so the info that I got about Swirl hitting 25 times on 5 enemies is incorrect. I had no internet earlier, and Feerta offered to help me test this so here is the proof. All credits goes to him!
Also, I just watched this and noticed that something went wrong in the editing, this should be added into the basics of swirl:
"Any form of Anemo DMG can cause swirl, including charged attacks that cause Anemo DMG (Venti) or even Normal attacks like from Sucrose."

Conditions TLDR (updating here as I find more info):
1. Transformative elemental reactions, which includes swirl, overload, superconduct and electro-charged, only scale with the character's level, and their elemental mastery.
Amplifying Reactions, which are Vaporize and Melt, scales with pretty much everything
2. Proccing Overload does reduce the amount of swirl procs, there is an internal cooldown for elemental reactions (or at least specific ones)
3. Viridescent's extra 60% swirl damage is ADDITIVE, not multiplicative.
this means that the additional 60% bonus swirl damage from the 4th piece viridescent set is the equivalent of around 140 elemental mastery.
4. Overload does 3.33x more damage than swirl, so you would need to trigger swirl on more than 3 enemies to make it do more damage than one proc of overload.
5. Swirl is absolutely useless when fighting against slimes / enemies who are immune with their innate elements. e.g if you fight 5 cryo slimes, it's extremely difficult to absorb another element other than cryo to damage these slimes. Most of the time, skills like Venti's burst will absorb cryo, which does no swirl damage (and the additional cryo dmg) since they're immune to cryo damage.

Eddy (fluid dynamics)
In fluid dynamics, an eddy is the swirling of a fluid and the reverse current created when the fluid flows past an obstacle. There are two main types of fluid flow - laminar flow, in which the fluid flows smoothly in layers, and turbulent flow, which is characterised by chaotic motion and large amounts of mixing. In fluid dynamics, an eddy is the swirling of a fluid and the reverse current created when the fluid flows past an obstacle. The moving fluid creates a space devoid of downstream-flowing fluid on the downstream side of the object. Fluid behind the obstacle flows into the void creating a swirl of fluid on each edge of the obstacle, followed by a short reverse flow of fluid behind the obstacle flowing upstream, toward the back of the obstacle. This phenomenon is most visible behind large emergent rocks in swift-flowing rivers.
Another possible type of turbulence is the vortex. This notion is now applied to gases, which have the same properties as liquids. Here, no void is created, but only an area of lower pressure, but again, a backflow causes the gas to rotate.

In fluid dynamics, an eddy is the swirling of a fluid and the reverse current created when the fluid is in a turbulent flow regime. The moving fluid creates a space devoid of downstream-flowing fluid on the downstream side of the object. Fluid behind the obstacle flows into the void creating a swirl of fluid on each edge of the obstacle, followed by a short reverse flow of fluid behind the obstacle flowing upstream, toward the back of the obstacle. This phenomenon is naturally observed behind large emergent rocks in swift-flowing rivers.
