Will Northern Ireland get it's own veterinary school at the University of Ulster? That was one of the questions asked of the Minister for Employment and Learning, Stephen Farry, during today's question time. The University has applied to the Department for Employment and Learning for the appropriate funding to establish a veterinary school and is currently putting together an economic appraisal to support the project. The Minister assured that the appraisal will receive an objective analysis but advised that they will have to weigh the expenditure against other objectives that the Department may have. The Minister was unable to give any commitment on how the proposal may advance and was also keen to stress that the cost of training a vet (around £78,000) is more than most other professions -- a key consideration for future decisions. Following the earlier announcement of the new Northern Ireland strategy on apprenticeships, Jonathan Craig took the opportunity to ask the Minister what action he will be taking to encourage the uptake of apprenticeships in Further Education colleges. Mr Farry said that the Department supports the cost of the off-the-job training provided by FE colleges and offers financial incentives to employers once the apprentice has completed the ApprenticeshipsNI programme. He added that the new strategy also proposes "the introduction of a central service to promote and support apprenticeship provision for employers and participants that will advertise centrally apprenticeship vacancies and provide a matching service between employers and prospective apprentices. The central service will signpost employers to approved providers of off-the-job training, including further education colleges." Mr Farry also answered questions on the financial effects of Welfare Reform penalties on his department, the security of B/E Aerospace jobs in Kilkeel, funding for the Magee campus of UUJ and the importance of night classes for working people. During topical questions the Minister also discussed the sale of property owned by Belfast Metropolitan College, DEL assistance for people who need re-skilled following redundancy and the slowly improving unemployment rate.- published: 24 Jun 2014

University of Ulster featured heavily in the topical questions posed to Minister for Employment and Learning, Stephen Farry. When pressed by Thomas Buchanan on what the department was doing to address UUJ's fall in the last six years from 54 to 88 in 'The Guardian' league tables, Mr Farry assured the member that heavy investment is being placed in the Higher Education sector and that we shouldn't place too much importance in the league tables and how they are measured. Samuel Gardiner also quizzed the Minister on how the lack of crèche facilities at University Ulster, Magee is impacting on the study options for parents. During the scheduled Oral Questions, Mr Farry provided an extensive update on apprenticeships in Northern Ireland, highlighting it as a "cost-effective way for a business to grow". Currently there are only 11 apprentices per 1000 workers but it is hoped that the major review launched in February 2013 will result in new proposals to help this number increase. The Minister also stressed that there should be a "parity of esteem" between apprenticeships and Higher Education that will see apprenticeships become a plausible alternative to the traditional route of Higher Education. ICT (2.24pm) and teacher training (2.31pm) were also on the agenda. The Minister revealing that ICT is a priority sector in the department and how new pilot academies on data analytics and cloud technology aim to take advantage of the 24% increase in applications for IT degrees.- published: 18 Sep 2013

Higher education, youth unemployment and apprenticeships were all discussed during questions to the Minister for Employment and Learning. Dr Farry stated that his "Department will be commencing the review of the maximum student number (MaSN) formula in early 2014. As Members are aware, MaSN is currently used as a means of controlling student support costs and the block grant allocation to the higher education institutions." When challenged by Sandra Overend on whether the Success through Skills — Transforming Futures strategy was a duplicate of the Further Education Means Business (FEMB) strategy, the Minister stated that FEMB will undergo a review during 2014 and that Success through Skills should be seen as the overarching document when it comes to the activity of his Department. A review of employment law is currently under way and the Minister provided a brief update to members. The Minister also stated that we have already ruled out the Beecroft reform" (which would give the power to employers to sack underperforming staff). In a response to Pat Sheehan on how people undertaking an apprenticeship are encouraged to start their own business the Minister outlines a range of support available including the European Social fund (ESF) and the Steps to Work programmes. The Minister also stated that an apprenticeship is a way of providing employers with the quality staff that they require for their businesses to grow and prosper. But "it is worth stressing that apprenticeships are not, per se, a pathway to self-employment". Paul Givan wanted to know "what measures have been taken to reduce youth unemployment". The Minister informed the house that: The youth employment scheme provides help to unemployed young people aged 18 to 24 to obtain work experience, develop additional skills and gain employment. To date, 1,038 young people have started the work experience programme, 898 have started the skills development programme and 689 have started employment under the enhanced employer subsidy. First Start will provide supported employment for 1,700 young people before the start of the 2014-15 financial year. Almost 18,000 young people have entered employment following participation on the Steps to Work, First Start and youth employment scheme programmes. Topical questions covered the contribution the Open University provides to the local economy; how the higher education sector will continue to thrive; what representations the Minister has received from the Confucius Institute; and the careers system.
