A Pyongyang army-people rally took place at Kim Il Sung Square Thursday to support the statement of a spokesman for the Supreme Command of the Korean People's Army (KPA). Present there were Kim Yong Nam, Choe Yong Rim and other senor party and state, officials of the party, armed forces and power organs, working people's organizations, ministries, national institutions and scientific, educational, literary and art, public health and media fields, service persons of the KPA and the Korean People's Internal Security Forces and officials and working people of institutions, industrial establishments and farms at all levels and teachers and students of universities and colleges here, more than 100 000 in all. Present there on invitation were delegations of overseas Koreans, compatriots, the chief of the Pyongyang mission of the Anti-Imperialist National Democratic Front, diplomatic envoys and members of the military attaches crops here and other foreign guests. The statement was read out to be followed by speeches. The speakers said that the statement amounts to a declaration of the will of all service personnel and people to win a sure victory by ending at an early date the final decisive battle with the brigandish U.S. imperialists who are working hard to usurp the dignity and sovereignty of the DPRK. They warned that the U.S. imperialists and the south Korean warmongers should clearly understand who is their rival and what miserable fate awaits them and be fully aware that the right to preemptive nuclear attack is not their monopoly. If the U.S. and puppet war-like forces bring the dark clouds of a nuclear war to hang over this land, the army and people of the DPRK will never miss the opportunity but sweep away the aggressors from the earth and glorify this year which marks the 60th anniversary of the victory in the Fatherland Liberation War as a historic year of national reunification, they stressed. -0-

North Korea Vows to Scrap Ceasefire If South/US Continue Military Drill

North Korea has threatened to scrap the armistice which ended the 1950-53 Korean War if the South and US continue with an ongoing military drill.
The Korean People's Army Supreme Command spokesman issued the statement Tuesday, according to the state KCNA news agency. Pyongyang warned it will cancel the Korean War cease-fire agreement on March 11 if the drills are not halted.
Details of the tentative sanctions remained murky, with UN diplomats telling Reuters on condition of anonymity they hoped to receive the draft resolution at Tuesday's council session.
The announcement from Pyongyang comes as South Korean and US troops launched their annual joint military drills on Friday. Some 10,000 US troops and 200,000 South Korean soldiers are currently taking part in the exercises.
North Korea had previously warned the US commander in South Korea of "miserable destruction" if the US military went ahead with the two-month-long exercise, Yonhap News Agency reported on Friday.
The North and South are still technically at war after the civil conflict ended in an armistice rather than a peace treaty.

Despite new threats from the North raising concerns of a new war the South Korean government, still seems to be willing to engage in dialogue with the communist regime.
For more on whether Pyongynag will return to the negotiating table our Heo Seung-ha tells us more.
During her first cabinet meeting on Monday, President Park Geun-hye said she was determined to take strong action against any North Korean provocations, but made it clear that she also seeks to build trust between Seoul and Pyongyang.
South Korean Unification Minister Yoo Kil-jae went even further to say that inter-Korean dialogue is necessary under any circumstances.
"However grave our situation is, we need a dialogue to improve inter-Korean relations."
Given that Seoul is leaving the door open for talks, will Pyongyang return to the table?
Professor Yang Moo-jin at University of North Korean Studies says despite the North's escalating rhetoric, the possibility of Pyongyang taking military action is quite low.
The professor actually sees other intentions at play.
"Pyongyang is seeking to rally public support for its regime by highlighting instability on the Korean Peninsula.
It is also urging the Park Geun-hye administration to choose between dialogue and confrontation."
Professor Yang believes inter-Korean dialogue is likely to take place within the next few months.
"North Korea does not mention the name of the South Korean president when making critical statements against the South, which shows a willingness to engage in talks with Seoul."
The professor predicts that, after China ends its National People's Congress this weekend, it will begin shuttle diplomacy, which will lead to talks between the two Koreas, and then between Pyongyang and Washington.
He added that the only concern lies with the North's young and unqualified leader Kim Jong-un.
Unlike his father Kim Jong-il who was politically savvy and therefore more careful in taking military action, the younger Kim, he says, could be more impulsive by comparison.

