Cross Border Traffic Offences Need To Be Addressed
There were problems highlighted in Armagh about traffic offences going unpunished as those committing them were from a different jurisdiction. Dominic Bradley suggested it was time for streamlining the way these issues were dealt with. He said different speed limits could be confusing and we should be working to streamline those types of things throughout the whole island. Stephen Farry said: The mutual recognition of traffic offences is one of the key items on the North South Ministerial Council. Recently in the Assembly, Peter Robinson was promising an announcement in April, so watch this space.

Bulgaria HiLites: Archaeological Reserve 'Yailata', Black Sea Coast
The national archaeological reserve 'Yailata' is situated 2 km away from Kamen Bryag in south and 18 km away from Kavarna in north-eastern Bulgaria. It is a seaside ledge covering 300 decares (45, 3 hectares) and is detached from the sea by 50-60 meters high rock massifs. There is a cave 'city' of 101 'apartments', settled as far back as V century BC Three necropolises (family tombs) out of III- IV century have been hollowed out in the rocks. Necropolis №1 has come onto being near a whittled down sanctuary, facing the rising sun. A little early- Byzantine stronghold is situated in the northern part of 'The Big Yaila'. It is built in the late V century. One tower- gate and four towers are partially preserved. There are also a sanctuary, sacrificial stones, and wineries, four dug into tombs, which have been reserved since the Antiquity. During the middle Ages, the caves have been used as a monastery complex. There are some proto- Bulgarian signs on their walls- runes, crosses and stone icons. The area of 'Yailata' is announced as an archaeological reserve in 1989 by a resolution of the Ministerial Council of Bulgaria. It covers comparatively big surface of the coast line starting from the village of Kamen Bryag in the north and reaching 'Rusalka' resort in the south, including 500 meters all along the sea line as well. North Korea says it has successfully conducted a nuclear test today--sparking reaction from throughout Asia. South Korea says it will ask the United Nations Security Council to take countermeasures. North Korea's official KCNA news agency reported on May 25: "We have successfully conducted another nuclear test on May 25 as part of the republic's measures to strengthen its nuclear deterrent." South Korean President Lee Myung-bak called an emergency meeting of cabinet ministers over the test. [Lee Dong-kwan, S. Korean Gov. Spokesman]: "We will closely cooperate with the member countries of six-party talks, the United States, Japan, China and Russia, and international community and ask the United Nations Security Council to take proper measures (against North Korea's nuclear test)." North Korea had recently said it would test a nuclear device-- its first was in October 2006. It has said it is reacting to tightened international sanctions for firing a long-range rocket in April. Seoul citizens criticised North Korea's nuclear test. [Jong Yoon-joo, Seoul Resident]: "I can trust North Korea less and less -- Now I do not want a reunification of the two Koreas." Sri Lanka hosts South Asia Workshop on Non-State Actors and Weapons of Mass Destruction
A Workshop on the Implementation of UN Security Council Resolution 1540 dealing with Non-State Actors and Weapons of Mass Destruction (WMD) will be held in Sri Lanka from 23 - 25 June 2009. The Workshop is being organized by Sri Lanka and the United States in cooperation with the UN Office for Disarmament Affairs. Participants from the Government of Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka have been invited to attend as well as representatives of UN Agencies, regional and the other international and inter-governmental organizations. Secretary/Ministry of Foreign Affairs, Dr. Palitha Kohona will deliver the opening remarks at the Workshop. Mr. James Moore, Charge d Affaires of the US Mission in Colombo and Representatives and Experts of the 1540 Committee will also speak at the Inaugural Session. SEOUL (Reuters) - South Korea on Monday condemned rival North Korea's planned rocket launch as a "grave provocation", saying it was a disguised attempt to develop a long-range ballistic missile capable of delivering nuclear weapons. Seoul also extended a security alert in the capital, and said it was concerned the North might follow the ballistic missile launch with another nuclear test. South Korea's Yonhap news agency quoted an unidentified intelligence source as saying North Korea was "clandestinely preparing a nuclear test" at the same location as the first two.
