Needless to say -- what you have already mentioned, relations between Greece and France are excellent. We are in very close cooperation. We co-ordinate regularly on a wide range of issues, given the close relationship we have. As recently as last week, we received in Athens, Deputy Minister Mr. Lellouche, together with his counterpart Mr. Hoyer of Germany. Their presence in Athens and the talks we had sent out a clear message of support for the efforts the Greek Government has undertaken to tackle the financial crisis and situation in our country. And I would like to express -- also in your presence, Bernard -- our appreciation for the role France has played, for the role President Sarkozy has played, for the role the French people have played from the very beginning, and the support and solidarity and solidarity you have shown to Greece and the Greek people. Once again, a wholehearted thank you for this position and this stance you have shown towards Greece and the Greek people. With Bernard we also had a sincere, wide-ranging and fruitful exchange of views on several other matters pertaining to the European Union. We also discussed issues which are on our bilateral agenda, as well as regional and international affairs. I would like to very briefly address only a couple of points in this respect, but I would be happy to answer any questions. For Greece, as you can imagine, the region of the Balkans is of the utmost importance. This is our immediate neighbourhood, and for us it is important to turn the Balkans into a region of peace, stability and prosperity, where good neighbourly relations are respected and promoted, and where the conflicts of the past remain in the past. It is our conviction that the Balkans must take their fate and future into their hands, and we want to see our neighbouring countries in the Western Balkans become soon also part of our European family, the EU. In this respect, Greece has put forward an initiative, "Agenda 2014", where we think peace and stability can be guaranteed in our region of the Balkans only if we have a prosperous future within the European Union for all our neighbours. But, on the other hand, of course, it is also needs to be clear, so that there are no misunderstandings: Membership in the European Union also requires that all necessary criteria are met and all obligations are fully met. This also goes for Turkey, which we also talked about -- the future of Turkey and EU-Turkey relations. As you know, Greece's position is that we think that Turkey can and should become a member of the European Union provided, of course, that Turkey undergoes the necessary changes and reforms in the country. This, of course, is a process that will take some time. It is also especially in the hands of Turkey to show that the necessary reforms are being done. Our point of view is that when this time comes -- when Turkey has really shown all those necessary reforms -- that full membership should be opened to Turkey. This should be the message of the European Union in our view. We also touched on the issue of the developments in Cyprus, but also the developments in Israel and Gaza -- the Middle East. We think that the humanitarian situation in Gaza must be addressed as a matter of priority. And Greece stands ready to assume an active role in this field. We have, as Greece, traditional ties with the region. Also, our geographical position makes us a credible partner and collocutor for the region. So, as I said, Greece stands ready to assume and active role in this field. But we should also not forget that final goal of all our efforts should be a final settlement to the Palestinian question. The peace process must be given a substantial new dynamic to put the two-state solution back at centre stage. Once again, Bernard, thank you very much for this warm welcome and this really very fruitful of exchange of views on so many issue. And, once again, I don't want to miss again the opportunity of expressing once again our thanks to France and the French people for all the support and solidarity shown to Greece and the Greek people. Lakhdar Brahimi Complained About No Progress Syrian Talks
Lakhdar Brahimi Complained About No Progress Syrian Talks
The UN mediator Lakhdar Brahimi has apologised to the Syrian people after peace talks in Geneva ended without making progress. He had held final discussions with both sides in Geneva in a last-ditch bid to break the stalemate between the Syrian government and opposition. Mr Brahimi said a key sticking point was the government's refusal to talk about a transitional governing body. No date has been set for a third round of talks. The UK and France have blamed President Assad's government for the failure of the talks. The conflict in Syria has claimed more than 100,000 lives since March 2011. Some 9.5 million people have been forced to flee their homes. The discussions on Saturday morning lasted just 27 minutes, after which Mr Brahimi emerged looking tired to address reporters, the BBC's Imogen Foulkes reports from Geneva. Mr Brahimi apologised to the Syrian people, admitting that the talks "had not come out with very much". Although the two sides had agreed on an agenda for the next - third - round, Mr Brahimi said the government had rejected his suggestion to begin it by spending a day focusing on combating violence and terrorism, and a second day discussing a transitional government. Mr Brahimi said the government's stance "raises the suspicion of the opposition that the government doesn't want to discuss [a transitional government] at all". He said he hoped that when the government spoke of implementing the 2012 Geneva Communique on bringing about a political settlement "they do mean a transitional governing body, exercising full executive power, will be the main objective". But the government's chief negotiator, Bashar al-Jaafari, stressed that "terrorism" - rebel violence - must be dealt with fully first. "Once you have an agenda you should respect the agenda fully without any interpretation or misinterpretation... we said that we cannot move from... item one to item two or item three or item four without fully considering this item and concluding by a common vision of this item by the two sides, something that the other side objected to." Opposition spokesman Louay Safi again insisted on discussion of a transitional government that does not include President Bashar al-Assad - something the government rejects. "A third round without talking about transition would be a waste of time," Mr Safi said. Mr Brahimi said both sides needed "to go back to their base" for consultations and to think about whether they wanted the process to continue or not. In further reaction to the breakdown of the talks, UK Foreign Secretary William Hague laid the blame squarely at the door of the Syrian government but said the Geneva process must continue. "This cannot be the end of the road. With the war in Syria causing more death and destruction every day, we owe it to the people of Syria to do all we can to make progress towards a political solution." Mr Hague said Britain would also continue to push for a UN Security Council resolution to address the "appalling humanitarian suffering in Syria". French Foreign Minister Laurent Fabius said the Syrian regime had "blocked any progress on establishing a transition government and stepped up violence and acts of terror against the civilian population." So far, the only agreement in the latest negotiations was to allow civilians to leave the besieged city of Homs and aid to enter. Correspondents say at least 5,000 people are believed to have died since the first round of the Geneva talks began on 22 January. US President Barack Obama said on Friday that he was considering ways of putting more pressure on President Assad, though he did not expect any resolution in the short term. Speaking in California, where he was meeting Jordan's King Abdullah, he said: "There will be some intermediate steps that we can take applying more pressure to the Assad regime and we are going to be continuing to work with all the parties concerned to try to move forward on a diplomatic solution."
