On July 17, Guo Boxiong, a Chinese Communist Party
(CCP) Politburo member and Vice Chairman of the Central Military Commission gave a talk.
Guo addressed the 12th strategy trainee seminar at the
Peoples Liberation Army (PLA) National Defense University.
Guo's requirement for the army was to respond immediately
and accomplish missions resolutely.
He also emphasized that the army must follow the orders
of Chairman Hu Jintao, and the CCP Central Committee.
As the 18th National Congress approaches, the CCP sees
"stability maintenance" as an "all-important political task".
Analysts believe that, as the situation becomes worse for
the CCP, Guo Boxiong's mobilization of armed forces
aims to preventing any event that could impede
the progress of the 18th National Congress.
Guo Boxiong said it's an all-important political task for the
PLA to ensure the 18th National Congress goes smoothly.
He required the whole PLA to be absolutely loyal to the
CCP, to accord with the CCP Central Committee and the
Central Military Commission politically and ideologically,
and follow any command from Hu Jintao.
Political commentator Xing Tianxing told NTD that
after the Wang Lijun incident,
CCP officials and army leaders have never stopped
pledging their loyalty to Hu Jintao.
Xing Tianxing: "They are really worried that an unexpected
incident might happen during the 18th National Congress.
This would impede it from going smoothly, so they
have tried to strength control over the army.
They continuously warned that the army had to firmly
support Hu Jintao and follow any of his commands."
Previously, Bo Xilai's dismissal induced local governments
and military troops to pledge allegiance to Hu Jintao.
To ensure a smooth power transition in the 18th National
Congress,
army leaders have frequently visited major military regions,
requiring troops to maintain a firm political stance.
They are required to behave in accordance with Hu Jintao
and the CCP Central Committee.
Guo Boxiong is doing exactly the same this time.
Currently, various internal CCP factions are pushing hard
to win positions in the Politburo Standing Committee.
Meanwhile, more large-scale protests have broken out,
as aggrieved Chinese people accumulate all over China.
Along with the recent economic crisis, the CCP has found
itself in an unprecedented, dangerous situation.
Xing Tianxing: "As an army leader, Guo Boxiong
definitely knows more about China's political situation than his subordinates.
Specifically, he should clearly know how the inside-party
power struggle is unfolding.
The CCP is sitting on a volcano,
as crises come from everywhere.
Guo Boxiong must have some premonition
that the CCP might collapse.
Of course he can't speak out directly, therefore he tries
to create a sense of crisis through talking in the seminar."
Guo Boxiong emphasized that the army
must ensure immediate response.
It must be resolute in accomplishing
missions, whenever commands are given.
The PLA is also required to strengthen routine precautions,
safeguarding more strictly on the costal border.
It must properly deal with unexpected
events to keep the borders safe.
Recently, the CCP has conflicted with several neighboring
countries over the sovereignty of the Senkaku islands, the East China Sea and the South China Sea.
More ironically, although claimed by the CCP to be a
"friendly country", Russia recently made an attack against Chinese fishing boats.
Seventy of the boats have been detained
and another person is still missing.
Wu Fan, Chief Editor for China Affairs remarked that
the CCP was facing crises both from inside and outside.
Wu Fan: "The CCP needs to hold the 18th
National Congress under great pressure.
I believe there might be two purposes
behind mobilization of the army forces.
Firstly, they want to shift people's discontentment
towards the CCP towards foreign affairs.
Secondly, they need to mobilize the army
to deal with any possible coming event.
Maybe they are preparing for a war or suppression on a
massive protests. Either of them is possible."
Xing Tianxing remarked that the Chinese fishing boats were
treated abominably not only by Russia, but also by North Korea.
This indicated that even these two
countries do not acknowledge the CCP.
In other words, the CCP is isolated from the global
community, receiving little respect from other countries.

Recently Chinese Military Commission (CMC) members met with local military officials. In the meeting, Guo Boxiong, Vice Chairman of CMC, emphasized again that all armies should be loyal to Hu Jintao. In order to guarantee a high degree of unity, CCP senior military officials have never pledged their loyalty to Hu Jintao many times in public. However, this time two CMC Vice Presidents and eight CMC members all attended the meeting. Some analysts think that the military tycoons abandoned Jiang Zemin and went over to Hu Jintao because Hu Jintao used a military corruption investigation as his bargaining chip.
Those military tycoons are afraid of being investigated by the Military Disciplinary Committee so they pledged their loyalty to Hu Jintao. The eight CMC members have even requested that Hu Jintao continues to be Chairman of CMC after the 18th National Congress.
On June 27, eight Chinese Central Military Commission members attended the meeting, including Vice Chairman Xu Caihou, Liang Guanglie, Chen Bingde, Li Jinai, Liao Xilong, Chang Wanquan, Jing Zhiyuan, Wu Shengli and Xu Qiliang.
Wu Fan, Editor-in-chief of "China Business", pointed out that this time all armies exhibited a high degree of unity and pledged loyalty to Hu Jintao in public. It's the result of a compromise between the CCP and military tycoons.
The Chinese Central Military Commission asked senior military officials to register and report their assets including salary income, properties and investment.
Wu Fan: "I think Hu Jintao has made a deal with military officials. What is Hu's bargaining chip then? If you (military officials) retire, I won't investigate you.
I won't investigate your financial situation and the corruption you committed, so it's safe for you to retire. Once Hu made a clear promise on this stuff, military officers responded: Hu Jintao, we support you to be the next Chairman of CMC. What's the impact when such a big deal has come off right before the 18th National Congress? The direct impact is that it has stabilized the relationship between the CCP and the Military."
Both Guo Boxiong and Xu Caihou were promoted as members of CMC (Chinese Military Commission) by Jiang Zemin. Guo Boxiong used to be the General of Lanzhou military region. Xu Caihou used to belong to the political work system.
Besides CMC, the "Shanghai Faction" used to dominate the CCP Standing Committee as well.
Politics Commentator We Zhao said that Jiang Zemin planted his people everywhere in order to control Hu Jintao. Jiang Zemin is scared that his "political package" might be overturned after his presidency has expired.
Wen Zhao:"CCP Chairmen of each presidency have their own 'political package'.
Therefore, they all like to designate a successor by themselves. Why did Mao designate Hua Guofeng? It's because Hu Guofeng wouldn't deny the Great
Cultural Revolution. Deng Xiaoping designated Jiang Zemin because he thought
Jiang wouldn't redress the injustice of the 'June 4th Event'. Jiang Zemin also wanted to designate his successor so that his political package of cracking down on Falun Gong wouldn't be overturned."
This time CMC members met with local military officials and asked them to be loyal to Hu Jintao. It actually shows that those members of CMC that Jiang Zemin
plugged into will be replaced at the 18th National Congress. Wen Zhao pointed out that Panyang and Lanzhou military faction are the most powerful ones of all CMC factions. The power of each military faction will be re-allocated in the new term of office.
Wen Zhao:"In order to maintain the advantages he has achieved, Hu Jintao must ask those senior military officials to pledge their loyalty to him in public
This is so that their subordinates can be influenced to also be loyal to Hu ."
The 18th National Congress will take place in July and August this year. To Hu Jintao, the loyalty of the Military is very critical. With loyalty from military, he can make sure there won't be any chaos within the CCP system.
Regarding this, Wu Fan pointed out that Hu's action can only make this broken boat of the CCP sink a little bit slower. However, once this "boat" sinks, there will be no interest to compete for among military factions or CCP officials.

