Personnel arrangements for the Chinese Communist
Party central government and State Council will
be determined at the National People's Congress.
Before formal announcement of the final list,
sources suggest that Politburo member
Li Yuanchao might become Vice President.
Wang Yang, another Politburo
member will become the Vice Premier.
On March 14, the Chairman and Vice Chairman
of the Standing Committee of the National People's
Congress, and the Secretary-General and members
of the Standing Committee are going to be elected.
This will be at the plenary meeting
of the CCP National People's Congress.
Reuters quoted sources, saying that in Beijing,
Politburo member Li Yuanchao might become
the CCP Deputy Chairman this week.
This position will enhance Li's image, and
provide opportunity to play a role in foreign affairs.
This will further consolidate the status
of the incoming President Xi Jinping.
It was reported that promotion of Li Yuanchao may also
show Xi Jinping.s willingness to implement "limited reforms".
BBC Chinese said that Xi Jinping has foiled the
plan of the former CCP leader Jiang Zemin.
Jiang Zemin had planned Liu Yunshan, who is in
charge of propaganda, for the role of Vice President.
Hu Ping, editor in chief of "Beijing Spring" magazine
suggests what may be indicated from this power distribution.
The Jiang faction has been weakened, and
Xi-Li's arrangements seems more favorable.
Hu Ping: "The problem is that Li Yuanchao
did not enter the CCP Standing Committee.
Let's consider that he wants to play more of a role in politics.
It will depend on whether he could enter the CCP Standing
Committee at the 19th CCP National Congress in 5 years.
The Vice President can be seen as a spare wheel, and
could be a featherbed, or a step, for further development."
Cheng Li, Senior Fellow of American
Brookings Institute spoke to the BBC:
"Li Yuanchao represents a lot of social forces.
This includes open-minded intellectuals, the forces
calling for political reform, the One Hundred Person
Project and the College-Graduate Village Officials.
Therefore, it was a sensation in China's political
arena when he did not enter the Standing Committee."
According to earlier speculation, Politburo
member Wang Yang will become Vice Premier.
Lin Xizu, commentator: "Xi Jinping and Wang Qishan
are working together on anti-corruption policies.

CCP state-controlled media Xinhua News Agency reported
that Yu Zhengsheng was elected as the Chairman at
the first meeting of the 12th National Committee of the

Front Work Department of the CCP Central Committee.
Ling Jihua is considered as the majordomo of Hu Jintao.
In March 2012, he commanded the Central Guard Bureau
to arrest Bo Xilai, former CCP secretary of Chongqing.
This was when Ling was the director of the
General Office of the CCP Central Committee.
Reuters reported that Ling Jihua, one of
Hu Jintao's cronies, was previously demoted.
Now Ling has becomes the Vice-chairman of the
Chinese People's Political Consultative Conference.
This is a way to avoid an awkward retirement for Hu Jintao.

Liu Yunshan, the new member of Chinese Communist Party
(CCP) Standing Committee took over as the president of Central Party School, as arranged before.
Some scholars think the conservative Liu Yunshan leading
the base of CCP's "ideology", shows again that
the new leadership adheres to the "left" route.
Some people have even analyzed the relationship
between Liu and "his new boss" Xi Jinping based on Liu's career development.
On January15, Liu Yunshan passed in the graduation
ceremony of Central Party School in high-profile in his first time as the president.
This arrangement has attracted attention
both inside and outside of China.
Liu Yunshan is 66 years old now. He was Minister of Central
Propaganda Department from October 2002.
In the past ten years, he was known for his conservative views,
and the strict control on public opinion.
In November 2012, Liu Yunshan entered the CCP Standing
Committee and ranked No. 5 in a total of 7 members.
He is in charge of the party's department of Organization &
Human Resources and Ideology.
Liu Yinquan, the chairman of the Central Committee of
Chinese Social Democratic Party,
"A person like Liu Yunshan has taken over
the Central Party School.
He must strengthen the teaching of Marx, Lenin, and Mao's
theories, and strengthen the teaching of dialectic materialism.
Historical materialism and other traditional communist theories.
This will train officials to be more conservative."
Hua Po, a Beijing political observer thought, it's not a surprise
that Liu Yunshan took lead of the Central Party School.
The important thing is whether he will be charge of
ideology in future.
Hua Po: "After he took office as president of the Central

is relying on those "pens"(writers).
The members of standing committee changed from nine to seven;
Zhou Yongkang's position as a member no longer exists;

