EU criticises Cameron referendum plan
In what could be one of the most decisive speeches on Europe since World War Two, British Prime Minister David Cameron on Friday will set out his plans to reshape the future of Britain in the EU.
Facing mounting pressure from the Eurosceptic side of his own Conservative Party, Cameron aims at bringing back some of the powers that Brussels currently holds to Westminster.
Many EU leaders have already criticized Cameron's intentions. EU Council president Herman Van Rompuy has said that Mr. Cameron cannot 'cherry-pick' what EU policies he can sign up to. MEPs also warned that Cameron's plans could undermine the Single Market.
"We need one European union. A single European Union. And not a European Union à la carte as we have today : with opt ins and opt outs, and derogations, and exceptions, and rebates. (...) If you can pick and choose what shall be left of the Single Market ? If the French for example ay "we like the industrial policy, we don't like the competition rules, or the German all say : we like the Single market in goods, but not the Single market in services. What shall be left of the Single market ? Let's be honest, and let Mister Cameron be honest about it : a renegotiation as he wants means in fact the end of the Single Market and in fact the end of the European Union.", said Chair of ALDE group Guy Verhofstadt.
Adding to the criticism of the European Parliament, Austrian Chancellor Werner Faymann accused the British Premier of sending 'mixed messages' in his European approach.
"I refer to solidarity and solidarity that characterises the European Union as the model, it is a model which does not exist in the same way on other continents and it is a model based on freedom and democracy, but also it is based on a kind social model we have and this solidarity is something that should not stop at National borders, it is a something that has to be spread about the whole of the European Union. Things can either go good for all of us together or bad for all of us together.", said Austrian Chancellor Werner Faymann.
Expectations are that Cameron aims to regain control in areas like immigration and employment law and that if successful, he would put this new UK-EU relationship to a referendum.
But reforms can only be made if the EU Treaty is reopened, something other EU leaders have already warned is not planned any time soon.
"We will see it as being disastrous if a country like Britain left the Union", said Irish Prime Minister Enda Kenny.
The US, a close British ally, also expressed this week its concern about British plans. Washington wants to see 'a strong British voice in the EU'.
Britain joined the European Union in 1973. Since then, it has negotiated a number of opt-outs from key EU policy areas. The country is not part of the eurozone and has not signed the free-border Schengen Treaty.

Falkland islanders vote in referendum
http://www.euronews.com/ On the Falkland Islands a referendum is underway asking the islanders to vote if they wish to remain a British Overseas Territory.
It comes during increased diplomatic tension between Britain and Argentina which claims sovereignty of the islands. London says it will only agree to negotiations if the islanders want them. All the evidence suggests there will be an overwhelming yes vote. The result of the two day referendum which Buenos Aires has dismissed as a meaningless publicity stunt is expected on Monday evening.
The stakes have been raised after the discovery of commercially viable oil resources around the islands which are 12,000 kilometres from London and a 75 minute flight from Argentina.
In 1982 Argentine forces invaded the islands which they call the Malvinas. In a 10 week war around 650 of their forces were killed and are remembered in a memorial in the capital. Over 250 British died before Argentina surrendered in what is remembered as a humiliating chapter in the country's recent history.