With the 18th National Congress approaching, there remains
much speculation over the candidates for the Chinese Communist Party (CCP) Standing Committee.
In addition, there will be large changes
in the military personnel.
The CCP believes that "power comes from guns",
so military personnel are deemed as important as the Standing Committee members.
There are three factors effecting changes
in the CCP's military personnel.
The first factor is whether or not Hu Jintao will continue
his term as Chairman of the Central Military Committee.
The second factor is the candidates for Vice Chairman
of the Central Military Committee.
The third one is about the possible shake-up
in members of the Central Military Committee.
The CCP Central Military Committee has a structure
of Chairman, Vice Chairman and members.
Taiwanese 'Central News Agency' from Taiwan
highlights the current main focus.
The focus is whether or not Hu Jintao
will take up office for another term.
When Hu Jintao took over as General Secretary
from Jiang Zemin, he did not become Chairman of the Central Military Committee.
Instead, Jiang Zemin was in charge for another two years.
It was only after another 2 years that Hu Jintao
took over control of China's military power.
Xi Jinping is presumed to be in office as the CCP General
Secretary after China's 18th National Congress.
However, it's expected that Hu Jintao might
continue to be Chairman of Central Military Committee during this period of power transition.
Political Commentator Lan Shu: "The CCP is an organization
of gangsters. It maintains its power by force.
The arrangement that Hu Jintao continues
to be Chairman of the Military Committee is not unusual.
This way, Hu's faction won't have to lose power suddenly.
That's what they usually do."
There are three Vice Chairmen in the CCP Central Military
Committee: Xi Jinping, Guo Boxiong and Xu Caihou.
Regarding division of responsibilities,
Guo Boxiong is in charge of military affairs. Xu Caihou is in charge of military politics.
However, due to age requirements, both Guo and Xu
will retire at the 18th National Congress.
"Central News Agency" highlights that the candidates
for Vice Chairman will be another focus.
It's reasonable to consider that current members
of the Central Military Committee could be promoted to be Vice Chairman.
However, the current military committee members are either
not from the military commissar system or not qualified in age.
Will Chang Wanquan, Wu Shengli and Xu Qiliang
be elected as Vice Chairman?
Will a General from the military commissar system
be promoted to be Vice Chairman? It remains to be seen.
The report from the "Central News Agency" emphasizes
that the background of the Vice Chairmen in charge of political affairs is very important.
This position is mainly responsible for military party affairs.
It is a CCP tradition that the military force
is under the command of the party.
Wang Juntao, political science commentator
from Columbia University discussed these issues.
Wang thinks that there is no doubt that Xi Jinping
will be one of the Military Committee Vice Chairmen.
Meanwhile, it is also possible that Li Keqiang is also part
of the military committee, based on insider information.
Wang Juntao: "Hu Jintao plans to make
both Li Keqiang and Xi Jinping be successors.

in military committee members is inevitable.

The CCP may hold a central military meeting to make
personnel arrangement before the 18th National Congress.
Then these three factors will be clear.
In addition, the authorities have announced the names
of 300 representatives from the army headquarters,
services and army ahead of the 18th National Congress.
There are 251 representatives from the military
army and 49 representatives from the police army.
This is the biggest group of representatives
for the 18th National Congress.
Those who are involved in the Bo Xilai case have been
successfully elected as 18th Congress representatives.
Among them are Liu Yuan, Zhang Haiyang,
Zhu Heping and Tian Xiusi.
Liu Yuan is Political Commissar
of the General Logistics Department.
Zhang Haiyang is Political Commissar
of the Second Artillery Corps.
Zhu Heping is the General of Chongqing military region.
Tian Xiusi is from the Chengdu military region.

