NewsNetworkToday: 05 February 2010 - UNTV: United Nations, New York - The chairperson of the Organization for Security and Cooperation in Europe (OSCE) today (5 February) Kanat Saudabayev told the Security Council that the chairs main task for 2010 is promote a balance between the three OSCE baskets, political and military, economic and environmental, as well as human.
Commending the outcome of the Security Council Summit on nuclear non-proliferation, he said he would try to increase the OSCEs contribution to achieving the goals of Council resolution 1540 (2004), welcoming in that regard the talks between the Russian Federation and the United States on a new strategic arms reduction treaty.
Addressing the issue of environmental threats, US Alternate Representative for Special Political Affairs Rosemary DiCarlo noted USs commitment to work on those challenges including climate change and energy security. She stressed that diverse and reliable energy supplies are important for the security of Europe, and the OSCE, with its comprehensive approach to security and is well-placed to highlight the links between energy and security.
The United Kingdoms Deputy ambassador Philip John Parham commended the Chairs efforts to bring different parties in various protracted conflicts together. He expressed the UKs commitment to an OSCE presence in Georgia, and stressed that the organization should study options for remaining there including the region of South Ossetia.
Following the meeting, Kanat Saudabayev briefed journalists outside the Council and said that on 15 February he will be visiting the Southern Caucasus region.
Asked by reporters on Irans plans to swap enriched uranium, Saudabayev stressed Kazakhstans commitment to international nuclear non-proliferation rules. He noted that Kazakhstan had renounced the worlds forth largest nuclear and missile arsenal, which was inherited from the days when it was part of the Soviet Union.
Saudabayev also briefed about the proposal by his country to host a nuclear fuel bank. A fuel bank would be used to supply countries with enriched uranium for the civilian nuclear power facilities. It would eliminate the need for individual countries to enrich their own uranium.
Last year Kazakhstan became the worlds largest producer of uranium.
Asked by the reporters about the human rights situation in Kazakhstan including a fairness of the trial of Kazakh human rights defender Yevgeny Zhovtis, he said that the sentence was based on charges arising from a traffic accident in which pedestrian was killed This not the case of the human rights defender Zhovtis, but this is the case of Zhovtis who killed another person.
Zhovtis was sentenced last September to four years in prison for manslaughter. Human rights organizations were saying that the charges against Zhovtis were politically motivated.

US violating the rights of protesters
Just before the New Year, the FBI released internal documents showing a coast-to-coast surveillance of the Occupy Wall Street movement.
In the memos, federal agents review possible protests from the occupiers and show that the protestors have been monitored since the early days of the protests.
The right to peacefully assemble, enshrined both in the US Constitution and international human rights law, is an intrinsic element of the democratic fabric of the United States.
Yet according to a report released by the Organization for Security and Cooperation in Europe (OSCE), an international organization of which the US is a member, America is failing to uphold this fundamental right. The report is the first comprehensive OSCE report on violation of the right to freedom of peaceful assembly that covers the US.
The report, based on observations of 27 assemblies, demonstrations, and counter-demonstrations in 11 countries including the US, conveyed concern about the use of excessive force and undue restrictions on peaceful assembly.
Specifically, the OSCE criticized the use of excessive force, mass arrests, kettling, arrests of journalists, camp evictions, and permit requirements in the US generally, and New York, Chicago, and Oakland specifically.
The report recommended US authorities "ensure the right to free assembly, including by facilitating protest camps and marches as much as possible, limiting police use of force, promptly investigating police misconduct, and not dispersing assemblies merely for lack of permits."
The OSCE report documents many of the same First Amendment violations against Occupy protesters that ACLU affiliates in New York, Northern California, and elsewhere in the country have been exposing and challenging.
