Mass. Gov. Deval Patrick and others, including an FBI Special Agent-in-Charge, gave a press conference Monday evening updating the situation on the explosions at the Boston Marathon. They stated that the FBI was now in charge of the investigation looking into the explosive devices that killed at least 3 and injured dozens more. They answered questions at the end of the presser.

It\'s the highest-level military talk between the US and China in two years. Top Us military officer, US Chairman of the Joint Chiefs of Staff, General Martin Dempsey, met with Chinese leader Xi Jinping today (April 23). 

Though there was much fanfare, tensions are high between the US and China. The US is beginning a military pivot to the Asia-Pacific region as China builds its military and tests the bounds of its power over the region.

NATO chief Anders Fogh Rasmussen said on Monday (March 4) that Pakistan must step up its fight against militants along its border with Afghanistan to ensure peace in the region.

Rasmussen was in the Afghan capital Kabul for talks with President Hamid Karzai, who condemned alleged remarks made recently by a Pakistani cleric urging suicide attacks against Afghanistan.

At least 44 people were killed when Iraqi security forces stormed a Sunni Muslim protest camp near Kirkuk on Tuesday, triggering a gun battle between troops and protesters and intensifying the country\'s sectarian tensions.

The clashes were the worst since thousands of Sunni Muslims started staging protests in December to demand an end to perceived marginalization of their sect by Prime Minister Nouri al-Maliki\'s Shiite-led government.

Iraq\'s Education Minister Mohammed Tamim, a Sunni Muslim, offered his resignation on Tuesday in protest at the raid, the deputy prime minister\'s office said in a statement.

Iraq\'s Defense Ministry said troops opened fire after coming under attack from gunmen in the makeshift camp in a public square in Hawija, near Kirkuk, 170 kilometers (100 miles) north of the capital Baghdad.

It's the highest-level military talk between the US and China in two years. Top Us military officer, US Chairman of the Joint Chiefs of Staff, General Martin Dempsey, met with Chinese leader Xi Jinping today (April 23). Though there was much fanfare, tensions are high between the US and China. The US is beginning a military pivot to the Asia-Pacific region as China builds its military and tests the bounds of its power over the region. Beijing has criticized the United States for increasing tensions in the region by increasing its military presence. [General Martin Dempsey, US Chairman of the Joint Chiefs of Staff]: "We seek to be a stabilizing influence in the region, and in fact, we believe that it would be our absence that would be destabilizing, not our presence." General Dempsey arrived in China on Sunday April 21 as part of a weeklong Asia tour. The General and his counterpart Chinese Chief of the General Staff of the Chinese People's Liberation Army, Fang Fenghui, held a meeting on Monday in a gesture to improve military relations between the two countries. Views on international and regional issues were addressed along with increased concern about cyber security. The United States have an increasing amount of evidence that recent cyber-attacks on American companies and government agencies have originated from the Chinese military. North Korea has also been a topic for concern. China is North Korea's main diplomatic and financial backer and has criticized the US military presence for provoking Pyongyang. In recent months, however, China has begun to express its own impatience with the rogue regime. [Fang Fenghui, Chief of the General Staff of PLA]: "(North Korea) held their third nuclear test and it is very likely they are going to hold their fourth test. In this situation, we ask all sides to work on the North Koreans to stop the nuclear tests and stop producing nuclear weapons." NATO chief Anders Fogh Rasmussen said on Monday (March 4) that Pakistan must step up its fight against militants along its border with Afghanistan to ensure peace in the region. Rasmussen was in the Afghan capital Kabul for talks with President Hamid Karzai, who condemned alleged remarks made recently by a Pakistani cleric urging suicide attacks against Afghanistan. "(The head of Pakistan's Ulema council) has announced that carrying suicide attacks in Afghanistan is legitimate, and is good. Obviously the people of Afghanistan get to conclude after this announcement that there is no practical step in fight against terrorism from Pakistan side," Karzai told a joint news conference. Pakistan is seen as crucial to stability in Afghanistan as most foreign combat troops look to leave the country in 2014, given its close political and economic ties and because militants' sanctuaries straddle the mountainous border. But Afghan officials have openly accused Islamabad of doing little to help them reach senior Taliban leaders that Kabul says are based in Pakistan. Pakistan denies this. Rasmussen said Islamabad must take more action against militancy along the volatile border with Afghanistan. "We have repeatedly urged the Pakistani government and the Pakistani military to step up the fight against terrorism and extremism in the border region between Pakistan and Afghanistan," he said. "We need a positive engagement of Pakistan if we are to ensure long term peace and stability, not only in Afghanistan but in the region. And I think time has come for the Pakistani leadership, the military leadership as well as the political leadership, to realise that it is in their self-interest to ensure a peaceful development in Afghanistan," Rasmussen added. He also urged the Afghan government to strengthen governance. "It will be vital to make sure that the Afghan government continues to deliver on it is commitment to strengthen the rule of law, fight corruption and uphold human rights including the rights of women; because that will be key to maintain stability within Afghanistan and support within the international security," Rasmussen said. The visit by the NATO chief comes after a meeting in Brussels on February 21-22 where NATO members discussed Afghanistan post-2014.