The upcoming 18th National Congress of the Chinese
Communist Party (CCP) will see a reshuffle.
The top leadership of the CCP's Central Military
Commission (CMC) also faces big changes.
70% of CMC leaders will retire, and are likely
to be replaced by the generation of Princelings.
Commentators say the Princelings' succession in the army
helps Xi Jinping solidify his position as the next leader.
The majority of incumbent CMC
members are all over the age of 67.
The list includes CMC Vice Chairmen Guo Boxiong and
Xu Houcai. Defense Minister Liang Guanglie;
Chen Bingde, Chief of People's Liberation
Army (PLA) General Staff Headquarters;
Li Jinai, Chief of the PLA General Political Department;
Liao Xilong, Chief of PLA General Logistics Department;
Jing Zhiyuan, Commander of PLA 2nd Artillery Force;
and Navy Commander Wu Shengli.
Only two current CMC members will remain their seats.
They are Air Force Commander Xu Qiliang, aged 60,
and Chief of PLA General Armament Department, Chang Wanquan, aged 63.
That means, 70% CMC members will be replaced.
The new generation of CMC leadership expectedly
consists of middle-aged generals who were born after 1949.
The leading candidates are Fang Fenghui,
Commander of Beijing Military Region;
Liu Yuan, Political Commissar of PLA
General Logistics Department;
Zhang Haiyang, Political Commissar
of PLA 2nd Artillery Force;
Deputy Chiefs of PLA General Staff Headquarters,
which include Ma Xiaotian, Sun Jianguo, Zhang Qinsheng and Wei Fenghe;
It also includes Commander of Shenyang
Military Region Zhang Youxia.
Most of these new CMC leaders-in-waiting
are children of the CCP veterans and top leaders.
This includes Liu Yuan, son of former
CCP President Liu Shaoqi;
Zhang Haiyang, son of former
CMC Vice Chairman Zhang Zhen;
Ma Xiaotian, son of Ma Zaiyao, and former
Director of Education at PLA Political Academy;
Zhang Youxia, son of former General Zhang Zongxun.
The new General Liu Yazhou is the son-in-law
of Li Xiannian, former CCP President.
Liu Yazhou is the current Political Commissar
of the PLA National Defense University.
Liu Yazhou's father joined the CCP-led Eighth Route Army.
Navy Political Commissar Liu Xiaojiang is the son-in-law
of Hu Yaobang, former CCP General Secretary.
Liu Xiaojiang's father joined the CCP's Red Army.
Since Bo Xilai's plot to seize central power was exposed,
the military has repeatedly sworn it's support for Hu Jintao.
Now the children of CCP revolutionaries
are expected to hold power in army.
CCP President-in-waiting Xi Jinping, who supports
the punishment of Bo Xilai, is also a Princeling.
Sources said that Xi Jinping has close ties
with Liu Yuan, and some other generals.
Analysts believe that the armies reshuffle
is linked to the CCP's top-level infighting.
Chopathar Wayemache, Tibetan staff, Columbia University:
"Coups are what the CCP fear most. So it always appoints their reliable persons to control the army.
Currently, lots of army men are disobedient.
So, all in all, the CCP wants to keep its regime."
Critic Wen Zhao says that historical reasons created
chances for the princelings of CMC leaders-to-be.
Wen Zhao: "They graduated from school
at about 20 years old, in around the 1970s.
In that era, for the children of CCP senior leaders,
they didn't have other way outs but to join the army."
Wen Zhao remarks that in recent decades,
the CCP army has not been involved in big wars.
Promotion inside the army all depends
on relationships, or by seniority.
Owning advantages inside the CCP system,
the princelings in the army could get faster promotions compared to ordinary officers.
Wen Zhao says that in the CCP-ruled army, open-minded
and capable officers are easily marginalized.
Therefore, new CCP army leadership is not
expected to present any innovation.
Wen Zhao: "In essence, there's no difference
in preserving the army system and the CCP system.
The systems are mainly reliant on internal networks,
of personal connections and network-derived interests.
I'm don't think that some individuals' special
views could trigger changes in the CCP."
Earlier on, the media reported that Ma Xiaotian
might take over as Air Force Commander;
Sun Jianguo might be the new Navy chief, and Wei Fenghe
is likely to replace the PLA 2nd Artillery Force Commander.
It was speculated that Liu Yuan, Zhang Haiyang,
Zhang Youxia and Zhang Qinsheng might take the helm of the four PLA General Departments.
Liu Yuan was reportedly top of list of to-be-leaders, to take
the seat as the Chief of PLA General Political Department.

