A Chief Minister is the elected head of government of a sub-national (e.g. constituent federal) state, provinces of Sri Lanka, Pakistan, notably a state (and sometimes a union territory) of India, a territory of Australia^[1] or a British Overseas Territory that has attained self-government. It is also used as the English version of the title given to the heads of governments of the Malay states^[2] without a monarchy.

The title is also used in the Crown dependencies of the Isle of Man (since 1986), in Guernsey (since 2004), and in Jersey (since 2005).

In Malaysia, it is used to refer to the heads of government, called in their Malay language term Ketua Menteri (literally Chief Minister), of the Malaysian states without a sultan, i.e., Malacca, Penang, Sabah and Sarawak, while the Malay language term Menteri Besar (literally Great Minister) is used in other states with a monarch.

By analogy the term is often applied to various other high ministerial offices, e.g. in a princely state before or during the British raj.

Deputy chief minister[link]

Deputy chief minister is an optional post in some States of India and is Second to the Chief Minister. In general practice the position is given to a member of the coalition party when the government is formed with the support of various parties. It can also be awarded to a member of the majority party who has substantial support of the legislature compared to the Chief Minister.

Ajay Makan (born 12 January 1964) is the current Sports minister^[1] and member of the 15th Lok Sabha of India. He represents the New Delhi constituency of Delhi and is a member of the Indian National Congress (INC) political party.

Political career[link]

Ajay Maken, was elected the President^[2] of Delhi University Students Union (DUSU) in 1985, having the rare honor of being the only B.Sc Chemistry(Hons)- Final Year student to serve this post.^[3]

His grandfather, Shri. O.P. Maken, was a freedom fighter and his uncle Mr. Lalit Maken was a popular trade union leader. Ajay Maken was subsequently was elected as the President of Delhi Transport Corporation Trade Union.

Delhi Constituency[link]

Mr. Ajay Maken has been elected a Member of Legislative Assembly^[5] from the Delhi constituency, for three consecutive terms. One of the 14 wins (of 70 candidates fielded) by the Congress(I).

1993. Won by a margin of 4,000 votes. (More than 50% of total votes polled.). One of the 14 winning candidates (of the 70 fielded) by the Congress(I).

1998. Won by a margin of 20,000 votes (70% of the total votes polled.) The Congress(I) took charge of the Delhi Legislature. Mr. Maken received his first appointment in the Delhi administration.

2003. Won by a margin of 24,000 votes. Appointed the Speaker of Legislative Assembly of Delhi, at age 39. (India's youngest Speaker in a State Assembly).

1999. He became the Parliamentary Secretary to the Chief Minister. Shri. Sheila Dikshit, chief minister appoint him as her principal troubleshooter and consul.

2001. Appointed Transport, Power and Tourism Minister. He implemented the CNG (Compressed Natural Gas) based Public Transport System in Delhi. He is credited with the privatization of the electricity distribution in Delhi.

In 2004 he was appointed the Speaker of Legislative Assembly of Delhi, at age 39. (India's youngest Speaker in a State Assembly).

2004. Mr. Maken represents the Congress(I) in the elections for the New Delhi constituency. Becomes a Member of Parliament^[6] after defeating the BJP candidate, a sitting Cabinet Minister Jagmohan from the prestigious New Delhi Lok Sabha constituency. Long a BJP stronghold, the constituency had elected BJP stalwarts, Atal Bihari Vajpayee and L.K.Advani.

2006-2009. Held the independent portfolios as the Minister of State and the Minister of Urban Development. Therefore, the youngest minister in the Congress(I), to be sworn in the Council of Ministers in Indian Government. Played a key role in finalising the Master Plan for New Delhi.

2007. Appointed a permanent invitee to the Working Committee of AICC. He was entrusted with the responsibility of the states, Orissa and Jharkhand.

In the General Elections for the 15th Lok Sabha (Parliament), Ajay Maken contested and secured 455,867 votes. Winning by a record margin of 187,809 votes from the New Delhi Parliamentary constituency.

