Putin's authorized representatives, a group of over 500 prominent public figures who campaigned for him during the presidential election, held a meeting with representatives of the executive and legislative bodies of power on Sunday. The discussion comes a day ahead of the representatives' meeting with the Russian leader.
Speaking at Sunday's meeting, Presidential Press Secretary Dmitry Peskov called on those present to feel free to criticize Putin and his team.
"Who could criticize Putin constructively better than you do? I'm not talking about nitpicking, but objective criticism. Putin needs to be criticized, as well as all those who work hand in hand with him. He is not perfect and his colleagues are not absolutely flawless, too. Still to give criticism, you need to get the gist and have information."
Peskov said the institution of proxies would remain effective throughout the presidential term.
The Kremlin's press secretary blamed rising protest moods in Russia on the fast-growing living standards among a significant portion of society and on the inefficiency of some state systems.
"Those who were well-off felt dissatisfied, because once they had become well-off they wanted to invest in their state, in their democracy, they wanted to be involved in the country's management and its future. And this is where our state began to skid, because the state is conservative by its nature. It doesn't catch up with people's development. So people became dissatisfied, and went to rally on Bolotnaya Square. What does the Bolotnaya protest mean? Everyone is unhappy with something minute -- some lack kindergartens, some have their money extorted in a bribe. This is where discontent starts", he said.