Non-Chinese media reported of General Zhang Haiyang,'
a close friend of Bo Xilai, potential involvement in Bo's case.
Zhang is Second Artillery Corps (SAC)' political commissar,
and is missing, which is talked about by Hong Kong media.
At the same time, the SAC director of political department,
Yin Hailong publicly announced loyalty to the Central Committee of the Chinese Communist Party (CCP.)
The Vice Chairman of the Central Military Commission,
Guo Boxiong also visited Chengdu Military Region.
Guo demanding that the troops prepare
for immediate reaction to any command.
All these moves have attracted more attention on the war
between Hu Jintao and Bo Xilai to grab the troops' control.
Hong Kong's newspaper Ping Pao recently reported about
the disappearance of the political commissar of Second Artillery Corps Zhang Haiyang since April.
On April 14th, another Hong Kong newspaper Sing Tao Daily
said Bo's case could involve CCP's military leaders' groups.
On April 13th, missile forces' Second Artillery Corps posted
an article in People's Daily, calling for loyalty to Hu Jintao.
However, the announcement was not made
under the name of the political commissar Zhang Haiyang.
Instead, the name of his subordinate, the director
of political department Yin Hailong, was shown there.
This immediately led to speculations on Zhang's status.
US media reported earlier that Zhang as one of Bo Xilai's
intimates might be involved in his case.
The 63-year-old Zhang Haiyang is the son of Zhang Zhen,
former Vice Chairman of the Central Military Commission.
He has close relationship with Bo Xilai and General Liu Yuan,
the political commissar of General Logistics Department and a son of the former CCP State Chairman Liu Shaoqi.
Zhang and Liu are both regarded
as princelings in the army.
Political commentator Wen Zhao remarked
that Hu Jintao managed to control the military overall.
However, he still needs to eliminate
the remaining forces from his opponents.
Therefore he still has to rely on heads of different troops
to win more support from the various military factions.
Wen Zhao: "Hu Jintao has overwhelmed his opponents
in the army, as he is supported by the key military chiefs.
But probably even Hu himself still can't say he has full
confidence and a complete control over the military.
Thus he still has to rely on other military chiefs, especially
when in need of absolute control in emergency conditions."
The Vice Chairman of the Central Military Commission
and CCP's central Politburo member, Guo Boxiong recently visited Chengdu Military Region.
He demanded that the troops "unite more closely around
the CCP's Central Committee led by Comrade Hu Jintao,"
"follow all commands from the Central Military Commission
and President Hu",
and assure immediate action to commands and
commitment to accomplishing missions.
At the same time, other military leaders also stood out
to support the Central Committee's decision on Bo's case.
For example, the political commissar of Navy and son-in-law
of the former CCP secretary Hu Yaobang, General Liu Xiaojiang wrote in People's Daily on the issue.
In his article he appealed for no investigating, trusting in
or spreading the so-called "rumors."
However, political commentator Wu Fan believes there are
still different opinions in CCP's army on how to deal with Bo.
Wu Fan: "Till now there have been few provincial chiefs
standing out to support Hu Jintao.
The heads of all the seven military regions still keep silent.
In the Armed Police system, no commander or political
commissar has said anything about Bo's case.
This suggests that Hu is unable to control the whole army
just by several heads of Central Military Commission.
This is really a critical threat to him."
Wu Fan believed that Guo Boxiong's visit to Chengdu had
aimed at Bo's relationships formed in the last several years.
It wouldn't be easy for Hu Jintao to win support
from these intimates of Bo Xilai.
Yin Hailong's article in People's Daily calls for sacrificing
personal or sectional "relationship."
This is to cater for a "more important relationship" needed
for CCP's development, especially when those two "relationships" contradict each other.
Wu Fan: "How can Hu Jintao manage
such a difficult situation? What can he do?
In my opinion, the best move would be
to nationalize the army.
If you use the army for the country, rather than for the CCP,
then the army will be willing to follow what you say."
Wu said further that many "different voices" in the army
would require a non-partisan and non-political army.
Soldiers don't want to be CCP's lifeguards any more, thus
many officers were unwilling to follow Hu Jintao's orders.

After former Chongqing Public Security Bureau Wang Lijun
fled to the U.S. Consulate and exposed Bo Xilai's coup attempt,
Hu has conducted a series of anti-corruption to clean
out the Jiang faction in the military.
Between last December and this mid-July,
there have been 162 commanders at the deputy corps level and division-level who retired.
Worrying about the after shock in the army, the number
of generals purged will be less than the 400originally planned,
and the scheduled early September shift among the People's
Liberation Army (PLA) general departments, corps,
and 7 military regions has also been delayed to mid October.
It is analyzed that the CCP corruption is deeply rooted
in the army, and difficult to eradicate.
The CCP is losing control of the armed forces,
and army mutiny is likely to occur.
According to Resolution 916 issued by
the Central Military Commission,
there has been 162 commanders at deputy corps level and
division-level dismissed from the army military systems.
They included 74 members from 27 provincial
army commissions, 2 from the Beijing Garrison;
12 from the three municipalities garrison;
21 from corps, 12 from the Air Force, 15 from the Navy,
11 from the military academies subsidiary to the Central Military Commission,
and 15 from defense-related research and production units
under the Department of Defense.
Professor of History, Liu Yinchuan, who is also the Social
Democratic Party of China Central Committee moderator,
comments that Hu Jintao's main target is
the corrupt officials of the Jiang faction.
Liu Yinchuan: "Jiang Zemin is a forefather of
the CCP corruption.
Since Jiang Zemin came to power, corruption
has been rampant from local officials to national army.
These corrupters have been brought up with
Jiang Zemin's power lift.
To purge these commanders is to purge the cronies and
forces derived from Jiang."
This purging act to the high-ranking officers in the military
system was partly due to the worsened rottenness in the army.
The fundamental reason could be the hidden reality revealed
by General Guo Boxiong in a recent senior military officers' meeting:
The army is experiencing the detrimental "degeneration",
and "loss of absolute loyalty and obedience to the command of the party."
It is an open secret that the fierce power struggle exists among
the CCP factions and the military is clearly divided into factions.
Wu Fan, editor-in-chief of China affairs magazine, pointed out
that the Chinese military does not belong to the nation but different factions.
Wu Fan: "The military has its own system. They do not take
the command from the CCP, in particular, Hu Jintao.
They have long in the past been obeying Jiang Zemin's
command.
Jiang Zemin has made these generals follow him through
the profit of corruption."
Hong Kong Trends magazine analyzed CCP's "four dangers."
They are "lack of spirit, lack of capacity,
divorced from the masses, passive corruption."
The "four dangers" has been unprecedented and
prevalent in the military.
The pessimistic feeling of "war without victory"
is widely sensed in the army.
The top military fear in the event of war,
the junior officers and soldiers might initiate mutiny in the name of anti-corruption.
LiuYinchuan: "There is no combat force in the army.
With these corrupt elements and officers,
who is going to the frontline of the battle?
Who's going to risk his life for a corrupt commander
in a war?"
General Political Department provided a "Report of
recent dynamic investigation on junior officers' thought"
to remind the top CCP, "under the extremely complex
situation in the South China Sea, the Sino-Japanese relations",
be cautious about "thought and emotional issues
in the lower-level military cadres."
Reportedly, as the 18th National Congress is approaching,
the military is tightening control on the behavior of the officers and men.
For example, opening a "blog" should be submitted to the
division above for approval and review of sensitive content;
soldiers in active service are strictly prohibited from
Internet chat and microblogging.
There are also unconfirmed reports that the Beijing major
military units implemented a system to monitor soldiers in plainclothes who enter Internet cafes.
Hong Kong based "Chengming" magazine commented that
with the intensified demand from high-ranking cadres
in the army to nationalize,
the CCP is losing power to control the armed forces.

