Why Does the Debt Ceiling Need to Be Raised? Impact on Economics, Public Finances (2011)
The United States debt ceiling or debt limit is a legislative restriction on the amount of national debt that can be issued by the Treasury. Since expenditures are authorized by separate legislation, the debt ceiling does not actually restrict deficits. In effect, it can only restrain the Treasury from paying for expenditures that have already been incurred. The United States has had some sort of legislative restriction on debt since 1917. Periodically, a political dispute arises over legislation to raise the debt ceiling. When the debt ceiling is reached, the Treasury has undertaken "extraordinary measures" which buy more time for the ceiling to be raised. The United States has never reached the point of default where the Treasury is unable to pay its obligations. If this situation were to occur, it is unclear whether the Treasury would be able to prioritize payments on debt to avoid a default on its debt obligations, but it would at least have to default on some of its non-debt obligations. A default could trigger a variety of economic problems including a financial crisis and a decline in output that would put the country into a recession. In 2011 the United States reached a point of near default. The delay in raising the debt ceiling resulted in the first downgrade in the United States credit rating, a sharp drop in the stock market, and an increase in borrowing costs. Congress raised the debt limit with the Budget Control Act of 2011, which created the fiscal cliff and set a new debt ceiling that was reached on December 31, 2012. The Treasury has adopted extraordinary measures to avoid a default on its obligations. On February 4 President Obama signed a suspension of the debt ceiling that ran until May 19, 2013. The United States and Denmark are the only democratic countries to have legislative restrictions on issuing debt. The Danish debt ceiling is, however, mainly a formality; it follows the budgeting and expenditure process, allows ample scope for unforeseen deficits, and is therefore quite uncontroversial and has never been the subject of controversy as has its American counterpart.[1] In 2011, Republicans in Congress attempted to use the debt ceiling as leverage for deficit reduction. The delay in raising the debt ceiling led to the first ever downgrade in the federal government's credit rating. The credit downgrade and debt ceiling debacle contributed to the Dow Jones Industrial Average falling 2,000 points in late July and August. Following the downgrade itself, the DJIA had one of its worst days in history and fell 635 points on August 8.[15] The GAO estimated that the delay in raising the debt ceiling raised borrowing costs for the government by $1.3 billion in 2011 and noted that the delay would also raise costs in later years. The Bipartisan Policy Center extended the GAO's estimates and found that the delay raised borrowing costs by $18.9 billion over ten years. Following the increase in the debt ceiling to $16.394 trillion in 2011,[17] the United States again reached the debt ceiling on December 31, 2012 and the Treasury began taking extraordinary measures. The fiscal cliff was resolved with the passage of the American Taxpayer Relief Act of 2012 (ATRA), but no action was taken on the debt ceiling. Following the tax cuts from ATRA, the government needed to raise the debt ceiling by $700 billion to finance operations for the rest of the 2013 fiscal year.[18] Extraordinary measures were expected to be exhausted by February 15.[19] The Treasury has said it is not set up to prioritize payments, and it's not clear that it would be legal to do so. Given this situation, the Treasury would simply delay payments if funds could not be raised through extraordinary measures and the debt ceiling had not been raised. This would put a freeze on 7% of the nation's GDP, a contraction greater than the Great Recession. The economic damage would worsen as recipients of social security benefits, government contracts, and other government payments cut back on spending in response to having the freeze in their revenue.[20] Under the No Budget No Pay Act of 2013, both houses of Congress voted to suspend the debt ceiling from February 4, 2013 until May 19, 2013. On May 19, the debt ceiling was raised to approximately $16.699 trillion to accommodate the borrowing done during the suspension period. The Treasury is now using extraordinary measures to avoid a default. We ask for your support of HB 2372; An Act concerning immigration; requiring verification of employment eligibility and making other amendments concerning immigration.
The fundamental question today is not illegal immigration itself. If we are a nation of laws and are faithful to our obligations as citizens or legislators then we will rightfully conclude that the rule of law is the bedrock foundation of our society and passage of this legislation should require little debate.
