La Jolla (/ləˈhɔɪ.ə/) is an affluent community within the city of San Diego, California, United States. It is a hilly seaside community, occupying 7 miles (11 km) of curving coastline along the Pacific Ocean within the northern city limits.
The 2004 estimated population was 42,808. La Jolla is surrounded on three sides by ocean bluffs and beaches and is located 12 miles (19 km) north of Downtown San Diego, and 40 miles (64 km) south of Orange County California, The climate is mild, with an average daily temperature of 70.5 °F (21.4 °C)
La Jolla is home to a variety of businesses in the areas of lodging, dining, shopping, software, finance, real estate, bio-engineering, medical practice and scientific research. The University of California, San Diego (UCSD) is located in La Jolla, as are the Salk Institute, Scripps Institution of Oceanography (part of UCSD), Scripps Research Institute, and the headquarters of National University (though its academic campuses are elsewhere).

A sea wall built in 1931 protects the beach from crashing waves, making it a favorite spot for divers, swimmers and families with children. Before the "wave wall" was built, there was a shallow water area between a large rock and a mainland bluff called "Seal Rock Point." The sea wall was built on top of several rocks, across the channel. It is topped by a paved walkway protected by railings.
Local philanthropist Ellen Browning Scripps paid for the sea wall project in order to create a Children's Pool, a place where children could play and swim that would be protected from the (sometimes rather large) waves coming onshore. Ms. Scripps gave the completed project to the City of San Diego. The gift was confirmed by an act of the Legislature, signed by the Governor in 1931, which says that "said lands shall be devoted exclusively to public park, bathing pool for children, parkway, highway, playground, and recreational purposes", while specifying that the area should remain available for fishing.

Here are some clips from our day at the La Jolla Children's Pool. I would highly recommend this stop for anyone visiting the San Diego area. Parking can be tricky with limited spaces and the 3 hour restriction but it is worth it to be patient. Snorkel gear and sand toys are a bonus. No flotation devices of any sort were allowed while we were there. Also, be sure to mind the Sea Mammal Protection Laws! Enjoy! It's Magnificent Monday and we had a great beach trip in San Diego: Imperial Beach was perfect for long slow waves for the kids to boogie board with soft deep white sand to relax in. Children's Pool Beach has tiny waves making it nice to snorkel and squba dive. We saw over 12 inch Shrimp, clear fish and orange fish, and seals on the rocks. There's a long tunnel with a hidden beach on the other end. For a nice scenic bike ride start at Imperial beach and head north 10 miles on a bike path to Coronado Island for the best view of down town San Diego. There are tons of food options and another beach to enjoy with the family by the bridge.

In spite of all the reasoned and logical arguments against closing Children's Pool Beach, the Coastal Commission went on to unanimously vote to close the Children's Pool from December to May every year. This precedent setting action places all other guaranteed coastal access in California in danger by repeating this unnecessary restriction. The Commission did place a requirement on the City of San Diego to address the animal waste pollution on the beach and in the water. They were also given the advice to improve ADA access for disabled users. Given the City's history, the City may need to be frequently reminded of that obligation to restore the Pool suitable for human use for the seven months people will now be "allowed" to use their own public beach.
