The students were killed on Thursday when rebel mortar bombs landed on the canteen of Damascus University's College of Architecture, two pro-government television channels said. One station, Ikhbariya, showed images of doctors pumping the chests of at least two young men and blood splattered on the floor of what appeared to be an outdoor canteen. A young women was shown walking in a hospital and bleeding heavily from her face. The college is in Baramkeh, a central Damascus suburb where mortar attacks by rebels fighting to oust President Bashar al-Assad have intensified this week. The university is surrounded by government buildings, including the Ministry of Defence, the headquarters for state media and the president's official residence. Once a bastion for Assad's forces, the capital has become a focal point of the two-year-old uprising against four decades of family rule that has developed into civil war in which more than 70,000 people have been killed. Rebels have formed a semi-circle around the capital and are trying to gain control of strategic areas to help them break into the centre of Damascus. State television blamed rebels who have stepped up attacks in the heart of the Syrian capital. "The number of students killed in the mortar attack on the architecture faculty in Damascus University has risen to 12," said the broadcaster. "The National Students Union condemns the cowardly terrorist attack that targeted the architecture faculty of Damascus University." SANA, the state newsagency, added that six others were hurt by "mortars that targeted the faculty cafeteria". Rebels fighting to oust President Bashar al-Assad have this week escalated their mortar attacks on central Damascus, including Umayyad Square in the middle of the capital, which houses the state television headquarters. The Syrian Observatory for Human Rights, a Britain-based monitoring group that relies on sources on the ground for its information, also reported Thursday's attack, although it put the toll at 10 people dead. The United Nations refugee agency voiced deep concern on Thursday at reports of mass deportations of Syrians from Turkey and said it had taken up the issue with Turkish authorities. Turkish officials said that Turkey sent hundreds of refugees back to Syria after clashes with military police at their camp near the border in a protest over living conditions, although the foreign ministry later said 50-60 Syrians had returned voluntarily. "UNHCR is very concerned with reports of a serious incident and allegations of possible deportations from Akcakale Tent City in the past 24 hours," Melissa Fleming, chief spokeswoman of the U.N. The Home Office vows "this is not the end" as judges refuse to overturn a ruling blocking deportation of the radical cleric.The Home Secretary's bid to deport the radical cleric Abu Qatada has suffered a major setback, after Appeal Court judges backed an earlier immigration court ruling that the preacher must not be sent back to Jordan. Although a Home Office spokesman said efforts to deport Abu Qatada would continue, Labour claimed Theresa May's deportation strategy had been "ripped apart". The Court of Appeal ruling means the cleric could soon be released from Belmarsh prison. He is currently being held for allegedly breaching his strict bail conditions, but with no real prospect of his deportation anytime soon, it is unlikely Home Office lawyers will be able to convince the courts to keep him locked up. In November last year, Special Immigration Appeals Commission (SIAC) judges blocked Abu Qatada's deportation to Jordan. Siac judges said there was a "real risk" that statements from Qatada's former co-defendants Abu Hawsher and Al-Hamasher, who were allegedly tortured, could be used against him at a retrial, breaching his human rights. The Court of Appeal has agreed with that assessment. Unanimously dismissing Mrs May's appeal and upholding Siac's decision, the appeal judges ruled: "Siac was entitled to conclude that there is a real risk that the impugned statements will be admitted in evidence at a retrial and that, in consequence, there is a real risk of a flagrant denial of justice." Lord Dyson, sitting with Lord Justice Richards and Lord Justice Elias, said the court accepted that Qatada "is regarded as a very dangerous person", but that was not "a relevant consideration" under human rights laws. A Home Office statement following the Court of Appeals ruling said the department planned to seek leave to appeal. A spokesman said: "This is not the end of the road and the Government remains determined to deport Abu Qatada. We will consider this judgement carefully and plan to seek leave to appeal. "In the meantime we continue