This is an example of a digital signal often found on HF, this is Link 11 Tactical Data Link, MIL-STD-6011 / MIL-STD-188-203-1A / STANAG 5511. Link 11 is almost always encrypted and although was developed for the US Navy it is widely used for NATO forces. This example is on 6947 kHz in USB mode, but the signal can be found in DSB, ISB, and LSB.
Recorded at my location in the Mojave Desert, California, USA, September 22, 2013, at about 0249 UTC.
