Zhang Gaoli (Chinese: 张高丽; born in Jinjiang, Fujian in November 1946) is the current CPC Tianjin Committee Secretary. He was the Party Secretary in the economic sprawl of Shandong province until March 2007.
Zhang joined the CPC in November 1973, and he is an economist by profession. He was educated at Xiamen University in Xiamen from 1965 to 1970.
From 1997 to 2002 he held prominent leadership positions in the special economic zone of Shenzhen and the provincial government of Guangdong, and was instrumental in the economic development of region. An economic thinker, Zhang was then entrusted with the economic development of Shandong, where he was the first-in-charge CPC Shandong Committee Secretary.
Before the 17th Party Congress the central leadership moved Zhang in a provincial leadership reshuffle to lead the coastal city of Tianjin. He is believed to be an emerging member of the fifth generation of Chinese leadership.

Falun Gong practitioners were also outside UN headquarters
in New York, and they gathered in front of the hotel entrance
of the CCP delegates, peacefully protesting against the CCP’s
persecution of Falun Gong.
Zhang Gaoli is alleged to be actively deploying people
to persecute Falun Gong practitioners in China.
The entrance of the Waldorf Astoria Hotel in Manhattan,
where Zhang Gaoli stayed, was surrounded by petitioners
armed with slogans on the morning of Sept. 23.
Zhang stepped out of the hotel around 8am and hurried into
a vehicle under the protection of CCP security and US police.
Petitioners shouted, “Zhang Gaoli, return the money
you robbed from us!”
A number of petitioners broke through the lines and went up
to the car, and one of them tried to pull open the backdoor,
while another rushed to raise a slogan to the front of the car;
they were quickly pulled aside by the police.
Petitioners continued to shout at Zhang Gaoli, demanding that
he return the money he robbed and protesting against the CCP
government, saying it did not give the Chinese people basic
rights to live—Zhang’s car departed amid the sea of protest.
Reports say about 30 people had protested that day;
most of them were from China or pro-democracy groups.
Among them was Appeal against China—an organization
formed by petitioners in New York who had fled China—
who protest whenever CCP leaders visit New York.
Chen Daili, a victim of forced demolition and relocation from
Jing’an in Shanghai, is a member of Appeal against China.
She says in order to petition against the CCP’s robbery of her
family property, they had come to Zhang’s hotel early at 6am.
Like others, they have been petitioning for many years,

They protested against 15 years of persecution by the CCP,
grouped outside the hotel where the Chinese delegates stayed.
Ms. Wang from Tianjin was once an outstanding teacher
in her local elementary school.
She and her husband—a TV host—were sent to labour camps
separately and jailed for 7 years for practicing Falun Gong.
Ms. Wang, past language teacher, Tianjin elementary school:
“After Zhang Gaoli arrived at Tianjin, the persecution of
Falun Gong became more severe.”
“A man named Li Xiwang was arrested and tortured in 2010,
and in less than 10 days, his family was told to recover
his dead body—this is only one example”
Like other high ranking CCP officials, Zhang Gaoli faces
resistance and protests against his human rights abuses
wherever he goes.
On Aug. 28 and 29, a delegation of 750 CCP personnel led by
Zhang participated in a China investment forum in Prague,
the capital of Czech Republic, at which leaders from central
and eastern European countries were also present.

On Sept. 23, Zhang Gaoli, a Chinese Communist Party (CCP)
Politburo Standing Committee member, joined the New York
UN climate summit.
Zhang was greeted by several petitioners who had fled China,
and who protested with slogans as he stepped out of his hotel.
The petitioners told NTD reporters that Zhang Gaoli
had ran straight into their crowd, and in fear and panic,
he was helped into his vehicle by two bodyguards.
Falun Gong practitioners were also outside UN headquarters
in New York, and they gathered in front of the hotel entrance
of the CCP delegates, peacefully protesting against the CCP’s
persecution of Falun Gong.
Zhang Gaoli is alleged to be actively deploying people
to persecute Falun Gong practitioners in China.
The entrance of the Waldorf Astoria Hotel in Manhattan,
where Zhang Gaoli stayed, was surrounded by petitioners
armed with slogans on the morning of Sept. 23.
Zhang stepped out of the hotel around 8am and hurried into
a vehicle under the protection of CCP security and US police.
Petitioners shouted, “Zhang Gaoli, return the money
you robbed from us!”
A number of petitioners broke through the lines and went up
to the car, and one of them tried to pull open the backdoor,
while another rushed to raise a slogan to the front of the car;
they were quickly pulled aside by the police.
Petitioners continued to shout at Zhang Gaoli, demanding that
he return the money he robbed and protesting against the CCP
government, saying it did not give the Chinese people basic
rights to live—Zhang’s car departed amid the sea of protest.
Reports say about 30 people had protested that day;
most of them were from China or pro-democracy groups.
Among them was Appeal against China—an organization
formed by petitioners in New York who had fled China—
who protest whenever CCP leaders visit New York.
Chen Daili, a victim of forced demolition and relocation from
Jing’an in Shanghai, is a member of Appeal against China.
She says in order to petition against the CCP’s robbery of her
family property, they had come to Zhang’s hotel early at 6am.
Like others, they have been petitioning for many years,
but the CCP leaders have not listened.