to work with the Jordanians to address the outstanding legal issues preventing deportation." Today, the United States Supreme Court heard oral argument in Hollingsworth v. Perry, the federal constitutional challenge to California's Proposition 8. The Court is considering whether Proposition 8 violates the Due Process and Equal Protection Clauses of the Fourteenth Amendment to the United States Constitution. Enacted in November 2008, Proposition 8 eliminated the fundamental right of gay and lesbian Californians to marry. On December 7, 2012, the Supreme Court granted certiorari in Perry to review the landmark federal court of appeals ruling that upheld the decision of the federal district court that found Proposition 8 unconstitutional. On February 28, 2013, the United States Government filed a brief as amicus curiae in support of the Plaintiffs challenging Proposition 8. Theodore B. Olson of Gibson, Dunn & Crutcher LLP presented argument on behalf of the Plaintiffs challenging Proposition 8. Solicitor General Donald B. Verrilli, Jr. presented argument on behalf of the United States as amicus curiae in support of the Plaintiffs. Charles J. Cooper of Cooper & Kirk, PLLC presented argument on behalf of the Proponents of Proposition 8. "This case is about marriage and equality. The Plaintiffs we represent are two loving couples who, like millions of other gay and lesbian Americans, are being denied the fundamental right to marry and the right to be treated with equal dignity and respect under the law," said Plaintiffs' lead co-counsel Theodore B. Olson, who served as Solicitor General from 2001 to 2004. "This discrimination cannot be squared with the principle of equality and the unalienable right to liberty and the pursuit of happiness that is the bedrock promise of our Constitution. The day it is ended, we will be closer to fulfilling the dream of all Americans." "Fourteen times the Supreme Court has stated that the freedom to marry is one of the most fundamental rights—if not the most fundamental right—of all Americans," said Plaintiffs' lead co-counsel David Boies of Boies, Schiller & Flexner LLP. "The denial of the right to marry causes grave harm to gay and lesbian Americans and the children they are raising. It serves no legitimate state interest. As full and equal citizens under our Constitution, gay and lesbian Americans cannot be denied the basic, fundamental freedom to marry." "Our Plaintiffs—Kris and Sandy, and Paul and Jeff—like millions of other gay and lesbian Americans, are asking for the government to honor their fundamental right to marry and to treat them with equal dignity and respect under the law," said Adam Umhoefer, executive director at the American Foundation for Equal Rights (AFER), the sole sponsor of Hollingsworth v. Perry. "We are proud of the powerful and compelling constitutionally-based argument for marriage equality we made before the Supreme Court today, and look forward to the day when, very soon, our great nation's promise of liberty and equality will be realized for all Americans." Oral argument in Hollingsworth v. Perry was attended by, among others, Plaintiffs Kris Perry and Sandy Stier, and Paul Katami and Jeff Zarrillo; and AFER Board President Bruce Cohen and AFER Board Members Dustin Lance Black, Chad Griffin, Jonathan Lewis, Ken Mehlman, and Rob and Michele Reiner. "Today is a monumental day, not just for Sandy and me, but for the millions of other Americans across the country who have waited for years for the Supreme Court to consider whether they too should enjoy the right to marry," said Plaintiff Kris Perry. "Witnessing today's proceedings gives me hope that our four sons, and kids across America, will soon live in a country where love and equality prevail." "Today's oral argument before the Supreme Court marks the start of the final chapter of our four-year journey toward equality," said Plaintiff Paul Katami. "The argument advanced by our incredible legal team to the nine Justices is clear and unequivocal: equal justice under law means equal justice for all. We are confident that one day, very soon, this core American value will be realized and Proposition 8 and laws like it throughout the nation will be eliminated." In addition to the brief submitted by the United States Government, more than 50 briefs of amici curiae were filed in support of the Plaintiffs challenging Proposition 8. Amici include 131 prominent Republican leaders, 100 American companies, leaders of religious and faith groups, the State of California and thirteen other states, and family and children's rights organizations. A decision from the Supreme Court in Hollingsworth v. Perry is expected by the end of June 2013.