The fire ignited by the incident where "Wang Lijun fled
to the U.S Consulate" has spread across China's bureaucracy.
Guo Boxiong, Vice Chairman of Central Military Committee,
has requested again that military forces should absolutely obey
the commands from Hu & Wen.
He also emphasized that military armed forces should
maintain society stability.
It's speculated that a serious divergence regarding Bo's issue
took place among China's senior authorities.
Hu & Wen have taken firm control of military armed forces
to guard against Zhou Yongkang.
On March 23, Chinese media reported Guo Boxiong's speech,
Vice Chairman of the Chinese Central Military Commission.
When Guo inspected military armed forces in Shanxi Province,
he asked them to firmly obey the command of Hu Jintao.
He also said that keeping guard on major security issues
is the main task of military armed forces in 2012.
"Central News Agency" reported that
many rumors about China's current political situation
has spread since Bo was discharged from his position.
It's very thought-provoking for official media to publish
Guo's speech at this point in time.
Prior to this, it's said that Zhou Yongkang, controlling the

Li Tian Xiao is a Doctor in Politics, who graduated

He thinks that it will take some time for Hu & Wen to tame
those armed police forces that used to take orders from Zhou.
Li Tianxiao: "It's time for Hu & Wen to take the armed police

Earlier Hu and Wen mentioned that military armed forces

When Zhou plots a coup or wants to achieve some political

Guo has particularly emphasized that military armed forces
should maintain society stability.
Once something happens, military armed forces should be
able to take action immediately.
Articles from "Participation Network" pointed out that military
armed forces are usually used to prevent outside invasion or inside riot.
Now Guo has emphasized that military armed forces should
function as police armed forces.
It shows that the divergences between China's senior
authorities are getting worse and worse.
Li Tian Xiao: "It seems fighting between Hu & Wen's faction
and Jiang Zemin's faction is close to fighting hand to hand.
Both sides have poised for a final battle. "
Li Tianxiao thinks that Hu & Wen have favorable climatic,
geographical and human conditions.
They should get rid of Zhou Yongkang and then further point

After the Bo Xilai incident, the CCP at high-level
is very worried about the military.
Media like Liberation Army Daily and People's Daily continuously
publish articles urging the military to follow party leadership.
Vice-chairmen of the Military Commission Xu Caihou and
Guo Boxiong went to visit different military bases,
stressing that the military should follow
the command of Hu Jintao.
On April 25, CCP mouthpiece media Xinhua reported that,
during Military Commission vice-chairman Xu Caihou's
visit to military bases in Hebei,
he stressed that the military should strictly follow
the command of Chairman Hu Jintao.
The other Military Commission vice-chairman Guo Boxiong
made similar comments during his visit to Beijing military academies.
There are rumors that the Military Commission has asked each
major military district to clearly express its support for
the decision on Bo Xilai and closely follow the commands of
the CCP central command led by Military Commission chairman Hu Jintao.
June 4th student movement leader Feng Congde believes, the
CCP always stress control of public opinion and control of the military,
while the CCP is a black-box operation, it's not hard to see that
some big problems have happened within the military.
Feng Congde, "Usually when the CCP openly discusses something,
openly stresses something, that means that something is wrong.
For example, they stress stability and harmony,
right now the situation is very unstable and chaotic.
Now they stress that the military must follow the party,

Recently, it's rumored that several princelings in the military
were affected by the Bo Xilai case.
During the Cultural Revolution, many descendants of
high ranking officials joined the military, causing the military to be full of princelings.
Princelings like Logistics Department political commissar Liu Yuan,
Second Artillery political commissar Zhang Haiyang,
General Staff Department Deputy Chief of Staff Zhang Qinsheng,
Commander of the Shenyang Military Region Zhang Youxia and
others were affected due to their close relationships with Bo Xilai.
Liu Yuan is the son of Liu Shaoqi, Zhang Haiyang is the son
of former Central Military Commission Vice Chairman Zhang Zhen,
Zhang Youxia is the son of General Zhang Zongxun.
Independent commentator Han Wu, "Bo Xilai does not just
represent himself, he represents many of the princelings.
They think of Hu Jintao and Wen Jiabao as guarding
the government, (both of them were common people,) for the princelings,
Hu and Wen are just guarding the government."
However, Li Xiannian's son-in-law "National Defense University"
political commissar Liu Yazhou stressed in the Qiushi magazine that
the PLA (People's Liberation Army) must follow the party,
strictly "listen to Party central command and Central Military Commission and Chairman Hu."
Navy political commissar Liu Xiaojiang also made
similar comments, showing that they are splitting from Bo Xilai.
It seems that, the princelings within the military have taken
conflicting stands.
Han Wu, "Whether Hu and Wen dare to deal with Bo Xilai in
high-profile and replace everyone in the military that support Bo XIlai,
or pull down Politburo Standing Committee member Zhou
Yongkang, to deal with all this before the 18th National Congress,
this has not happened in the CCP history of the past 20 years."
However, oversea media have rumored that Jiang Zemin
has reappeared,
trying to influence the arrangements of the 18th National Congress
and to force Hu and Wen to retreat.
In reality, among the eight Central Military Commission members,
five of them are at retirement age, so the Central Military Commission is facing a big shake-up.
No matter if the the vegetative Jiang Zemin reappears,
or CCP military leadership calls out, conflicts within the CCP military will further intensify.

