Comprende una parte significativa dell'abitato etrusco e romano di Populonia, con le sue vaste necropoli, le cave di calcarenite ed i quartieri industriali in cui si lavorava il minerale di ematite, proveniente dai giacimenti dell'isola d'Elba, per ricavare lingotti di ferro. Il parco è articolato in diverse aree di visita che permettono di cogliere la trasformazione del paesaggio nel corso dei secoli.

La Rocca di Populonia si trova in posizione panoramica nell'omonima frazione di Piombino e domina, da un'altura, il golfo di Baratti, la costa a nord di Piombino e il tratto di mare tra la terraferma e l'arcipelago toscano.
Populonia è stata in antichità una delle più grandi ed importanti città etrusche e romane.
L'antico abitato si trova in posizione dominante su di uno dei promontori che formano il golfo di Baratti e conserva fortificazioni del XV secolo ad opera dei Signori di Piombino, gli Appiani, come testimoniato dal dragone simbolo della casata posto sopra l'ingresso del borgo.
In epoca romana lo storico latino Tito Livio ci informa che nel 205 a.C. Populonia fornì a Scipione l'Africano il ferro necessario per la spedizione in Africa, durante la seconda guerra Punica.
Presso l'attuale abitato sono visibili i resti della città antica, la necropoli di Populonia con le mura etrusche e resti di edifici di epoca romana.

Populonia
Populonia or Populonia Alta (Etruscan: Pupluna, Pufluna or Fufluna, all pronounced Fufluna; Latin: Populonium, Populonia, or Populonii) today is a frazione of the comune of Piombino (Tuscany, central Italy). As of 2009 its population was 17. Populonia is especially noteworthy for its Etruscan remains, including one of the main necropolis in Italy, discovered by Isidoro Falchi.
Description
Modern Populonia is located within a small portion of the walled acropolis of a large ancient city, which covered the entire north end of Monte Massoncello, a promontory, its northern slopes down to the Bay of Baratti, and the shores of the bay, which was its port. The city was an industrial one, smelting copper ore brought from the Colline Metallifere, the "ore-bearing hills" inland, and iron ore from nearby Elba, in beehive blast furnaces. Over the thousand years of its life it came to cover the entire southern shore of the bay with slag, piling it over abandoned residences and cemeteries, until it lost its utility as a metals manufacturer. Then it was abandoned.