The Hong Kong Economic Journal thought, that
Liu Yunshan succeeding Xi Jinping to be the president of
the Central Party School, is a promotion.
But other media thought that it's "a kicking upstairs".
There is news that the CCP has decided; The person who
will be in charge of Hong Kong and Macao affairs,
Is not Liu Yunshan, but a member of Standing Committee
Zhang Dejiang and the member of Politburo Li Yuanchao.
Zhao Yuanming, a Mainland senior law expert: "It's possible
that the CCP made him the president, and then weakened his propaganda responsibility.
The brand name of Party School looks famous,
but the position has no real power.
Maybe it's Xi Jinping's idea to just
leave Liu hanging up there."
Then, what's the relationship between Liu and Xi?
It's understood differently by different people.
Some people think, Xi Jinping trusts Liu Yunshan
so he arranged today's position for Liu.
The "Southern Weekend" censorship issue made
Xi hand over the president ial position to Liu,
Liu stopped work, went to Xi's hometown in Shaanxi province,
and other places, to show his loyalty to Xi.
Liu Yinquan: "Liu Yunshan has a good relationship
with Jiang Zemin,
but also has a good relationship with the
Communist Youth League.
He is a person both factions can accept
when they try to make a compromise.
Liu Yunshan is this kind of person, so I think
it is a key reason which led to his promotion."
However, some analysts pointed out that
the Southern Weekend issue not only
put Jiang's gang in an embarrassing situation.
It also disrupted Xi Jinping's arrangement.
Liu Yunshan didn't support Xi's "constitutional Dream".
Zhao Yuanming: "Xi Jinping raised the 'China Dream',
a 'constitutional Dream'.
This means he has to improve the current legal system

Hua Po pointed out that both Xi Jinping and Liu Yunshan
want the Party controls the medias in China.
Hua Po: "On this point, they have no divergence.

Yao Jianfu, a Chinese scholar and former researcher of
Rural Development Center of China State Council told Deutsche Welle:
Xi and Liu are matched in political philosophy,
both of them are "Leftists".
Deutsche Welle also quoted Chen Ziming,
a China political Scholaras saying,
that Liu Yunshan doesn't have a clear faction
characteristic, he is just a bureaucrat.

got one of the seven seats in the Politburo.
They are worried about information freedom on Internet
in China.
They think that Liu Yunshan, as a member of Politburo

Some Internet citizens said that Liu Yunshan used to apply
a severe censorship of Internet information.

Hu Jia Was Not Allowed to Return to His Home in Beijing
Hu Jia was forced to leave Beijing during

With the Chinese Communist Party's (CCP) 18th Congress
approaching, some overseas pro Jiang Zemin websites
have allegedly released reports on the list of names
of the upcoming Politburo Standing Committee members.
Wang Yang and Li Yuanchao were both removed
from the list, replaced with Zhang Dejiang, Liu Yunshan and Zhang Gaoli of Jiang's faction.
However, some critics said that spreading rumors didn't
help Jiang's faction, but rather put them onto a wrong track.
One pro Jiang Zemin website said that the CCP Politburo
Standing Committee held a meeting in Beijing on October 15.
It was said they decided the 18th session of the Committee
will have 7 people, while the Politburo will have 25 members.
The website said the name list is Xi Jinping,
Li Keqiang, Zhang Dejiang, Wang Qishan, Liu Yunshan, Zhang Gaoli, Yu Zhengsheng.
CCP infighting is extremely intense now with the 18th
Party Congress taking place in several weeks.
Hong Kong media allegedly reported a name list, mostly
containing members of Hu Jintao and Xi' Jinping's faction.
On the lists given on pro Jiang Zemin websites, Wang Yang,
and Hu Jintao's confidant Li Yuanchao were both removed.
It did contain Lui Yunshan, the Minister of the CCP
Propaganda Department, and the "Biggest Killer of China's Freedom on Journalism".
It also contained Zhang Dejiang, Party secretary of Chongqing
City, and the protagonist of Wenzhou high-speed rail scandal.
Zhang Gaoli, party secretary of Tianjing City,
who stopped people marking the memorial of the Tianjin Fire Disaster, was also on the list.
Zhang Xiyu, founder of Global Free Information Movement:
"Who is in, who is out. There haven't been big changes.
But if people like Zhang Dejiang are on the list,
the CCP will get worse reputation.
He is responsible for the high-speed rail tragedy.
He graduated from a University in North Korea.
If he entered in the standing committee,
the image of CCP will get worse."
Although Zhang Dejiang, and Zhang Gaoli don't
have any political achievements, they were always on the name list on pro Jiang Zemin websites.
Wang Beiji, Political Critic: "Probably they thought
if they put more of their people in the committee, their interests will be protected. In fact, the tactic is wrong.
If they put more pro Jiang Zemin officials into the committee,
who are the more corrupted ones, the CCP will soon collapse.
In the processing of breaking down,
they will suffer more humiliation."
Wang Lijun's fleeing to the U.S. Consulate ruined Jiang's
plan of using Bo Xilai to replace Xi Jinping in a military coup.
Some media reports said that the documents
Wang Lijun gave to the U.S. Consulate contain evidence of Jiang's conspiracy for a military coup.
In September, during the 21st Session of the General
Assembly of the United Nations Human Rights Council,
the topic of CCP live organ harvesting was addressed,
and well discussed in Europe and middle east countries.
Political Critic Lan Shu said that the Jiang fraction,
who has blood-debts for persecuting Falun Gong,
are getting more scared now with the exposure
of their crimes to the international communities.
They are spreading rumors and campaigning,
in order to the maintain their power.
Lan Shu: "They won't feel relieved unless there are some
members in the Congress who also have a blood-debt.
So they have tried their best to spread rumors."
Lan Shu said that besides campaigning for themselves,
Jiang's faction rely on rumors to maintain their influence.
Lan Shu: "Most officials inside China are only fence-sitters.
They are all looking at personnel arrangements of top levels.
The rumors certainly wouldn't have any credit overseas,
however, it will keep a stable morale for their troops
inside China, who won't desert them at this point in time."
Political critic Wang Beiji said that if the CCP has a person
like Gorbachev, or Chiang Ching-kuo, it may add some rational elements to the degrading of the CCP.
However, what Jiangs fraction
is doing now is on the wrong track.
Wang Beiji: "The actual result will not be as they planned.
This is if they insist those leftist corrupted officials like
Zhang Dejiang, Yu Zhengsheng and Zhang Gaoli enter
the committee, continuing Jiang's policy of persecuting
people, transferring money overseas, and maintaining power."
There will be one more meeting at the end of October
before the 18th Party Congress on November 8.
Critics say that from the contradiction in Chinese media,
it is still early to say who will be in the committee.