Unlike previous years, no information has been released
about promotions until today, when news broke that
six have been promoted as generals.
However, the Beidaihe meeting hasn't been held yet.
This year it has been quiet so far,
although the Beidaihe meeting was adjourned.
One commentator says this indicates in-fighting among
high-level CCP leaders, over the senior military positions.
Soon it will be August; the Chinese Communist Party (CCP)'s
People's Liberation Army major headquarters and military
regions and services have held many ceremonies, awarding
officials the ranks of lieutenant generals and major generals.
There was news of ceremonies being held on July 23 and 28,
however, it was not implemented.
In addition, rumors said there would be a power struggle
among currently retired senior veterans on July 25—but this also failed to materialize.
Nine members of the CCP Politburo Standing Committee
showed their faces together on July 27, indicating that the Beidaihe meeting had been adjourned.
On July 30, Hong Kong's Apple Daily commented,
"Leaders from the high level are still fighting about
the military senior personnel arrangements.
Heng He, current affairs commentator, says, after the 7/21
Beijing floods all CCP Standing Committee members had disappeared from the media headlines for 16 days.
Indicating intense fighting within the high level CCP
towards the next generation of candidates.
Heng He: "It is the end of July, according to traditions,
military ranks should be granted once.
However, this year the CCP faces more important issues
than endowing military ranks.
When the problem of the next successors is not resolved,
the CCP cannot take care of the matter of endowments."
Wu Fan, chief editor of China Affairs says, in the army there is
fighting between the 'pro-Bo' and 'against-Bo' factions.
Hu Jintao does not have sufficient influence in the military,
so there are more major problems than endowing generals.
[Wu Fan, chief editor of China Affairs]: "Granting the rank is not the main issue for now;
who gets into the Central Military Commission is crucial.
The new Central Military Commissioners are not there yet
and this is disadvantageous for Hu Jintao.
Hu wants to be chairman of the
Central Military Commission (CMC);
in the first two years, Hu must form an alliance
the vice chairman and all new members of the CMC."
After Bo Xilai's downfall, China's military has often
expressed loyalty to Hu Jintao—Wu Fan thinks there may be implicit deals in the making.
[Wu Fan]: "Previously, Guo Boxiong had led all members of
the CMC and the Vice Chairman to pledge allegiance,
however, I think it is only on the surface.
They are negotiating with Hu Jintao—I'll be loyal to you,
and you can be the chairman of the CMC for two years.
In return, as members of the CMC, we will have the right to
speak—I believe there is a compromise there."
The CCP has not announced charges against Bo Xilai;
recently, Chongqing Garrison Commander Zhu Heping,
who was implicated in Bo Xilai's case, reappeared in public
after having disappeared for three months.
Hong Kong's Ming Pao Daily quoted an analyst's comment,
"the CCP has tried to narrow the influence of Bo Xilai's case,
in particular, not to let it affect the military's stability."
Heng He believes that the CCP wants to reduce
the influence of the Bo Xilai incident,
and therefore, it is giving up further studying
the officials' renewed loyalty.
[Heng He]: "The highest CCP authorities want to 'damage
the control' of Bo Xilai case, meaning to reduce its influence.
They do not want military unrest to occur;
since they do not have the ability to bring out military unrest,
they must rely on the power within
the army to settle the rest."
Fan Wu points out that this once again demonstrates
that the military and the CCP are not of one mind.
[Wu Fan]: "Bo's downfall has not hurt the police commander,
because someone from above has protected him.
They are negotiating—you can be the chairman of the CMC,
but you must not intervene with things in the military.
Superficially I am loyal to you, but that is an empty promise;
we can make a deal, but truly following you will be very hard."
Zhu Heping was fired for using public funds from Bo Xilai
to construct a building for retired military officers.
In addition, other commanders being implicated in the case
such as General Liu Yuan, General Zhang Haiyang
and Major General Zhou Xiao Zhou, have all re-appeared
in public, one after another.
Zhou Xiao Zhou was recently promoted to chief of staff
of the Chengdu Military Region.