I would not dispute that employer and citizen alike have found the blind eye beneficial to their pocket book but financial gain, open borders or humanitarian compassion are not acceptable substitutes for the rule of law. Yesterdays benefit (however perceived) is today's liability as our citizens find themselves struggling to meet the increased burden of illegal immigration on our society that cannot be measured in financial terms alone.
The blessings and benefits of America are bountiful. But, if they are to be preserved for our posterity and those seeking the benefit of citizenship they must be secured by principled adherence to our state and federal Constitutions.
Illegal immigration is a festering cancer that damages both our society and those unlawfully seeking employment. It creates the necessity for a second society operating under the radar that inhibits the necessary assimilation of new immigrants into the America family. We are no longer concerned with a few thousand illegal immigrants that could be easily absorbed but rather tens of millions that now tax the limits of our social networks. It is past time for the half measured approaches, nod and wink policies and felonious excuses of citizen, employer and legislator alike related to the employment eligibility of illegal immigrants are put to rest. It is time that a lawful approach to employment eligibility verification becomes the rule for all employers and the accepted social norm for all citizens. Of even greater importance is that you, the citizen legislator, honor your oath of office and uphold the rule of law.
Our Founders studied the laws and customs of many nations (both failed and existing) and took from them guidance for our Constitution that best protected a free people and society. For over 200 years, our Constitution has served as the legal binder for our citizens and those wishing to assimilate into a free society. Today, many seek to dilute the authority of our Constitution through substitution of unlawful privileges that in essence establish an equal but separate society within our borders. A society that stands in stark contrast and in opposition to the fundamental necessity of assimilation at the expense of individual liberties guaranteed to all by our Constitution. Such practices serve to disadvantage the citizens and legal immigrants that play by the rules and adhere to our laws by granting unearned favor to the illegal immigrant.
Surely, we are all aware of the inequities, consequences and unquestionable failures of equal but separate jurisprudence practiced at times within our own society. To turn a blind eye or foster such practices is treasonous to our founding principles, documents and the faith of those who gave all to defend and preserve the greatest grant of freedom ever known to man; America.
The challenges before us in preserving the free society and America are indeed great but do include a provision for national suicide. Tolerance does not beget equal but separate in a free society but instead requires assimilation through shared core values and equal application of the laws

A mere two months after the Los Angeles Dodgers inked a new, two–year, $45 million guaranteed deal with power hitter Manny Ramirez, the slugger got hit with a 50–game suspension for using a banned performance–enhancing substance. The reason, a “Behavior” clause written into his contract. The 50 game suspension will save the Dodgers 8 million dollars.
Earlier this year Kellogg’s backed out of an endorsement deal with Michael Phelps because of a “Behavior Clause” they had written into the contract. You know them as “Morality Clauses”, but because of changing morals, they have become specific “behavior” clauses.
There was once a time when an advertiser could get an agent to agree to the following clause: “If [Celebrity] has committed any act that offends the community or any segment thereof and/or public morals and decency, such behavior shall be considered a material breach of this Agreement incapable of cure, and if in [Advertiser’s] sole judgment such breach is likely to cause a diminution in the value of the [Advertiser’s] commercial association with [Celebrity], then [Advertiser] shall have the right, in addition to any other rights [Advertiser] may have as a result of such breach, to immediately terminate this Agreement on written notice to [Celebrity]. In such event, there shall be no further compensation payable to [Celebrity] and such termination shall not limit or effect any other rights [Advertiser] may have against [Celebrity] under this Agreement on account of such termination.”
However, society’s views of morality have changed, so contracts have gotten to be very specific as regards the “behavior” of the celebrities. With Michael Phelps, public drug use was clearly prohibited.
These behavior clauses have even entered the world o Big Banks. The latest banking crisis underscored the importance of not appearing greedy in the face of massive government bailouts at taxpayer expense. The government refused to give “Bailout Funds” unless certain behavior standards were met. Corporate executives lost their jobs and had their pay cut because of lavish extravaganza’s and exorbitant bonuses while Americans saw Billions of dollars in savings wiped out.
In the sports world, in the corporate world, in the banking world, how we behave and act is very important, so important that people lose millions when they fail to live up to certain standards.
