Switzerland Rejects Free Movements For Croatians In Swiss employment market
Switzerland has refused to sign a proposed deal granting Croatians free access to the Swiss employment market. Both countries had agreed the deal last summer after Croatia joined the European Union. Switzerland said the accord could not be signed "in its current form", after a recent referendum invalidated the Swiss-EU pact on freedom of movement. Swiss voters narrowly backed a proposal to bring back strict quotas for immigration from EU countries. The fiercely independent nation is not a member of the EU, but has adopted large sections of EU policy. Although the Swiss economy is booming and unemployment is low, many Swiss worry about the effects of immigration. Justice Minister Simonetta Sommaruga called Croatian Foreign Minister Vesna Pusic to tell her Switzerland would not be able to sign the deal extending the right of free access to Switzerland to the EU's newest member state. Ms Sommaruga also informed Brussels that the agreement needed to be re-examined, her spokesman, Philippe Schwander said. The 9 February referendum had created a "new constitutional disposition", Mr Schwander noted. He stressed that the justice minister was seeking a "solution" to ensure Croatians were not being discriminated against. Following the referendum, the EU warned it would reassess its relations with Switzerland "as a whole". The economic impact could be great since half of Switzerland's exports are to the EU, with Germany its biggest trading partner. A quarter of the eight million-strong population is foreign, and last year 80,000 new immigrants arrived. Since 2007, most of the EU's 500 million residents have been on an equal footing with locals in the Swiss job market - the result of a policy voted into law in a 2000 referendum. But a coalition led by the right-wing Swiss People's Party has pushed to reverse this deal, calling it "a huge mistake". Supporters of quotas believe free movement has put pressure on housing, health, education, and transport. They also argue that foreign workers drive salaries down. Final results showed 50.3% voted in favour. The vote invalidates the Swiss-EU agreement on freedom of movement. Ricardo Lumengo
Ricardo Lumengo was born at 22 February 1962 in Lussenga (Angola) is a Swiss politician, former member of the Social Democratic Party of the canton of Bern. He was a student activist in Angola from 1979 to 1982 (member of JMPLA). In 1982 he fled his homeland at the age of 20 years due to wrong political misunderstandings about his opinion with some members of the MPLA (due of his political involvement as a student). He came to Switzerland, where he asked for asylum. After a few years, he obtained a residence permit and in 1997 he became a Swiss citizen. He lives in Biel since 1997 and was elected to the Biel municipal council in 2004 and in 2006 to the cantonal council of Berne. In the 2007 federal election, he was elected to the Swiss National Council, as the country's first national councillor of African origin (although there had been a councillor of mixed Swiss-African ancestry before: Tilo Frey, served 1971--1975) and the first former asylum seeker to be elected into the council. Lumengo speaks French, German, Portuguese, English, Spanish and Bantu languages such as Kikongo, Kikongo ya Leta and Lingala He studied law at the University of Fribourg and worked as a legal adviser at the center of intercultural encounter Multimondo in Bienne. He is single and the father of two children who live with their mother in Central Africa. On 19 February 2010, Lumengo was investigated for voting irregularities in their ballot papers in 2006, he rejected all accusations of trying to falsify the results. His party immediately asked him to resign. Instead, he appealed the verdict and left the Social Democratic Party, announcing he would retain his seat in the National Council as an independent politician. Ricardo Lumengo, on 18 May 2011 was cleared of electoral fraud and his completed innocent from Swiss High Court.
