Christine Madeleine Odette Lagarde (French: [kʁistin madlɛn ɔdɛt laɡaʁd]; née Lallouette, IPA: [laluɛt]; born 1 January 1956 in Paris) is a French lawyer and Union for a Popular Movement politician who has been the Managing Director (MD) of the International Monetary Fund (IMF) since 5 July 2011.
Previously, she held various ministerial posts in the French government: she was Minister of Economic Affairs, Finance and Employment and before that Minister of Agriculture and Fishing and Minister of Trade in the government of Dominique de Villepin. Lagarde was the first woman to become finance minister of a G8 economy, and is the first woman to head the IMF.
A noted antitrust and labour lawyer, Lagarde became the first female chairwoman of the international law firm Baker & McKenzie. On 16 November 2009, the Financial Times ranked her the best Minister of Finance in the Eurozone. On 28 June 2011, she was named as the next MD of the IMF for a five-year term, starting on 5 July 2011, replacing Dominique Strauss-Kahn. Her appointment is the 11th consecutive appointment of a European to head the IMF. In 2014, Lagarde was ranked the 5th most powerful woman in the world by Forbes magazine.
Thomas Joseph "Tom" LaGarde (born February 10, 1955) is a retired American basketball player who played in the NBA from 1977 to 1985. After playing collegiately at the University of North Carolina, LaGarde was selected 9th overall in the first round of the 1977 NBA Draft by the Denver Nuggets.
At 6'10" and 220 lb, LaGarde played forward and center in the NBA. After spending his rookie season with the Nuggets, LaGarde spent the following two seasons with the Seattle SuperSonics.
In 1980, he was selected by the expansion Dallas Mavericks that offseason in the expansion draft. LaGarde was the only team member who played all 82 games for the Mavericks in their inaugural 1980-81 season, finishing second on the team in points to Jim Spanarkel and leading the team in rebounds and block shots.
LaGarde saw his playing time diminish the following season, averaging just 19 minutes per game in 47 games for the Mavericks. LaGarde appeared in only one game that season before suffering a season-ending calf injury.
An executive officer (often abbreviated XO) is generally a person responsible for running an organization, although the exact nature of the role varies depending on the organization.
While there is no clear line between executive or principal and inferior officers, principal officers are high-level officials in the executive branch of U.S. government such as department heads of independent agencies. In Humphrey's Executor v. United States, 295 U.S. 602 (1935), the Court distinguished between executive officers and quasi-legislative or quasi-judicial officers by stating that the former serve at the pleasure of the president and may be removed at his discretion. The latter may be removed only with procedures consistent with statutory conditions enacted by Congress. The decision by the Court was that the Federal Trade Commission was a quasi-legislative body because of other powers it had, and therefore the president could not fire an FTC member for political reasons. Congress can’t retain removal power over officials with executive function (Bowsher v. Synar). However, statutes can restrict removal if not purely executive (Humphrey’s executor), but can't restrict removal of purely executive officer (Myers v. United States, 272 U.S. 52 (1926)). The standard is whether restriction "impedes the president’s ability to perform his constitutional duty" (Morrison v. Olson, 487 U.S. 654 (1988)).
