Joseph Nye Explains The Term "Soft Power"
Joseph Nye is Dean of Harvard's Kennedy School of Government and former Assistant Secretary of Defence in the Clinton administration. His new book is called "Soft Power: The Means to Success in World Politics." He defines "soft power" as being the power to attract others to your value system. He further explains why America lost a lot of soft power after their invasion of Iraq. An example of a country with increased soft power is Norway, because of its role in peace processes. Canada, he believes, has some soft power but not enough hard power. (Originally aired April 2004)

At Central European University in Budapest, Harvard University's Joseph Nye discussed his overarching concept of global power in light of the new challenges of the information age. Nye, with a decades-long career in public and academic service, stressed that changes in communication and changes in the global balance of economic power, especially between the US and China, are not to be feared, but will require increased cooperation in a multipolar world.

Conversations host Harry Kreisler welcomes Harvard's Joseph S. Nye, Jr., for a discussion of his new book, The Future of Power. Nye offers a typology of power and explains the importance of a strategy shaped by an intelligent assessment of context and resources. Emphasizing the differences between military, economic, and soft power, he distinguishes three chess boards or domains where these faces of power have a differential impact on behavior. Understanding this complexity makes for the possibility of smart power. Nye then discusses the rise and fall of great powers but emphasizes the importance of the diffusion of power especially apparent in the cyber domain in which the communications revolution has created new actors and new rules of the game. He then applies his concepts to recent international events including the revolution in Egypt; the Wiki leaks phenomena; and the humanitarian intervention in Libya. He concludes with a discussion of whether American institutions can adapt to the prerequisites of a smart strategy that comprehends the complexity of international life in the 21st century.

Joseph S. Nye, Jr., is University Distinguished Service Professor and former Dean of the Kennedy School of Government at Harvard University. He has served as Assistant Secretary of Defense for International Security Affairs, Chair of the National Intelligence Council, and Deputy Undersecretary of State for Security Assistance, Science, and Technology. He also served as U.S. Representative to the UN Secretary-General's Advisory Committee on Disarmament Matters. His publications include The Future of Power (2011), Understanding International Conflict (7th edition, 2008), The Powers to Lead (2008), Soft Power: The Means to Success in World Politics (2005), and The Power Game: A Washington Novel (2003). He is a recipient of Princeton University's Woodrow Wilson Award, the Charles Merriam Award from the American Political Science Association, and the Distinguished Scholar Award from the International Studies Association, as well as France's Palmes Academiques. He is a Fellow of the British Academy and the American Academy of Diplomacy. He was elected a Fellow of the American Academy of Arts and Sciences in 1984.
