The Judge Advocate General of the Navy (JAG) is the highest ranking uniformed lawyer in the United States Department of the Navy. The Judge Advocate General is the principal advisor to the Secretary of the Navy and the Chief of Naval Operations on legal matters pertaining to the Navy.^[1] The Judge Advocate General also performs other duties prescribed to him under 10 U.S.C. § 5148 and those prescribed under the Uniform Code of Military Justice.

Duties[link]

The Judge Advocate General of the Navy is a Staff Assistant in the Office of the Secretary of the Navy, commands the Office of the Judge Advocate General (OJAG) and is the Chief of the Judge Advocate General’s Corps. The Judge Advocate General:^[2]

• provides or supervises the provision of all legal advice and related services throughout the Department of the Navy, except for the advice and services provided by the General Counsel;
• performs the functions required or authorized by law;
• provides legal and policy advice to the Secretary of the Navy on military justice, administrative law, claims, operational and international law, and litigation involving these issues, and;
• acts on other matters as directed by the Secretary of the Navy.

The Judge Advocate General maintains a close working relationship with the General Counsel of the Department of the Navy, the senior civilian lawyer in the Department of the Navy.

Nomination and appointment[link]

The Judge Advocate General is nominated for appointment by the President with the advice and/or suggestion of the Secretary of Defense and the Secretary of the Navy, and must be confirmed via majority vote by the Senate. The Judge Advocate General is appointed to a four year term of office but they historically serve for three. The Judge Advocate General has also historically been a naval officer, however, statute states that a Marine officer can be appointed to the position as long as they meet the requirements stated in the section.^[1]

Previously, the Judge Advocate General was appointed as a two-star Rear Admiral. In 2008, the National Defense Authorization Act for Fiscal Year 2008 advanced the position of the Judge Advocate General to that of a three-star vice admiral or lieutenant general.^[3][4]

Other than age and years of military service, there is no other statute of limitations on how many times the JAG can be renominated for appointment to that position if the President so chooses, however the JAG normally serves one term.

Jacqueline Leonard (born 1965 in Blackpool, Lancashire) is an English television, film and theatre actress.

Best known for her appearances in long-running British television shows, she played Lorraine Wicks in the London-based soap opera EastEnders, and also appeared in the Glasgow-based soap River City as gangster's wife Lydia Murdoch.

Early life[link]

Jacqueline Leonard was a pupil of Greenlands High School in Blackpool (now Bispham High School Arts College).^[1] Leonard trained at the London Academy of Music and Dramatic Art and was the winner of the Michael Warre Award for Best Actress in 1988.

Career[link]

Leonard is best known for appearing on British television. She has had roles in May to December (1992); A Time to Dance (1992); Inspector Morse (1993) and Peak Practice (1993–1996), where she played Sarah Preston for four series.

Following this she was cast in one of her most notable roles. She played Lorraine Wicks in the BBC soap opera EastEnders from 1996-97. Leonard took a year off work when she left EastEnders to relocate from London to Lancashire and care for her sick mother.^[2]

Subsequent television appearances include Doctors where she played one of the original characters Dr. Caroline Powers from 2000–2001; Nice Guy Eddie (2002); Holby City (2003); The Bill (2004); The Courtroom (2004), Goldplated (2006) and Hollyoaks (2007). In 2007, Leonard joined the cast of Scottish soap opera River City playing Lydia Murdoch.

Film credits include Chaplin (1992); ID (1995)There's Only One Jimmy Grimble (1999) and The Wicker Tree(2011).

On stage she has appeared in Look Back in Anger; The Taming of the Shrew; A Midsummer Night's Dream; A Clockwork Orange; Wuthering Heights and Behind The Green Curtain.

Chris Fletcher (born December 25, 1948 in Morristown, New Jersey) is a former American football safety in the National Football League. He was drafted by the San Diego Chargers in the ninth round of the 1970 NFL Draft. He played college football at Temple.

Fletcher played his entire seven-year career for the Chargers from 1970 to 1976.

Randy Leonard

Randy Leonard is a politician in the U.S. state of Oregon. He is currently a city commissioner in Portland, serving his third term on the Portland City Council.

Career[link]

Prior to serving in Portland city government, Leonard served in the Oregon Legislative Assembly and was a firefighter with the Portland Fire Bureau.

In 1994, he was elected to the Oregon State Senate to serve Multnomah County in District 9 for a four-year term.^[1] A Democrat, he served in the Senate from 1995 through the 2002 special sessions of the legislature, with re-election in 1998.^[2][3][4][5]

Leonard was sworn in as a Portland city commissioner in front of the Smith Memorial Center in the South Park Blocks on November 26, 2002, by city auditor Gary Blackmer.^[6]

Personal life[link]

Leonard and his second wife, Katie, live in East Portland.

On May 8, 2011, Leonard's daughter from his first marriage, 31-year-old Kara Marie Leonard, committed suicide by shooting herself in the head.^[7] She had struggled for several years with heroin addiction, achieving brief episodes of sobriety with her father's help; he spoke publicly of her addiction in the 2007 documentary Finding Normal.^[8]

He has two other adult children, Ryan and Kyle, and one grandchild, Cole.