2009. Appointed the Minister of State for Home Affairs. Entrusted with countering left wing extremism, raising of additional police battalions, and establishment of a national human rights division.

Sports Bill 2011 / RTI in Sports[link]

The Sports bill has been introduced by the Sports Minister with the aim to bring in overall transparency and Administrative reforms in sports. Few aspects of the bill which deal with the Tenure, age and other aspects of related for National Sports bodies have eclipsed the other very significant aspects of the bill. The bill covers important aspects which would overall improve and encourage the sportspersons and make the sports bodies more accountable and transparent, such as to have penal provisions for unethical practises in sports which cover sexual harassment, doping, age fraud.

Measures like asking the federations to mandatorily place various reports, including their audited accounts, in public domain through their web-sites are designed to ensure that accountability.

The bill has picked up accepted norms being followed by other countries, national international federations. The US introduced the Ted Stevens Olympic & Amateur Sports Act in 1978,^[8][9] France has the Associations Law of 1 July 1901, even Sri Lanka has Sri Lanka Sports Law of 1973 (amended in 1993, 1998 and 2005).

But there is an even bigger issue which has been overlooked in the whole debate.It would be interesting to see if the federations and sports bodies come under the RTI ACT.^[10] Now, this draft Bill was actually an enabling provision which would have made National Sports Federations more autonomous without any interference by the government in their functioning.^[11]

Akhilesh Yadav (born 1 July 1973) is an Indian politician and the youngest chief minister of Uttar Pradesh.^[2] First time he was elected to the Lok Sabha from Kannauj in a by-election of 2000. He retained his seat in the 2004 and 2009 general elections. Thus he has won the Lok Sabha elections three times since 2000.^[3] He spearheaded the campaign to bring the Samajwadi Party back to power in the U.P. Assembly election 2012.

Early life and education[link]

Akhilesh Yadav was born to Mulayam Singh Yadav and his first wife Malti Devi on 1 July 1973 in the Saifai village of Etawah district.^[4] He took his primary education from St. Mary's School, Etawah^[4]. Thereafter he studied in Dholpur Military School, Dholpur at (Rajasthan. He got Bachelor degree in Civil Engineering from Sri Jayachamarajendra College of Engineering, Mysore and later opted for a Masters in environmental engineering from the University of Sydney.^[5]

2012 UP assembly elections[link]

He introduced modern elements in Samajwadi party's campaigning style.^{[citation needed]} In the 2012 general election he was able to provide the party with a new image.^{[citation needed]} He extensively campaigned across the state holding cycle rallies and public meetings at various locations.^{[citation needed]} His Rath Yatra conducted across the state was highly successful in bringing young voters and people from across all the communities into the Samajwadi party's fold.^{[citation needed]} His personality was a key role in helping the Party towards a victory in U. P. Assembly Elections of 2012,^{[citation needed]} with Samajwadi party winning 224 seats out of total 403.^{[citation needed]} Thus Samajvadi Party being the single largest party formed the government.^{[citation needed]}

He was given credit for the party's rise from a meager 97 seats in the 2007 Vidhan Sabha to a total of 224 and was subsequently elected the Chief Minister of Uttar Pradesh by the existing MLAs of his party. He became the youngest Chief Minister of this province at the age of 38 years.^[2]

Sheila Dikshit (Hindi: शीला दीक्षित, born 31 March 1938) is an Indian politician who has been the Chief Minister of Delhi since 1998. She is from the Indian National Congress. Dikshit was sworn in as the Chief Minister for a third consecutive term of the Government of Delhi state in January 2009 after pulling a victory in November 2008 state elections. She is the second woman Chief Minister of Delhi and represents the New Delhi Constituency in the Legislative Assembly of Delhi.