Even in the church, our behavior is important. George Barna has become well-known because of the extensive research and surveys he conducts. He has noticed some alarming trends in the church, particularly in regards to our “Biblical World view”. A Survey published in March of this year produced these results:
For the purposes of the survey, a “biblical worldview” was defined as believing that absolute moral truth exists; the Bible is totally accurate in all of the principles it teaches; Satan is considered to be a real being or force, not merely symbolic; a person cannot earn their way into Heaven by trying to be good or do good works; Jesus Christ lived a sinless life on earth; and God is the all-knowing, all-powerful creator of the world who still rules the universe today. In the research, anyone who held all of those beliefs was said to have a biblical worldview.
The same questions were asked of respondents in national surveys by Barna in 1995, 2000 and 2005. The results indicate that the percentage of adults with a biblical worldview, as defined above, has remained unchanged for more than a decade. The numbers show that 7% had such a worldview in 1995, compared to 10% in 2000, 11% in 2005, and 9% now. Even among born again adults, the statistics have remained flat: 18% in 1995, 22% in 2000, 21% in 2005, and 19% today.
Varying numbers of Americans embrace the different aspects of biblical worldview thinking. The survey found that:
* One-third of all adults (34%) believe that moral truth is absolute and unaffected by the circumstances. Slightly less than half of the born again adults (46%) believe in absolute moral truth.
* Half of all adults firmly believe that the Bible is accurate in all the principles it teaches. That proportion includes the four-fifths of born again adults (79%) who concur.
* Just one-quarter of adults (27%) are convinced that Satan is a real force. Even a minority of born again adults (40%) adopt that perspective.
* Similarly, only one-quarter of adults (28%) believe that it is impossible for someone to earn their way into Heaven through good behavior. Not quite half of all born again Christians (47%) strongly reject the notion of earning salvation through their deeds.
* A minority of American adults (40%) are persuaded that Jesus Christ lived a sinless life while He was on earth. Slightly less than two-thirds of the born again segment (62%) strongly believes that He was sinless.
* Seven out of ten adults (70%) say that God is the all-powerful, all-knowing creator of

The university was founded in 1819 at Norwich by military educator and former superintendent of West Point, Captain Alden B. Partridge. Captain Partridge believed in the "American System of Education," a traditional liberal arts curriculum with instruction in civil engineering and military science. After leaving West Point because of congressional disapproval of his system, he returned to his native state of Vermont to create the American Literary, Scientific and Military Academy. Captain Partridge, in founding his academy, rebelled against the reforms of Sylvanus Thayer to prevent the rise of what he saw as the greatest threat to the security of the young republic: a professional officer class. He believed that a well-trained militia was an urgent necessity and developed the American system around that idea. His academy became the inspiration for a number of military colleges throughout the nation, including both the Virginia Military Institute and The Citadel, and later the land grant colleges created through the Morrill Act of 1862.[4]
Partridge's educational beliefs were considered radical at the time, and this led to his conflicting views with the federal government while he was the superintendent of West Point. Upon creation of his own school, he immediately incorporated classes of agriculture and modern languages in addition to the sciences, liberal arts, and various military subjects. Field exercises, for which Partridge borrowed cannon and muskets from the federal and state governments, supplemented classroom instruction and added an element of realism to the college’s program of well-rounded military education.