A ceremony for conferring the rank of General was held by
military authorities of the Chinese Communist Party (CCP).
Hu Jintao delivered commissions at the ceremony
on July 30th to six new Generals.
One of them is Liu Yazhou, who advocates democracy
and freedom, and openly supports Hu Jintao.
Another one, Tian Sixiu, who was seen a "red-culture" follower
of Bo Xilai, made a big surprise with his promotion to the public.
Commentators say, a political deal was made behind the promotion,
as Hu Jintao tries to hold military head tenure for two more years.
The six newly promoted Generals are:
Du Jincai, deputy director, the General Political Department,
Liu Yazhou, political commissar, the National Defense University,
Du Hengyan, political commissar, the Jinan Military Region,
Tian Xiusi, political commissar, the Chengdu Military Region,
Wang Jianping, commander, the Armed Police Force, and
Xu Yaoyuan, political commissar, the Armed Police Force.
Liu Yazhou, the son-in-law of Li Xiannian, one of
the CCP's veterans, was promoted to the rank of Air Force lieutenant general in 2003.
In his articles published in 2010, Liu criticized the existing
political system,
saying "a political system is doomed
if it prohibits the citizens from breathing freely."
This April, Liu Yazhou twice mentioned Hu Jintao in his article
published in the Qiushi Journal, an official media of the CCP.
Liu's remarks were considered as "loyal pledge" to Hu Jintao
on behalf of the 2nd generation of the CCP's revolutionary cadres.
Liu Yazhou once went to the U.S. as a visiting scholar.
He attributed the American success to
"the thriving rule of law and the establishment behind it."
Liu even predicted that within a decade, China will have
a transformation from authoritarian to democracy.
Xu Fenlin, Guangzhou Military Region commander,
unsurprisingly failed to be promoted for having close ties with Jiang Zemin.
While Liu Fulian, political commissar of the
Beijing Military Region,
known as the most reliable minor of Hu Jintao,
unexpectedly did not get promotion.
Tian Xiusi's elevation puzzled the public.
Hong Kong's "Ming Pao" has reported that Tian praised
"singing red-songs" in his article published this April, who was deemed under Bo Xilai's force.
Wu Fan (Chief Editor, China Affairs): "People who have ties with
Bo Xilai, like LiuYuan, Chengdu Military Region political commissar,
and even the Chongqing Garrison Commander, have all shown up.
This is a very obviously political deal indicating that
Hu Jintao will make no further investigation on Bo Xilai's case.
Hu thus gained two benefits:
1. Having controlled and stabilized the military;
2. Stays on as Military head for extra two years."
Wu Fan notes that Hu Jintao does not have
deep foundations in the army.
If he wants to keep the military chief post,
he needs the support from the majority of the army generals.
That is why Hu pardoned all military generals linked to Bo Xilai.
However, Hong Kong's Apple Daily commented that
this investiture ceremony has been repeatedly delayed.
Plus the CCP's Beidaihe meeting was not held
as scheduled on July 25.
This showed an intense fighting is stilling going on
among the CCP's top-level for the personnel assignments in the Party, its regime and the army, said the news report.
Wen Zhao (Critic): "The Central Military Commission(CMC) is
also facing a leadership transition at the CCP's 18th congress.
That involves the issue of internal promotion.
So the army factions colluded with the political cliques to
form a mutual supportive situation, which gave rise to a very complex reality."
Wen Zhao says that Hu Jintao gained support from army
top seniors including Guo Boxiong and Xu Caihou.
But Hu faces a difficult balancing act between getting an overall
military control by rank promotions and stabilizing the army.
For Hu Jintao, having his men elevated into the CMC
is an important part at the 18th congress.
It is also a component of Hu's plan of overall power divisions,
according to Wen Zhao.
The Ming Pao said, it was the first time in the history of
the CCP's armed police force that
its commander and political commissar were both
promoted at the same time.
This is related to its heavier role that the armed police force
have played for "stability preservation" over recent years, the article commented.
The Apple Daily warned that the regime's high-handed
"stability preservation" policy will continue on the media, the internet, and on the public petitions.

Previously rumors spread that China's top military officials
will enter CCP's Central Committee at its 18th National Conference.
After several provinces have completed reelection,
however, it shows that
neither the General Secretary of Politics and Law Committee
nor military officials will enter Central Committee.
Boxun website published Fang Zi's article on June 16 titled
"No Position for Military Officials in Central Committee."
Concerned about the previous rumors, Hu Jintao & Wen Jiabao
recently comforted military officials in different districts.
Liberation Army Daily also published an article on 12th titled
"Follow the General Plan", asking officers and soldiers to accept personnel changes in the army.
This is clearly to clarify the rumors about military officials
entering the Central Committee.
The article said that CCP's Central Committee and
Central Military Commission reached consensus that military officials not join the Standing Committee.
Political Bureau of the Central Committee will still
reserve two seats for military officials,
and Central Military Commission might increase a seat
for the 600,000 "armed police force."
Hu Jintao and other CCP officials have postponed
the issue for coming leaders to solve.
They resort to pacification, repression and personnel change
to deal with the army's discontent.
Liu Yinquan, former professor of history, moderator in
Central Committee of Social Democratic Party of China,
believes that rumors about military officials seeking position
in Central Committee must have been intentionally released by the Jiang faction.
Liu Yinquan, moderator in Central Committee of
Social Democratic Party of China: "Xu Caihou several times
declared support of Hu Jintao, while Liang Guanglie never did.
I believe military officials like Liang Guanglie try to raise the
issue of Central Committee membership to jeopardize relations between Hu Jintao and the army."
Wu Fan, political critic and chief editor of Chinese
Affairs magazine, takes this as a challenge to Hu Jintao.
Wu Fan, chief editor of Chinese Affairs magazine: "Hu Jintao
dare not deal with the Bo Xilai episode with determination, and show the army his weakness.
Therefore, the military officials demand more than before.
There was no position for the army in the Committee.
Now the army is asking for more. That is the problem."
Boxun article also said those who initiated the rumors will be
found out and punished by replacement or forced retirement.
With the support of Guo Boxiong and Xu Caihou, Hu Jintao
would not worry about rebellion by the punished officials.
Liu Yinquan expressed agreement with Wu's opinion.
Liu Yinquan: "It is time for Hu Jintao to take action,
since the army is now forcing Hu to compromise.
Otherwise Hu will fall into danger.
I believe Hu Jintao should now arrest several [officers]
since he is now in control of the Beijing Military Region,
Beijing Garrison and the Central Guards Regiment
That will bring him many advantages."
According Liu's analysis, after Hu's punishment activities,
Liang Guang Lie and other officers wouldn't attempt a
military coup because three officials---
commander of the Central Guard Bureau Ling Jihua,
Commander of Beijing Military Region Feng Hui,
and commander of Beijing Garrison Zheng Chuanfu
all support Hu Jintao
Liu Yinquan: "In other words, Hu Jintao is in control of
the Central Guards Regiment, Beijing Military Region, and Beijing Garrison.
Even if Liang Guanglie and other Jiang Faction members want
to launch a political coup, they would have no chance of success."
It is reported that military forces have fallen into fiercer
competitions for Vice Chairman of Central Military Commission.