Russian President Vladimir Putin and Chinese Vice Premier Zhang Gaoli have launched the construction of the first part of Gazprom’s Power of Siberia pipeline - which will deliver 4 trillion cubic meters of gas to China over 30 years.
“The new gas branch will significantly strengthen the economic cooperation with countries in the Asia-Pacific region and above all - our key partner China,” Putin said at the ceremony outside the city of Yakutsk - the capital of Russia's Republic of Yakutia on Monday.
Both President Putin and Vice Premier Zhang Gaoli signed the freshly-welded pipeline in a time-honored Russian tradition. The 'Power of Siberia' was welded together by workers from Chayanda gas field, overseen by CEO Aleksey Miller.
"Gazprom is always a reliable supplier of gas to its customers - which also applies to the ‘Power of Siberia," Miller said.
The 3,968 km pipeline linking gas fields in eastern Siberia to China will be the world's largest fuel network in the world. Both Putin and Vice Premier Zhang Gaoli have called the project the world’s largest construction project, as investment from both countries will be more than $70 billion.
“The gas pipeline ‘Power of Siberia’ will increase energy security and ensure Russia’s ability to fulfill export obligations,” Putin said in the opening remarks.

Starting in 2019, Power of Siberia will pump gas from Siberia to China’s populous northeast region as well as to Russia’s Far East. The Chinese side will start the construction of its part of the pipeline in the first half of 2015, the Vice Premier of China said.

Following the principles of amity, sincerity, mutual benefit and inclusiveness, China has conducted all-round pragmatic cooperation with Russia on the basis of equality and mutual benefit, which is significant for both countries and the world, Zhang said.
He called on the two sides to implement the cooperation agreements they have reached to benefit the two countries and the two peoples.
The two countries should step up cooperation to integrate China's Silk Road Economic Belt initiative and Russia's aspiration under the Eurasian Economic Union (EAEU) framework, said Zhang, urging the two sides to set up a mechanism to discuss concrete areas and projects for the integration.
Zhang said the two sides should actively promote large projects, including the construction of the Moscow-Kazan high-speed railway and the joint development of long-range and wide-body airplanes, adding that he hoped more such projects would advance investment and cooperation.
Zhang also called on the two countries to expand bilateral trade and push forward cooperation on finance as well as both the East- and West-Route gas pipelines.
For his part, Putin said Russia and China have achieved new results in economic cooperation and conducted increasingly close cooperation in international affairs, which has injected new momentum into their comprehensive strategic partnership of coordination.

Zhang said China and Russia have widened areas of cooperation, carried out more and more projects and achieved tangible results.
He called on the two sides to focus on advancing the projects and promoting China and Russia's cooperation in investment.
Shuvalov said Russia is willing to work with China to actively promote pragmatic cooperation in investment, finance and capacity.
After the meeting, Zhang and Shuvalov signed meeting minutes and witnessed the signing of a contract on a high-speed railway in Russia.

The Lao delegation aims its participation in the CAEXPO at promoting and publicizing internationally its culture, traditions, products and external relationship and cooperation under China - ASEAN framework. The number of booths taken by foreign exhibitors accounts for 42 per cent of the total, the proportion of which is relatively high in large-scale exhibition in China.
The number of booths for ASEN countries and countries outside the China-ASEAN region reaches 1,259. Six ASEAN countries are namely Indonesia, Laos, Malaysia, Myanmar, Thailand and Vietnam

On Sept. 23, Zhang Gaoli, a Chinese Communist Party (CCP)
Politburo Standing Committee member, joined the New York
UN climate summit.
Zhang was greeted by several petitioners who had fled China,
and who protested with slogans as he stepped out of his hotel.
The petitioners told NTD reporters that Zhang Gaoli
had ran straight into their crowd, and in fear and panic,
he was helped into his vehicle by two bodyguards.
Falun Gong practitioners were also outside UN headquarters
in New York, and they gathered in front of the hotel entrance
of the CCP delegates, peacefully protesting against the CCP’s
persecution of Falun Gong.
Zhang Gaoli is alleged to be actively deploying people
to persecute Falun Gong practitioners in China.
The entrance of the Waldorf Astoria Hotel in Manhattan,
where Zhang Gaoli stayed, was surrounded by petitioners
armed with slogans on the morning of Sept. 23.
Zhang stepped out of the hotel around 8am and hurried into
a vehicle under the protection of CCP security and US police.
Petitioners shouted, “Zhang Gaoli, return the money
you robbed from us!”
A number of petitioners broke through the lines and went up
to the car, and one of them tried to pull open the backdoor,
while another rushed to raise a slogan to the front of the car;
they were quickly pulled aside by the police.
Petitioners continued to shout at Zhang Gaoli, demanding that
he return the money he robbed and protesting against the CCP
government, saying it did not give the Chinese people basic
rights to live—Zhang’s car departed amid the sea of protest.
Reports say about 30 people had protested that day;
most of them were from China or pro-democracy groups.
Among them was Appeal against China—an organization
formed by petitioners in New York who had fled China—
who protest whenever CCP leaders visit New York.
Chen Daili, a victim of forced demolition and relocation from
Jing’an in Shanghai, is a member of Appeal against China.
She says in order to petition against the CCP’s robbery of her
family property, they had come to Zhang’s hotel early at 6am.
Like others, they have been petitioning for many years,
but the CCP leaders have not listened.
Chen Daili: “We’ve been petitioning in Beijing for more than
a decade; the high-level officials won’t see it in China,
but here in this free country, we can stop their car
and we can shout, “the CCP is a corrupt party.”
“We’re protesting at the UN; but we wouldn’t see the leaders
from the protest area at the side, so we went to the hotel
to see Zhang’s face and show him our petitions.”
Upon seeing Zhang Gaoli step out from the hotel, Chen Daili
immediately rushed forward, but was stopped by the police
and CCP personnel.