Hundreds of Petitioners Urge to Strike "Tigers"

During the period of Chinese Communist Party's Two Sessions,
Beijing has had an influx of petitioners from across China.
For days, petitioners have protested at
Beijing's South Railway Station.
Their banners are written, "Xi Jinping, Strike Tigers."
"Bring Zhou Yongkang to Justice."
Yet some petitioners have said that, in Beijing,
petitioners can be arrested if they go outdoors.
In other places, petitioners have been
placed under local surveillance.
Many have been asking,
"What are the Two Sessions for?"
The first session of the 12th CCP National Political
Consultative Conference is being held in Beijing.
Meanwhile, hundreds of petitioners protested the
CCP's rule, at Beijing's South Railway Station.
64 tianwang.com reported that on March 5 in the small hours,
over 50 police broke into petitioner's residences in Beijing's Fangshan District.
They took away 18 petitioners, including Chen Dashan,
a petitioner from Changchun city.
The police did not show their credentials, but alleged that
they were performing duties assigned by superiors,
and that it was an implementation of government action.
Reportedly, on March 3, Hu Deping,
the son of the late CCP leader Hu Yaobang,
arrived at a Petitioning Office under the
Central Commission for Discipline Inspection (CCDI).
Hu was said to visit petitioners and inspect CCDI works.
Hu Deping's car was surrounded by petitioners on their knees,
they handed over their statements to Hu.
Long-term petitioner Chen Dashan says that
Hu Deping's inspection is just for show.
Chen Dashan: "At the time, Hu Yaobang was dismissed.
So Hu Deping just exploited his identity to make a show.
It was the same as what Wen Jiabao did last year,
meeting petitioners at the State Petitioning Office.
Why didn't you meet them when crowds of petitioners
stayed in Beijing, when the majority had been back home for the Chinese New Year?
If you really care about petitioners' demands,
why not just go to Jiujingzhuang?"
In Shanghai, over 300 petitioners jointly sent
an open letter to Xi Jinping.
It said that Xi is a delegate to the National People's
Congress(NPC), so he has duties and obligations to submit proposals to the NPC.
The petitioners had hoped that Xi's proposal would set up
rule of law in China and legally resolve injustices.
They also expected Xi to eradicate excess bureaucracy,
corruption, and to remove corrupt officials at all levels.
CCP leader Xi Jinping has repeatedly stressed
"governance by the rule of law."
Reportedly, Xi has warned CCP cadres at all levels to
take the lead in observing the law.
Xi once claimed he would fight cases of corruption that
involve both high and low-ranking officials ("tigers" and "flies").
Media have reported that since the 18th CCP Congress,
eight senior officials have been taken down.
Two of them have been put under the Party's secret
investigation prior to judicial procedure.
They are Li Chuncheng, Sichuan's former deputy Party chief,
and Wu Yongwen, deputy director of Hubei Provincial People's Congress.
Li Chuncheng was reportedly loyal to Zhou Yongkang,
and a former member of the CCP Politburo Standing Committee.
Yi Junqing was formerly chief of the CCP Central Compilation
& Translation Bureau, an official at vice ministerial level.
In January, Yi was removed from his post,
having been denounced by his mistress.
Media reported that when Li Changchun took charge of
CCP propaganda, Yi was his right-hand man, the other right-hand man was Liu Yunshan.
During Liu Yunshan's tenure as CCP propaganda chief,
Yi again became Liu's capable assistant.
China's energy chief Liu Tienan, is known as the
"financial majordomo" of Jiang Zemin's family.
He was denounced for involvement in huge graft.
CCP official media has confirmed that Liu Tienan
has been under a CCDI probe.
Jiang Zemin's family is deemed the "big tiger"
behind Liu Tienan.
(Chair, China Anti-Political-Persecution Alliance) Liu Yinquan:
"It has merely been talk without action, too few have been punished.
Both Wang Qishan and Xi Jinping spoken for over two months,
yet no overwhelming action has yet been taken.
They've only arrested a few like Bo Xilai and Li Chuncheng
who are in jail but impossible to deal with."
Beijing rights activist Hu Jia views both Xi Jinping and
Wang Qishan themselves as "big tigers" of the CCP Politburo.
Hu Jia: "Xi Jinping claimed that it would take ten years
to put into practice the necessary changes.
But in ten years, they'll completely empty the national
treasury, and the money will have been laundered.

