At least 60 people have been killed in fighting in Central African Republic between former rebels and forces loyal to the president they ousted in March, officials say.

The president\'s spokesman said fighters loyal to Francois Bozize had attacked villages north-west of the capital.

This is the first large-scale operation launched by the former president\'s forces since he was toppled in March.

The UN has warned that CAR could become a failed state, threatening the region.

CAR has gold and diamond deposits but has been unstable since independence.

Michel Djotodia, leader of the Seleka former rebel coalition who was sworn in as president earlier this month, has promised to relinquish power after elections scheduled for 2016.

ZAMBOANGA, Philippines: A group of 100 heavily-armed Muslim rebels opposed to peace talks launched a major attack that shut down a bustling southern Philippine city Monday, authorities said.

Followers of Moro National Liberation Front (MNLF) leader Nur Misuari entered the coastal area of Zamboanga city by boat at dawn, triggering clashes that left at least one soldier dead and six wounded, the military said.

Fighting later spread to the city itself, with the rebels taking 20 civilian hostages to thwart government forces.

Afghan officials accused NATO of killing civilians in an airstrike that left at least 10 dead in the country\'s remote east, while the Taliban staged a car bomb and gun attack outside an Afghan intelligence office, killing four soldiers and wounding more than 80 people.

Afghan officials accused NATO of killing civilians in an airstrike that left at least 10 dead in the country\'s remote east, while the Taliban on Sunday staged a car bomb and gun attack outside an intelligence office, killing four soldiers and injuring more than 80 people.

Both incidents underscored the chronic insecurity in Afghanistan as U.S.-led foreign forces reduce their presence and hand over more responsibilities to Afghan troops.

Conflicting reports emerged from the airstrike in the Watapur district of Kunar, a province that lies along the border with Pakistan. The territory is dangerous and difficult to reach, and many Arab and other foreign insurgents are believed to operate there alongside the Afghan Taliban. Some are suspected to have links to al-Qaeda.

Kunar province police chief Abdul Habib Sayed Khaili said the airstrike hit a pickup truck carrying women and children in Qoro village soon after three Arab and three Afghan militants boarded it Saturday evening. He said some residents called it a drone strike, which would not be unusual in that area.

The police official put the total dead at 15, saying four were women, four were children and one was the civilian driver. But Afghan President Hamid Karzai\'s office later put the death toll at 16, saying only that women and children were among the victims.

As he has in the past, Karzai strongly condemned the killing of civilians and offered condolences to their families.

June 02, 2013 - UNITED STATES - The Powerhouse fire destroyed at least five structures during a wind-fueled assault on Lake Hughes and Lake Elizabeth on Saturday and has burned nearly 20,000 acres. The 4-day-old fire in the Palmdale area grew rapidly in size overnight amid the hot, dry conditions. 

As of Saturday afternoon, only 3,600 acres had burned.

Authorities were still trying to determine how many structures were lost when the fire bore down on the lake communities. Hundreds of residents remain evacuated, and nearly 1,000 fire personnel remain on the fire lines.

Firefighters on Saturday night rescued people from homes and had some close calls. At one point, a fire station was surrounded by flames.

Water-dropping helicopters were used to make night drops, helping beat back the flames from the communities.

Lake Hughes resident Patty Robitaille, 61, sat in her car Saturday night and watched the Powerhouse fire burning at the top of a nearby hill.

Inside the vehicle, her pit bull, Roxie, slept amid the belongings Robitaille was able to grab before she was forced to evacuate.

