Bosnian Serb nationalism remains strong
Banja Luka is the biggest city in Republika Srpska, the Serb region of Bosnia.
The people of Republika Srpska may have wanted change, but they voted in the same party as the previous elections.
The answer lies in the past.
One of the consequences of the war was the exodus of thousands of muslims from this region.
The mosques destroyed here in Banja Luka have been rebuilt, and so have relations. One top muslim politician says he's concerned about the growth of Serb nationalism here
Like much of this region Banja Luka used to be a place where serbs lived alongside muslims and croats-
but a new generation is growing up with no memory of that time - and there's no will here to integrate.

Bosnia or Death - Serbia's aggression on Sarajevo and start of the war in Bosnia.
The Bosnian War or the War in Bosnia and Herzegovina was an international armed conflict that took place in Bosnia and Herzegovina between 1 March 1992 and 14 December 1995. The war involved several factions. The main belligerents were the forces of the Republic of Bosnia and Herzegovina and those of the self-proclaimed Bosnian Serb and Bosnian Croat entities within Bosnia and Herzegovina, Republika Srpska and Herzeg-Bosnia, who were led and supplied by Serbia and Croatia respectively.[2][3][4]
The war came about as a result of the breakup of Yugoslavia. Following the Slovenian and Croatian secessions from the Socialist Federal Republic of Yugoslavia in 1991, the multi-ethnic Socialist Republic of Bosnia and Herzegovina, which was inhabited by Muslim Bosniaks (44 percent), Orthodox Serbs (31 percent) and Catholic Croats (17 percent), passed a referendum for independence on 29 February 1992. This was rejected by the political representatives of the Bosnian Serbs, who had boycotted the referendum and established their own republic. Following the declaration of independence, the Bosnian Serbs, supported by the Serbian government of Slobodan Milošević and the Yugoslav People's Army (JNA), mobilized their forces inside the Republic of Bosnia and Herzegovina in order to secure Serbian territory, then war soon broke out across the country, accompanied by the ethnic cleansing of the Bosniak population, especially in Eastern Bosnia.[5]
It was principally a territorial conflict, initially between the Serb forces mostly organized in the Army of Republika Srpska (VRS) on the one side, and the Army of the Republic of Bosnia and Herzegovina (ARBiH) which was largely composed of Bosniaks, and the Croat forces in the Croatian Defence Council (HVO) on the other side. The Croats also aimed at securing parts of Bosnia and Herzegovina as Croatian.[6] The Serb and Croat political leadership agreed on a partition of Bosnia with the Karađorđevo and Graz agreements, resulting in the Croat forces turning on the Army of the Republic of Bosnia and Herzegovina and the Croat-Bosniak war.[7] The war was characterized by bitter fighting, indiscriminate shelling of cities and towns, ethnic cleansing and systematic mass rape, mostly led by Serb and, to a lesser extent, Croat[8][9][10][11] forces. Events such as the Siege of Sarajevo and the Srebrenica massacre would become iconic of the conflict.
The Serbs, although initially superior due to the vast amount of weapons and resources provided by the JNA, eventually lost momentum as the Bosniaks and Croats allied themselves against the Republika Srpska in 1994 with the creation of the Federation of Bosnia and Herzegovina following the Washington agreement. After the Srebrenica and Markale massacres, NATO intervened during the 1995 Operation Deliberate Force against the positions of the Army of Republika Srpska, which proved key in ending the war.[12][13] The war was brought to an end after the signing of the General Framework Agreement for Peace in Bosnia and Herzegovina in Paris on 14 December 1995. Peace negotiations were held in Dayton, Ohio, and were finalized on 21 December 1995. The accords are now known as the Dayton Agreement.[14] A 1995 report by the Central Intelligence Agency found that Bosnian Serb forces were responsible for 90% of the war crimes committed during the conflict.[15] As of early 2008, the International Criminal Tribunal for the former Yugoslavia had convicted 45 Serbs, 12 Croats and 4 Bosniaks of war crimes in connection with the war in Bosnia.[16] The most recent research places the number of people killed at around 100,000--110,000[17][18][19] and the number of people displaced at over 2.2 million,[20] making it the most devastating conflict in Europe since the end of World War II.

Bosnian Serb Tolimir jailed for life for war crimes
http://www.euronews.com/ Former Yugloslav intelligence chief Xdravko Tolimir has been sentenced to life in prison for crimes committed during the Balkan war in the mid-1990s.
Arrested in June 2007, the 64-year-old had been on trial at the Hague, accused of offences including genocide.
He was found guilty of playing a key role in the 1995 Srebenica massacre during which eight thousand Muslim men and boys were killed. It was Europe's worst atrocity since World War Two.
Tolimir has been described by witnesses at the trial as the "right hand man and eyes and ears" of Bosnian Serb military commander Ratko Mladic during a conflict that killed 100,000 people.
Mladic himself has also been on trial at the Hague since May, accused of war crimes. He was caught in Serbia last year after spending sixteen years on the run.
Mladic oversaw the siege and bombardment of Sarajevo, in which 12,000 people died.

Former Bosnian Serb general Ratko Mladic is facing trial at the International Hague Tribunal. He's charged with genocide during the Yugoslavia war in the 1990s. Among his alleged crimes are the massacre in the town of Srebrenica, where 8,000 Muslims were slaughtered, and the deaths of over 10,000 civilians during the siege of Sarayevo. 69-year old Mladic was arrested by Serb forces near Belgrade last year. His defense lawyers earlier asked for the trial to be postponed, saying the prosecution had failed to provide evidence on time. They also accused the judge of bias. Their request was denied. Mladic is still viewed as a national hero by some Serbs. In an interview to RT, his son Darko Mladic told RT why.

Bosnia: Unprotected
This film, Unprotected, looks at the way people are treated when they are called as witnesses at war crimes trials in Bosnia.
It focuses on the experiences of two people, one a woman who testified at the trial of a man who raped her during the war, and the other a man who killed himself rather than appear in court and give evidence.
Although she was supposed to be a protected witness, the woman, identified as Z.R., was denied the measures that entails when she arrived in court in Trebinje. Quite the reverse -- journalists were allowed into the courtroom to film and photograph her, so that her face was all over the media. She says her life was left in ruins.
The second story told in the film is that of Djordje Djuric, a Serb man who committed suicide shortly after receiving a subpoena requiring him to appear as a witness in a war crimes trial. His wife and son say he was put under so much pressure to give testimony that he felt he had no way out.
Unprotected was made to complement an IWPR special report, Poor Protection for Balkan Trial Witnesses (see http://go.iwpr.net/TdQ3tF), which looks at how witnesses are treated in Bosnia and Serbia. When witnesses, who may be a traumatised victim or an insider from the armed group accused of war crimes, are denied proper protective measures, it can result in intimidation, public exposure and vilification.
The film was directed by Mirko Pincelli and produced by the Post-Conflict Research Centre in Sarajevo, Pinch Media and IWPR.
