The Louisiana State Legislature is the state legislature of the U.S. state of Louisiana. It is a bicameral body, comprising the lower house, the Louisiana House of Representatives with 105 representatives, and the upper house, the Louisiana Senate with 39 senators. Members of both houses are elected from single-member constituencies.

Members of both houses of the legislature serve a four-year term, with a term limit of three terms (twelve years). Term limits were passed by state voters in a constitutional referendum in 1995 and were subsequently added as Article III, §4, of the Louisiana Constitution. The year 2007 saw legislators termed out of office for the first time. The term limits however are consecutive rather than lifetime.

The officers of each house of the Legislature are elected at the beginning of each term to serve for four-year terms. The Louisiana House of Representatives elects from among its members a speaker and speaker pro tempore. Although the procedure is not mandated constitutionally, the speaker of the House is traditionally recommended by the governor of Louisiana to the body. The current speaker, Jim Tucker, a Republican, presides over the House, despite his party not commanding a majority. The House also elects its chief clerical officer, the clerk of the House, who is not an elected member. The Louisiana Senate elects its presiding officer, the President of the Senate, from among its membership, though the position is also traditionally recommended by the governor. Each house provides for the election of its officers.

Louisiana State University and Agricultural and Mechanical College, most often referred to as Louisiana State University, or LSU, is a public coeducational university located in Baton Rouge, Louisiana. The University was founded in 1853 in what is now known as Pineville, Louisiana, under the name Louisiana State Seminary of Learning & Military Academy. The current LSU main campus was dedicated in 1926, and consists of more than 250 buildings constructed in the style of Italian Renaissance architect Andrea Palladio, and occupies a 650-acre (2.6 km²) plateau on the banks of the Mississippi River.

LSU is the flagship institution of the Louisiana State University System, and the largest institution of higher education in Louisiana in terms of student enrollment. In 2011, the University enrolled nearly 24,000 undergraduate and over 5,000 graduate students in 14 schools and colleges. Several of LSU's graduate schools, such as the E.J. Ourso College of Business and the Paul M. Hebert Law Center, have received national recognition in their respective fields of study. Designated as a land-grant, sea-grant and space-grant institution, LSU is also noted for its extensive research facilities, operating some 800 sponsored research projects funded by agencies such as the National Institutes of Health, the National Science Foundation, the National Endowment for the Humanities, and the National Aeronautics and Space Administration.

Louisiana (ⁱ/luːˌiːziˈænə/ or ⁱ/ˌluːziˈænə/; French: État de Louisiane, [lwizjan] ( listen); Louisiana Creole: Léta de la Lwizyàn) is a state located in the southern region of the United States of America. Louisiana is the 31st most extensive and the 25th most populous of the 50 United States. Its capital is Baton Rouge and largest city is New Orleans. Louisiana is the only state in the U.S. with political subdivisions termed parishes, which are local governments equivalent to counties. The largest parish by population is East Baton Rouge Parish, and the largest by land area is Cameron Parish.

Much of the state was formed from sediment washed down the Mississippi River, leaving enormous deltas and vast areas of coastal marsh and swamp. These contain a rich southern biota; typical examples include birds such as ibis and egrets. There are also many species of tree frogs, and fish such as sturgeon and paddlefish. In more elevated areas, fire is a natural process in the landscape, and has produced extensive areas of longleaf pine forest and wet savannas. These support an exceptionally large number of plant species including many species of orchids and carnivorus plants.

Helena Nancy Moreno (b. 1977 September 30) is a state representative in Louisiana, representing Louisiana House District 93. She was elected on 2010 May 29. She entered office on 2010 June 8. Moreno was assigned by Speaker Jim Tucker (R-Terrytown) to the House committees on Administration of Criminal Justice and on Commerce; she joined the Democratic Caucus, the Louisiana Legislative Women's Caucus, and the Orleans Delegation

A former television newscaster, Moreno was an unsuccessful candidate for Louisiana's 2nd congressional district seat in the United States House of Representatives in 2008. She is a media communication consultant based in New Orleans, Louisiana, affiliated with James Hartman & Associates, a multi-service political and marketing consulting firm.

Helena Moreno was born in the seaside city of Veracruz, Veracruz State, Mexico, as the daughter of Felix and Nancy Pearson Moreno. With her parents Helena Moreno moved to Houston, Texas, where she became a 1995 graduate of Episcopal High School. Moreno is a 1999 graduate in mass communication from Southern Methodist University (SMU) in Dallas, Texas, where she wrote for the Daily Campus; she also studied at American University in the District of Columbia while working in the White House for First Lady Hillary Rodham Clinton. A native speaker of both English and Spanish, Moreno studied for 6 months in Madrid, Spain. On 2012 May 5 she married Christopher Meeks.