At least 44 people were killed when Iraqi security forces stormed a Sunni Muslim protest camp near Kirkuk on Tuesday, triggering a gun battle between troops and protesters and intensifying the country's sectarian tensions. The clashes were the worst since thousands of Sunni Muslims started staging protests in December to demand an end to perceived marginalization of their sect by Prime Minister Nouri al-Maliki's Shiite-led government. Iraq's Education Minister Mohammed Tamim, a Sunni Muslim, offered his resignation on Tuesday in protest at the raid, the deputy prime minister's office said in a statement. Iraq's Defense Ministry said troops opened fire after coming under attack from gunmen in the makeshift camp in a public square in Hawija, near Kirkuk, 170 kilometers (100 miles) north of the capital Baghdad. "When the armed forces started... to enforce the law using units of riot control forces, they were confronted with heavy fire," the Defense Ministry said in a statement. The Defense Ministry and military sources said troops found rocket-propelled grenades, sniper rifles, AK-47 guns and other weapons at the camp. But protest leaders said they were unarmed when security forces stormed in and started shooting early in the morning. They did not give specific figures for casualties other than to say dozens had been killed in the clashes. "When special forces raided the square, we were not prepared and we had no weapons. They crushed some of us in their vehicles," said Ahmed Hawija, a student. The defense ministry said 20 gunmen were killed at the camp along with three of its officers. But three military sources said twenty people at the camp and six soldiers died. A health official said three hospitals in the Kirkuk area had received 15 dead, including one soldier, and 50 wounded including 15 members of the security forces. All those who died were killed by gunshot wounds, the source said. Hours after the raid, Sunni tribal members attacked and briefly seized control of three checkpoints in villages around Hawija before armed forces backed by helicopter gunships took them back, military sources and tribal leaders said. By midday local time, the situation around Hawija was calm and security forces imposed a curfew in the surrounding province of Salahuddin. After the raid, troops burned protesters' tents and cleared the square. At least another seven people were killed when two roadside bombs exploded outside a Sunni mosque in a southern district of the Iraqi capital on Tuesday morning, police officials said. Violence in Iraq has eased since tens of thousands died in fighting between Sunni insurgents and Shiite militants in 2006-2007. But Sunni militants are still capable of major attacks. Al-Qaeda's local wing has stepped up its campaign of bombings and suicide blasts since the start of the year in an attempt to provoke widespread sectarian confrontation. Since the last US troops left in December 2011, Iraq's government has also been mired in crisis over how to share power among the Shiite, Sunni and ethnic Kurdish parties. Maliki's critics accuse him of amassing power at their expense. Many Iraqi Sunnis say they have been sidelined after the US-led 2003 invasion that ousted Sunni strongman Saddam Hussein and allowed the country's Shiite majority to gain power through elections. Sunni protests erupted in December after security forces arrested the bodyguards of the country's Sunni finance minister as part of a counter-terrorism operation, which Sunni leaders dismissed as part of a political crackdown on Maliki's foes. Maliki tried to ease protests by offering some concessions on reforming tough anti-terrorism laws and a law targeting former members of Saddam's outlawed Baathist party - both of which Sunnis fear were used unfairly to target them.