Early life[link]

Dikshit holds a Master of Arts degree. She received her education in New Delhi, and later Miranda House, University of Delhi. She is also the recipient of Doctor of Philosophy, honoris causa, from the University of Delhi. She was married into the family of Shri Umashankar Dikshit, a noted independence activist and a former Governor and Union Cabinet Minister (in U.P. Vill. Ugu Distt. Unnao). Her late husband Vinod Dikshit was a member of the Indian Administrative Service (IAS). She has two children, son Sandeep Dikshit, who is a member of parliament from East Delhi for Congress and daughter Latika Syed.^[3][4]

Political career[link]

During the period between 1984 and 1989, she represented Kannauj Parliamentary Constituency of Uttar Pradesh. As a member of Parliament, she served on the Estimates Committee of Lok Sabha. Dikshit also chaired the Implementation Committee for Commemoration of Forty Years of India's Independence and Jawaharlal Nehru centenary. She represented India at United Nations Commission on Status of Women for five years (1984–1989). As President of the Delhi Pradesh Congress Committee, she led her party to victory in the Assembly elections in 1998. Dikshit was dubbed an outsider when she first became Delhi's Chief Minister.^[5]

She has also served as a Union Minister during 1986–1989, first as the Minister of State for Parliamentary Affairs and later as a Minister of State in the Prime Minister's Office. She was shortlisted for the 2008 World Mayor award.^{[citation needed]} As Chief Minister of Delhi, Dikshit was awarded the Best Chief Minister of India, by Journalist Association of India on 12 July 2008. In 2009, she was awarded Politician of the Year by NDTV.^{[citation needed]}.

Contributions[link]

She represented India on the U.N. Commission on Status of Women for five years (1984–89). In Uttar Pradesh, she and her 82 colleagues were jailed in August 1990 for 23 days by the state government when she led a movement against the atrocities being committed on women. Electrified by this, hundreds of thousands of citizens all over UP joined the movement and courted arrest. Earlier, in the early 1970s, she was chairperson of the Young Women's Association and was instrumental in the setting up two of most successful hostels for working women in Delhi.

She is also the Secretary of the Indira Gandhi Memorial Trust.^{[citation needed]}

Controversies[link]

Alleged corruption[link]

In 2009, Delhi lokayukta investigated a complaint filed by advocate Sunita Bhardwaj, a BJP worker, saying that Dikshit misused Rs 3.5 crore received from the Central government under the Jawahar Lal Nehru National Urban Renewal Mission for Rajiv Ratan Awas Yojana to give out personal advertisements.^[6] The lokayukta later dropped the corruptions claims.^[6][7] The complainant then sought to book Dikshit under the Representation of People’s Act, claiming she had been "misrepresenting facts" about the flats her government had built for the urban poor.^[6] It was ruled by the lokayukta that the government actions did not fall foul of the act but it will try to book her under the Section 2 (b) of the Act that stipulates adherence to norms of conduct and integrity expected of "public functionaries".^[6] The case is now nearing a verdict with the final arguments having begun.

Dikshit has hit back at the lokayukta, stating: "[lokayukta] can't be the sole judge of what is unethical" and the anti-graft watchdog should "limit itself to core corruption issues".^[7]

Commonwealth Games[link]

Dikshit was accused of corruption regarding the 2010 Commonwealth games. The Comptroller and Auditor General (CAG) report allegedly blamed her for irregularities in imported equipment for street lighting in the city during the games. Delhi chief secretary PK Tripathi stated that the Chief Minister played no part in awarding contracts for street lighting in Delhi during the Commonwealth Games.^[8]

Parole to Manu Sharma[link]

On November 2009, Dikshit came under criticism for granting parole to Manu Sharma after media reports of him visiting night clubs in Delhi emerged. Manu Sharma is accused of murdering Jessica Lal and serving life sentence. Dikshit defended her decision to sign the parole papers, declaring nothing "illegal or unlawful" was done in extending the benefit to the prisoner. The Delhi high court claimed she had given preferential treatment to Sharma in granting parole while neglecting such pleas of "poor" people languishing in jail for years. Asked about the high court's criticism of the decision, Dikshit justified her position, saying "whatever files I receive, they come through proper channels."^[9] Dikshit pointed out Delhi Lt governor Tejinder Khanna, stating that he had not objected to the parole papers and had cleared the file paving way for Sharma's parole.^[9]

Paul Henry[link]