As the meeting draws near, infighting intensifies with the
comparing of names and the numbers within the Standing Committee, whether it be 7 or 9?
The change of numbers reflects the battle between Hu
Jintao and Jiang Zemin and his bloody group.

Before the 18th CCP National Congress, much discussion
took place concerning the numbers of Politburo Standing Committee.
Hu planned to recover the seven standing committee system.
With the Youth League group taking advantage of a ratio of 4:3.
Jiang's group however, made a series of comebacks.
People's Daily Overseas published an article written
by Hu Angang on July 3rd, with Hu praising the nine standing committee system.
This whole process is seen as a tug of war between members.
Commentator Lin Zixu thinks, Hu Jintao must strive to reduce
the number of standing committee members from nine to seven.
If the number remains nine, the chance of Zhang Dejiang or
Zhang Gaoli (both from the Jiang faction) taking position,becomes greater.
This would make things much more difficult For Hu and
his Youth League group, to maintain a majority.
Lin Zixu: "Hu Jintao has fought to take power for ten years.
Due to a lack of support within the Standing Committee in the past,
It is imperative Hu now strives to reduce the numbers from 9
to 7 giving him the advantage and the majority.
If Hu does gain the advantage of confirming the number of
members in Politburo Standing Committee, who will be the final candidates?
Wen Siyong and Ren Zhichu, the authors of "Hu Jintao's
Biography" think there are five people from the Youth League group listed in Hu Jintao's plan.
All candidates suggested are below the age 67, are also
members of the Politburo and secretaries of the Secretariat,
including: State Council Executive Vice Premier Li
Keqiang, Minister of the Organization Department of the CC.
Also Central Committee Li Yuanchao, Minister of Propaganda
Department of CCP Central Committee Liu Yunshan,
Guangdong CCP Secretary Wang Yang, and Central Office
Director Ling Jihua, who recently became a hot politician.
Li Keqiang was chosen by Hu Jintao in the 17th CCP National
Congress, Li Yuanchao is central to the Shanghai group,
princelings and Youth League group and has became a trusted
subordinate of Hu Jintao, very early on.
Wang Yang was chosen very early by Wen Jiabao. There is little
suspense on the entering opportunity of these three people.
Liu Yunshan belongs to the princelings, and his father was
the subordinate of Bo Yibo.
He was promoted by Jiang Zemin, becoming Vice Minister of
the Propaganda Department to the CCP Central Committee in 1993 and Minister in 2002.
He has a close relationship with Li Changchun, who is in charge
of propaganda in the standing committee,he's also a member of the Jiang group.
Liu Yunshan is a key suspect according to the international
human rights organizations due to his persecution of Falun Gong.
However, much evidence shows recently that Liu moved
closer to Hu Jintao.
Lin Zixu said, Liu Yunshan may not take the position of Li
Changchun due to his complex background.
Upon learning that the Governor of Calif. was coming to visit,
Lin Zixu: "Xi Jinpang and Li Keqiang must enter the standing
committee, and there is little suspense on the entering opportunity of Wang Qishan.
Hu Jintao must take three of four remaining seats to ensure
his absolute power.
There is also little suspense on the entering opportunity of Wang Yang, Li
Yuanchao and Liu Yunshan.
However, Liu Yunshan has a complex background.
He does not belong to the loyalists of Hu Jintao.
Thus, the last seat is very important."
Ling Jihua, the last one within the five and also the
Chief of Staff of Hu Jintao, now serves as the Central Office Director.
Ling Jihuang is a hot politician, but he is not a Politburo member.
It will be difficult for him to jump into the Politburo Standing
Committee directly from Central Committee, like Xi Jinping did.
This phenomena is very seldom seen in the history of CCP.
However, Li Zixu thinks Hu Jintao will try to create
opportunities for him.