Chen Daili, “He was very nervous; he saw our slogans
and our banners.”
“We shouted, ‘the CCP is a corrupt party’—he’s not deaf—
he definitely saw us and heard us, and he was awfully afraid;
he had to be physically supported by two men and he didn’t
dare to turn his head towards us and only looked at the car.”
“There were two men who had to help him,
because Zhang was in a total mess.”
Falun Gong practitioners also gathered outside the UN
headquarters in New York, against the brutal persecution
of fellow Falun Gong practitioners in Guangdong, Tianjin,
Shandong and Shenzhen, during Zhang Gaoli’s tenure.
They protested against 15 years of persecution by the CCP,
grouped outside the hotel where the Chinese delegates stayed.
Ms. Wang from Tianjin was once an outstanding teacher
in her local elementary school.
She and her husband—a TV host—were sent to labour camps
separately and jailed for 7 years for practicing Falun Gong.
Ms. Wang, past language teacher, Tianjin elementary school:
“After Zhang Gaoli arrived at Tianjin, the persecution of
Falun Gong became more severe.”
“A man named Li Xiwang was arrested and tortured in 2010,
and in less than 10 days, his family was told to recover
his dead body—this is only one example”
Like other high ranking CCP officials, Zhang Gaoli faces
resistance and protests against his human rights abuses
wherever he goes.
On Aug. 28 and 29, a delegation of 750 CCP personnel led by
Zhang participated in a China investment forum in Prague,
the capital of Czech Republic, at which leaders from central
and eastern European countries were also present.

Russian President Vladimir Putin and Chinese Vice Premier Zhang Gaoli have launched the construction of the first part of Gazprom’s Power of Siberia pipeline - which will deliver 4 trillion cubic meters of gas to China over 30 years.
“The new gas branch will significantly strengthen the economic cooperation with countries in the Asia-Pacific region and above all - our key partner China,” Putin said at the ceremony outside the city of Yakutsk - the capital of Russia's Republic of Yakutia on Monday.
Both President Putin and Vice Premier Zhang Gaoli signed the freshly-welded pipeline in a time-honored Russian tradition. The 'Power of Siberia' was welded together by workers from Chayanda gas field, overseen by CEO Aleksey Miller.
"Gazprom is always a reliable supplier of gas to its customers - which also applies to the ‘Power of Siberia," Miller said.
The 3,968 km pipeline linking gas fields in eastern Siberia to China will be the world's largest fuel network in the world. Both Putin and Vice Premier Zhang Gaoli have called the project the world’s largest construction project, as investment from both countries will be more than $70 billion.
“The gas pipeline ‘Power of Siberia’ will increase energy security and ensure Russia’s ability to fulfill export obligations,” Putin said in the opening remarks.

Starting in 2019, Power of Siberia will pump gas from Siberia to China’s populous northeast region as well as to Russia’s Far East. The Chinese side will start the construction of its part of the pipeline in the first half of 2015, the Vice Premier of China said.

China-Japan talks fuel hope of meeting to end tension
Japan's Deputy Prime Minister Taro Aso has met China's Vice-Premier Zhang Gaoli in Beijing, fuelling speculation of a possible meeting between the two countries' leaders.
Relations have been strained since Chinese President Xi Jinping and Japanese PM Shinzo Abe took office.
But it is thought they may meet on the sidelines of a regional economic summit in Beijing in November.
The countries are at odds over an island chain in the East China Sea.
They also differ over Japan's actions in China during the Second World War.
The BBC's Martin Patience in Beijing reports that the brief meeting between the countries' deputies will be taken as a sign that the leaders want to improve relations.
However it is unclear whether the two countries will agree to what would be a politically sensitive meeting, our correspondent says. Mr Aso met Mr Zhang at a forum of finance ministers from the Asia-Pacific Economic Cooperation (Apec) group of countries. Beijing will be hosting a summit of Apec leaders next month.