Paul Henry, a TVNZ New Zealand broadcaster referred to Dikshit as "the dip shit woman" and "Dick Shit", going on to state that "it's so appropriate, because she's Indian, so she'd be dick-in-shit wouldn't she, do you know what I mean? Walking along the street... she's just so funny, isn't she?"^[10] New Zealand Indian Central Association president Paul Singh Bains said the fact that TVNZ was still promoting the clip on its website showed it had "totally lost the plot" and was insensitive to the offence Henry had caused.^[11]

Narendra Damodardas Modi (Gujarati: નરેન્દ્ર મોદી; born 17 September 1950^[1]) is the current Chief Minister of the Indian state of Gujarat. Born in a middle class family in Vadnagar, he was the third of six children born to Damodardas Mulchand Modi and his wife Heeraben.^[2] He has been a member of the Rashtriya Swayamsevak Sangh (RSS) since childhood also having interest in politics since adolescence. He holds a master's degree in political science. In 1998, he was chosen by L. K. Advani, the leader of the Bharatiya Janata Party (BJP), to direct the election campaign in Gujarat as well as Himachal Pradesh.

He became Chief Minister of Gujarat in October 2001, promoted to the office at a time when his predecessor Keshubhai Patel had resigned, following the defeat of BJP in the by-elections. His tenure as chief minister of Gujarat began on 7 October 2001, and he is the longest serving Chief Minister of the state of Gujarat.^[3] In July 2007 he became the longest serving Chief Minister in Gujarat's history when he had been in power for 2063 days continuously.^[4] He was elected again for a third term^[5] on 23 December 2007 in the state elections, which he had cast as a "referendum on his rule".^[6][7]

Personal life[link]

Modi was born in a middle class family in Vadnagar in Mehsana district of what was then Bombay State, India.^[8] During the Indo-Pak war in the mid sixties, even as a young boy, he volunteered to serve the soldiers in transit at railway stations.^[9] As a young man, he joined the Akhil Bharatiya Vidyarthi Parishad, a student organisation and was involved in the anti-corruption Nav Nirmāṇ ("Reconstruction") Movement. After working as a full time organiser for the organisation, he was later nominated as its representative in the Bharatiya Janata Party.^[10] As a teenager Modi used to run a tea stall with his brother.^[11] Modi completed his schooling in Vadnagar. He earned a masters degree in political science from Gujarat University.^[12]

Early activism and politics[link]

Modi was a pracharak (campaigner) in the RSS during his university years.^[12][13] He took up the challenging task of energising the party cadres in right earnest. In partnership with Shankersinh Vaghela, Modi set about creating a strong cadre base in Gujarat. In the initial period, Vaghela was seen as a mass leader, while Modi was recognised as a master strategist.

The party started gaining political mileage and formed a coalition government at the centre in April 1990. This partnership fell apart within a few months, but the BJP came to power with a two-thirds majority on its own in Gujarat in 1995. During this period, Modi was entrusted with the responsibility of organising two crucial national events, the Somnath to Ayodhya Rath Yatra (a political rally through India on a converted Toyota van) of L.K. Advani and a similar march from Kanyakumari (the southernmost part of India) to Kashmir in the North. After the exit of Shankarsingh Vaghela from the BJP, Keshubhai Patel was made Chief Minister while Narendra Modi was sent to New Delhi as a General Secretary of the Party.

In 1995, Modi was appointed the National Secretary of the party and given the charge of five major states in India. In 1998, he was promoted as the General Secretary (Organization), a post he held until October 2001. In 2001, Narendra Modi was chosen by the party to be the Chief Minister of Gujarat after the removal of chief minister Keshubhai Patel.

