The Australian Trade Commission or Austrade, is the Australian government trade and investment development agency, a statutory authority administered by the Department of Foreign Affairs and Trade (DFAT), with offices in overseas embassies and consulates and representative arrangements in some other locations.^[1]

Global network[link]

A global network is organised in four regions: the Americas; Europe, Middle East and Africa; North East Asia; and South East Asia, South Asia and the Pacific. In Australia, services and programs are delivered through 14 Austrade locations and a network of 51 TradeStart locations in metropolitan and regional areas, operating in partnership with Australian state and territory governments, industry associations and regional development bodies.

Services[link]

Austrade provides advice to exporters on prospective markets and opportunities, on-the-ground support in target countries, trade exhibitions, and assistance in finding potential investors. It sponsors community education services, particularly in the area of teacher training, about international trade and related topics. No charge is made for general information; fees may be required for specific tailored advice.^[2]

As the first national contact point for foreign investment inquiries, Austrade actively promotes Australia as an internationally competitive place to do business, offering free and confidential advice and assistance. The agency helps international companies to establish in Australia and/or to locate and identify Australian suppliers.

Austrade co-ordinates the Building Brand Australia program, a 4-year, AU$20 million program to promote Australia's credentials as a "global citizen, global business partner and world class destination".^[3]

Export Market Development Grants[link]

The EMDG scheme aims to encourage small- and medium-sized Australian businesses to develop export markets. Under it, eligible businesses are reimbursed for part of the export marketing costs they incur. The scheme supports a wide range of industry sectors and products, including inbound tourism and the export of intellectual property.^[4]

Governance[link]

Established under the Australian Trade Commission Act 1985, Austrade is a prescribed agency subject to the Financial Management and Accountability Act 1997 and the Public Service Act 1999. Until 30 June 2006, Austrade was governed by a board. As a result of a June 2003 review,^[5] the board was replaced from 1 July 2006 by a Chief Executive Officer^[6]who reports directly to the Minister for Trade.

Craig Anthony Emerson (born 15 November 1954), Australian politician, has represented the House of Representatives seat of Rankin in Queensland for the Australian Labor Party since the 1998 federal election. He is the Minister for Trade in the Second Gillard Ministry.

Early life[link]

Emerson was born in Baradine, New South Wales, and was educated at St Patrick's College, Strathfield, Sydney University and the Australian National University, Canberra, where he gained a doctorate in economics.

Career[link]

In the past Emerson has variously been an economic analyst with the United Nations, an economic adviser to the Minister for Resources and Energy and the Minister for Finance, an Assistant Secretary of the Department of the Prime Minister and Cabinet, and economic and environmental adviser to the Prime Minister (Bob Hawke).^{[citation needed]} He became Director-General of the Queensland Department of Environment in 1990.^{[citation needed]} He was Chief Executive Officer of the South East Queensland Transit Authority from 1995–96.^{[citation needed]}

Emerson was appointed Shadow Minister for Innovation, Industry, Trade and Tourism from 2001 to 2003, and then Shadow Minister for Workplace Relations and the Public Service from 2001 to 2004.^{[citation needed]} In December 2006 he was appointed Shadow Minister for the Service Economy, Small Business and Independent Contractors.^{[citation needed]}

On 3 December 2007, Emerson was named Minister for Small Business, Independent Contractors and the Service Economy and Minister assisting the Finance Minister on Deregulation in the newly elected Rudd ministry.^[1] In June 2009, he was also appointed Minister for Competition Policy and Consumer Affairs.^[2]

On 14 September 2010 Emerson was appointed the Minister for Trade,^[3] and this role was expanded to Minister for Trade and Competitiveness in a Ministerial reshuffle announced on 2 March 2012.^[4]

Personal life[link]

Emerson was in a relationship with fellow MP Julia Gillard in 2002, prior to her rise to the prime ministership.^[5] He was previously married and has three children.

Laurie Smith is Sheriff of Santa Clara County, California, and the first female County Sheriff in the history of the state.

Career[link]

Smith began her career at the Sheriff's Office in 1973, working as a Matron (the former title for a female Sheriff's Deputy) at the Santa Clara County Jail until 1976.^[2] She then became one of the first female permanent undercover vice cops. In three years in this position, she posed as a prostitute, a vendor of stolen goods, and a drug user.^[2] She next worked in the patrol division, then became a watch commander over the jails.^[2]

In 1990, Sheriff Chuck Gillingham promoted her to Assistant Sheriff.^[1][2]

Smith was elected Sheriff of Santa Clara County on November 3, 1998 by a substantial margin and took office on December 15, 1998, becoming the first female sheriff in California.^[1][3] Metro Silicon Valley credits her with putting the sheriff's office on a sound and efficient basis.^[4] She was re-elected in 2010.^[5]

Smith has a Bachelor's Degree in Administration of Justice from San Jose State University and a Master's Degree in Business Management from California State Polytechnic University, Pomona.^[2] She is a graduate of the California Command College and also of the FBI Academy.^[1]

Controversies[link]

Gillingham was criticized for promoting Smith and two others over other candidates of higher rank, in particular for changing the job description to make a sergeant, her rank at the time, eligible for the post of Assistant Sheriff.^[2]

In 1992, a male deputy filed an internal complaint against Smith after being transferred out of the narcotics unit while a female deputy with less seniority was allowed to remain. Smith stated that it was not her decision. The same deputy later filed a sexual harassment complaint against Smith, but she was found completely innocent.^[2]

After Santa Clara County District Attorney Dolores Carr made a controversial decision not to prosecute on grounds of insufficient evidence in an alleged rape of a 17-year-old in San Jose in March 2007, Sheriff Smith declared the case "still open" and that she believed a sexual assault did occur. Carr submitted the case to the Office of the State Attorney General for review.^[6][7][8]

Simon Anholt is an independent policy advisor who helps national, regional and city governments develop and implement strategies for enhanced economic, political and cultural engagement with other countries. These strategies are typically in the areas of national identity and reputation, public diplomacy, economic competitiveness, cultural relations, regional integration, export promotion, tourism, security, foreign direct investment, sustainability, talent attraction and major international events. He is best known for his work on the image and reputation of countries, cities and regions.

He is the founder and publisher of the global annual research studies: Anholt-GfK Roper Nation Brands Index, Anholt-GfK Roper City Brands Index and Anholt-GfK Roper State Brands Index, three major surveys which use a panel of almost 30,000 people in 25 countries to monitor global perceptions of 50 countries, 50 cities and the 52 States of the Union.

Anholt was a member of the UK Foreign Office’s Public Diplomacy Board between 2000 and 2010^[1], has participated in sessions at the World Economic Forum^[2] and has advised institutions including the UN World Tourism Organisation, the World Union of Olympic Cities^[3], the European Travel Commission^[4], and the European Conference on Public Communication^[5]

Anholt is a Parliamentarian of the European Cultural Parliament. He was awarded the "Nobels Colloquia Prize for Leadership in Economics and Management", not to be confused with the Nobel Prize, in 2009 and the Prix d'Excellence du Forum Multiculturel pour un Développement Durable (Award for Excellence in Sustainable Development), at the 7th Multicultural Forum at the Palais de la Découverte, Paris, in 2010.^{[citation needed]}