Jihua. Hu Jintao wants to ensure his absolute power and he

Liu Yunshan urges 'learning from Lei Feng'

China's ideological chief Liu Yunshan on Friday said "learning from Lei Feng," the nation's most famous Good Samaritan, can help shape the socialist core value system.
Liu, who heads an ethical progress committee of the Communist Party of China (CPC) Central Committee, made the remarks at a symposium held by the committee to commemorate the 50th anniversary of late Chairman Mao Zedong's call to learn from Lei.
Liu, a Standing Committee member of the Political Bureau of the CPC Central Committee, said re-emphasizing "learning from Lei Feng" can motivate people today to work toward lofty causes, strengthen their patriotism and love for the Party and country, and shore up their confidence in socialism with Chinese characteristics.
Moreover, deepening and continuing efforts to learn from Lei are important ways to advance the building of the socialist core value system and unite and inspire the entire nation in pursuing socialist morality.
Lei, a young Chinese soldier in the 1960s, is known for devoting almost all of his spare time and money to selflessly helping the needy. He died after being hit by a falling pole while helping a fellow soldier direct a truck on Aug. 15, 1962.
A year later, Chairman Mao called on the nation to follow Lei's example, and March 5 of every year is designated "Lei Feng Day."
At the symposium, Zhuang Shihua, a former military surgeon, was honored as "Today's Lei Feng."
Zhuang, 52, president of the hospital affiliated to the Xinjiang Armed Police Corps in the country's far west, has been a member of the armed police corps for 35 years.
He has successfully completed a record 58,000 operations, mostly gall bladder surgeries, and made seven breakthroughs that filled the nation's gaps in the field.
Working in a region that is home to various ethnic minorities, the selfless doctor has greatly contributed to ethnic unity there. He often visited patients by hiking across snow-capped plateau, covering over 380,000 km to date.
Zhuang also donated about 46,000 yuan (6,600 U.S. dollars) to his patients and provided long-term financial assistance to three poor students.

After a fierce struggle, the new session of the Chinese
Communist Party's (CCP) highest ruling group,
the Politburo Standing Committee, finally unveiled the
new leadership, but nearly all are princelings and Jiang faction figures.
Those with reform consciousness were booted out.