Personality[link]

Modi is known for leading a frugal lifestyle. He has a personal staff of just three. He is known to be a workaholic Chief Minister and an introvert.^[14] He ordered the demolition of many Hindu temples that were built without proper government sanction which earned him the ire of VHP^[11] He is a crowd puller as a speaker. Modi has also tried to turn his image from an Hindu Nationalist politician to an image of able administrator. He wears business suits and is improving his command over the English language.^[15]

As a Chief Minister, Modi started various 'yojanas' or plans. This includes:

• Panchamrut Yojana,^[17][18][19] a five-pronged strategy for an integrated development of the state,
• Sujalam Sufalam, a scheme to create a grid of water resources in Gujarat in an innovative step towards water conservation and its appropriate utilisation.
• Krishi Mahotsav – agricultural research labs for the land
• Chiranjeevi Yojana – To reduce infant mortality rate
• Matru Vandana – Providing preventive and curative services under the Reproductive and Child Health Programme
• Beti Bachao – Campaign against female infanticide to improve sex ratio
• Jyotigram Yojana – Provide electricity to every village
• Karmayogi Abhiyan – To educate and train government employees
• Kanya Kelavani Yojana – To encourage female literacy and education
• Balbhog Yojana – Midday meal scheme for students to encourage school attendance from poor backgrounds.^[20]

Gujarat earthquake[link]

The biggest challenge which he had to face when he took over as the Chief Minister, was the reconstruction and rehabilitation of the areas affected by the massive Gujarat Earthquake of January 2001.

Gujarat violence[link]

On 27 February 2002, a train was burned by a Muslim mob in the town of Godhra leading to 59 deaths, most of them Hindu pilgrims and activists returning from the holy city of Ayodhya.^[21] Riots broke out in the state after it was suspected to be caused by Muslims, leading to 1180 deaths, many of them Muslims. Modi administration was accused of inaction over the riots and for encouraging them.^[15] As an aftermath of the riots, there were calls for Modi to resign from his position as chief minister of Gujarat. The opposition parties stalled the national parliament over the issue. Even Dravida Munnetra Kazhagam (DMK) and Telugu Desam Party (TDP), allies of the BJP, asked for Modi's resignation.^[22][23] Modi submitted his resignation to the Governor and recommended the dissolution of the 10th Gujarat Legislative Assembly.^[24][25] In the following state re-elections the BJP, led by Modi, won 127 seats in the 182-member assembly.

In April 2009, the Supreme Court of India appointed a special team of investigators to look into the role Modi had played in the alleged anti-Muslim conspiracy.^[15] The team was appointed in response to the complaint of zakia Jafri, the widow of ex-Congress MP Ehsan Jafri, who was murdered in the riots.^[26] In December 2010, a Supreme Court-appointed Special Investigation Team (SIT) in its report to the Supreme Court seeking answers pertaining to the Ehsan Jafri case, submitted that they had found no evidence against Narendra Modi.^[27]

However in February 2011, the Times of India reported that a confidential report from the SIT indicted Modi on several counts of alleged complicity in the Gujarat riots of 2002.^[28] Most other sources have noted that the SIT report does not indict Modi for the riots due to lack of evidence.^[29][30] The Indian Express too said the report did not find any Modi involvement in the violence, though it did accuse him of watering down the seriousness of the situation.^[31] According to the Hindu, the report not only found that Modi tried to water down the seriousness of the situation, but Modi also implicitly justified the killings of Muslims, and failed to condemn the attacks on them.^[32] The Bharatiya Janata Party demanded an investigation into the publication of the report, claiming the leak was politically motivated.^[33]

The apex court refused to pass any order on the case and referred it to the Ahmedabad magistrate for a decision.^[34] In April 2012, a Special Investigation Team found absolved Modi of any involvement in the Gulberg massacre, arguably the worst episode of the riots.^[35]. On 7 May 2012, a Supreme Court-appointed amicus curiae, Raju Ramachandran observed that Modi can be prosecuted under sections 153 A (1) (a) & (b), 153 B (1), 166 and 505 (2) of the Indian Penal Code for promoting enmity among different groups during the 2002 Gujarat riots.^[36]. However the amicus report has been criticised by the Special Investigation Team for relying heavily on the testimony of a perjurer^[37].

