Welcome to the most recent installment in this subcommittee's ongoing efforts to promote the standardization of program data within and across public benefit programs. One of the key purposes for today's hearing will be to review the progress that has already been made with relevant agencies and outside experts, as well as consider next steps. It was just thirteen months ago that this subcommittee held its first hearing on the use of data matching to improve customer service, program integrity, and taxpayer savings. One of the initial factors driving this effort was the rising level of Federal improper payments, which peaked at $125 billion in FY 2010. But it was about much more than that; it really became about making government work smarter, faster, and more efficiently for both beneficiaries and taxpayers. We should expect more from government. We should expect it not to operate from an era before the personal computer existed, but from one in the 21st century. Companies like Google and Facebook have grown based on their ability to help customers search, access, share, and interpret data. It is long past time for government to use those same sorts of tools to improve the services we offer to help the less fortunate and the taxpayer dollars spent on them. As we all know, we have been paying record Unemployment Insurance benefits for years now. Despite characterizations by some on the other side that this is the best stimulus money can buy, we know that the US labor market remains in near-critical condition today: There are 5 million fewer jobs today than the Administration predicted there would be at the end of 2010; This is the slowest jobs recovery since data were first recorded in the 1930s; Unemployment has been above 8 percent for 37 consecutive months, the longest stretch since the Great Depression; Today's 12.7 million unemployed Americans are almost one million more than when President Obama took office; and Today's 5.3 million long-term unemployed are more than double the number when President Obama took office. Yet even those grim figures miss some major problems. For example, beyond the 12.7 million unemployed and 5.3 million long-term unemployed, millions more have simply stopped looking for a job. Congressman Geoff Davis Statement on Bill to Improve and Extend Child Welfare Programs
I rise today in support of HR 2883, the Child and Family Services Improvement and Innovation Act, a bill that continues a tradition of bipartisanship in crafting child welfare legislation. The bill we are considering today reauthorizes two important child welfare programs, incorporating a series of improvements developed during hearings held by the Ways and Means Subcommittee on Human Resources over the past few months. In addition to continuing and making improvements to two major child welfare programs, this bill also renews authority for the Secretary of Health and Human Services to approve child welfare waivers during the next three years. Past waivers have allowed States to test new and better ways of helping children at risk of abuse and neglect. Earlier this year, the House unanimously passed legislation renewing this authority, but the Senate has not followed suit. This bill, which our colleagues in the Senate also support and which was favorably reported by the Senate Finance Committee yesterday, will allow innovation to continue, and may yield information to improve child welfare programs in the future. This bill will also establish a process to create needed data standards in child welfare programs. This language is a first step toward improving collaboration between social service programs. As my colleagues have discussed, today's hearing examines the effectiveness of work incentives administered by the Social Security Administration (SSA) designed to help people with disabilities go to work. Chairman Johnson and Ranking Member Becerra focused on the effects especially on individuals who receive disability checks from the Social Security Disability Insurance program. As Chairman of the Human Resources Subcommittee, I want to discuss the implications for people on the Supplemental Security Income or SSI program, which falls under our Subcommittee's jurisdiction. This is our first hearing this year specifically on the SSI program, and I can't think of a more appropriate topic than how we help people go back to work and whether those efforts are succeeding. Since SSI first started paying benefits in 1974, this means-tested cash assistance program has always encouraged work and earnings by reducing benefits by only one dollar for every two dollars in earnings. In other words, SSI by design tries to overcome disincentives to work inherent in a benefit program for disabled people with very low income. Even though SSI recipients have less work experience than SSDI recipients, an average of five percent leave the SSI rolls each year due to income from work or other sources -- this is 10 times the rate for SSDI recipients. Today's hearing is on the President's proposals to help the long-term unemployed get back to work, which are part of his latest jobs plan. There is certainly bipartisan agreement on that goal. But we need to do a better job helping all the unemployed return to work, because today's short-term unemployed workers risk becoming tomorrow's long-term unemployed. For example, one of America's 14 million unemployed workers, Ms. Dawn Deane, will testify shortly about her experience since being laid off in June. She is not "long-term unemployed." But why should we wait until she reaches that stage before she gets effective help in getting back to work? Yet that is largely what the President's latest plan proposes, starting with its call to extend unemployment benefits for up to 99 weeks for another year. That has a familiar ring because this would be the 10th extension since mid-2008. That's left a long track record for assessing whether extending unemployment benefits will create jobs, as some have claimed. For instance, then-Speaker Nancy Pelosi last year said extending unemployment benefits "is one of the biggest stimuluses to our economy....It creates jobs faster than almost any other initiative that you can name." But in reality, since Federal extended benefits began, the unemployment rate rose from 5.6 to 9.1 percent and over 6 million jobs disappeared.