On Nov. 15, the 18th National People's Congress (NPC) first
plenary meeting determined a new Politburo Standing Committee,
which includes Xi Jinping, Li Keqiang, Zhang Dejiang,
Yu Zhengsheng, Liu Yunshan, Wang Qishan and Zhang Gaoli.
On Nov. 14, the New York Times published an article about
the rise of Chinese princelings, which pointed out that
the number of princelings in the CCP has reached its peak
in this 18th NPC.
Besides Xi Jinping, at least two princelings, Wang Qishan
and Yu Zhengsheng, will enter the Standing Committee.
As a group of a few hundred people, princelings rise
as aristocracy, and get a stronger voice in the state ruling.
Those who do not have the background or are not princelings,
are taken as slaves in the eyes of these people.
Zhang Dejiang's father Zhang Zhiyi, was the former Artillery
Major General of the CCP, was also considered a princeling.
Liu Yunshan's father was a subordinate of Bo Yibo,
and is also a half-princeling.
The public had high expectations for Li Yuanchao in the new
Standing Committee,
but he, as well as Wang Yang, who is against Bo Xilai's
Chongqing mode, did not make the cut.
Liu Yinquan, the host of the Chinese Social Democratic Party
Central Committee, said, "Within the CCP,
those who have a little fame more or less, reform tendencies,
or enlightened tendencies were all eliminated from the party.
It makes people think the CCP is a very stubborn, conservative,
and incorrigible party."
Liu Yinquan said that this list is entirely due to the
Jiang faction and the CCP diehard veterans' conspiracy and the behind-the-scenes triad.
Before the 18th NPC, foreign media suddenly broke the news
of Wen's family wealth, which is a conspiracy.
However, most the new Standing Committee members have
ties to Jiang Zemin, and their ruling reputation is not good.
In Guangdong, because Zhang Dejiang blocked negative truth,
purged outspoken media, and utilized police to suppress citizens,
people launched a vigorous drive to 'get rid of Zhang.'
Zhang Dejiang barely maintained his Politburo seat
with help from Jiang Zemin.
During the assessment of cadres of the 16th CCP NPC,
Zhang Gaoli, was named to be responsible for CCP corruption
of public security bureaus in Shenzhen, as well as the financial,
economical and social chaos.
But those crimes were also pressed down by Jiang Zemin;
Liu Yunshan, the director of the Central Propaganda Department,
dealt with dissidents toughly, blocked their networks madly,
and ordered the motor car accident in Wenzhou not to be reported.
Thus he has long been the 'public enemy' of the media and Internet.
Wu Fan, editor in chief of China Affairs: "In the CCP,
old cadres came out to maintain the conservative forces,
and will continue to persecute Falun Gong,
suppress the pro-democracy movement,
and protect the interests of large capital consortia,
princelings, big capitalists, large enterprises, and state-owned enterprises.
In terms of the whole structure, it is built to bully people.
So from this perspective, is it meaningful who rules the CCP?"
Wu Fan also pointed out that no matter what people come up
with, it is the same, nobody can get rid of Jiang Zemin's forces,
Li Peng's forces as well as the interests of the princelings,
but they all try to maintain the CCP regime to oppress the people.
Li Yuanhua, a Chinese history scholar, said, "The CCP has
no faith, and those with no sense of social responsibility took power.
So many people came to power for their own vested interests.
This also reflects the phenomenon of the end of Communist
China, people who want to do something positive inside the CCP also have no way out."
Lin Baohua, a senior media person in Hong Kong, said that
pro-reform Li Yuanchao and Wang Yang were kicked out
of the Standing Committee, which also shows the craziness of the anti-reform forces.
Wu Fan said now nearly all CCP officials are corrupt.
Local leaders became princes.
Any policy contrary to their interests can't be executed.
The result is if they are kept, they will
do all evils, and if they are purged, the CCP will collapse.
There is only one path, that is, people rise up, disintegrate
the CCP and do not bear any illusions of the CCP.

After displaying his "constitutional dream,"
Xi Jinping,Secretary General of the Chinese
Communist Party (CCP), has released a slogan.
"Manage state affairs, politics and
administration by rule of law."
Commentators say that Xi Jinping faces strong
opposition in implementing "rule of law."
What or who is this opposition? We investigate.
According to the CCP controlled Xinhua News Agency,
Xi Jinping has stressed rule by law and constitution.
This was during a meeting of the CCP Political
Bureau of Central Committee on February 23.
He has required the formation of a legal environment, and
that laws be strictly enforced, with violators being prosecuted.
In discussing selection of officials, Xi Jinping said,
"Government departments at all levels should consider
an official's ability to rule by law, during his evaluation.
Xi also emphasized that as the ruling party,
the CCP should adhere to "rule by law".
This is important for the legal administration of the country.
Political commentator Lin Zixu believes that rule of law first
requires independent legislative and law enforcement agencies.
When the CCP claims to implement rule of law, its
only under the guidance of CCP 18th Assembly.
It is also under the guiding ideology of "Deng,
Jiang & Hu," which only ends up being a joke.
Lin Zixu questions whether there can be
rule of law under a single Party system?
Lin Zixu: "At the meeting, Xi Jinping stressed that all Party
organizations must abide by the Constitution and other laws.
Chinese people may have become indifferent to such cliches.
Imagine Obama publicly says that the U.S. Democratic
Party must abide by the law, and that the U.S. government
at all levels should take the lead in abiding by the law,
people will simply laugh themselves to tears."
Ma Longshan, Institute of World History Study,
Chinese Academy of Social Sciences:
"[Xi Jinping] has made some efforts in establishing law,
but problems remain as to how to enforce such laws."
Zhang Zanning, lawyer and law professor
at Southeast University, commented.
Although the CCP has enacted many laws
and introduced many slogans during its 60
years of rule, they all end up as empty talk.
Zhang Zanning: "The CCP has already said this in the past.
Deng Xiaoping mentioned that law should be
institutionalized, but he was unable to exercise it.
Because there is no democratic mechanism to enforce it,
finally Deng changed the laws that he enacted himself.
Zhang pointed out that constitutional democracy
is an irresistible trend in the world.
If what the CCP practices runs counter to its
slogans, that will incur increasing violent protests.
He believes that China must first thoroughly reject
Mao Zedong, if it is to implement rule of law.
Mao's portrait must be removed from Tiananmen Square,
and the "leftist" ideoogy must be completely eradicated.
Some commentators also pointed out that the Constitution
dictates that citizens have the freedom of religious belief.
To talk about rule of law, the CCP must first
terminate its systemic and illegal arresting
and persecution of Falun Gong practitioners.
Chinese Constitution prescribes that
Chinese citizens have freedom of speech.
Some commentators say that to talk about rule
of law, the CCP must abide by the Constitution.
It should stop punishing innocent people simply
for talking about constitutional democracy.
Lin Zixu: "Ordinary Chinese people
live in fear and worry every day.
The truly lawless people are none other than
CCP officials and their family members,
such as Li Tianyi, son of Li Shuangjiang.
As long as the CCP exists, it is impossible
to establish a real legal system in China.
In other words, the CCP, which keeps talking about rule
of law, is precisely the biggest obstacle to the rule of law."
At the beginning of the Chinese New Year,
"Southern Weekend" stressed Xi Jinping's
"constitutional dream" in its foreword.