ZAMBOANGA, Philippines: A group of 100 heavily-armed Muslim rebels opposed to peace talks launched a major attack that shut down a bustling southern Philippine city Monday, authorities said. Followers of Moro National Liberation Front (MNLF) leader Nur Misuari entered the coastal area of Zamboanga city by boat at dawn, triggering clashes that left at least one soldier dead and six wounded, the military said. Fighting later spread to the city itself, with the rebels taking 20 civilian hostages to thwart government forces. "The main target by the MNLF in encroaching Zamboanga City is to raise their banner of independence at city hall," city mayor Isabelle Climaco-Salazar said. "As of now there are an estimated 20 people that have been held hostage," she said. The long-running Muslim insurgency in the Philippines has left more than 150,000 dead, and led to a proliferation of armed groups that have left parts of Mindanao in a constant state of lawlessness. Misuari's faction of the fractured MNLF, which he founded in the early 1970s, has made a renewed call for an independent Islamic state in the mainly-Catholic Philippines. The government has been mired in troubled peace negotiations with rebel groups -- last month Misuari again declared he was breaking away from the government because he believed they were sidelining his group. While some within the divided MNLF respect the peace process, others, including Misuari's wing, are opposed to it. Loud shots could be heard on Monday around Zamboanga, a former colonial Spanish port with a population of nearly a million and one of the busiest commercial hubs on southern Mindanao island. The military said that the hostages in the city were being used as human shields to prevent an army attack. Streets were deserted and shops were shuttered. Heavily armed private security personnel as well as troops were guarding the airport, hotels, banks and other institutions, according to an AFP reporter on the ground. Footage on local ABS-CBN television showed armoured personnel carriers speeding around empty streets at dawn, while road blocks were set up everywhere. The civil aviation authority in Manila said all flights to and from Zamboanga had been temporarily suspended. "We can still hear sporadic gunshots. We don't know if this is from the government forces or from the MNLF," city hall employee Ramon Bucoy said from his home nearby. Soldiers and policemen in full battle gear took positions along a highway as they searched for the gunmen. Misuari, a charismatic former university professor signed a peace deal with the government in 1996. The MNLF dropped its bid for independence and settled for autonomy, although his followers had not totally disarmed. The group also splintered into several factions, although Misuari remained as the acknowledged leader. The government later said that autonomy was a "failed experiment" with many areas remaining in deep poverty. Armed forces spokesman Lieutenant Colonel Ramon Zagala said the government remained in control of the area, with about 800 troops now securing key installations. "We are trying to contain them, so that this will not spread elsewhere," he told AFP. "Our forces are guarding the city so they could not advance." The government is currently negotiating with an MNLF offshoot group, the Moro Islamic Liberation Front (MILF), which is to take over a new autonomous region by 2016. "To the Philippine government, I think our message is already quite clear -- that we don't like to be part of the Philippines anymore," Misuari said in his message last month, a copy of which was obtained by AFP. In the message, he called on his forces to "surround and secure all military, police and all other installations, airports, seaports and all other vital government and private institutions". This is the not the first time Misuari had caused trouble in Zamboanga. In 2001, Misuari and his followers also launched a similar attack to sabotage local elections. They took dozens of hostages and left dozens more dead in Zamboanga and in nearby Jolo island, his home base. The MNLF later freed all the hostages after several days, in exchange for free passage out of the city. Misuari fled to neighbouring Malaysia, where he was subsequently arrested. He was detained in police camps near Manila until 2008, when the government dropped all charges against him. Both incidents underscored the chronic insecurity in Afghanistan as U.S.-led foreign forces reduce their presence and hand over more responsibilities to Afghan troops. Conflicting reports emerged from the airstrike in the Watapur district of Kunar, a province that lies along the border with Pakistan. The territory is dangerous and difficult to reach, and many Arab and other foreign insurgents are believed to operate there alongside the Afghan Taliban. Some are suspected to have links to al-Qaeda. Kunar province police chief Abdul Habib Sayed Khaili said the airstrike hit a pickup truck carrying women and children in Qoro village soon after three Arab and three Afghan militants boarded it Saturday evening. He said some residents called it a drone strike, which would not be unusual in that area. The police official put the total dead at 15, saying four were women, four were children and one was the civilian driver. But Afghan President Hamid Karzai's office later put the death toll at 16, saying only that women and children were among the victims. As he has in the past, Karzai strongly condemned the killing of civilians and offered condolences to their families. NATO spokeswoman 1st Lt. AnnMarie Annicelli said the military alliance carried out a "precision strike" that killed 10 "enemy forces," but that it had received no reports of any civilians dying. Annicelli would not comment on whether a drone was used, and had no immediate details on the identity of the dead or what prompted the airstrike. NATO was still investigating the matter, she added. "We take all allegations of civilian casualties seriously," NATO said in a statement. Taliban claims responsibility for car bomb Even as U.S.-led foreign forces draw down their presence in Afghanistan, with a full exit expected by the end of 2014, the air support they provide Afghan troops in many regions is still a crucial part of operations against the Taliban, the resurgent militant movement that wants to topple the U.S.-backed Afghan government. Past strikes that kill civilians have infuriated Afghans. President Hamid Karzai has spoken out forcefully against them and banned Afghan troops from requesting NATO airstrikes during operations in residential areas. But as the violence in Afghanistan has spread in recent years, civilians are increasingly getting caught up in it. Around 1,000 Afghan civilians have been killed and more than 2,000 wounded in the first half of this year — a huge portion of them in insurgent attacks — according to the United Nations. That marked a 24 per cent increase in casualties compared to the same period last year. Meanwhile, Sunday's bombing occurred in Maidan Shahr, a city in eastern Wardak province that lies just 40 kilometres from Kabul. Hazrat Janan, a member of the Wardak provincial council said the explosion was powerful enough to shatter windows across a wide stretch of the city. Attaullah Khogyani, a spokesman for the provincial governor, said the explosion occurred around 1 p.m. and that many of the wounded were Afghan government employees working in nearby offices. Soldiers guarding the compound managed to kill the militants on foot after the explosion, he said. He said four soldiers and five attackers died, in addition to the car bomber. Taliban spokesman Zabiullah Mujahid claimed responsibility for the attack.

The 4-day-old fire in the Palmdale area grew rapidly in size overnight amid the hot, dry conditions. As of Saturday afternoon, only 3,600 acres had burned. Authorities were still trying to determine how many structures were lost when the fire bore down on the lake communities. Hundreds of residents remain evacuated, and nearly 1,000 fire personnel remain on the fire lines. Firefighters on Saturday night rescued people from homes and had some close calls. At one point, a fire station was surrounded by flames. Water-dropping helicopters were used to make night drops, helping beat back the flames from the communities. Lake Hughes resident Patty Robitaille, 61, sat in her car Saturday night and watched the Powerhouse fire burning at the top of a nearby hill. Inside the vehicle, her pit bull, Roxie, slept amid the belongings Robitaille was able to grab before she was forced to evacuate. "I grabbed pictures and documents," Robitaille said. The Caltrans employee said she had pulled over at the intersection of Johnson and Elizabeth Lake roads to wait for her boyfriend and son, who stayed behind to water down their house. Robitaille said her home on Muir Drive and Lake Hughes Road was among the first in the direct path of the fire. She said the fire had burned on the ridge of the mountain at 6:15 p.m. Within an hour, the flames had reached the back of her home. "It kept going and going," Robitaille said. "Driving away, you could see the town burning up," she added. "I don't think there's going to be much left." She said she noticed flames near Hughes-Elizabeth Lakes Union Elementary School, the Lancaster Fire Station and the post office. The buildings sit along the north side of Lake Elizabeth Road. "It was horrible," Robitaille said. "Everything happened fast." Across the intersection, in a small empty lot, Elizabeth Lake resident Sara Ford, 43, waited in her SUV for her husband and two sons. They too had stayed behind to protect their home, she said. Ford said her home is in the Club Ranch area, which sits on the western part of the Elizabeth Lake Golf Course.
