President Obama Will Consult with G8 Next Week over Syria (USAToday) WASHINGTON— U.S. and European officials have determined that the Syrian government has deployed chemical weapons against rebels, the White House has confirmed. The White House notified lawmakers on Thursday that they have determined chemical weapons have been used. The White House previously acknowledged that chemical weapons had been likely deployed, but they needed further confirmation. Obama had called thepotential use of chemical weapons by Syrian President Bashar Assad a "red line" that would spur further action by the U.S. The president "has said the use of chemical weapons would change his calculus and it has," said Deputy National Security Adviser Ben Rhodes. The intelligence community estimates that 100 to 150 people have died from detected chemical weapons attacks in Syria to date, a small fraction of the more than 90,000 that have been killed in the two-year-old civil war. The U.S. assessment is based on laboratory analysis of physiological samples obtained from a number of individuals, which revealed exposure to sarin. Rhodes says the U.S. will step up assistance to Syrian rebels, but stopped short of saying that the White House was ready to arm the rebels as a result of the confirmation of chemical weapon use. "The United States and the international community have a number of other legal, financial, diplomatic, and military responses available. We are prepared for all contingencies, and we will make decisions on our own timeline," Rhodes said. "Any future action we take will be consistent with our national interest, and must advance our objectives." Several lawmakers applauded the president for announcing the confirmation, but called on him to take more significant action to topple Assad. "I thank the president for acknowledging that Syrians are using chemical weapons," Sen. John McCain, R-Ariz., who urged the president to step up support of Syrian rebel groups. "Just to provide additional weapons to the Syrian National Army is not enough. We have got to change the equation on the battleground." Earlier on Thursday, Politico reported that former President Bill Clinton agrees with McCain that Obama should be more forceful to support Syrian rebels who are fighting the government forces of Assad. "Some people say, 'Okay, see what a big mess it is? Stay out!' I think that's a big mistake," Clinton said during a Tuesday event on behalf of the McCain Institute for International Leadership in New York City. "I agree with you about this," Clinton told McCain. "Sometimes it's just best to get caught trying, as long as you don't over-commit -- like, as long as you don't make an improvident commitment." White House press secretary Jay Carney responded to Clinton's comments earlier on Thursday that "The president makes a decision about the implementation of national security options based on our national security interests, not on what might satisfy critics at any given moment about a policy." Carney declined to say whether Obama disagreed with Clinton's views.

The last time the U.S. blamed the Syrian government for a chemical weapons attack, that claim was was debunked. But is the claim that the Syrian government used chemical weapons against its people true this time? It's not surprising that Syria's close ally -- Russia -- is expressing doubt. Agence France-Presse (AFP) notes: Russia, which has previously said it has proof of chemical weapons use by the rebels, expressed deep scepticism about the opposition's claims. The foreign ministry said the timing of the allegations as UN inspectors began their work "makes us think that we are once again dealing with a premeditated provocation." But Russia isn't the only doubter. AFP reports: "At the moment, I am not totally convinced because the people that are helping them are without any protective clothing and without any respirators," said Paula Vanninen, director of Verifin, the Finnish Institute for Verification of the Chemical Weapons Convention. "In a real case, they would also be contaminated and would also be having symptoms." John Hart, head of the Chemical and Biological Security Project at Stockholm International Peace Research Institute said he had not seen the telltale evidence in the eyes of the victims that would be compelling evidence of chemical weapons use. "Of the videos that I've seen for the last few hours, none of them show pinpoint pupils... this would indicate exposure to organophosphorus nerve agents," he said. Gwyn Winfield, editor of CBRNe World magazine, which specialises in chemical weapons issues, said the evidence did not suggest that the chemicals used were of the weapons-grade that the Syrian army possesses in its stockpiles. "We're not seeing reports that doctors and nurses... are becoming fatalities, so that would suggest that the toxicity of it isn't what we would consider military sarin. It may well be that it is a lower-grade," Winfield told AFP. Haaretz reports: Western experts on chemical warfare who have examined at least part of the footage are skeptical that weapons-grade chemical substances were used, although they all emphasize that serious conclusions cannot be reached without thorough on-site examination. Dan Kaszeta, a former officer of the U.S. Army's Chemical Corps and a leading private consultant, pointed out a number of details absent from the footage so far: "None of the people treating the casualties or photographing them are wearing any sort of chemical-warfare protective gear," he says, "and despite that, none of them seem to be harmed." This would seem to rule out most types of military-grade chemical weapons, including the vast majority of nerve gases, since these substances would not evaporate immediately, especially if they were used in sufficient quantities to kill hundreds of people, but rather leave a level of contamination on clothes and bodies which would harm anyone coming in unprotected contact with them in the hours after an attack. In addition, he says that "there are none of the other signs you would expect to see in the aftermath of a chemical attack, such as intermediate levels of casualties, severe visual problems, vomiting and loss of bowel control."

USA is Manufacturing Proofs that Syria is Using Chemical Weapons. The United States and Britain claim that the Syrian government has used chemical weapons in its fight against foreign-backed militants in the country. US Defense Secretary Chuck Hagel, who was on a visit to the United Arab Emirates, told reporters on Thursday that Washington has evidence that the chemical weapon sarin has been used in Syria on a small scale. Our intelligence community does assess, with varying degrees of confidence, that the Syrian regime has used chemical weapons on a small scale in Syria, specifically, the chemical agent sarin, Hagel said. We need all the facts. We need all the information, he said, adding, What I've just given you is what our intelligence community has said they know. As I also said, they are still assessing, and they are still looking at what happened, who was responsible and the other specifics that we'll need. The White House had previously described any use of chemical weapons in Syria as a red line, which could trigger possible military action. Former US President George W. Bush used faulty intelligence to justify invading Iraq in pursuit of nuclear, chemical and biological weapons that turned out not to exist. In a letter sent to lawmakers before Hagel's announcement, Miguel Rodriguez, White House director of the office of legislative affairs, said Washington needed to step cautiously dealing with the matter. Given the stakes involved, and what we have learned from our own recent experiences, intelligence assessments alone are not sufficient - only credible and corroborated facts that provide us with some degree of certainty will guide our decision-making, the letter noted. The British Foreign Office also announced on Thursday that it has limited but persuasive evidence of the use of chemical weapons in Syria. This is extremely concerning. Use of chemical weapons is a war crime. We have briefed our allies, partners and the UN on this information and we are working actively to get more and better information, said a spokesman. On April 23, a senior Israeli military official also accused Syrian forces of having used the nerve agent sarin against militants several times. Damascus has repeatedly said that it will not chemical weapons in an attempt to end the unrest in the country. However, the US and its allies previously ignored reports that the Syrian militants used such weapons. At least 25 people were killed and 86 others injured after foreign-sponsored militants fired missiles containing poisonous gas into the town of Khan al-Assal, southwest of Aleppo, on March 19. Women and children were among the victims. On December 17, 2012, Syrian Ambassador to the United Nations Bashar Ja'afari said in letters to the UN Security Council and UN Secretary General Ban Ki-moon that the foreign-backed militants could use chemical weapons against Syrians and try to shift the blame to the government. Damascus is genuinely worried that Syria's enemies could provide chemical weapons to armed groups and then claim they had been used by the Syrian government, Ja'afari stated. Syria has been experiencing unrest since March 2011. Many people, including large numbers of Syrian army and security personnel, have been killed in the violence. The Syrian government says that the chaos is being orchestrated from outside the country, and there are reports that a very large number of the militants are foreign nationals.
