Its name refers to the shipwreck of Saint Paul, as documented in the Acts of the Apostles, due to the tradition that Saint Paul was shipwrecked on the isles, named St. Paul's Isles, which are situated in St Paul's Bay. According to the Bible, St. Paul was shipwrecked on an island which many scholars have identified as Malta on his voyage from Caesarea to Rome. The Maltese people believe that it was St. Paul who laid the foundations of Christianity on the island.
The localities of Burmarrad, Qawra, Buġibba, Xemxija, Mselliet, and San Martin as well as part of Bidnija and Mistra, form part of the San Pawl il-Baħar Local Council. The area of the locality is 14.47 km².
The resident population in December 2010 stood at 14,057 persons. This population goes up to about 60,000 during the period of June to September. The increase is due both to Maltese summer residents and tourists lodging in hotels, especially in Buġibba and Qawra.
Although the town is a modern tourist area there are some very pretty natural highlights close by. Heading north there is Mistra Bay, its headland and St Paul's Island. Going west and crossing the island towards Ġnejna Bay and Golden Bay is the scenic Wardija Ridge.

Agostino Pio Gatt (born July 29, 1953 Dr. Gatt practiced law as a partner with one of the oldest law firms on the island.
Dr. Gatt’s contribution to the Nationalist Party continued when he was appointed as Chairman of the Management Board of Independence Print Company Limited. The company incorporated all the commercial activities of the Nationalist Party. Dr. Gatt was also the head of the Legal Office of the Party, representing the party in a number of constitutional cases. In 1987 he again led the organization of the Party to monitor electoral fraud and eventually became Chairman of the Board of Directors of Independence Company Limited and Euro Tours Company Limited.
Dr. Austin Gatt, embarked on various ambitious tasks in all areas within his portfolio. Amongst these there are the creation of an information economy and society in Malta, the introduction of e-Government, a major administrative reform in the law courts, and the transformation of Local Government Authorities.
In March 2004, following a cabinet reshuffle, Dr Gatt was once again entrusted with the portfolio of Minister for Information Technology and Investment with Industry being added to his portfolio in 2004 after the resignation of John Dalli from Cabinet.
Following the Cabinet mini-reshuffle on 9 February 2010, Water Services Corporation and Enemalta portfolios were withdrawn from the Ministry and given to the Ministry of Finance, the Economy and Investment.
