republic of Yugoslavia.
Serb forces have been setting the stage to fight back.
The flareup near Kosovo presents a major crisis for Kostunica.
He must defend the area without provoking the same international condemnation that accompanied the crackdown of former President Slobodan Milosevic.
The crackdown led to a 78-day NATO bombing campaign.
Kostunica, who cut short his visit to Vienna for a meeting of the Organization of Security and Cooperation because of the crisis, had warned the Kosovo events "could set the whole region ablaze."