Falkland Islanders To Vote In Referendum
Falkland Islanders begin two days of voting today in a referendum to decide whether they want to stay British.
The question they have to answer is whether they want to remain an Overseas Territory of Britain, and there is likely to be a huge majority voting 'yes'.
Dr Barry Elsby, one of the members of the Falklands Legislative Assembly, told Sky News "We're looking for a very high turn out. People realise the importance of a high turn out because that is what is important. It is showing the world that the majority of the people here want to remain as we are. We don't want to become a colony of Argentina.
"We would like to send a message out to the world to say, look, we are a people. We do have our own views and those views should be listened to. And we hope at the end of this referendum process countries will stand up and say 'yes, we must listen to this democratic view of the people'."
But even those who plan to vote 'yes' doubt that Argentina's government will take any notice.
Owen Betts, who works in the fishing industry, said: "I don't think Argentina will (take notice), especially the government. Maybe some of the Argentine people may think differently, but I think the Argentine government are pretty hard headed and it's going to take a while to sink in."
The geography of the islands creates real challenges for making sure everyone who is eligible can vote.
The Falklands are slightly bigger than Yorkshire, but most roads are unpaved so sometimes it can take hours to drive relatively short distances.
Some communities consist of little more than a few houses. So many people are unable to get to one of the few polling stations. So the polling stations will come to the people.
A fleet of 4x4 vehicles will crisscross the island visiting communities for around half an hour to allow people to put their votes in a ballot box. And for even more remote locations which cannot be reached by road, a plane will island-hop with a ballot box on board.
The reason two days of voting has been scheduled is in case the weather prevents the light aircraft taking off and landing.
An international group of election monitors, including some from South America will observe the referendum to make sure rules are followed.
Brad Smith, from the Referendum International Observation Mission, is aware of the importance of the vote.
"Because the spotlight is here internationally, this is a issue that plays way beyond the islands. We have to make sure that even in these very remote places, everybody has an opportunity to vote."
And to try to ensure the ballot is beyond criticism the Falkland Islands government withdrew official observer status from a visiting British academic because they did not believe he was independent.
Professor Peter Willets, from City University, had given a speech in Stanley arguing that the islands could not remain an Overseas Territory, but needed to move to full self-government.
Some islanders agree that independence is the way forward and may vote 'no' in the referendum to signal their wishes.
But even some of the few Argentinian born residents of the Falklands, who spoke to Sky News on condition of anonymity, favoured retaining the links with the UK.
One man, who did want to be identified in case of anger from his homeland, said he felt the islands should remain British because of the wishes of the people who live there.
But for most people in Stanley today will be a celebration. A parade will be held in the afternoon, with cars festooned with Union Jacks and Falkland's flags driving in convoy through the streets.
And Neville Hayward will be showing off his new made-to-measure suit, delivered from London specially for the occasion. Jacket, trousers, waistcoat, bow-tie and shoes, all with the Union flag design.
He said: "We want to show the rest of the world that we want to remain British. Because we are British, it's our way of life. It's the only it's the only thing we know."

In this paper, underline the continuing effort of Commissioner Füle to reduce negotiations between political parties in Macedonia, following the opposition's decision to boycott the election.

Falklands votes in sovereignty referendum rejected by Argentina
People living in the Falkland Islands are voting in a referendum on their political status on Sunday and Monday at a time of heightened tensions between Argentina and Britain over their sovereignty.
The two countries went to war over the territory, known to the Argentinians as Las Malvinas, in 1982 after the then-military government in Argentina landed troops on the islands.
According to the Falklands legislative assembly, the vote is intended to affirm islanders' desire to remain a self-governing territory of the United Kingdom and to reject claims of ownership by Argentina.
The question put to voters is: "Do you wish the Falkland Islands to retain their current political status as an Overseas Territory of the United Kingdom?"
Argentina still fighting for Falklands
The two-day referendum is supported by the British government.
But the Argentinian Embassy in London said in a statement Friday that the referendum had no legitimacy, characterizing it as "a further attempt by the British to manipulate the question of the Malvinas Islands."
Because the area around the Falklands is the subject of a sovereignty dispute, it argues, "the United Kingdom has no right to alter the legal status of these territories, not even under the guise of a hypothetical 'referendum.' "
Argentina's president condemns 'colonial rule'
In January, Argentinian President Cristina Fernandez de Kirchner wrote an open letter, published in the UK press, in which she called on Britain to hand back the islands and accused it of blatant colonialism.
"The Argentines on the Islands were expelled by the Royal Navy and the United Kingdom subsequently began a population implantation process similar to that applied to other territories under colonial rule," she wrote.
"Since then, Britain, the colonial power, has refused to return the territories to the Argentine Republic, thus preventing it from restoring its territorial integrity."
She cited a 1965 U.N. resolution inviting the two countries to negotiate a solution to the sovereignty dispute and has called on the British to abide by the resolution.
The British government rejected Fernandez's call for negotiations, saying the Falkland Island residents have chosen to be British and "have a right to self-determination as enshrined in the U.N. Charter."
The January statement added: "There are three parties to this debate, not just two as Argentina likes to pretend. The islanders can't just be written out of history.
"As such, there can be no negotiations on the sovereignty of the Falklands Islands unless and until such time as the islanders so wish."
The British government accuses Buenos Aires of trying to "coerce" the Falkland Island residents into becoming part of Argentina through intimidation of those involved in fishing and oil exploration, and efforts to isolate the remote islands even further by limiting access by sea.