Partridge founded six other military institutions during his quest to reform the fledgling United States military. They were the Virginia Literary, Scientific and Military Academy at Portsmouth, Virginia (1839–1846), Pennsylvania Literary, Scientific, and Military Academy at Bristol, Pennsylvania (1842–1845), Pennsylvania Military Institute at Harrisburg, Pennsylvania (1845–1848), Wilmington Literary, Scientific and Military Academy at Wilmington, Delaware (1846–1848), the Scientific and Military Collegiate Institute at Reading, Pennsylvania (1850–1854), Gymnasium and Military Institute at Pembroke, New Hampshire (1850–1853) and the National Scientific and Military Academy at Brandywine Springs, Delaware (1853).[5]
[edit]Fire and hardship: Norwich in the 19th century
In 1825 the academy moved to Middletown, Connecticut, to provide better naval training to the school's growing corps of cadets. In 1829, the state of Connecticut declined to grant Captain Partridge a charter and he moved the school back to Norwich (the Middletown campus became Wesleyan University in 1831). Beginning in 1826, the college offered the first program of courses in civil engineering in the US. In 1834 Vermont granted a charter and recognized the institution as Norwich University. During the 1856 academic year, the first chapter of the Theta Chi Fraternity was founded by cadets Frederick Norton Freeman and Arthur Chase. With the beginning of the Civil War in 1861, Norwich cadets served as instructors of the state militias throughout the Northeast and the entire class of 1862 enlisted upon its graduation. Norwich turned out hundreds of officers and soldiers who served with the federal armies in the American Civil War, including four recipients of the Medal of Honor. One graduate led a corps, seven more headed divisions, 21 commanded brigades, 38 led regiments, and various alumni served in 131 different regimental organizations. In addition, these men were eyewitnesses to some of the war's most dramatic events, including the bloodiest day of the conflict at Antietam, the attack up Marye's Heights at Fredericksburg, and the repulse of Pickett's Charge at Gettysburg. Seven hundred and fifty Norwich men served in the Civil War, of whom sixty fought for the Confederacy.[6] Because of the university's participation in the struggle, the number of students dwindled to seven in the class of 1864 alone.
The Confederate raid on St. Albans, Vermont precipitated fear that Newport, Vermont was an imminent target. The corps quickly boarded an express train for Newport, the same day, October 19, 1864, to the great relief of the inhabitants.
After a catastrophic fire in 1866 which devastated the entire campus, the town of Northfield welcomed the struggling school. The Civil War, the fire, and the uncertainty regarding the continuation of the University seriously lowered the attendance, and the school opened in the fall of 1866 with only 19 students. The 1870s and 1880s saw many financially turbulent times for the institution and the renaming of the school to Lewis College in 1880. In 1881 the student body was reduced to only a dozen men. Later, by 1884, the Vermont Legislature had the name of the school changed back to Norwich. In 1898 the university was designated as the Military

하지만 조국은 일제 치하에서 신음하고 있었다.
선생의 고향인 평안북도 정주는, 만주로 향하는 피난민의 길목이었다.
10 months after the 3.1 Korean independence movement, Rev. Moon was born in Jeongju of Pyeong-An Book-Do on January 6th 1920.Rev. Moon was a boy full of curiosity. He befriended nature, spending his days roaming the mountains and rivers. He was also quite mature, always thinking others before himself.
However, the nation was groaning in misery under the Japanese rule.
His hometown, Jeong-Ju, was on the path of refugees running toward Manchuria.
정주에서도 살림이 도타웠던 선생의 집안은 나눔의 가풍을 실천하며 살아왔다. 증조할아버지는 ‘팔도강산 사람에게 밥을 먹이면 팔도강산에서 축복이 몰려든다’는 유언을 남길 정도였고, 그런 선생의 집은 힘들게 고향을 떠나는 피난민들이 잠시 요기를 하고 하룻밤 쉬어갈 수 있는 쉼터였다.
이런 가풍 속에 자란 소년 문선명은 어린 시절 부터 남의 불행과 아픔을 외면하지 못했다.
집안의 쌀부대를 져다가 피난민에게 나눠주기도 여러 번이었다.
Rev. Moon’s family was renowned for giving charity to those in need. His great-grandfather even left a saying, ‘If you feed people from all over the nation, the blessings of the nation will come to you,’ and thus, Rev. Moon’s house became a place where the refugees tired from their journey could stop to eat food and rest.
Having been raised with this kind of family tradition, from his early childhood Rev. Moon couldn’t ignore other people’s pain and suffering.
He often gave sacks of his family’s rice to the refugees passing by his home.
나라를 되찾기 위해서는 새로운 지식이 필요하다는 것을 깨닫고 오산학교에 입학하여 이듬해 정주공립보통학교로 전학했다.
He understood that he needed new knowledge in order to reclaim the nation, and so he entered Osan school, and transferred the following year to Jeong-Ju public school.
학교공부와 더불어 소년 문선명은 목사이자 독립운동가였던 문윤국 할아버지의 영향으로 종교와 애국에 대한 뜻을 키워나간다.
Influenced by his grandfather Yoon-Kook Moon, who was a pastor and also a independence activist, Rev. Moon’s love for religion and his country grew.
