Douglas Carswell on banking reform
Douglas Carswell (), a member of the British parliament, author and blogger talks to GoldMoney's Dominic Frisby about his Banking Reform Bill, which aims to limit the damage that can be caused by fractional reserve lending. Though he was an early supporter of Britain's coalition government, Carswell has reluctantly concluded that -- economically speaking -- little has changed from the previous Labour administration. He points out the many fallacies in government and Bank of England policy, such as the idea that low interest rates will increase the supply of credit, or that problems caused by overconsumption can be cured with encouraging even more consumption by easing credit conditions. All this will culminate, in Carswell's view, in a currency crisis. Politicians will only act when they feel the heat, despite the fact that under Britain's current system, politicians have little influence over monetary policy. Carswell is therefore trying to establish a new intellectual framework for the time after the current system has failed. His alternative is based on Austrian School principles. He emphasises how the internet is reshaping people's conceptions of the role of government. Carswell's Banking Reform Bill would allow people to choose whether or not they would like to take ownership of their deposit at a bank or not. This would limit banks' ability to practise fractional reserve lending, and therefore hopefully contain the worst credit excess associated with it. While this bill is presently (and sadly) dead in the water, Carswell hopes that he can attract more supporters, and thus reintroduce the bill at a later stage. Theresa May Calls For Reforms In Police Searches
Police stop and search powers in England and Wales are to be overhauled with a revised code of conduct, Home Secretary Theresa May has said. She told MPs an inquiry had found 27% of searches may have been illegal. She said that if the number of stop and searches did not now come down, she would seek to change the law. The move follows a consultation, which highlighted concerns that stop and search was used too widely and was unfairly targeting ethnic minorities. Labour say the plans do not go far enough. 'Affront to justice' Recent figures show only about 10% of more than a million searches lead to an arrest, with black people six times more likely to be stopped than those who are white. At present, police can stop someone if they have reasonable grounds to suspect they are carrying illegal drugs, a weapon, stolen property or something which could be used to commit a crime, such as a crowbar. However, under Section 60 of the Criminal Justice and Public Order Act, officers can also stop and search someone without suspicion that they are involved in wrongdoing if approved by a senior officer, for example, because there is a fear that serious violence could take place. Mrs May said when misused, stop and search was an "enormous waste of police time" and "hugely damaging to the relationship between the police and the public". She referred to a recent inquiry by Her Majesty's Inspectorate of Constabulary (HMIC), which found that more than half of all forces in England and Wales were ignoring some rules on stop and search. "It is very clear that in a large number of cases the reasonable grounds for suspicion were not there and one can only therefore assume, given that black people are six times more likely to be stopped and searched than a white person, that it is precisely the fact that they are a black person that has led to that stop and search taking place. "It is absolutely disgraceful and sadly... this is a feeling that has come through to young people in black and minority ethnic communities that this is what happens and that this is, if you like, a way of life." Under the new plans: Alex Marshall, chief executive of the professional standards body the College of Policing, will review stop and search training for all forces Officers will have to sit assessments on whether they understand the rules on stop and search and will have to account for their actions if there are community complaints Police could face disciplinary action if they misuse their powers - or be barred from using them altogether 'Backed down' The BBC's home affairs correspondent Danny Shaw said the home secretary had wanted to go further, but her original proposals were blocked by Downing Street which was worried they might leave the Conservatives looking soft on crime in the run-up to the general election in 2015. But why have you listened to them?" Rachel Robinson, policy director at campaign group Liberty, said the proposals were "a half-hearted mix of voluntary, patchy measures", adding: "Public trust is wearing thin and today was a missed chance for real change." 'Alienation' Labour's Diane Abbott, who was Britain's first black woman MP, said successive governments had "failed to act" on the problem, so Mrs May deserved "some credit... for having taken things as far as you have done". "There is no single issue that poisons relationships between urban communities and the police more than stop and search," she told the Commons. We think it's great that it's finally been recognised that stop and search has been used discriminatorily" Shauneen Lambe Just for Kids Law Conservative Charles Walker gave an example of one of his constituents who had been stopped 50 times between the ages of 13 and 18, adding that he would have a sense of "total desolation and alienation" if that had happened to one of his children. Mrs May said a consultation held last year in England and Wales into stop and search attracted more than 5,000 responses and found very different attitudes towards the practice. Seventy-eight per cent of those aged between 55 and 74 thought it was an effective tool, but just 38% of those between 18 and 24 agreed. Christopher Hitchens on the Future of British Politics, Labour and Conservative Parties (2007)
The Labour Party won the second largest number of seats in the House of Commons at the 2010 general election, with 258 MPs. The history of the Labour party goes back to 1900 when a Labour Representation Committee was established which changed its name to The Labour Party in 1906. After the First World War, this led to the demise of the Liberal Party as the main reformist force in British politics. The existence of the Labour Party on the left of British politics led to a slow waning of energy from the Liberal Party, which has consequently assumed third place in national politics. After performing poorly in the elections of 1922, 1923 and 1924, the Liberal Party was superseded by the Labour Party as the party of the left. Following two brief spells in minority governments in 1924 and 1929--1931, the Labour Party had its first true victory after World War II in the 1945 khaki election. Throughout the rest of the twentieth century, Labour governments alternated with Conservative governments. The Labour Party suffered the wilderness years of 1951-1964 (three straight General Election defeats) and 1979-1997 (four straight General Election defeats). During this second period, Margaret Thatcher, who became leader of the Conservative party in 1975, made a fundamental change to Conservative policies, turning the Conservative Party into an economic neoliberal party. In the General Election of 1979 she defeated James Callaghans troubled Labour government after the winter of discontent. For most of the 1980s and the 1990s, Conservative governments under Thatcher and her successor John Major pursued policies of privatization, anti-trade-unionism, and, for a time, monetarism, now known collectively as Thatcherism. The Labour Party elected left-winger Michael Foot as their leader after their 1979 election defeat, and he responded to dissatisfaction with the Labour Party by pursuing a number of radical policies developed by its grass-roots members. In 1981 several right-wing Labour MPs formed a breakaway group called the Social Democratic Party (SDP), a move which split Labour and is widely believed to have made Labour unelectable for a decade. The SDP formed an alliance with the Liberal Party which contested the 1983 and 1987 general elections as a centrist alternative to Labour and the Conservatives. After some initial success, the SDP did not prosper (partly due to its unfavourable distribution of votes in the FPTP electoral system), and was accused by some of splitting the anti-Conservative vote. The SDP eventually merged with the Liberal Party to form the Liberal Democrats in 1988. Support for the new party has increased since then, and the Liberal Democrats (often referred to as LibDems) in 1997 and 2001 gained an increased number of seats in the House of Commons. The Labour Party was badly defeated in the Conservative landslide of the 1983 general election, and Michael Foot was replaced shortly thereafter by Neil Kinnock as leader. Kinnock expelled the far left Militant tendency group (now called the Socialist Party of England and Wales) and moderated many of the partys policies. Yet he was in turn replaced by John Smith after Labour defeats in the 1987 and 1992 general elections. Tony Blair became leader of the Labour party after John Smiths sudden death from a heart attack in 1994. He continued to move the Labour Party towards the centre by loosening links with the unions and embracing many of Margaret Thatchers liberal economic policies. This, coupled with the professionalising of the party machines approach to the media, helped Labour win a historic landslide in the 1997 General Election, after 18 years of Conservative government.