2007 elections[link]

Modi made a speech at Mangrol in which he justified the alleged fake encounter of Sohrabuddin Sheikh, During the election campaign In response to Sonia Gandhi's speech calling him a "merchant of death",^[38] and referred to Sohrabuddin's killing. For this speech the Election Commission of India, a constitutional body governing election proceedings in India, cautioned Modi as it considered it as indulging in an activity which may aggravate existing differences between different communities.^[39] Modi won the election and continued his post as the Chief Minister Of Gujarat, he won with majority of votes of 122 seats out of 182 total assembly seats.^[40]

Conflicts with Governor Kamla Beniwal[link]

On 25 August 2011 Gujarat Governor Kamla Beniwal appointed Justice R A Mehta to the post of Lokyukta of Gujarat, a critical anti-corruption post that had been lying vacant since 2003. Justice R A Mehta was recommended for the post by the Chief Justice of the Gujarat High Court in June. Since Governor Beniwal had made this decision without consulting and getting the approval of the chief minister and his council of ministers, the action angered Narendra Modi and his BJP party.^[41]

This marked the beginning of a strained relationship between Modi and the Governor. On 25 September 2011, Narendra Modi accused the Governor of running a parallel government in the state supported by the Congress. He demanded that she be recalled back.^[42] He also later accused her of delaying the progress of bills by not passing them.

The decision of the governor in the appointment of R A Mehta was challenged in the high court by the Modi government. The two member high court bench gave a split verdict on 10 October 2011. Later, a third member upheld the governor's decision in January 2012.^[43]

Foreign visits[link]

As the Chief Minister of the Gujarat State, to attract foreign investment in the state, Narendra Modi has made visits to foreign countries, including China and Singapore.

Narendra Modi made his first China visit in 2007 to invite investors Vibrant Gujarat Global Investor Summit,^[44] and second visit in November 2011. One month after the second visit to China, the Chinese Government released 13 Diamond traders from India jailed by the Shenzhen Customs, which the Chief Minister described as the consequece of his diplomatic efforts and statesmanship.^[45]

In 2005 Narendra Modi was denied of diplomatic visa to the United States, in addition to this visa denial, he was also revoked from his already granted B-1/B-2 visa.^[46]

Sadbhavna Mission[link]

In the late 2011-early 2012 Narandra Modi practised a series of fasts in the name of Sadbhavna Mission. The mission started on 17 September 2011 in Ahmedabad with 3 day fast with a view to strengthen the atmosphere of peace, unity and harmony in the state. He observed total 36 fasts in 26 districts, 8 cities including Ahmedabad.^[47]

Views and opinions[link]

Modi's position on terrorism[link]

On 18 July 2006 Modi delivered a speech criticising Indian Prime Minister Manmohan Singh "for his reluctance to revive anti-terror legislations" like the Prevention of Terrorism Act. He asked the Centre to empower states to invoke tougher laws in the wake of the blasts in Mumbai.^[48] Quoting Modi:

Narendra Modi has frequently commented that if the BJP came to power at the Centre, they will honour the 2004 Supreme Court judgement to hang Afzal Guru.^[49] Afzal was convicted of terrorism in the 2001 Indian Parliament attack in 2004 by the Supreme Court of India and is in Tihar Jail.^[50]

On account of the November 2008 Mumbai attacks, on Thursday 27 November, Narendra Modi held a meeting to discuss waterfront security along the coastline.^[51] The meeting decided to ask the Central government to urgently sanction the following:

• Increase the number of police stations along the coast to 50 (from 10)
• Increase the number of police to 1500 from 250
• 30 modern high-speed surveillance boats.

The 30 coastal boats, under construction at Goa's shipbuilding yard, will have the capacity to run at the speed of 25 nautical miles per hour. These are being manufactured under the Centre's Rs 58-crore grant for coastal security.^[51]

Views on criticism of Modi's governance[link]

In 2003, when Narendra Modi was asked about the conflict of his dreams for Gujarat's future with international criticism of his past activities, Modi said,^[52]

Modi's decision to link Gujarat's violence with the 9/11 terrorist attacks on the US drew criticism from some observers, who contrasted it with the then Deputy Prime Minister L K Advani's unpleasant apology for Gujarat in London a year ago.^[52] Modi responded to this criticism by The Guardian,^[52]