George Mason University Professor, Zhang Tianliang pointed
out that the so-called Jiang Faction appeared after CCP's 16th Congress, without fixed members.
For example, Guo Boxiong and Xu Caihou---both
Vice Chairman of the Central Military Commission, and
He Guoqiang---Secretary Of Central Commission
for Discipline Inspection, have turned against Jiang at his moment of falling.
Zhang Tian Liang: "some have stayed fast with Jiang, such
as Zhou Yongkang, Bo Xilai, and Luo Gan.

Zhang pointed out that only after CCP's 16th Congress did
Secretary of Political and Judiciary Committee join the Standing Committee of Political Bureau.
At the top of the power pyramid, the secretary could then
control vast resources of the country to exercise CCP's rule.
At CCP's 17th Congress in 2008, Jiang Zemin placed Zhou
Yongkang into the Standing Committee of Political Bureau, succeeding Luo Gan.
At the coming 18th Congress, they planned to recruit Bo Xilai.
Li Tianxiao, doctor of political science from Columbia University,
said: "if Hu takes further measures to remove Zhou Yongkang,
investigate Jiang Zemin, and reflect over the crimes
committed by CCP, in particular its persecution of Falun Gong,
June Fourth Incident and other historical events,
then he would for sure win the support of the people."
Some worry that without CCP China would suffer from chaos.
In this regard, Zhang said China will suffer more than
the infliction CCP placed upon the Chinese people.
Zhang Tianliang said: "No era in Chinese history could
ever be darker than the CCP's period.
CCP caused 80-100 million unnatural deaths in China during its
60-year rule, exceeding the total of 5000-years in China's history.
No other government would allow Chinese people to live with
the toxic air and food like today.
The Communist rule has incurred numerous social problems,
causing more deaths than any war would."
Zhang said he hoped Chinese people could remain confident
that China will not fall into chaos.
Instead, CCP is the only evil cult that has institutionally robbed
and persecuted Chinese people.
Zhang also hoped Hu Jintao could grasp the opportunities to
make the right choice for himself and for the future of China.
Zhang: "The Roman Empire persecuted the Christians for 300 years,
up until Constantine the Great, who ended the persecution.
People consider him as the No.1 emperor in Western history.
If Hu Jintao follows the way of history at such a critical moment,
he will have an opportunity to establish his own reputation.
Hu now faces a choice, to be either Jiang Zemin, or Constantine the Great."

It is said that due to high military officials, representatives,
and generals expecting to share seats in Politburo Standing Committee
in order to get more seats in the Central Committee,
new instability has emerged for the upcoming 18th National Congress of the CCP.
It is said that commanders in charge of several major military
regions, four arms, and four headquarters expect
the military will gain a seat in the Politburo Standing
Committee, and several seats in the Central Committee.
Some generals even suggested that if the Standing Committee
remains at nine this year, the military should occupy two seats.
Military should also take five seats in the Central Committee.
The military in general believes that it's practical for armed
forces to take one seat in the Standing Committee, and three seats in Central Committee.
Meanwhile, one Central Committee seat should be given
to the Armed Police Force.
The CCP has always stressed that the "Party commands
the gun."
Only by seizing military power will the party power
and political power be seized.
After the CCP established its regime in 1949, the post
of Central Military Commission (CMC) chairman has always been the party's leader
such as Mao Zedong, Hua Guofeng, Jiang Zemin,
or concurrently run by the governmental leader, such as Deng Xiaoping.
With the unprecedented infighting triggered by the fall of
Bo Xilai, Hu Jintao has a firm grasp of the army and
has repeatedly stressed that
the army "obey the command of the central CCP."
CCP also controls the armed forces via limiting military seats
in the regime.
Since the 1990s, Liu Huaqing was the only military official
who served the Standing Committee for a brief five years
because of the repression of June 4 student protests in 1989;
the senior military only accounted for two seats in the Politburo Central Committee.
Among the current 25 member Central Committee,
only Guo Boxiong and Xu Caihou are from the military with the ranking behind 20.
There is no military personnel in
the Politburo Standing Committee.
Armed Police Forces have no seats
in the Politburo Central Committee.
Commentator Hen He indicates that in a normal country,
no individual party is above the government, and there's no
need for the military to enter a party's organization.
But the CCP would not allow a democratically elected
government, and has implemented the one-party dictatorship.
Hen He:"The Communist Party itself has too much power
and therefore, the armed forces demand a greater say in the party, this request has always existed.
If they really made this request strongly this year, it only shows
that the CCP is now becoming increasingly dependent on the army and its ability to govern is decreasing."
The Boxun Network reported that the senior military voices
this time were significantly strong compared to previous years.
If this National Congress session shows no respect
for the opinions of military and leaves the same quota
for the military, it might lead to strong dissatisfaction
in the military and cause instability in the regime.
During the confrontation between Hu-Wen and Zhou Yongkang
who control the Armed Police and Politics and Law Committee.
Thus, military support at the moment is essential.
Will Hu-Wen or Xi Jinping support the military's proposal
to enter the Standing Committee?
George Mason University Visiting Professor Zhang Tianliang
believes that Hu Jintao and Xi Jinping are both at the civil service,
and therefore may be more conservative in considering
a Standing Committee seat to the military.
