Memories of Eugene Whelan, Former Minister of Agriculture.
Dennis Guy shares some memories on Eugene Whelan.
A funeral service Saturday remembered Eugene Whelan for the colourful former federal agriculture minister's trademark green Stetson hat and his strong ties to the farming community.
Whelan died at the age of 88 on Tuesday night from complications from a stroke.
A crowd of friends, family and political dignitaries packed into the St. John The Baptist Church in his southwestern Ontario hometown of Amherstburg to pay respects to Whelan.
Whelan served as then-prime minister Pierre Trudeau's agriculture minister from 1972 to 1984.

News: Tussle for office
The transitional authority has distanced itself from claims that it had allocated the prime minister's office to the governor of Nairobi. The chairman of the authority Kinuthia Wamwangi says the authority had made arrangements for the governor to take over city hall prior to the announcement that the deputy president would be occupying the prime minister's office. And as Wilkister Nyabwa reports plans are already underway for the other county governors and their staff around the country to take over various local authorities offices.

Minister Insists On Buying GSM Phones For Farmer
The Minister of Agriculture, Akinwunmi Adeshina has affirmed that despite the criticisms trailing the proposed purchase of cell phones for farmers in the country, the ministry would not go back on its decision.
He maintained that the policy would not only enhance the performance of Nigerian farmers but also transform the agricultural sector.
The Minister disclosed this while addressing newsmen on Monday in Abuja. He noted that the government would not commit itself to direct purchase of cell phones for farmers but would only subsidise the phones through a partnership that would involve telephone service operators, Ministry of Communications Technology and other stakeholders.
He disclosed that reason being that the purchase of cell phones for farmers is tied to the distribution of fertilizers directly to the farmers without the involvement of third parties who had allegedly been ripping them off.
He said, "Government policy must always be based on evidence and well analysed data. We carried out an analysis of our GES work based on a large sample of 426,000 farmers from various local government areas in 13 states.

EU agriculture ministers plot CAP defence
http://www.euronews.com/ Agriculture ministers met in Brussels on Wednesday to discuss how to protect EU farming spending ahead of next year's budget negotiations.
Spainish Agriculture Minister Miguel Arias Cañete said he was optimistic that an agreement could be struck.
"We have an strong alliance with countries such as France, and Ireland which will have the EU presidency from January," he said.
We want to increase those alliances, we have another important ally, European Parliament."
Austrian farmer Irmi Salzer produces organic vegetables at the border between Austria and Hungary.
She said the most important issue is how agricutural subsidies are distributed.
"As we know about 80% of aids goes to the 20% of the farmers and viceversa. So that's not fair. It's the small farmers who produce a lot of food who make sure that rural areas exist, that people can leave in rural areas. So it's important to have a fair distribution," Salzer said.
Farming and agricultural related subsidies make up nearly 40 percent of current EU spending - that was 58 billion euros last year.
European Council President Herman Van Rompuy wants to slash that by 11 percent amid stiff opposition from France and Spain.

Hon. Bucyanayandi, Minister of Agriculture presenting opportunities in Agri-Horticulture sector
The Minister gives an overview of investment opportunities in the Agriculture and Horticulture sector.
The economic output is dominated by agriculture, which was responsible for 44% of GDP in 1996/97. Manufacturing contributed 8.6% of GDP in 1996/97. Most manufacturing is based on the processing of agricultural products. Agriculture employs over 80% of the labour force and also accounts for over 90% of export earnings.
Uganda forms part of the East Africa plateau. Favourable conditions for the cultivation of food and cash crops are found in most areas. Continuous cultivation is carried out where the rainfall is reliable and two to three crops per year are attainable. More than 75% of the land is available for cultivation or pasture. However, large areas are under-utilized. Land tenure systems are a mixture of traditional practices, colonial regulations and post-colonial legislation and vary from region to region. The co-operative network has played an important role in assisting farmers in the past two decades.
Agricultural production comes almost exclusively from 2.2 million smallholders, mostly working 2 to 3 hectares of land, using traditional methods of cultivation and family labour. Products include food crops (such as plantains, cassava, sweet potatoes, millet, sorghum, maize, beans, groundnuts and sesame), livestock and export crops (coffee, cotton, tea and tobacco). Some high value crops (e.g. cut flowers and certain vegetables and fruits, are also being exported. Agricultural products to a value of US$491.1 million were exported during 1996. Uganda is normally self-sufficient in food production. Crop marketing is handled by co-operatives, marketing boards and private companies.
Agriculture is the backbone of this nation, employing 70% of the total population. Suffice to say, this country is well placed to become the regional food basket, located in the centre of the 130 million people EAC regional bloc and 400 million people in the COMESA region. This can materialize if we partner with entrepreneurs from the GCC countries to add value to our produce, increase production and employ well-planned marketing strategies. In so doing, we can also provide foodstuffs of the highest quality to the Gulf region. This country therefore, presents a plethora of opportunities for investors and a huge potential for exports worldwide, where we have preferential market access.