province propaganda chief Tuo Zhen.
On January 7, the CCP suddenly announced
that it was canceling its decades-long system
of re-education through labor within the year.

Politburo Standing Committee member and chief of media
control, ideology and propaganda, Liu Yunshan, has been
called into question over the controversial Southern Weekly
issue, that is proving more chaotic as CCP pressure increases.
Asahi Newspaper analyzes, since Xi Jinping has just started
his duty, his trying to avoid the expansion of the meeting may cause a tremor within the CCP.
Asahi Newspaper reports that—according to related sources
who understand the CCP meeting—Liu Yunshan, who
controls the media, reported the Southern Weekly event
to the Central Committee in Zhongnanhai on January 9.
Reports say, Xi Jinping gave a displeasing look at first saying:
"Setting a series of measures just exacerbates the confusion
--the higher the pressure, the more chaotic things become."
Southern Weekly's controversial New Year greeting editorial
on January 3—'China Dream: the dream of constitutionalism'
which expressed a hope that China could be ruled by law
and by the constitution—was censored to praise the CCP.
This caused an uproar by journalists and ordinary citizens,
bringing out a struggle for media freedom.
Southern Weekly employees went on strike to protest
and many people, including scholars and performers,
expressed their support for the newspaper.
As the event became increasingly significant,
the CCP Propaganda Department instructed all major media
to keep the "line of the Party" on the Southern Weekly issue.
On January 7, Li Yunshan issued a strong message to all
major newspapers in China, requiring all media to reproduce
the Global Times' editorial, which denies the CCP authorities'
involvement in the Southern Weekly's New Year greeting.
The Global Times said, "If a media goes against the CCP
authorities openly, it will become a loser."
The message caused resentment in the newspaper industry;
Beijing News, Southern Metropolis Daily, Oriental Morning
Post, and other newspapers refused to comply with the CCP.
At the same time, the Global Times and its editor-in-chief
Hu Xijin received much criticism from media and netizens.
Southern Network also used the term, "global dogs catching
the Frisbees"—a supposed innuendo for the Global Times.
Asahi Newspaper says, Liu Yunshan also decided to carry out
a personnel transfer or the sacking of editors and reporters
who had protested against the Propaganda Department,
causing concern from Xi Jinping, who tried to stop it.
The outside world voiced that Xi Jinping showed a rational
attitude in dealing with the Southern Weekly event.
However, Chinese social problem researcher, Zhang Jian,
Who lives in the United States says, it is impossible for
a CCP leader to give people the freedom of speech.
[Zhang Jian]: "Let's forget about the problems between
the different CCP interest groups for now, and just look at the CCP's target.
We all know that the CCP wants to continue
its authoritarian system as a ruling regime;
under such a premise, how can it loosen its restrictions
on the freedom of speech and press? —It is impossible."
Zhang Jian says, the CCP has always believed in
"blocking the people's mouths and blocking the river",
meaning, to utilize its power to censor the flow of opinions.
[Zhang Jian]: "The CCP have clamped down on the public's
pursuit for democracy, replacing it with thoughts of survival and living; this is the CCP's magic weapon.
Without this, there will surely be many protests surging up
in China and by then, the CCP can control nothing."
Political commentator Ren Baiming says, regardless of
Xi Jinping's reasons behind his attitude towards the Southern Weekly event,
the opposition between the new leadership's
core CCP layer and Jiang's faction is now out on the table.
[Ren Baiming]: "It remains to be seen
whether Xi Jinping will start a reform;
the next step for the CCP officialdom is to line up
and decide which side they will stand on."
An article in Hong Kong's latest Chengming Magazine says,
Party Secretary of Guangdong, Wang Yang, is competing with
CCP Political Standing Committee member Zhang Gaoli
over the Deputy Prime Minister post.
CCP top-level officials, including Wen Jiabao, Xi Jinping,
Li Keqing and Wang Qishan, are advocating for Wang Yang to take the post.
Ren Baiming points out that, as the current situation shows,
Jiang Zemin's faction has been gradually excluded from
the CCP's core powers, as their actions were too unpopular.
In order to secure the CCP's rule, Xi Jinping may temporarily
take some liberal actions to win over the people.