BREAKING! North Korea Threatens Pre-Emptive Nuclear Strike Against U.S. 3-7-2013
UNITED NATIONS -- North Korea vowed on Thursday to launch a pre-emptive nuclear strike against the United States, amplifying its threatening rhetoric as U.N. diplomats voted on whether to level new sanctions against Pyongyang for its recent nuclear test.
An unidentified spokesman for Pyongyang's Foreign Ministry said the North will exercise its right for "a preemptive nuclear attack to destroy the strongholds of the aggressors" because Washington is pushing to start a nuclear war against the North.
Although North Korea boasts of nuclear bombs and pre-emptive strikes, it is not thought to have mastered the ability to produce a warhead small enough to put on a missile capable of reaching the U.S. It is believed to have enough nuclear fuel, however, for several crude nuclear devices.
Such inflammatory rhetoric is common from North Korea, and especially so in recent days. North Korea is angry over the possible sanctions and over upcoming U.S.-South Korean military drills. At a mass rally in Pyongyang on Thursday, tens of thousands of North Koreans protested the U.S.-South Korean war drills and sanctions.
Army Gen. Kang Pyo Yong told the crowd that North Korea is ready to fire long-range nuclear-armed missiles at Washington.
"Intercontinental ballistic missiles and various other missiles, which have already set their striking targets, are now armed with lighter, smaller and diversified nuclear warheads and are placed on a standby status," Kang said. "When we shell (the missiles), Washington, which is the stronghold of evils, .... will be engulfed in a sea of fire."
The U.N. Security Council was considering a fourth round of sanctions against Pyongyang in a fresh attempt to rein in its nuclear and ballistic missile programs.
The resolution was drafted by the United States and China, North Korea's closest ally. The council's agreement to put the resolution to a vote just 48 hours later signaled that it would almost certainly have the support of all 15 council members.
The statement by the North Korean Foreign Ministry spokesman was carried by the North's official Korean Central News Agency.
It accused the U.S. of leading efforts to slap sanctions on North Korea. The statement said the new sanctions would only advance the timing for North Korea to fulfill previous vows to take "powerful second and third countermeasures" against its enemies. It hasn't elaborated on those measures.
The statement said North Korea "strongly warns the U.N. Security Council not to make another big blunder like the one in the past when it earned the inveterate grudge of the Korean nation by acting as a war servant for the U.S. in 1950."
North Korea demanded the U.N. Security Council immediately dismantle the American-led U.N. Command that's based in Seoul and move to end the state of war that exists on the Korean Peninsula, which continues six decades after fighting stopped because an armistice, not a peace treaty, ended the war.
In anticipation of the resolution's adoption, North Korea earlier in the week threatened to cancel the 1953 cease-fire that ended the Korean War.
North Korean threats have become more common as tensions have escalated following a rocket launch by Pyongyang in December and its third nuclear test on Feb. 12. Both acts defied three Security Council resolutions that bar North Korea from testing or using nuclear or ballistic missile technology and from importing or exporting material for these programs.
U.S. U.N. Ambassador Susan Rice said the proposed resolution would impose some of the strongest sanctions ever ordered by the United Nations.
The final version of the draft resolution, released Wednesday, identified three individuals, one corporation and one organization that would be added to the U.N. sanctions list if the measure is approved.
The targets include top officials at a company that is the country's primary arms dealer and main exporter of ballistic missile-related equipment, and a national organization responsible for research and development of missiles and probably nuclear weapons.
The success of a new round of sanctions could depend on enforcement by China, where most of the companies and banks that North Korea is believed to work with are based.
The United States and other nations worry that North Korea's third nuclear test pushed it closer to its goal of gaining nuclear missiles that can reach the U.S. The international community has condemned the regime's nuclear and missile efforts as threats to regional security and a drain on the resources that could go to North Korea's largely destitute people.

The North's increasingly belligerent tone, probing for weaknesses in the South's newly-elected female president, and on the heels of tougher UN sanctions triggered by its third nuclear test, did not seem to figure in the protester's calculations. That is not the case at the defence ministry.
"Although North Korea has been repeatedly announcing threatening statements, the South Korean army is getting fully prepared to retaliate, in case of any provocation from the North," said spokesman Kim Min-seok.
North Korea has condemned the two-week long joint exercises, and in its latest hardening of position has severed the emergency Red Cross hotline between the capitals.
The North claims the wargames, dubbed "Key Resolve" are "rehearsals for invasion", and it has reinforced its troops along its border. Soldiers there have been cheered by visits from their leader, Kim Jong-un, and large crowds of conscripts have been filmed lionising him at every turn.