Wenzhou train crash caused collective disobedience of media
and netizens towards the Central Propaganda Department.
Internet influence increased, and impacted interest groups
of the Chinese Communist Party (CCP).
In China's Internet era, there are about 500 million netizens.
The CCP strengthens monitoring of online opinions,
blockading Falun Dafa information, and exposing
power struggles between the factions of Hu and Jiang.
On August 21, Beijing CCP Secretary Liu Qi
inspected Youku and Sina Corporations,
and listened to CEO Charles Chao of Sina,
who introduced the microblogs.
The former head of Google China, Kai-fu Lee also spoke.
Sina microblog has over 200 million registered users.
Liu warned Internet companies to avoid "false and harmful
information" and spread the socialist core value system.
After Wenzhou train crash, under the order of Zhang Dejiang
and Zhou Yongkang, heads of rail and political affairs,
the Ministry of Railways immediately buried
the crashed train to conceal evidence.
Li Changchun in charge of the Propaganda Department
forbids media from reporting on it.
Sina and other microblogs became places where millions
of netizens disclose information and express their anger.
Wall Street Journal quoted analysts and pointed out that
Wenzhou's crash is a turning point of Sina's microbloging.
Many users worry that this might be the end of microbloging.
Recent official newspapers' editorials reinforce this concern.
In this context, Liu Qi's visit to Sina headquarters
may be an ominous hint.
The North Wind (a netizen): "A while ago we saw CCTV
criticizing the microbloging, but it suddenly stopped.
I don't think this thing is over.
Their purpose could be to stir public opinion,
and then to launch a new round of Internet campaigns,
followed by focussing on the microblogs."
Liu Qi, Li Changchun, Zhou Yongkang and Zhang Dejiang
are all key figures in Jiang Zemin's faction.
Sina has relationships with Hu Jintao originally.
The former CEO of Sina, Mao Daolin, is Hu's son-in-law,
in 2003 he married Hu Haiqing, Hu's daughter.
Boxun website recently revealed news from Hu's Office,
that CCP now has a collective leadership.
Politburo Standing Committee members have their own
share of the work, where they have the right to decide.
The control and management of the Internet
basically are not under the instructions of Hu andWen.
Information Office proposed to just close the microblogs,
but Hu and Wen administration refuse to discuss the matter.
In the next two years, Hu and Wen may utilize public online
opinions to get rid of the most corrupted people within CCP.
In March and Sept. 2010, Baidu, China's largest search
engine, suddenly lifted restrictions on sensitive topics
like the court cases against Jiang Zemin, the tide of CCP
withdrawals, the Shen Yun shows, etc. It lasted many days.
Li Tianxiao, Ph.D. in Political Science, Columbia University,
said, with Internet police and 'Fifty Cent Party' monitoring,
technical failures would be less likely to persist.
Maybe Hu directed Baidu to do so, as to attack Jiang's forces.
CCTV has bombarded Baidu for four days as a false website.
Outside analysis see in this Li Changchun's efforts
to strengthen supervision of Baidu, while cleaning the road
for Xinhua Web and People's search engine.
North Wind: "People's search engine may take actions soon,
there is no doubt it needs to out compete Baidu.
There is no better way than using CCTV to discredit it."
US Google Inc. was forced out of the Chinese market
in a similar fashion.
WikiLeaks disclosed secret messages from US public affairs,
that those who ordered the hacking of Google's Website,
include Li Changchun, Zhou Yongkang
and Liu Yunshan (Head of the Propaganda Department).
